Réunis lors d’un colloque international qui s’est déroulé les 27 et 28 novembre 2013 à Luxembourg, une trentaine de chercheurs et d’experts réputés d’horizons différents (historiens, économistes, juristes, politologues), ainsi que des grands acteurs de la pensée économique et monétaire ont analysé la vision européenne de Pierre Werner et ont mis en lumière, dans une perspective internationale, l’actualité de ses réflexions face aux défis du XXIe siècle . he centenary of the birth of Pierre Werner (1913–2013) offered a timely opportunity to reflect on the personality and achievements of this politician from Luxembourg who left his mark on the future of his country and on the European integration process . On 27 and 28 November 2013, some 30 renowned experts and researchers including historians, economists, legal experts and political scientists, together with major players in economic and monetary affairs, assembled in Luxembourg for a conference during which they analysed Pierre Werner’s European vision and offered an international perspective on the relevance of his approach in light of the challenges facing us in the 21st century . Several of the papers provided new insights based on the authors’ exploration of the Werner family archives . The aim of these proceedings is to offer a series of observations and conclusions that encourage further interdisciplinary analysis of Economic and Monetary Union from a long-term perspective and invite readers to find out more about the European integration process through the vision and actions of one of its instigators, Pierre Werner .

ow can change in cultural Policy be explained? Through a comparative and historical analysis, this research sheds new light on the emergence, institutionalization and transformation of the cultural policies of two major Latin American countries: Mexico and Argentina . Elodie Bordat-Chauvin’s investigation is based on the material gathered in ethnographic fieldwork conducted between 2008 and 2010 . It gathers observations, unique archive material and more than ninety semi-directive interviews with the majority of Secretaries of Culture in office between 1983 and 2010, several intellectuals, interest groups leaders, cultural managers and members of unions who all played a role in these countries’ cultural policies in the last thirty years . This work challenges the common assertions that Mexican cultural policy is characterized by inertia and Argentinean cultural policy by instability . It analyses factors of changes – such as the neo-liberal turn, transnationalization, decentralization and politicoinstitutional changes – and their consequences – including reductions in cultural budgets, transformations in cultural industries and modifications in the balance of power between national, subnational, public and private actors .

Les jeunes se trouvent souvent en première ligne dans ce mécanisme . Au cours de la Première guerre mondiale, par exemple, les jeunes Européens se sont mutuellement entretués au rythme de 1000 personnes par jour . Conscients de ce phénomène, des pacifistes et des antimilitaristes ont proposé, dès le tournant des XIXe et XXe siècle, de faire de la jeunesse l’objet de leur propagande pour la paix . Leurs propositions ont rarement franchi le rubicond de la sphère politique . Il existe cependant au moins une exception : en 1963, les gouvernements français et ouest-allemand ont mis en place une politique ambitieuse de réconciliation centrée sur les échanges de jeunes . La plupart des auteurs qui se sont intéressés à cette politique publique ont adopté une perspective hagiographique . Cet ouvrage propose au contraire de normaliser cet objet d’étude en s’appuyant sur la méthode généalogique développée par Michel Foucault . Le livre étudie la genèse (de 1871 à 1963), la mise en œuvre (de 1963 à 1973) et la révision (depuis 1973) de cette politique de réconciliation par la jeunesse . Il s’adresse autant aux personnes intéressées par cet aspect particulier du rapprochement franco-allemand qu’à celles qui veulent comprendre, d’une manière plus générale, l’intérêt et les limites des politiques de socialisation à la cause de la paix .

Through the lens of global history the book revisits the drama of Tiananmen and demonstrates how it unfolded, ended, and ultimately how that ending – in a consensus of forgetting – came to shape the world of the 21st century . It offers a theorization on the inclusion of China into global capitalism and argues that the planetary project of neoliberalism has been prolonged by China’s market reforms . This has resulted in an ongoing convergence of economic and authoritarian political practices that transcend otherwise contrasting political systems . With China’s growing global influence, the late leader Deng Xiaoping’s statement that «development is a hard truth» increasingly conveys the logic of our contemporary world .

The sixth volume in the series of the Central and Eastern European Forum for Legal, Political and Social Theory Yearbook is focused on the effects of globalisation and global governance on state, law and society . It addresses the great structural and systemic changes in the fundamental constitutional and political concepts produced by the above mentioned phenomena . The main issues which are discussed in the book are the crisis of authority, the crisis of territoriality, the shift ing constitutional geometry, the constitutional identity, the territorial irresponsibility of capital, the horizontalisation of human rights, the new constitutional and political roles of the transnational corporations and the global religions as well as the influence of the supranational jurisdictions on the supranational and national legal orders .

This book examines the construction of Euroscepticism in civil society discourse, focusing on Turkey’s possible EU-membership, the ongoing political struggles between different political camps in Turkey and general Western discourse . Applying semi-structured qualitative interviews with Civil Society Organisation leaders and Critical Discourse Analysis, the study shows how civil society leaders evaluate Europe and the European Integration of Turkey . It appears that there are multiple Eurosceptical argumentation strategies in the discourses varying according to ideological background and pro-government and anti-government positioning .

The Case of Russian Federalism

This book examines recent debates on the political dynamics of cosmopolitanism, particularly in its connection with European civil society and the public sphere . The aim of the volume is to trace to what extent cosmopolitanism corresponds to «second modernity», with the latter concept referring to the potential for consensus, the creation of multiple political alternatives and the recognition of otherness . The book accordingly explores questions about democratic legitimacy and the formation of social and political institutions and presents empirical research on phenomena such as global violence . The volume is intended to constitute a cosmopolitan project in itself, comprising contributions from scholars with very diverse approaches . Together, these contributions provide a stimulating analysis of what cosmopolitanism can offer to socially and politically diverse twenty-first-century societies .

The book is the first to provide a systematic overview of the interplay of formal and informal institutions as elements of the Russian federalism from the early 1990s to the mid2010s . It discusses the crucial role of informal power structures and practices in the relations between the center and the regions in Russia, which survived the centralization policy of the Putin government . Using econometric large-N analysis and a set of novel quantitative indicators, the book shows that persistence of informal autonomy in Russia has mostly harmful consequences for the political development of the regions, contributing to the consolidation and strengthening of subnational autocracies .

The book contributes to the ongoing discussion and research on civil society in the context of democracy and democratization . It provides a theoretical analysis of civil society, participation, the public sphere and democratic consolidation in light of normative democratic theory and the challenges of democratic transformation in Central and Eastern Europe . It also offers a novel approach to some of the key issues in that debate including corruption and democratic consolidation, active citizenship, civic unity and the rule of law as well as theories of democratization . Finally, it asks the question as to whether a properly functioning democracy must be complemented with civil society and the numerous roles it plays in a political community of free citizens .

This book discusses political representation both as a political idea and a principle of law . Representation was a topic of political debates throughout the 19th and 20th century and the debate has intensified with today’s so-called «crisis of representation» . The issue always relates to the political system in practice and this study takes into account the obvious assertion that it is impossible to imagine contemporary political systems without representation: Political representation is a principle of law and a process of correlating the political will of the representative and the represented .

Understanding MPs’ Self-Imposed Cutbacks The author takes a close look at the politics of parliamentary pensions in Australia, Austria, Canada, and Germany and enlightens the reasons of self-imposed cuts by Members of Parliament . Members of Parliament in western democracies have been under growing pressure since they legislated first retrenchments of national social security systems . They are in a special situation because they have to decide about their own financial situation as well . Thus, it is surprising that they cut their own pension benefits in recent years . The book shows that the self-imposed cuts by Members of Parliament were related to public pension reforms but, in general, were less substantial .

Mais pendant longtemps les acteurs diplomatiques français ont refusé de suivre les règles multilatérales dans ce domaine central de la politique internationale . Comment expliquer que la France soit devenue l’un des principaux promoteurs de la norme de non-prolifération nucléaire après s’en être tenue à distance ? Pour répondre à cette question, ce livre refuse d’opposer deux approches traditionnelles de l’étude des relations internationales en mobilisant les outils et les méthodes de la sociologie politique . Il traque ainsi les contraintes du système international dans les effets qu’elles exercent sur les luttes et les alliances entre les différentes bureaucraties intervenant dans la définition de la politique française de non-prolifération et sur les représentations et les actions des diplomates, hauts fonctionnaires et responsables politiques impliqués . À partir d’une enquête de terrain approfondie sur les exportations menées dans les années 1970, la participation au désarmement de l’Irak au début des années 1990 et les initiatives prises autour de la question du nucléaire iranien depuis 2003, les transformations de la politique étrangère de la France sont rapportées aux évolutions de la division du travail diplomatique . Ce faisant, ce livre pose des jalons qui permettent de mieux rendre compte des pratiques diplomatiques et de penser autrement ce qu’est l’international .

Problems and Perspectives in a Heterogeneous Field Translated by Pete Burgess The service sector has not always received the attention it merits in industrial relations research when set against its enormous economic significance . One factor in this is certainly the highly diverse nature of services . Research attention has also lagged behind long-standing processes of transnationalization undertaken by service sector companies and the challenges these pose for policy and practice in the field of employment relations . This study by Stefan Rüb and Hans-Wolfgang Platzer represents a pioneering effort to remedy this gap . Through six named company case studies, Rüb and Platzer explore the scope and background for transnational employee relations conflicts and the mechanisms that have emerged to resolve and anticipate these, highlighting the complex relationships between employee representatives, management and trade unions . The choice of case studies aims to capture a broad range of service sector employment, in terms of both working conditions and employment relations arrangements . As well as covering a number of key sectors, the choice of home countries of the selected firms also aims to capture the impact of national influences for the main industrial relations models in Europe .Overall, the study offers insights into the complexities of the Europeanization of company-level industrial relations in a dynamic field now also confronted by the convulsions unleashed by the Eurozone crisis .

Economic, Monetary and Fiscal Policies This book examines the Eurozone crisis and the possibility of fiscal and political union in Europe, with contributions from some of the most respected experts on these topics . The book explains the complex, multidimensional crises in competitiveness, fiscal matters, banking and politics . During the crisis Germany has been criticized for misjudging the causes, focusing too much on fiscal deficits and insisting that the solution is fiscal consolidation and austerity . For many, especially those inspired by Keynesian economics, Germany has been seen as pushing the whole continent into a depression . By misjudging the causes of the crisis, insisting on widespread austerity, constraining the European central Bank (ECB) in its role of Lender of Last Resort for the sovereigns, rejecting the mutualization of Eurozone debt and providing financial help in small amounts and too late, Germany is perceived to be responsible for the possible break-up of the Eurozone . The aim of this book is to analyse whether this description, one that is shared by numerous policymakers, academics, pundits and opinion leaders, means that there is a lack of resilience in the Eurozone’s economic, monetary and fiscal policies .

Child and Nation A Study of Political Socialisation and Banal Nationalism in France and England Where do feelings of national belonging come from? Why is it that this belonging often seems both fundamental and banal, both intangible and omnipresent? This book argues that the answers to these questions lie in childhood and the socialisation to the nation that we experience as children . It suggests that the banality of our own everyday nationalism is due to the fact that we have spent our lives learning to take it for granted . Just as our first understandings of reality are learned during childhood socialisation, so nationhood and national belonging are internalised as natural and necessary from the very beginning of our lives . The specific nature of this early socialisation is what confers upon banal nationalism its characteristic combination of omnipresence, inscrutability and self-evidence . To try and get around this self-evidence and explore this socialisation and its results, this study has adopted an innovative methodology involving semi-directive projective interviews with young children in France and England . This book presents an analysis of how this early socialisation to the nation plays out on young children’s visions of national belonging and its justifications and implications . It also looks at what this transmission in childhood means for nationalism as an ideology and the power and pertinence of the nation today .

In recent years, growing concerns over the strength of South Africa’s democracy appear to indicate a population increasingly disillusioned and dissatisfied with the quality of its implementation . This book assesses the quality of democracy in South Africa after 20 years of democracy in order to ascertain whether or not this growing perception is valid . Since the inception of democracy in 1994 there have been countless procedural and substantive improvements in addressing historically entrenched political, social and economic problems; however, there are serious issues that have emerged relating to the quality of democratic implementation in South Africa . Two existing analytical frameworks of democracy assessment, International IDEA’s State of Democracy framework and Leonardo Morlino’s tool for empirical research on democratic qualities, TODEM, are utilised to assess the quality of South Africa’s rule of law and institutional capacity; representative and accountable government; civil society and popular participation; and freedom and equality after 20 years of democracy . The book concludes cautiously that while South Africa faces many serious and threatening potholes in the road to a fully successful democracy, there is nevertheless much to applaud .

Mit diesem Sammelband wird ein Beitrag zur aktuell kontrovers geführten Debatte über die Potenziale und Perspektiven der wirtschaftlichen Entwicklung Subsahara-Afrikas geleistet . Anders als die vom pessimistischen Diskurs oder von Schönfärberei geprägten Untersuchungen der Probleme und Chancen dieser Region basieren die Analysen von 20 renommierten Afrika-Experten in diesem Sammelband auf der Absicht, die Ursachen für den chronischen Widerspruch zwischen dem Reichtum dieser Region an Produktionsfaktoren und der Perpetuierung ihrer Lage als Hauptkrisenregion im weltweiten Vergleich aufzudecken . In dieser Sache prallen die Strategie zur Erweiterung der EU und das Sicherheitsbedürfnis Russlands aufeinander . Diese rivalisierenden Mächte zerreißen die in ihren Sympathien gespaltene ukrainische Bevölkerung . Als traditionelles Grenzland wäre für die Ukraine die Brückenfunktion zwischen Russland und der EU jedoch angemessen . Es droht schließlich der Verlust der Unabhängigkeit, wenn der Konflikt auf absehbare Zeit zu keinem friedlichen Ende führt . Since the early 1990s, the southern Caucasus and its larger neighbourhood, the Black Sea region, have experienced deep and sometimes painful transformations, including bloody conflicts . This book provides a critical review of the achievements and challenges of European organizations promoting democracy in the Republic of Armenia . Armenia is a post-transition country and yet not a consolidated democracy . The Organization for Security and Co-operation in Europe, the Council of Europe, and the European Union with its Neighbourhood Policy have been actively engaged in the country’s democratization process . A central question is to what extent reforms and recommendations have been accepted in Armenia, and whether they convey real implementations . By analyzing the organizations’ activities and recommendations, this book explains how projects overlap, whether they reveal an interlocking or interblocking nature, and when they cause unintended side effects .

This volume analyses the problems and instruments of European citizens’ political participation and focuses in particular on the «European Citizens’ Initiative» (ECI) right . Introduced by the Lisbon Treaty, the ECI enables European citizens to propose legislative measures to the Commission by collecting one million signatures in at least seven EU countries . The European federalists were the first to initiate one of the most important applications of this instrument with their proposal for a «European Special Plan for Sustainable Development», aimed at addressing the ongoing serious economic and social crisis . The essays collected in this volume by authors from different disciplines, backgrounds and nationalities offer reflections on citizenship rights and themes relating to the European crisis, as well as on the necessary steps to revive development in Europe . Memory in postcolonial Italy and Libya has been used, reinterpreted and staged by political powers and the media . This book investigates the roots of myth, colonial amnesia and censorship in postwar Italy, as well as Colonel Gaddafi’s deliberate use of rituals, symbols, and the colonial past to shape national identity in Libya . The argument is sustained by case studies ranging among fi lm, documentary, literature and art, shedding new light on how memory has been treated in the two postcolonial societies examined . The last part briefly analyses the identity transformation process in the new Libya .

Christian Gellinek überprüft in seinem Buch die Behauptung des jungen Jacob Grimm, dass Dichtung und Recht letztlich aus einer Quelle fließen (Von der Poesie im Recht, 1816) . Anhand von altdeutscher, mittlerer und neuerer Poesie und Prosa bis zu Herman Grimms Essays und Günter Grass’ Lyrik sowie seiner Streitprosa analysiert er die deutsche Sprachlandschaft . Seine Essays über die politische Sprache zeigen Teile des deutschen Unterbewusstseins, das in der politischen Sprache unseres Unrechtsbewusstseins präsent geblieben ist und Wirkungen zeigt . Eigene Erinnerungsgedichte ergänzen die Schriften . Im Sinne Jacob Grimms stellt Gellinek fest: Prosa stuft die Poesie und diese formt Stufen zur Prosa .

Debates about Basque self-determination were curtailed for decades by political violence, involving both the actions of ETA (Euskadi Ta Askatasuna) and the counter-terrorism activities of Spain and France . In 2011, ETA announced a permanent cessation of operations . Since then, stakeholders have become increasingly aware of the need to rethink Basque nationhood and democratic representation in light of the changing nature of nationhood and citizenship within the European Union . Democratic Audit of Poland 2014

The book analyzes the theoretical and practical aspects of civil service in Polish public administration and discusses it in a European context . While civil service is explored from a comparative, historical and systemic perspective, the study takes a close look at the history of Polish civil service from 1922 to 2014, civil service in the Second Republic, the status of civil servants during the Polish People’s Republic and the formation of civil service after 1989 . There is a special focus on solutions adopted in the light of the Civil Service Act of November 21st, 2008, and the importance of civil service for the modernisation process of public administration in Poland .

The book is a study of the state of the Polish democracy and focuses on the years 2012 and 2013 . It explores available documents and statistical data, offers a collection of experts’ judgments, and analyses public opinion research . Ten domains of democracy are covered, some of them as fundamental as the rule of law, the political community or public administration . The study evaluates contemporary Polish democracy as consolidated and assesses it as reasonably effective, although a number of clear shortcomings call for improvements .

L’adhésion des États baltes à l’Union européenne en mai 2004 a marqué l’aboutissement de multiples transformations . Une décennie plus tard, les présidences lituanienne (2013) et lettone (2015) du Conseil de l’UE entérinent le fait que les États baltes ne sont plus de jeunes États membres . Pourtant, la crise ukrainienne et le retour des pressions russes constituent un test crucial pour les démocraties baltes . C’est pourquoi, l’étude de l’européanisation et de la démocratisation des États baltes présente un intérêt géopolitique et scientifique particuliers . Il donne la parole à des analystes menant leurs recherches dans ces pays situés au cœur de la construction de l’Asie régionale . C’est le volume compagnon d’un autre livre collectif – Une nouvelle Asie ? L’Organisation de Coopération de Shanghai . La démarche collective des auteurs consiste à vouloir comprendre l’Asie de l’après-guerre froide en mêlant approches institutionnelles, culturelles, historiques, politiques, économiques comparées afin de résister à deux biais : l’ethnocentrisme, qui consisterait à juger l’Asie à partir d’un a priori, par exemple européen; et le réductionnisme, qui suggèrerait de voir dans les institutions régionales la forme « essentielle » des relations et des concurrences entre les régions . Dans l’après-guerre froide, les régions mondiales ne relèvent pas d’une dynamique conjoncturelle depuis 1991 ou même depuis 1945 . La « dynamique régionale », qui prend le relais des alliances du XIXe et avant, façonne le monde de manière profonde depuis des années 1920 . C’est dans l’entre-deux guerres (1934) que l’Entente Baltique et l’Entente Balkanique ont commencé de construire un nouvel ordre régional pluri-centré, puis les pays du Bénélux ont offert à celui-ci le concept de « communauté » et la réalité qui inspirera l’Europe . Au-delà de la connaissance des régions, il s’agit de réfléchir à la signification d’une institutionnalisation multilatérale pluri-régionale qui relie les sous-continents entre eux, à commencer par les « dialogues » ou « sommets » interrégionaux eurasiens ou eurasiatiques .

Cet ouvrage se penche sur le regain d’importance qu’ont pris les organisations régionales dans les relations internationales de l’aprèsguerre froide marquées, notamment, par l’accélération de la globalisation et de la diff usion du pouvoir mondial . L’ouvrage s’intéresse au rapport des régions à la transformation en cours des équilibres mondiaux et partant au sens qu’elles insuﬄent à l’ordre international actuel . Chaque projet régional est porteur à l’extérieur de normes et règles qui lui sont propres, ce qui n’est pas sans produire une concurrence entre groupements . Cette rivalité entre blocs régionaux existe tant au niveau de chaque continent qu’à l’échelle planétaire . Bien que cette concurrence est loin de constituer un phénomène nouveau, elle a pris de l’ampleur avec, notamment, la prolifération de toute une série de méga-blocs régionaux, d’associations transrégionales ou de coopération interrégionale (TTIP, TTP, « une ceinture, une route », Union eurasienne, RCEP, partenariat UE/CELAC, Asem), dont l’objectif premier est de façonner l’ordre mondial en fonction des attentes des acteurs qui les composent . Il est donc question d’étudier la place et le(s) rôle(s) des groupes régionaux, interrégionaux et transrégionaux émergents dans l’ordonnancement des relations internationales à l’heure de la multipolarisation progressive des affaires mondiales et de la crise de la gouvernance mondiale .

L’étude des relations internationales, tout particulièrement dans le champ historique, est issue d’une histoire diplomatique largement rénovée à travers la prise en compte des forces profondes telles que les a jadis définies Pierre Renouvin . Elle place les États et ceux qui sont chargés de définir et de mettre en œuvre leur politique, au cour de la vie internationale . Selon cette conception, les États conduisent leur action en jouant sur la palette des moyens les plus divers sur lesquels ils peuvent s’appuyer, tels que l’économie ou la culture, et qui agissent ou interagissent les uns par rapport aux autres . La démultiplication des champs d’analyse de la vie internationale se développe ainsi tout au long du XXe siècle, mais est l’objet d’un nouveau regard en ces temps de mondialisation . Cette dernière, contemporaine du développement des analyses néo-libérales depuis les années 1980, témoigne tout à la fois de la prise de conscience de la démultiplication des acteurs en présence – ONG, entreprises multinationales par exemple – et de la large autonomie d’action de ces multiples acteurs . La collection Enjeux internationaux se veut représentative de ces perspectives renouvelées et de leur impact sur les recherches actuelles . Sans abandonner l’étude des relations internationales centrées sur les États, elle cherche à mieux appréhender la diversité des segments qui composent le champ international et le mode de relations entre ces derniers : de l’enjeu que constitue le sport à celui de l’usage de la mémoire coloniale . Elle s’adresse ainsi aux universitaires et analystes souhaitant interroger les grandes thématiques du siècle dernier au service d’une réflexion sur le présent . Studies in international relations, particularly historical, stem from the changing face of diplomacy over time, where the deeper forces at play, such as those once defined by Pierre Renouvin, are taken into account . Individual states, and those who define and implement their policies, are placed at the heart of global life . According to this concept, countries pursue a course of action by taking advantage of the most diverse range of tools they can rely on, such as economic or cultural resources, which act alone or interact with others . The study of international relations grew into different fields of analysis during the 20th century, but it is now subject to a new scrutiny in this era of globalisation . This concept, which coincides with the development of neo-liberal analysis since the 1980s, reveals a new awareness about the increased number of actors – NGOs and multinational companies, for example – but also the large autonomy they enjoy when it comes to action . This series aims to portray these new perspectives and their impact on current research . Without casting aside studies in international relations that focus on states, it tries to better understand the diverse range of factors that play out on the world stage and how they relate to each other – from the high stakes in sport to the use of colonial memory . This series targets academics and analysts who wish to apply 20th century history to contemporary thought .

Euroclio is a scientific and editorial project, a network of research institutions and researchers, and an ideas forum . Euroclio as an editorial project consists of two aspects: the first concerns studies and documents, the second concerns tools . Both are aimed at making the results of research more accessible, and also at opening up paths through the history of European construction/integration/unification . The Euroclio series meets a dual objective: – to provide reference tools for research, – to provide a platform for this research in terms of the publication of results . The series thus consists of two sub-series that satisfy these requirements: the Etudes et Documents (Studies and Documents) series and the Références (References) series . Today all extant polities (with the exception of the Vatican) are construed as nationstates, and hence nationalism is the sole universally accepted criterion of statehood legitimization . Similarly, human groups wishing to be recognized as fully fledged participants in international relations must define themselves as nations .
