A Cleaner Environment By Congresswoman Eddie Bernice Johnson Often, the fact that the Clean Air Act was signed into law in 1970 after passing Congress by a strong bipartisan vote is forgotten. By enacting this landmark legislation, the federal government took a stand for public health and against air pollution. It was a move that was heralded on both sides of the aisle and applauded by the American people because it put the public’s interests first. In the decades that followed, we saw substantial economic growth while enjoying a cleaner environment. The fight to protect our environment didn’t end in 1970 though. President Obama is continuing this effort with the Clean Power Plan, which aims to transform the way we produce energy. Unfortunately, just as has been the case with the Clean Air Act, the Clean Power Plan is not short on detractors. The same individuals that cried foul and predicted the end of American competitiveness in 1970 are making the exact exaggerated claims today about the Clean Power Plan. This
posturing is both ill-advise and without a prudent foundation. I hear from some of my Republican colleagues that if the United States cuts its carbon emissions, it will have no impact on the global temperature or sea level rise. Yet, that is not the reality. Any effort to reduce emissions will have an impact, and through our leadership we can challenge other nations to do the same. As we heard from Chinese President Xi Jinping, China, one of our key competitors, has accepted this challenge and is introducing a cap-and-trade program that will undoubtedly spur innovation and economic growth. I am most pleased with the work the Environmental Protection Agency is performing. The agency’s top priority is to protect the health of the public and the planet, and I commend them for staying true to their mission in the face of unfounded and hyperbolic criticism. So what are the facts? The Clean Power Plan is projected to save American families nearly $85 on their annual energy bill in 2030.
It will grow the solar and wind energy industries and make major advancements in energy efficiency across our economy. Scientists have made it abundantly clear to lawmakers and industry leaders alike that climate change is here and we must work together to deal with it. Without transforming our energy sources or reducing our reliance on fossil fuels, we will not be able to address the looming challenge of climate change. The issue of addressing climate change should not be relegated to partisan bickering on the campaign trail or be restricted to academic discussions. This will affect us all, and we all should be concerned. Leaders in the faith community have also requested that Congress address climate change. When Pope Francis spoke before a recent joint session of Congress, he called for “a courageous and responsible effort to redirect our steps and to avert the most serious effects of the environmental deterioration caused by human activity.” The Pope stated, “I am convinced that we can make a difference, and I have no doubt that the United States — and this Congress — have an important role to play.”

Friends! Got Any Real Ones? Some of you are aware that I have a book coming out which is a compilation of many of these columns. I came across this one and it still has quite an impact on me.
Spiritually Speaking By James A. Washington
Hopefully, it will again for you. This is an effort to get you to define who your friends really are. Who is it that you can absolutely depend on? I am one of those people who believe that you can determine this more in difficult circumstances than in situations where life is good and things are going well. The bible is full of chapters and verse about friendship even unto death, if you can believe that. John 15:13. According to the bible friends love each other, do not forsake each other, and more than anything a friend can be trusted. Even when a friend criticizes you, he or she is doing so to help, protect, build you up and yes correct you when they and you know you are dead wrong. “Wounds from a friend can be trusted, but an enemy multiplies kisses.” Proverbs 27:6. My point about identifying and relating to true friends is pretty much a very basic concept. It just happens to be spiritually based. When all hell is breaking loose in your life, will your friend(s) pray with you? Pray for you?

Will your friend(s) suggest maybe you ought to have a talk with the Lord? Will he or she let you know where the answer lies for whatever ails you? Shame? Addiction? Greed? Pride? Promiscuity? Whatever? By example, Job’s friend knew where he should turn. “But if I were you, I would appeal to God; I would lay my cause before Him. He performs wonders that cannot be fathomed, miracles that cannot be counted…” Job 5: 8-9. Now whatever you think about the motives of Job’s friends, you got to give them credit for knowing where to seek help. All I’m asking you is which one of your so called friends will point you in the right direction? I pray you have several, although one will surely do. I can’t help but be reminded of Christ and the paralytic. Mark 2. Jesus Heals the Paralytic. I’m just moved to point out verse 5. “When Jesus saw their faith, He said to the paralytic, Son, your sins are forgiven.” This is mind boggling to me. Jesus healed somebody because
his friends had faith. Can you believe that? The folk you hang out with may not be the folk who have faith in you. But the people who have faith, the ones who will take you and your problems to the Lord, are the ones He listens to; often times on your behalf. Now I do not know about you but, these are the kind of friends I need. I also believe I have a couple in my life and I am very thankful for them. My question to you is can you identify those in yours. If you cannot, then understand you are the reason for this particular column. No one should go through life without a friend who will pray for you if not with you and let you know, that’s what you should be doing also. Mark 2 just lets us know that God pays attention to such things and values such friends. Their love for you acknowledges their faith in Him and I think He welcomes them for their faith and you for bringing it out in them. Now that’s something to shout about I think. But remember, if you do not have anyone in your life that fits this friend criterion, May God bless and keep you always.

THE BROTHER FROM ANOTHER PLANET When neurosurgeon Dr. Ben Carson started flirting for a Presidential run, I thought he had lost his mind. Now that he has jumped into the fray, opening his mouth one too many times, I know he has. The problem? Too many people disagree with me. He raised $20 million in the last quarter, more than any of his competitors (of course, Donald Trump is self-financing his campaign). For an outsider, he has done extremely well, raising $31 million in just a few months. Why are people supporting him? Many are signaling their disgust with Washington politics by supporting the nerdy neurosurgeon Carson, and caustic former CEO Carly Fiorina. In a recent CNN poll, Trump, Carson, and Fiorina beat more established candidates Marco Rubio, Jeb Bush, and Senator Ted Cruz. Those who bring up the rear of the field include Ohio Governor John Kasich, former Arkansas Governor Mike Huckabee, Senator Rand Paul, Louisiana Governor Bobby Jindal, and New Jersey Governor Chris Cristie. During the first Republican debate, I thought I was watching a ten-person episode in a stand-up comedy reality show. The more substantive conversation at the “kiddie table” for those who polled lower than “front runners”, catapulted Carly Fiorina into the September 16 debate, where she handled the bombastic Donald Trump more forcefully than others. Since that debate Wisconsin Governor Scott Walker and former Texas Governor Rick Perry have dropped out of the race. There are others who need to drop out. Given

his position in the polls and his nowexpanding pocketbook, Ben Carson is not likely to go anywhere. Will we be stuck with the brother from another planet as nominee, and possibly President of the United States? Carson admits that he does not know what he is taking on. When asked how, as President, he would handle the hurricane that threatened the East coast on September 30, he responded, “I don’t know”. Many of his other responses to questions mirror those of Donald Trump’s, which boil down to “we’ll figure it out”. The voters are expecting Carson or Trump to “straighten out” the government, trust because of their reputations, even they have no experience in running a country. How can we trust people who would build walls between the US and Mexico, or who could not accept Muslims in government? How can we trust a prevaricator like Carly Fiorina who uses nonexistent videos as a talking point in her campaign? The brother from another planet may be doing so well in the polls because he is pandering to predominately conservative white audiences with his extreme views. His clear contempt for African Americans who are not in his corner is troubling. He says that the media has “manipulated” African Americans. His comments seem to suggest that African Americans do not have minds of our own, and that we are open to manipulation. Why didn’t he say that his white conservative allies are being
manipulated by his homophobic, jingoistic comments? Carson has said many of the things conservatives want to hear. He has described marriage as a union between a man and a woman, even as the LGBT community has waged a successful struggle for marriage equality. He has associated the gay community with “beastiality” and referenced marriage equality advocates with extreme groups like NAMBLA (North American Man/ Boy Love Association), which few support. He says homosexuality is “a choice” because people go to jail straight and come out gay. Some support him because he is unapologetically “politically incorrect”. But he crosses the line between being politically incorrect and being offensive, inhumane, and bigoted. He would not trust a Muslim to be commander-in-chief. Half a century or so ago, there were fears that Catholic President John F. Kennedy might be unfit for office because of his religion. The quote that catapulted Carson onto the public stage was one he made at the National Prayer Breakfast. He described the Affordable Care Act (often known as Obamacare) as worse than slavery. President Obama was in the audience and Republicans applauded Carson for his audacity in confronting our President to his face. Since Carson had never been a slave (except, clearly, mentally), his comments were absurd.

I called him RuPaul because he manufactures “good” journalism dressed in drag. He professes that FOX News is “Fair and Balanced” but we know that they just dress up lies and insist that they are true. Just like most Twits who take to Twitter, RuPaul Murdoch said just enough to feed his red meat masses and piss off the poor politically addicted liberals who don't know how to ignore the ignorant Far Right. “Ben and Candy Carson terrific. What about a real black President who can properly address the Racial divide? And much else.” Now y’all were pissed off about the “Real Black.” I got pissed off because he had the nerve to say anybody could do more for the racial divide than he can. White folks started and sustained American racism, they have to be part of the cure. As the Master of the biggest race plantation in America; FOX News, RuPaul Murdoch can influence more about race than Obama ever could.
Approximately 50% of Fox News junkies are over the age of 68. That's good and bad because that means the other half is less than 68. So not only do we have racism’s old guard, but Fox is harvesting a whole new generation. Murdoch’s sole purpose and most of his wealth is coming from the advertisers who sell billions to this group of xenophobes who reject anything that threatens White superiority or promotes their fear of a “Black planet.” In the “Rolling Stone Magazine’s scathing article entitled; “Rupert Murdoch is Deviant Scum,” writer Matt Taibbi renders the blistering details of how Fox News has ginned up a new and regal resurgence of racism and racists. “Forget for a minute what Murdoch said. Think about the why.
Obama as a mongrel, a kind of Manchurian President, raised in madrassas and weaned on socialism, who hates white people and yearns to euthanize them. The network spent years exhaustively building and tweaking Obama's super villain persona, almost always employing this TwoFace theme. The president in Fox lore is superficially a polite, intelligent, "articulate" American politician who sounds on the level. But in the end, Fox tells us, Obama will always be unable to control the envious, Christian-fearing, successhating African Marxist Terrorist in control of his subconscious. Murdoch's relentless message has been that Obama isn't just impure, but overcompensatingly impure. He's forever accusing the president of designing
policies to redistribute white wealth as a means of proving his solidarity. And when Fox talks about Obama's race, the caricature is always that he's a secret street hood straining uncomfortably in politician clothes. There was the time Eric Bolling talked about him "chugging 40s in IRE while tornadoes ravaged MO." Or there was the time Brent Bozell compared him to a "skinny, ghetto crackhead," or the time they called his 50th birthday party a "hip hop barbecue.” Rupert Murdoch, a proud Australian, has spent seven to eight years finding every conceivable way to say that “Barack Obama isn't one of us.” But the deviant part about RuPaul Murdoch and Fox News is that once they’ve gouged you openly and with glee, they come right back in feigned sincerity with utterances of apology and regret. “About 11 hours later, Murdoch tweeted an apology: "Apologies! No offence meant. Personally find both men charming." Kiss my ass RuPaul Murdoch and if this President acted as “Black as Black folk wished he would,” he would invite you to kiss the south bound of his northbound mule. Apologies to the “Real” RuPaul, but the metaphor was too tempting.

New Special Education Chief returns to Dallas ISD roots
! The new head of Dallas ISD special education, Tanya Browne, has returned to her roots.
The new head of Special Education Tanya Browne has come full circle in her career. The journalist-turned-teacher started out in a Dallas ISD classroom in 1993. She later became a dean and associate principal before joining the Special Education department, first as supervisor of secondary programs and then director of curriculum and instruction. Following a stint as special ed chief in Austin ISD, she’s back home and looking forward to making a good program even better. One goal: ensuring that special education students share in the everyday school activities that make learning fun. “The district is making great strides in the area of special education. We are making improvements in the area of inclusion, making sure students are accessing the general education curriculum by being in the gen ed classroom,” Browne says. “Our work and the district’s mission is seeing that (special education) students are included in all aspects of school life: that they know about

extracurricular activities, are involved in field trips, graduation activities, and other things we might not normally think our students are able to access,” she says, adding that such experiences “help prepare them to graduate and go to school or go to work or access services in the community.” Browne, a graduate of Justin F. Kimball High School, found her way into teaching by way of news reporting. With a journalism degree from UT Austin, she covered the education beat for the NBC affiliate in Waco for three years, visiting schools and diving into the issues surrounding education. Before long, convinced that education, not journalism, was her life’s work, she turned to Dallas ISD’s Alternative Certification program to help her get started in the classroom. “Seeing the kids and all of the programs going on was just exciting,” she said. “When I decided to transition out of news, I knew exactly what I wanted to do, and that was education.”
Today, with two decades of experience as an educator, researcher, speaker and trainer under her belt, she welcomes the chance to contribute to the future of special education in Dallas ISD. “As ED, one of my big opportunities is to serve my staff and provide leadership for them, to build a learning organization so that our staff can be prepared to support our schools,” she said. Browne speaks passionately about the benefits of doing more to serve special education students. She wants educators and society to realize that, like all students, they want to learn.
