utler, Lawrence, Mercer Link, and Aging and Disability Resource Center Program (ADRC) is a collaborative effort funded by the Commonwealth of Pennsylvania’s Department of Aging to provide information and linkages to long-term services and supports for adults ages 60 and older, and persons between the ages of 18 to 59 with disabilities. The Butler, Lawrence, Mercer link Network consists of both core and collaborative partners.

The collaborative partners consist of agencies and organizations that work with housing issues, transportation, employment, county government, and agencies and organizations that serve people with other disabilities that overlap with the targeted populations. These partners will participate in meetings and cross training sessions, both as a participant and as a trainer to collaborate about available programs and services for the aging and disabled community. Goals of the Butler, Lawrence Mercer Link Network include: 3 Streamline access to long-term living services and supports to make access to such services easier for target populations; 3 Create consistent policies and protocols for such services; 3 Create a collaborative network in Butler, Lawrence and Mercer Counties that consists of those agencies that provide services and supports, either primary or ancillary to the target populations with the shared goal of having those individuals living as independently as possible for as long as possible;

3 Create a knowledgeable network of agencies that have a basic understanding of the long-term living system and services and supports available to the target populations, both private paying and public supported; 3 Implement consistent information and referral protocols so that individuals are linked to the services they need rather than left to navigate the long-term living system on their own; 3 Utilize common information and referral protocols to provide efficient and accurate consumer referrals 3 Link information and referral services through PersonCentered Counseling Person-Centered Counseling is a free service that connects Pennsylvanians to public benefits and private resources. Counselors can assist persons living with a disability, or adults 60 and older, identify long-term services and support options; guide decisions regarding securing services; and provide follow up. Heritage Elder Law & Estate Planning, LLC In our law practice, one of the most common questions is “Can I gift $14,000 to each of my children without a problem?” It is true that this gift would not result in any taxes, but the more important consideration is the impact of the gift on Nursing Home Medicaid.

not coordinate with tax law. The government’s left hand doesn’t know what the right hand is doing. If a person gives away $14,000, and becomes sick and needs Nursing Home Medicaid (Medical Assistance) within 5 years of the gift, the Medicaid rules will disqualify him for a length of time called a penalty period. The length of the penalty period depends on the amount of the gift. What this means is that if you give away your assets and then need the nursing home in the next 5 years, you may not be able to pay the nursing home. In Pennsylvania, this can even lead to adult children being sued by the nursing home under the Filial Support Law. This is risky business. If the cost of long-term care is a concern in your family, you should know that there are alternatives to outright gifting. It is possible to protect assets from long term care costs with a comprehensive estate plan. Estate planning is complicated and readers are urged to seek legal advice before taking action. To find out more, consider attending a FREE educational workshop presented by Heritage Elder Law & Estate Planning, LLC. Call (724) 841-0004 or visit our website at HeritageElderLaw.com for Workshop dates, times, locations or to RSVP.
