Mushroom Risotto
Delicious Dishes with Helen Kingscott
Deliciously rich and creamy Ingredients: 50g dried porcini mushrooms; 1 vegetable stock cube; 2 tbsp olive oil; 1 onion, finely chopped; 2 garlic cloves; finely chopped; 250g pack chestnut mushrooms, sliced and washed; 300g risotto rice (Arborio); 175ml white wine; 25g butter; handful parsley leaves, chopped; 50g parmesan, freshly grated. Method: 1 Put the dried mushrooms into a large bowl and pour over 1 litre boiling water. Soak for 20 minutes, then drain into a bowl, discarding the last few tablespoons of liquid left in the bowl. Crumble the stock cube into the mushroom liquid, then squeeze the mushrooms gently to remove any liquid. Chop mushrooms. 2 Heat the oil in a deep frying pan over a medium flame. Fry the onions and garlic for about 5 minutes until soft. Stir in the fresh and dried mushrooms, season and continue to cook for 8 minutes until the fresh mushrooms have softened. 3 Tip the rice into the pan and cook for 1 minute. Add the wine and let it bubble to nothing so the alcohol evaporates. Keep the pan over a medium heat and pour in a quarter of the

mushroom stock. Simmer the rice, stirring often, until the rice has absorbed all the liquid. Add about the same amount of stock again and continue to simmer and stir. It should start to become creamy, plump and tender. By the time the final quarter of stock is added, the rice should be almost cooked. 4 Continue stirring until the rice is cooked. If the rice is still undercooked, add a splash of water. Take the pan off the heat, add the butter and sprinkle over half the cheese and parsley. Cover and leave for a few minutes so that the rice can absorb any excess liquid as it cools. Give the risotto a final stir, spoon into bowls and sprinkle with the remaining cheese and parsley.

Bloody Mary The Bloody Mary is often called ‘the world’s most complex cocktail’ because of the vast number of ingredients it contains, and there are three different claims to who invented it. The first is a bartender from New York’s 21 Club named Henry Zbikiewicz, who supposedly invented the cocktail in the 1930s. The second, a frequent visitor of the 21 Club, is the comedian George Jessel. But the third comes from Fernand Petiot who claimed to have invented the Bloody Mary before the other two, in 1921, while working at the New York Bar in Paris – later known as Harry’s New York Bar. Petiot said that he adapted Jessel’s drink from being simply vodka and tomato juice by combining “four large dashes of salt, two dashes of black pepper, two dashes of cayenne pepper, and a layer of Worcestershire sauce”. He then added a dash of lemon juice, ice, vodka and tomato juice before shaking, straining and pouring. The cocktail’s name is associated with several historical figures – most prominently Queen Mary I of England, who gained the nickname due to the mass executions she carried out while attempting to re-establish Roman Catholicism in England. Ingredients: Ice; 50ml vodka; ½ lemon, juice only; 6 dashes Worcestershire sauce; 3 dashes Tabasco sauce; 150ml tomato juice; pinch salt and ground black pepper; celery and wedge of lime to garnish. Method: 1 Place the ice in a tall glass and add the vodka. 2 Add the lemon juice, Worcestershire sauce, Tabasco sauce and tomato juice. Stir well. 3 Season to your taste with salt and pepper, garnish with celery and lime wedge, and serve immediately.

Road tax changes
The long-serving paper tax disc will no longer need to be displayed in vehicles as of 1st October 2014. A new electronic road tax system will keep track of who has paid their car tax through the use of Automatic Number Plate Recognition (ANPR) cameras, which can issue alterts for vehicles without insurance, tax or and MOT. Those who don’t pay their tax can expect to face a fine of £1,000. If your vehicle is currently taxed, you won’t need to take any action until the tax disc expires and you don’t have to remove it from your car. You will still receive a V11 reminder from the DVLA and can pay your car tax at Post Office branches or online at gov.uk/tax-disc, but you won’t be issued with a paper disc. Drivers looking to sell their vehicle can claim a refund from the DVLA for any full calendar months left on the tax disc – the buyer will not benefit from any unused months, as vehicle tax will no longer be transferred with the vehicle. Changing vehicle tax to an electronic system could have a positive impact on insurance premiums. By eliminating tax evaders from the road, insurance premiums are likely to reduce for many drivers. 1 'Chipping' is found in several Cotswold place names and derives from the Saxon ‘ceping’ meaning a market. This was to prove very appropriate, for the town later established itself as a market centre for wool. Woolstaplers Hall was built by a wool merchant in 1340 as a meeting place for the staple merchants to purchase raw fleece. The most famous of the merchants was William Grevel, mentioned by Chaucer in Canterbury Tales. His 14th century house remains almost unaltered in the High Street. The church of St James was built following his bequest, and is almost entirely 15th century, lending it a unity of style. There are several notable features inside, particularly the brass of Grevel and his wife, among the largest and oldest of Gloucestershire brasses. Another important local figure was Sir Baptist Hicks, a merchant banker, who built the Market Hall in 1627 and the attractive row of almshouses near the church in 1612. A Park in Chipping Campden. At the road, turn left and continue to a junction. 2 The Kiftsgate Stone is a holed standing stone on the site of a former ‘moot site’ where local people discussed business and dispensed justice. The Magna Carta was read from the stone as were the proclamations of monarchs, the last one being that of George III. C Bear right and continue for ¼ mile (400m) to a bridleway on the right just after a right-hand bend. D Turn right and go downhill, keeping close to the right-hand field boundaries when the track emerges from the wood. Re-enter the woodland through a five bar gate and look out for a stile and footbridge when a field comes into view on the right. E Cross the stile and head half-left across the field. Cross the stile and footbridge near the corner and turn right uphill, crossing a track, to a stile in the top corner of the field. F Continue in the same direction uphill www.TheLocalAnswer.co.uk
across two fields and over a stile to a gate. Turn left and join the road through a gate. G Turn right and, after 300yds (275m), take the path on the left to Dover’s Hill. Go straight on over the summit, crossing the stile ahead and continuing across a field to the road. 3 Whitsun Games were probably held on this hill as far back as Saxon times but it was later the site of the famous Cotswold 'Olympick' Games, begun by Robert Dover in 1612. They were certainly not for the weak in body or spirit, involving such activities as wrestling, hand walking, shinkicking, and a particularly rough pursuit called singlestick fighting. The occasion became very popular and in the 1830s as many as 30,000 people attended. Unfortunately, the Games became unruly leading to demands for the event to be cancelled. The Games were stopped in 1853. They were revived in 1951 and now take place on the Friday after Spring Bank Holiday, although not all of the original events are included. Haunted happenings It’s that time of year again. Halloween is upon us and you know what that means – witches, devils, zombies and ghosts will be roaming the streets, trick or treating their nervous neighbours and collecting as many sweets as they can. But amid all this fun and games are some chilling stories of real ghosts – not the type you’d find with white bed sheets over their heads! Did you know that Pinch Belly Alley (now called Mercer’s Entry) is the last remaining 10th century side street still used by the public? While most people walk past the alley oblivious to its haunted history and, actually, few people know it even exists, there are some who have had some very strange experiences while walking down the lane. Some have had their hair pulled, while others have felt a hand on their shoulder. Two men walked down the alley in the early hours and were taking pictures when they captured images of several bright ‘orbs’ and felt the presence of another person with them. They started walking away but felt more and more uncomfortable so ended up running away. One person has reportedly been punched in the back and pushed off a table he was sat on near the Dick Whittington, though there was nobody behind him. In Maisemore, there have been sightings of a coach and horses, and people have seen a man sitting at the end of their bed when they woke up in the middle of the night. A dungeon containing the remains of a young child was uncovered during restoration work at Blackfriars Priory. The discovery has been linked to frequent sightings of a ghost monk who walks amongst the ruins. Staff members have reported doors locking themselves and the ghost of a monk appearing near the dungeon. There are many ghost walks organised across the county that will take you on a spooky journey where you may even experience some paranormal activity yourself! Hopefully this hasn’t scared you too much and you can still enjoy your Halloween celebrations, whatever they may be.

Great value with minimal effort This year my sweetpeas have been glorious. I think I have watered them more than in previous years, which could have helped, but I have picked bunch after bunch for the house, and as you know – the more you pick the more that grow! For the cost of a packet of seeds I think they are very good value and just need a little cosseting in the planting hole to help them reach their potential, with some well rotted compost or manure for their roots to get into. So this month, sow some in pots made of the inside of toilet rolls, lined with a bit of newspaper to stop the compost falling out the bottom. Soak seeds overnight and plant two per roll, using seed compost, which you can buy at the garden centre. Water in and leave to germinate inside at 18-22°C. Once germinated, pinch out the smaller plant and they can be moved outside to a sunny cold frame, or as I did last year just left against the south facing wall and I don’t think I even covered them over at all! They will be ready to plant into their position in the spring.

October is a good time to prepare the ground for new fruit trees and bushes. If planting on heavy soil, add plenty of grit to ensure drainage is adequate. Work-in plenty of well-rotted manure into each planting position and add a handful of slow release fertiliser when you plant the new trees. Fruit trees are really becoming popular as they take little looking after (unlike vegetables) and can provide enough fruit to fill the freezer to use all year round. It is at this time of year that the Sedum Herbtsfreude – or the Ice Plant – comes into its own, as the borders settle into the last round before the winter. It starts early in spring with the fat rosettes of succulent, lettuce-green leaves, topped with salmon-pink flower-heads in summer, maturing to pinkishbronze then coppery-red in autumn. This versatile perennial is a perfect filler plant for a sunny, well-drained spot. A valuable late source of nectar for butterflies and bees, the dried flowerheads provide structure and colour in the winter garden and in November they still look interesting. You should finish planting your spring bulbs this month, but leave Tulips till last as they fare better if planted late October or even November to limit their exposure to soil-borne diseases.

Therefore, it is crucial your CV is presented in the best possible manner. Unlike me, you need to write clear, concise statements, with minimal manoeuvre for waffling!

The most important advice I can offer is that your CV must be tailor-made to the job you are applying for. By including non-specific experience as opposed to clear examples that relate to the job in question, your potential employer will easily identify that this is a generic CV and may accuse the applicant of having no passion for their prospective role. So, make sure you adapt your CV to the job – it’s common sense. One area people always seem to struggle with is the brief description of yourself and your hobbies. Many people think they don’t have any hobbies, which is nonsense, since very few people spend their free time doing nothing but staring at walls. We all engage in activities of some form, but it is human nature to find describing yourself annoyingly difficult. My advice is this – picture your average week and pick out the things, outside of work time, that you repetitively do because you enjoy doing them. In some shape or another, you will find yourself describing your hobbies. It might be something as simple as going to the gym, which can be branded on a CV as “enjoys regular fitness and exercise sessions”. Employers will like this – it proves you are motivated and class yourself as active. Nine times out of ten you will find the day-to-day things you do can be branded, using the right phrase of speech, into a hobby that an employer will look at favourably.

A big improvement We’ve come a long way with recycling over the last decade – but there is still a great deal more to do. In 2004, our recycling rate was a meagre 9%, but is now around 40% – still less than where we would like it to be but a big improvement nonetheless. It has improved so much because we extended the green box collection across the whole city and added new items like plastic bottles and card to the existing range of glass bottles and jars, metal food and drink cans plus newspapers and magazines. We introduced garden waste collection which, despite an annual charge being introduced, is still used by around 17,000 households. And we’ve been collecting food waste weekly for the last few years which, amongst other benefits, removes a food source for those pesky seagulls!
Many environmental benefits I’d love for us to be able to futher extend the range of materials we collect from doorsteps, particularly cardboard. We will be looking closely at introducing this when the fleet of recycling vehicles is replaced at some point next year. There are many environmental and financial benefits to recycling and I’m sure we can improve our collection rates even without collecting more different types of material, if we can get more people to take part. It does only take a small amount of your time, but the rules can be confusing. Help for charities There is always someone worse off than us and so we are encouraged to give to those organisations who are trying to help the disadvantaged. Some of them are funded by public and corporate donations; others rely on government and similar funding to provide contracted help in their chosen sector. The last few years have been a period of austerity and cutbacks. Many aspects of our lives have been affected, including the amount of cash that we have to support good causes. The government has threatened, but so far backed off from, changes to the tax legislation that would make charitable giving less attractive, particularly for the higher-rate tax payer. The argument is that such giving is a tax-led action; let me assure the Chancellor that this is nonsense – if someone is genuinely helping those in need, a small tax benefit is a great encouragement.
Simplifying the system of giving The government seems suspicious of the motives of those setting up charities as well as those donating to them. The 2006 Charities Act changed the rules for creating a new charitable entity but left in place the Charity Commission as the sector regulator, only to criticise it heavily in the last few years for being too feeble in its investigation of certain organisations that it has claimed registered charities solely to exploit tax loopholes. There will always be the odd bad apple in any basket, but let’s not make everyone else’s lives impossible as a result. I knew from my dealings with a number of local charities that the sector had lost significant sums of funding from government sources in the last few years. I was staggered to read recently that the rate of reduction was in the order of £1 billion a year! But all is not bad. The government has simplified Gift Aid declarations, facilitated online claims for Gift Aid and allowed charities to claim under that scheme for small, unidentified donations. Long may it, and our support of the sector, continue.

Tackling anti-social behaviour As I write, I am currently in the process of moving from Barton Street Community Engagement Team to take up a new position as Temporary Inspector with Project Solace and the Avenger Task Force. Since I last wrote there has been much activity in Barton, Tredworth and White City, including the successful return of the Barton and Tredworth Cultural Fayre on Saturday 16th August. The event was very well attended and hopefully acted to further enhance the cohesion between different cultures that make up the diverse local community. The effort put in by those organising the event and the cultural stands was fantastic, so a big thank you to everyone involved.
Progress being made Work is currently ongoing in relation to our community elected local priorities around prostitution, the antisocial use of mopeds, and speeding in the High Street and Hatherley Road – with progress being made in relation to each. If you would like to get involved in deciding future priorities and holding us to account for what we do about them, then please come along to the next Local Priority Panel meeting on Wednesday 1st October from 6.30pm. If all goes to plan, this will also be an opportunity for you to meet my successor, PS Matt Puttock, who will be attending this meeting. Over the coming weeks I will be turning my attention more towards Project Solace, which is a multi-agency anti-social behaviour team, and the Avenger Task Force – a multi-agency unit set up to tackle gangs and related issues.
