NAACP and Head Start join forces in Memorandum of Understanding Core Directives include Voter Registration, Healthcare Enrollment and Fair Housing Advocacy BALTIMORE, MD – The National Association for the Advancement of Colored People (NAACP) and the National Head Start Association (NHSA) have announced an historic joint initiative aimed at empowering the country’s most vulnerable families by facilitating voter registration, health care enrollment and fair housing advocacy at Head Start centers across the Cornell William Brooks county. Since its creation in 1965, Head Start has improved the lives of 32 million at-risk children and their families, laying the foundation for lifelong success. As the outstanding model for quality early learning, Head Start’s comprehensive, two-generation approach, including services such as home visits, health screenings, and improved nutrition, gets children ready for kindergarten and sets families on a path toward self-sufficiency. NAACP President and Head Start alumnus Cornell William Brooks revealed the Memorandum of Understanding, which focuses on three core directives: • Voter Registration: Organize voter registration drives at Head Start centers to provide Head Start parents with crucial tools

and information to bridge gaps in the voting process, including helpful resources such as voter guides with state-specific information on how to register and vote. • Healthcare / Affordable Care Act: Educate families and provide resources to the Head Start community to help families enroll for health care coverage and access critical medical care. • Housing Advocacy: Provide Head Start families with fair housing advocacy tools to help build a foundation for stabilizing the family and home, and ensuring the entire family is prepared and invested in their own lifelong success. “Head Start has long been the center of community and learning in neighborhoods across the country, providing the required resources to strengthen families, communities and the well-being of our children,” said NAACP President and CEO Cornell William Brooks. “This new partnership with Head Start is a natural extension of their commitment to educating and empowering families and the communities they serve.” Head Start’s benefits to building communities include central center locations in the poorest neighborhoods where young parents can meet, socialize, and see one another. Through its programs and community support, Head Start provides: • Early knowledge, nurturing and stability for children that readies them for kindergarten, instills love of reading, and phenomenal socialization skill development that hopefully expands beyond the walls of the center. • Opportunity/access to community services for parents and children. Parents are able to gain training, set family and community goals, participate in councils at centers, and grow into positions of empowerment. • Social Justice Imperatives - In modern society, child care and Pre-K are considered basic needs for children, and often out of reach for struggling parents. Ms. Hooks, known for her dedication to education and philanthropic endeavors – both in her home in Memphis, Tennessee, and nationwide – was the dedicated wife of former NAACP leader Benjamin L. Hooks. Frances Hooks married the renowned civil rights figure in 1951, proving to be his greatest advocate and supporter until his death in 2010. A second grade teacher in Shelby County, Tennessee, Ms. Hooks put her career on hold to assist her husband in his own roles as an activist and civil rights leader. The couple

moved to Washington, D.C. in 1972 when Mr. Hooks became the first African-American appointee to the Federal Communications Commission (FCC). Benjamin Hooks, who began his career as a minister and attorney, rose in the legal system to become a judge and, later executive director of the NAACP, serving from 1977 to 1993. During her husband’s tenure as executive director, Ms. Hooks became a major figure within the organization as well. Along with fellow member Earleen Bolden, she organized the trailblazing Women in the NAACP (WIN), an unprecedented project which aimed to enhance the leadership roles of women both within the Association and in everyday life. She also cofounded The People Power Project, a community advocacy group for race relations and social justice outreach, and the Memphis Volunteer Placement Program. Both organizations continue her legacy to this day. A true example of civil rights fortitude and social responsibility, Frances Hooks was 88 years old. She leaves behind the couple’s only daughter, Patricia, two grandsons and great-grandsons. It is with the deepest gratitude and admiration for Frances Hooks’ lifetime of civil rights dedication that the thoughts and prayers of the NAACP and its national constituency go out to her family.

training and raising awareness. “Criminals steal many things from their victims, such as money, belongings and their sense of safety and well-being; but human trafficking is, simply put, the theft of a person’s very soul,� said Texas Attorney General Ken Paxton. “While trafficking is often associated with people from other countries, the victims of trafficking can and do come from anywhere, including right here in Texas. “Fortunately, through this new unit and through recent changes to the law, Texas is in a great position to make headway in the fight against trafficking, and we will take the fight to the doorstep of traffickers at every opportunity.� The attorney general was joined at the press conference by state Rep. Houston has the highest number of trafficking victims in the nation, and Texas is the second highest in the nation for number of calls to the National Human Trafficking Resources Center. The unit will provide the state with a new weapon in the fight against human trafficking, transnational gangs and organized crime syndicates that threaten the fundamental liberties of the people of Texas. This is even more critical since where you find those who are willing to profit from the buying and selling of human life, you find criminal networks who are equally as willing to deal in drugs, violence, arms dealing and smuggling. The unit will initially consist of five investigators, three lawyers, a forensic accountant and a victims’ advocate, dedicated to the rescue of victims and the investigation of criminal human trafficking across the state. MALVEAUX: Class act, crass responses President Obama did his thing when he delivered the State of the Union Address (SOU) on Tuesday night. There was confidence in his speech, some off-the-cuff humor and a little swagger when he rattled off his accomplishments and asserted that the SOU is “strong�. While I disagree with parts of the address, especially around economic issues, I was delighted with the President’s forceful tone, and with his insistence of speaking both of issues and of our toxic political climate. Our President is, above all things, consistent. He loves these United States of America, and he always has. He believes in our unity. He believes that we can come together, transcending party lines, for the good of our nation. As he always has, he spoke of bipartisan cooperation, holding out an olive branch to House Speaker Paul Ryan (R-WI), pledging to work with him on poverty and criminal justice reform. And our president humbly shared “one of the few regrets of my presidency – that the rancor and suspicion between the parties has gotten worse instead of better�. President Obama appeals to our common sense, to our better selves, to the notion that we are all in this together in the name of our democracy. “Democracy grinds to a halt without a willingness to compromise, or when even basic facts are contested, or when we listen only to those who agree with us. Our public life withers when only the most extreme voices get all the attention. And most of all, democracy breaks down when the average person feels their voice doesn’t matter; that the system is rigged in favor of the rich or the powerful or some special interest.� Thus, with spirit, Obama offered important facts about economic distribution – “After years now of record corporate profits, working families won’t get more opportunity or bigger paychecks just by letting big banks or big oil or hedge funds make their own rules at everybody else’s expense. Middleclass families are not going to feel more secure because we allowed attacks on collective bargaining to go unanswered. Food Stamp recipients did not cause the financial crisis; recklessness on Wall Street did. Immigrants aren’t the principal reason wages haven’t gone up; those decisions are made in the boardrooms that all too often put quarterly earnings over long-term returns. It’s sure not the average family watching tonight that avoids paying taxes through offshore accounts.�

the legislation he has sent to this Congress that would employ more people. Touting a strong economy genuflects to those who are enjoying this strong economy. Too many are not. I’m not sure I’d call the SOU “strong�. The President said many of the right things about education, women’s issues, income inequality, and immigration; he could have said things differently, but one doesn’t expect policy details from a SOU Address. I guess it is too much to ask that our President address the African American community, even in a sentence. As I listened to the speech, I hoped that, in this last address, the President might acknowledge his staunchest supporters. Or that Marco Rubio (R-FL), the invisible Senator who deigned show up for SOU had little relevant to say? At the same time, there was some Republican class. South Carolina governor Nikki Haley offered a welldelivered and gracious partisan response to the SOU. Some of her comments echoed those of President Obama when she noted, “Some people think that you have to be the loudest voice in the room to make a difference. That is just not true. Often, the best thing we can do is turn down the volume. When the sound is quieter, you can actually hear what someone else is saying. And that can make a world of difference.� Both Governor Haley and President Obama are asking for civility in political discourse, and the loudest voices are rejecting that. Republicans attacked Haley because she said that Republicans needed to own their part in the “erosion of public trust�. President Obama optimistically declared the SOU “strong�. Crass responses to Nikki Haley’s comments suggest that the SOU is disruptively divided and weakened by the toxic nature of political discourse.

 Flint, Mic. is impoverished. The auto plants have closed. Forty percent of the city's 100,000 residents live below the poverty level. It is majority minority. It's been in fiscal crisis since 2011, with the state taking over budgetary control and a state-appointed "emergency manager" driving policy focused on cutting spending. Flint residents are Americans, but like many impoverished Americans they are forgotten. And state officials led by Gov. Rick Snyder have shown that they consider the residents disposable. In Flint, the water supply has been poisoned by lead. Police are now delivering bottled water from door to door. But it may be too late for hundreds of kids who are already suffering from elevated levels of lead in their blood. The damage done is irreversible with lifelong consequences, including lowered intelligence and long-term mental and emotional damage.

 How did this happen? The emergency manager -  accountable only to the governor and state officials - decided to save money by switching Flint's water supply from Lake Huron to a cheaper source, the Flint River. Only the river had been poisoned by waste from nearby factories for generations. The toxic wastes not only turned the water brown, it corroded the aged pipes of Flint's water system, unleashing lead into the water. Federal law required that the water be treated, but that would have cost $100 a day, so it was not done. Parents began to complain of rashes and hair loss. The state's environmental quality agency denied there was a problem. High-level state officials knew that the water supply was lead poisoned for six months before declaring an emergency. Finally, a Flint pediatrician tested the blood of children and discovered lead levels double and even triple the prior amounts. State officials denounced her work before realizing the truth could no longer be hidden. Finally, Gov. Snyder ended the denial. He declared an official emergency, and four days later called for delivering bottled water. The head of his environmental agency resigned. Snyder apologized for the catastrophe, but calls for him to resign continue to build. Flint is not alone. Across America, in ghettos and barrios, reservations and rural valleys, the poor are isolated and too often forgotten. Systems basic to civilization - plumbing, water systems, school houses, garbage collection and treatment, roads and public transport -  are in squalor, lacking even

the investment to keep them up to minimum standards. Impoverished neighborhoods often lack hospitals, grocery stores, and decent public spaces. The poor are left to fend for themselves, rising to attention only when violence breaks out, when innocents are shot, when tragedies like Flint become public. The cost of this callousness -  in lives lost, disease, mental damage, crime, drugs, hopelessness -  are immense. This isn't about money. We pay more on the back end - in prisons and emergency rooms, cops and guards, prisons and addiction centers - than we would have to spend on the front-end investments that would give every child a chance. Conservatives continue to call for dismantling environmental regulations. They slash budgets for policing violations by corporations or cities. They want to slash support for poverty programs and block-grant them to the states and localities. The next time you hear that rap, think of Flint, its poorest children betrayed by state officials. Think of Flint deprived even of safe water in order to save a few bucks. Think of Flint and investigate your own community -  the horrors of Flint are not exclusive to that city.  Jesse L. HALL: Dirty, Shallow Water! Quit Playin’ Vincent L. Hall Vincent L. Hall is an author and award-winning columnist. I may have said this before; if you heard it, please forgive me. You know writing weekly editorials is a lot like preaching. At some point or another you will use the same analogy more than once. My brother, the Reverend Victor Hall recalls that the Old Black Preacher used to petition God with three sober supplications. “Lord don’t let my body outlive my mind,” which, when translated is just a prayer that one will not fall to dementia. The second prayer was; “Lord don’t let me outlive all my mourners.” That says, “I want to live a long good life, but Lord let there be someone in my funeral congregation who knew me back in the day.” The final leg of the prayer tripod was; “Lord don’t let me die in shallow water.”

Now that one is trickier, but what it means is “don’t let me die under a cloud of public embarrassment or controversy after having lived a reputable and well regarded life.” You know, like Bill Cosby, who was once America’s classiest parent and has rightly or wrongly been rendered a closet pervert and criminal pharmacist. That’s shallow water! Those pleas make a lot of sense, but we have to add another one. “Lord don’t let me die from this dirty, shallow water.” And although you think that’s just the plight of the people in Flint, Michigan, it could very well be happening in “Your neck of the woods.” America has some serious environmental problems and as usual, poor

For me the Flint water story is analogous to the dirty, shallow water that runs through the American public school system. DC proclaimed: ‘His [Martin Luther King’s] vision lives on ... honor the dream.’” We’re expected to feel good about buying lottery tickets because most of the money goes to good causes, such as scholarships and improving schools. But even that often has a catch to it. One report concluded, “There is a growing body of research that concludes that the reverse Robin Hood effect is indeed a problem when lottery revenues fund meritbased scholarships. Two recent studies have examined Georgia’s HOPE scholarship and Florida’s Bright Futures scholarship. “Rubenstein and Scafidi (2002) estimate the tax incidence of the Georgia lottery combined with the incidence of the benefits of the HOPE scholarship for households in each of Georgia’s counties. Their results indicate that lower income and non-white households purchase a disproportionately large number of lottery tickets; whereas, higher income and white households receive a disproportionately large number of HOPE scholarships.”

This is no time for hypocrisy. Please remember the dream and the DREAMER!

Time Eternal. Life Eternal. Spiritually Speaking by James A. Washington I had a wild but humbling thought recently when I was wondering in sheer amazement about God’s eternal being. I mean He always was and always will be. In simple terms, there was never a time when there was no God. There will never be a time when He won’t exist. Just to contemplate that is a challenge to one’s ability to comprehend as well as an impossible reach for the imagination. But I’ve come to appreciate imagining the awesome power of God. My point about being humbled in this respect is that in God’s infinite knowledge, I’m supposed to have been there. I mean God knew me before I knew me. Apparently, if I believe scripture (and I do), I am an integral part of God’s great plan. I have a role to play. Somehow then, I was there when Adam was created, if God fashioned me (and you) as a descendant of the original man. That means you’ve also been around in God’s mind forever. Scripture teaches that if you believe in the Godliness of Christ, then our very existence in eternity is guaranteed. It’s incredibly humbling to think that the Almighty in His infinite being and power had and has room for you and me in His thought process. I still struggle with that. That means from the moment I accepted Christ as my Lord and Savior, I became aware of my immortality. So often as we grow older, we tend to accept our mortality (maybe even begrudgingly), when really we should be more aware and appreciative of our own immortality. The bible reaffirms this constantly throughout scripture. “And this is the (God’s) testimony: God has given us eternal life and this

life is in His Son. He who has the Son has life; he who does not have the Son does not have life.” 1 John 5:11-12. Baptized believers understand the words of Christ. “I tell you the truth; whoever hears my words and believes Him who sent me has eternal life…” John 5:24. I am merely, in as humble a way as possible, accepting this truth. The reality of that truth is what boggles the mind. If I calculate time in human terms, I was born. I lived and I will die. By accepting Christ as my Lord and Savior, I must recalculate time as follows: I was born. I lived and I will die in this physical world. At that moment I will live again, forever. One of the by products of this truth is also a fundamental belief in God’s Word because Jesus is the one telling us God’s intention. So therefore, faith here demands we’ve got to accept God’s Word first and above all else. Now I

don’t know about you, but given an option of taking God’s Word or not, you pretty much can take what I’m going to do straight to the vault in heaven. I mean just think about it for a moment. From the instant God thought of you, you became eligible for immortality. That eligibility gets realized when you start an intimate relationship with Christ. Through the Holy Spirit, we confirm our relationship

Folks who meet Verna Brown Mitchell are immediately drawn to her warm and inviting personality that exudes sincerity and love. She was just what I needed when I decided to make Dallas my home almost 35 years ago. I became acquainted with her through Delta Sigma Theta Sorority, Inc. when I joined the Dallas Alumnae Chapter at the first meeting I attended in September 1982. She, along with so many others welcomed me into their

lives and I have never regretted our association because Verna is a true Delta. The epitome of all things noble and righteous, I have never witnessed an unsisterly act from this woman. Kind, loving and definitely candid, she is a precious jewel who is always doing something for someone else. So, it was unnerving to learn of her health challenges. It was a teenage girl whose donated organs helped to save the life of Verna Mitchell, whose enlarged polycystic liver diagnosis could have been a death sentence. Speaking to a filled-to-capacity room during a recent Founders Day observance, Dr. Julianne Malveaux talked about the courageous women who founded Delta Sigma Theta Sorority, Inc., over a century ago. This year’s D-FW Area Founders Day Luncheon and Celebration for Delta Sigma Theta brought together 67 Alumnae and 24 Collegiate sisters. As the 67 honorees were lauded for 50 and 25 years in Delta, the collegiate members were recognized for obtaining their undergraduate degrees. With an impressive theme of “Holding Aloth the Torch of Justice, the Flame of Truth and the Promise of Equality, in a captivating speech of approximately 32 minutes economist, author, and commen-tator Dr. Malveaux gave a “shout out” to friends Dallas County Commissioner John Wiley Price and State Sen. Royce West as she applauded her “sorors” for their dedicated service to the sorority and the communities they live and work in. A member of the public service organization for women for more than 4 decades, Dr. Malveaux, who is the former president of Bennett College for Women referenced the history of the women who made bold statements on the campus of Howard University by breaking away from an early group to form a more progressive group to address social change and taking a stand on women suffrage issues. Interrupted numerous times by the applause from the mostly-female audience, Dr. Malveaux challenged members, especially the collegiate attendees to be agents for change and to follow the rich tradition of Delta Sigma Theta’s 22 founders. Dr. Malveaux’s message was echoed by the organization’s national president. “As members of Delta Sigma Theta Sorority, Inc., we have an obligation to our Founders, our communities and each other to continue to use our collective strength to promote academic excellence and to provide assistance to those in need,” wrote Dr. Paulette C. Walker, in the event’s program book. “Our Founders were determine to make the clear distinction that Delta Sigma Theta was a service-oriented and socially-conscious organization. Denise Johnson Stovall was compassionate, concerned, motivated, committed and no-nonsense and she exhibited the highest standards of journalistic excellence and integrity. An award-winning journalist, she was a definitive and passionate voice for the voiceless as her stories enriched the lives of the subjects as well as the readers. While we are saddened by her passing, we are joyful for having known, worked with, learned from and grew with Denise Johnson Stovall. We appreciated her candor as she focused on always doing what was right, instead of what was expedient. We have lost a brave soldier on the battlefield as we fight for ethical journalism. With the announcement of the nominees for the 88th Academy Awards, the contributions of people of color to the movie industry—both in front of and behind the cameras—have once again been severely overlooked. Of the 20 acting nominations, including Best Actor and Actress and Best Supporting Actor and Actress, the Academy failed for a second year in a row to consider a single actor of color for this distinguished award. “The lack of recognition by the Academy of exemplary performances and work by people of color working in the industry led to the creation of the NAACP Image Awards almost 47 years ago. With the 2016 nomination results, our mission and efforts are as relevant today as they have been in the past. “Academy voters are members of a private, invitational club of artists that lacks diversity by race and gender. While a sprinkling of filmmakers from varied populations have been invited to join the Academy ranks, this organization neither reflects the global diversity of the world, or the many moviegoers who support the industry. According to the 2013 Motion Picture Association of America’s Theatrical Market Statistics Report, people of color represented 51 percent of the frequent movie going audience --

Our brothers, sisters and friends love and support film and art, yet the Academy Awards seldom recognize the numerous and notable contributions by people of color making and appearing in entertainment today. “It is time for the Academy Awards to be as relevant to the new crop of actors and movie-going audiences as they are to the new movie viewing platforms. A first step is to revisit the Academy membership and how it can play catch up to reflect a 21st century world. Another is to question advertisers who support the Awards show. In 2014, the Academy of Motion Picture Arts and Sciences’ revenue of $97.3 million dollars was due in large part to the domestic rights of its broadcast partner, ABC television, which has broadcast rights through 2020. “The 2014 Oscars broadcast boasted the most-watched telecast in 10 years with 43 million viewers. This was the same year that had the most diverse slate of movies by filmmakers of color as well as actors, which assuredly attributed to its ratings increase. Diversity is not just good business, it’s the only business, and the 2014 ratings numbers show that. It’s time the Academy recognizes the value and the voice of people of color and until they do, we should switch the channel until that old guard can reflect and respect what people of color bring to the table.”
