Spring is a good time to take an interesting class or a fun day trip By Gina Mazza For Butler County Senior News With the weather turning warmer, it’s a good time to get out and do something fun or learn something new. The choices for doing so are abundant at Butler County Community College’s Lifelong Learning program, and the cost is very affordable. In addition to hundreds of classes covering everything from gardening, painting and American history to improving your computer and

social media skills for better employment or enjoyment, there are also dinner clubs, discussion groups, driver safety refresher courses, day trips and much more. “H avin g F un Clo se t o Home” is the title of BC3’s spring tourism series. During this four session class, tourism specialists for Butler, Beaver, Lawrence and Mercer Counties will highlight places and events that make these counties unique, including things to do with the grandchildren that are

healthy, educational and fun. Presenters are Debbie Crum from Butler County on April 5, Tim Ishman from Beaver County on April 12, Janet Falotico from Lawrence County on April 19, and Peggy Mazyck from Mercer County on April 26. For a sampling of a taste of local nostalgia, join in a tour of “Zelienople: Two Historic Homes” on Friday, April 28 from 9 a.m. to 3 p.m. Tour the Buhl House, built in 2016 King Features Syndicate, Inc.

Representative Daryl Metcalfe’s annual senior expo will take place from 9 a.m. to noon May 4 at the Cranberry Township Municipal Center, 2525 Rochester Rd., Cranberry Township. Accredited veterans service officers will be on hand to provide information and application assistance regarding existing services and benefits that are available to Pennsylvania’s veterans and their family members. There will also be more than 50 exhibitors providing a variety of free information, including health screenings, nutrition assistance, recreation, manicures and more. Free bus trip for World War II and Korean veterans

free bus trip is planned for World War II and Korean War veterans to visit their Memorials in Washington, DC. May 18. This one day trip departs early and returns between 9 and 10 p.m. Departure points are Beaver, North Hills, Greentree and Monroeville. Box lunch and dinners are provided, as well as snacks and drinks. There is a registered nurse on each bus. Wheelchairs provided upon request. While it is true that the Federal gift tax laws allow a person to give away $14,000 per year to anyone, Medicaid law does not. Medicaid has its own rules, and they do

not coordinate with tax law. The government’s left hand doesn’t know what the right hand is doing. If a person gives away $14,000, and becomes sick and needs Nursing Home Medicaid (Medical Assistance) within 5 years of the gift, the Medicaid rules will disqualify him for a length of time called a penalty period. The length of the penalty period depends on the amount of the gift. What this means is that if you give away your assets and then need the nursing home in the next 5 years, you may not be able to pay the nursing home. In Pennsylvania, this can even lead to adult children being sued by the nursing home under the Filial Support Law. This is risky business. If the cost of long-term care is a concern in your family, you should know that there are alternatives to outright gifting. It is possible to protect assets from long term care costs with a comprehensive estate plan. Estate planning is complicated and readers are urged to seek legal advice before taking action. If cycling is your thing, check out “Biking the Butler Freeport Trail” on Friday, June 2 from 9 a.m. to 4 p.m. A group will leave from a southern trailhead, bike north toward Cabot and then return. If you love to try new restaurants, consider taking part in the “Dining Out Group” on Thursday, April 6 and 20, and May 4 and 18 from 4:30 to 6:30 p.m. The group dines at places like Clifford’s, Muddy Waters, Legume, Morici and The Le Mont. Some BC3 have particular appeal to seniors, such as “Finances: Making Your Money Last in Retirement” being held from 2:30 to 3:30 p.m. on Thursday, April 20. Attendees will learn investment strategies for their retirement years, including how to address key concerns such as inflation, healthcare expenses and market volatility. APPRISE Program provides valuable service to older adults; volunteers needed in Butler County

F

iguring out the best health insurance coverage and options for yourself or your loved one can seem like a daunting task, but help is close at hand here in Butler County though the APPRISE Program. APPRISE – also known as Pennsylvania’s State Health Insurance Assistance Program (SHIP) – was created by the Pennsylvania Department of Aging to provide free counseling to help individuals understand their healthcare benefits. In Butler County, APPRISE is operated by the Butler County Area Agency on Aging. The Program’s counselors are specially trained staff and volunteers who can answer questions about Medicare and provide objective, easy-to-understand information about health insurance – including Medicare Supplemental Insurance, Medicaid and Long-Term Care Insurance.

APPRISE counselors receive intensive training so they can understand all aspects of Medicare and supplemental insurance benefits and coverage, compare Medicare prescription drug plans, and complete applications for programs that help pay for prescriptions, premiums, medical expenses and more. Refresher courses keep them current on changes with Medicare and other insurance plans. APPRISE counselors can assist you by: * explaining how Medicare Advantage plans such as HMOs or PPOs work so you can decide if a supplemental policy is right for you. * Helping you understand your “original Medicare” benefits by explaining what services are covered under Medicare Parts A and B.

* telling you about programs that offer assistance paying for prescription drugs, their eligibility requirements, and how to apply. * helping you find government programs that will pay your Medicare deductibles, co-payments and your Part B premiums, and assisting you in filling out the paperwork. * explaining long-term care insurance options, eligibility requirements, which companies offer private long-term care insurance, and how to select the best policy for you. The best way to choose a prescription drug plan or supplemental insurance is to make an informed decision by evaluating multiple factors – including monthly premiums, annual deductibles, co-pays and formularies of several prescription drug plans. APPRISE counselors simplify this process for seniors and help them decide which plan will meet their needs. Become an APPRISE volunteer; No experience needed! The Butler County Area Agency on Aging is currently looking for APPRISE volunteers. “You do not need to have any prior experience or know anything about health insurance or Medicare/Medicaid,” says Brittany. “We provide all of the training needed. In fact, most APPRISE counselors start out as concerned citizens who have a question or issue regarding their own health insurance. “Our APPRISE counselors can take a look at your specific situation and see what you qualify for,” explains Brittany Buzzelli, Community Liaison/APPRISE coordinator with the Butler County AAoA. “We can also help you determine what a scam is and what the real deal is. We’re an objective source; we don’t represent any particular insurance company. As independent advisors, our counselors cannot tell anyone what the best plan is for them but we can help them decide themselves. We can help a senior compare all plans and decide which one is best for them, including looking at retiree options versus Medicare. We even have an outreach focus that identifies people who might qualify for extra help.”

APPRISE Program provides valuable service to older adults; volunteers needed in Butler County Continued from page 7 In addition to bringing on volunteers to work as health insurance counselors; Butler County AAoA is also looking to fill the following volunteer positions: 2 APPRISE secretaries who can answer and screen phone calls 2 APPRISE data entry clerks to input client contact sheets on the state’s insurance database 2 APPRISE presenters to go to senior centers and other community sites to present basic information on Medicare/ Medicaid and enrollment information “We are able to customize a volunteer program within APPRISE to best suit and showcase the volunteer’s personal needs and skills,” Brittany explains. “We are also very flexible with our time commitment and would like volunteers to commit to APPRISE at least one time per month for a one-hour minimum. Again, we provide all the training our volunteers may need.” The classes include information on Medicare, Medicaid, Medicare Advantage, Medicare Prescription Drug Coverage, Medigap, appeals, fraud and abuse, and more.

The State Department of Aging in partnership with the Westmoreland County and Venango County APPRISE Programs are hosting APPRISE volunteer training sessions from 9 a.m. to 3 p.m. on May 9, 11, and 16 at the Westmoreland County Community College in Youngwood, Westmoreland County; and on June 6, 8, and 13 at the Franklin Industrial and Commercial Development Authority in Venango County. Volunteers must attend either the Westmoreland or Venango County training. Attendance is mandatory at all three days of training in order to become a certified APPRISE counselor. There is no cost for the training, which is being hosted by APPRISE’s regional coordinator for Western Pennsylvania, Adele Dean. April 2017 • Butler County Senior News

Butler County Meals on Wheels

M

eals on Wheels is an ideal program for older adults who are homebound and unable to shop for food or physically prepare their own meals. Each meal is nutritionally sound and meets two-thirds of seniors’ Recommended Daily Allowance (RDA). Hours and days of operation vary by location (see list below) but meals are generally served Monday through Friday between 10 a.m. and noon. Consumers are asked to donate an average of $20 to $25 per week for meals. Anyone with limited mobility are eligible to receive benefits, which include nutritious food delivered by caring individuals.
