By Meg Olson The Point Roberts Community Advisory Committee (PRCAC) will host a townhall meeting to allow candidates for the remaining two at-large positions to meet the community. “We have three applications that have already been submitted to the county executive’s office and we are encouraging other interested community members to apply,” said PRCAC president Allison Calder. “We are also encouraging all community members to attend this virtual candidate’s night and send in their comments.” The meeting will be held via Zoom on Thursday, August 12 at 7 p.m. and the link will be available before the meeting on the All Point Bulletin website as well as the ePB and other social media sites. Comments following the meeting can be sent to prcac. comments@gmail.com. Bill Zeidel, the committee member most recently appointed by the county executive and confirmed by county council, took his seat for the first time at the July 22 PRCAC meeting. On the agenda were ongoing PRCAC discussion items and projects, including broadband expansion in the community, a wetland mitigation bank and a proposal for a dog park at Lighthouse Marine Park. “We are hoping to give folks a suitable area, well back from the shore, where they can exercise their dogs off-leash without interfering with other park-goers or native wildlife,” Calder said. “The halfacre exercise area would have interesting terrain and agility features to be enjoyed by anyone wanting to play off-lead with their dog in a safe, secure, natural environment that does not interfere with eagles, seals, shorebirds and other wildlife.” Calder added that park staff had indicated support for the plan, as it would address ongoing issues of enforcement at the park and complaints about off-leash dogs. PRCAC representatives will take their proposal to the Whatcom County Parks and Recreation Commission at their August 19 meeting.

Trinity Church in danger of collapse B y P a t G r u bb Trinity Community Lutheran Church, a fixture of Point Roberts since 1913, is in danger of collapsing and requires $200,000 in repairs, according to Andy Marr who is heading the fundraising drive. “We’re in pretty desperate straits,” Marr said in an interview with the All Point Bulletin on July 28. The sanctuary has been condemned and no one is allowed to enter it following examination by a building en-
gineer and a contractor. Last winter, Louise Cassidy noticed that the west wall of the sanctuary was bowing outwards and asked Tom Sheridan of Sheridan Construction to assess the condition of the building. Subsequently, the church’s insurance company, Brotherhood Mutual, hired John MacLeod, PE, to inspect the building. MacLeod reported that “the lateral movement of the side walls resulted from an outward thrust imposed on the walls
The border cracks opens slightly, questions remain B y P a t G r u bb At long last, Canada will allow U.S. citizens and permanent residents to enter Canada for non-essential purposes beginning August 9. The U.S., which had earlier appeared willing to open its border as early as June 22, extended its closure order until at least August 21, 519 days since the border was first closed. As usual, the announcement left many people scratching their heads wonder-
ing how it would affect them personally. Travelers entering Canada for non-essential travel will need to be fully vaccinated with one of Canada’s approved vaccines, present a negative molecular Covid-19 test result taken within 72 hours before their arrival and have proof of vaccination uploaded to the ArriveCAN app. They may or may not be asked to take another test at the border. They will also need to present a quarantine plan and be prepared to quarantine should they not satisfy all of the
conditions required to be exempt. What isn’t clear is, how does this apply to U.S. residents who are merely seeking to enter Canada for a day trip? And, up to now, U.S. residents who lived on the mainland and wanted to transit Canada to come to Point Roberts were denied entry unless they satisfied a vague and seemingly subjective description of essential travel. Presumably, they will need to satisfy Canadian requirements for both legs of their travel (See Border, page 6)

Leod found that uneven settling had resulted in the southwest corner of the floor being four-and-a-half inches lower than the opposite corner. As well, he found that the wooden piers supporting the floor were not mechanically attached either to the floor joists or the concrete footings below. Many of the piers appeared to be off-center of the footings. In the event of an earthquake, there would be nothing to prevent the building from sliding off the concrete footings and most likely collapsing. To rectify the situation, Marr said the church needed $100,000 to immediately shore up the western wall. This would be accomplished by installing steel plates on opposite sides of the building and connecting them by seven steel cables. The work would proceed in two phases, said Marr. Following the initial work to save the building, the next phase would involve constructing a real foundation and new entry for the building. Each phase would require $100,000, or $200,000 in total. In a letter detailing construction costs, Tom Sheridan wrote, “After thinking about all the different ways to approach this, David Bradley and I think this is the best way to proceed ... as it gets the church fully functional to full capacity and, with maintenance, ensures the church’s use for the next 100 years and beyond. This will protect the church from any further settling, spreading of walls and roof and seismic events. Basically, this saves the church structure.” The church has already begun its fundraising campaign and is seeking the community’s help to save the historic building. To date, it has raised $21,000 but it obviously needs much more and soon. Marr says while the church has a GoFundMe link on its web page, it would prefer checks and can accept U.S. and Canadian currency. Donors will receive either a U.S. or Canadian tax receipt. Letters To The Editor The Editor: We have an issue with residents and visitors dumping garbage and trash onto our county-owned beaches and parks. We have seen several instances of people dumping onto their own privately owned tidelands. It may seem magical how it gets all whisked-away at high tide but this is illegal dumping – see RCW 70A.200.060. There are laws against solid waste dumping and there are fines from as low as $50 USD and as high as $5,000 USD. Tidelands, whether public or privately owned, cannot be used to dispose of yard trimmings, leaves or any type of solid waste. Yard waste cannot be set free on any beach – private or public! No waste should ever be left at a public beach from humans or their dogs! All waste must be taken to the transfer station or disposed of on your own property. People – please be responsible and considerate. Sandra Raine Point Roberts The Editor: Having noticed some citizens are clamoring for some sort of ferry service to continue to the Point after the land border crossing reopens, be careful what you wish for. People coming north on such a ferry would be unvetted, such as sex offenders, the homeless, the mentally ill, and other criminals, and there would be no one to deny them arriving or staying. Say what you will about CBP, where I worked the midnight shift for 20 years, protecting you while you slept, but one consequence of their questioning is keeping out folks of all nationalities who would do the community harm. You’d have trouble sleeping at night if you knew how many foxes try to enter our charming hen house, and those are just the ones in cars. Everyone wants Point Bob to get back to the way it was before the pandemic. Letting bad folks like the aforementioned arrive on a continuing ferry service without scrutiny would likely have a devastating effect on Point Bob. Michael Hendon Americus, Georgia and Point Roberts
The Editor: In 1921, two Canadian researchers, Dr. Frederick Banting and medical student Charles Best discovered insulin with the help of Professor John Macleod at the University of Toronto. They won Canada’s first Nobel Prize. Their discovery 100 years ago changed the world forever – their research led to the isolation and purification of insulin and offered a life-saving treatment to people whose lives would have been cut short by diabetes. Insulin brought a miraculous change in life expectancy and quality of life for millions of people around the world, but it is not a cure. The International Diabetes Federation estimates that more than 4 million people die each year from diabetes and that nearly half a billion people worldwide have diabetes. The CDC estimates that 34.2 million people in the U.S. have diabetes – 10.5 percent of the population.
Diabetes is the leading cause of chronic kidney disease (CKD), so as a nephrologist I encourage preventative steps and early diagnosis of diabetes to avoid serious complications such as heart disease and blindness, in addition to CKD. To commemorate the 100th anniversary of the discovery of insulin, please take the CDC’s prediabetes risk test: cdc.gov/prediabetes/takethetest/ The sooner you know if you are prediabetic, the sooner you can take action to reverse it and prevent type 2 diabetes. If your results indicate you’re at risk, take appropriate action. Get your blood sugar checked as a first step and talk to your provider. William E. to and from Point Roberts. Under these conditions, it will be unrealistic to expect a significant increase in visits to the Point by non-residents. If they thought their workaround would be to take the ferry from Bellingham to the Point, another think is in order. The Port of Bellingham issued a press release on July 22 saying the service would be shut down after its last sailing on August 12. In a July 21 email, the All Point Bulletin asked port executive director Rob Fix if the port had any knowledge of how the Canadian border authorities (CBSA) were going to regulate traffic to and from Point Roberts, both by Point residents and those from the mainland. The email concluded by saying that residents would be “curious to know the basis of the port’s decision to cancel the ferry service before the border was fully opened.” Fix replied on July 29 and explained the delay as due to the All Point Bulletin’s email having been blocked by the Port’s spam filter. Fix said commissioners had instructed staff to provide emergency, temporary ferry service after it became aware of the transportation challenges facing Point Roberts residents. The Port had only intended to offer the service until the Canadian border opened to non-essential traffic which it will on August 9. Fix added, “After a year of service with over 5,000 passengers on over 370 ferry runs, I am proud of the work the Port has done and the community we were able to serve in Point Roberts. If conditions change and Point Roberts residents are once again unable to cross the U.S./Canada land border and enter the mainland US, the Port stands ready to step up and help your community.” The failure of the U.S. federal government to at least match the Canadian’s decision to allow fully vaccinated residents to enter the country was met with widespread criticism by politicians and citizens alike. In a statement issued July 22, governor Jay Inslee said, “I am extremely disappointed by the federal government’s announcement today that the U.S. border with Canada will remain closed through at least Au-
gust 21. This continued closure will result in continued hardship for Washingtonians living in border communities, including in Point Roberts. “As I have expressed repeatedly in communications with the State Department and the Department of Homeland Security, the time has come to at least partially reopen the U.S.-Canada border, and I will continue to advocate for relief for border communities in Washington state.” Congresswoman Suzan DelBene was scathing in her reaction. “I am deeply disappointed in the Biden administration’s decision to unilaterally extend the Canada-U.S. border closure another month,” she said. This action is short-sighted and devastating to our border communities. Businesses and families in Whatcom County, particularly in Point Roberts, were praying this was the month the border would reopen. Continuing the border closure all but ensures more businesses will close and more livelihoods will be destroyed along the border. “Right now, Canadians can fly from Vancouver to Seattle but residents in the border town of White Rock cannot drive the short distance south across the border to Blaine. Instead of helping them build back better, we’re putting our border communities at a significant disadvantage. Canada on the other hand is showing leadership by announcing it will begin easing border restrictions for fully vaccinated Americans traveling north on August 9 and providing firm benchmarks and metrics behind their decision. “It’s time for the U.S. to reopen the Canada-U.S. border,” DelBene concluded. News of a possible strike by Canadian border guards has given rise to fears of chaos and backups at border crossings. Over 8,500 Canada Border Services Agency workers have voted in favor of a strike after going without a contract for over three years. Strike action could begin as early as August 6, just three days before Canada opens up its borders for fully vaccinated Americans and permanent residents. The union warns that the labor dispute could cause major disruption at border crossings. However, a CBSA spokesperson said 90 percent of front-line border officers have been declared “essential” and will stay on the job.

Family Days coming in August By Meg Olson Plans for two days of summer fun continue to grow and evolve, thanks to a growing number of sponsors and community donors. Family Days will be held on two Saturdays, August 14 and 21 from 4 p.m. to 8 p.m. at Baker Field. Organizer Sheena Durflinger has brought together local and regional organizations and businesses to sponsor an array of activities for both kids and grownups. “I’ve also had 21 community members personally donate funds to make this a fun way for our community to get together,” Durflinger said. The Point Roberts Chamber of Commerce will sponsor a little baker station, where kids will get a cookie and a piping bag to decorate their treat. Ladybug Nursery is sponsoring the garden bees station, where kids will get a pot, a plant and soil. “They can decorate their pot with stickers and take their plant home with them,” Durflinger said. Optimum Contracting will be sponsoring the master crafters station, which will feature a different craft activity each of the two Saturdays, starting with bird houses on August 14. Edge Logistics of Blaine is sponsoring a large bouncy castle, and the International Marketplace is sponsoring face painting on August 14 and balloon art on August 21. “There will also be a reading area to relax with lots of books and volunteers to read to kids,” Durflinger said. Volunteers
interested in reading can contact Durflinger at dreameventsbysd@hotmail.com. A teen area supported by community donations will feature a Jenga competition and a dunk tank. Each evening there will be a family activity, starting with a scavenger hunt on August 14. “A family does not have any barriers, so as long as you have a group of people you can be a family,” Durflinger said. Whidbey Telecom is sponsoring the pop-up market area, where local non-profits and artisans can share information with community members or sell their creations. The Sugar Shack Ice Cream Truck will be present on August 14 and Durflinger hopes to secure other food vendors. The main stage is sponsored by Home Hardware Building Centre in Tsawwassen and Delta Youth Theater from Ladner and will feature local talent starting at 5 p.m. followed by headliners at 7 p.m. JP Falcon Grady from Bellingham will headline on August 14 and local musician Mike Bell will be featured on August 21. “All forms of local talent are welcome and they can contact me at dreameventsbysd@hotmail. com to get signed up,” Durflinger said. When the event at Bakers Field wraps up at 8 p.m. the fun isn’t over. The music performances will be followed by an outdoor movie night with free punch and popcorn at 488 Marine Drive. A family-friendly movie will be shown at 8 p.m. followed by an adventure or drama feature for more mature viewers at 10 p.m. “Bring your own chair and a blanket,” Durflinger said.
Fire district ups Covid-19 testing By Meg Olson The local fire department is anticipating testing 100 people a week for Covid-19 as residents and visitors try and navigate changing rules to get back and forth across the border. “They are mostly Canadian property owners who fly in and then need the test to get back to Canada,” said fire chief Christopher Carleton. “We also have some local residents looking to reestablish a relationship with a doctor or dentist in Canada.” The fire department is offering walk-in or drive-up testing Sundays and Wednesdays from 9 to 11 a.m. in anticipation of increased demand after the Canadian government announced the border would open Monday, August 9 to non-essential travel for individuals who are fully vaccinated and have a negative Covid-19 test within 72 hours. Results for the tests given by the fire department are available within 24 to 30 hours, Carleton said. The cost of tests in cash is $135 through Northwest Labs with some local testing costs. Some insurers are denying payment for tests if there are no symptoms or exposure, Carleton said. He added that he is working on potential scenarios to reduce
testing costs given the volume the local testing site is about to be seeing. The next vaccination clinic at the fire station on Benson Road will be Sunday, August 8 for first or second doses of the Pfizer vaccination. Call 360/945-FIRE for further information. Hey, do you remember walking past the admin building at Simon Fraser and seeing the deadheads harvesting magic mushrooms in the grass by the entrance door? When Premier WAC Bennett was deciding where to build B.C.’s newest university, do you think he knew he was planting it on some of the most prolific magic mushroom-growing grounds in the province? Of course he did. That’s why they called him Wackie Bennett. I’m not saying that either of us ever consumed those particular fungi but I’m pretty sure that most people in Point Roberts felt as if they had when they heard you had gotten the border opened up. What was the name of that song, “Oh, what a feeling! What a rush!” Shrooms! Sillycybin! That takes ya back, huh? But today there’s just this one, teensy, tiny problem, Mags. The U.S. border still hasn’t opened and we don’t know when it will. Who would have thought Joe (I’ve got 12 twinzillion dollars and I’m going to throw it at anything that moves) Biden would be the horse headed to the glue factory? Not me, that’s for sure. Right now in Point Roberts we feel like those skid marks you see on Highway 99 headed off the road towards who knows where but it sure looks painful. With no Canadians coming down, we are hooped big time. You’ve got to get this thing unstuck. Call it women’s intuition, no, don’t, but I think I’ve got the solution. It’s a 10-digit number.

Governor makes historic trip to Point B y P a t G r u bb “You’ve been in the hearts and minds of Washingtonians. I’m looking forward to hearing your stories.” Those were the words Washington state governor Jay Inslee used to open an extraordinary meeting at the Gulf Road library with a group of Point Roberts residents on Friday, July 9. Only the third governor to visit the Point, Inslee was joined by congresswoman Suzan DelBene, state representatives Sharon Shewmake and Alicia Rule along with Whatcom County executive Satpal Sidhu and assorted federal and state aides. The assembled group was a cross-section of Point Roberts groups, organizations and businesspeople including fire chief Christopher Carleton, voter and taxpayer association presidents Allison Calder and Mark Robbins, respectively, chamber of commerce president Brian Calder, Reef owner Nick Kiniski, International Marketplace owner Ali Hayton, Larry’s Liquor owner Larry Musselwhite, library representatives Christine Perkins and Judy Ross, fire commissioner Virginia Lester, hospital and park commissioner Stephen Falk and PRCAC member Katherine Smith. The only press personnel present other than the All Point Bulletin was a KING 5 TV crew. Inslee told the group that he did not possess any specific intelligence regarding the opening of the border except to say that he thinks, “The infection rates and other measures are similar enough in both countries to allow the border to be reopened. Point Roberts is incredibly unique and everyone involved has been working to make everyone aware of your situation.” The governor added that congresswoman DelBene “has been working tooth and nail on your behalf. There’s got to be a solution to help Point Roberts in particular.” Addressing concerns that individual Canadian border agents were applying rules inconsistently to residents seeking to transit through Canada, DelBene said it was important for residents to document incidents as fully as possible including badge numbers, time and dates, and detailed descriptions of their encounters with CBSA officers. “The more specific, the better,” she told the group, adding she thought it was likely that the U.S. border would be opened unilaterally. “My perception is that the obstacle to opening up the border lay north of the border. I think it’s a political calculation” on the part of the Trudeau administration, Inslee added. The Liberal government is widely expected to call a fall election in the hopes of regaining a majority government. Their supporters are less likely to support the near-term opening of the bor-
der. “We’re pounding on them and we’ll keep on pounding them,” Inslee assured the group. His comments were made prior to the announcement that the Canadian border would open partially on August 9. Hayton said while she appreciated the money that the state and county government had provided her and other companies, it would help them get through this summer but it wasn’t enough to “get us through to next summer. It’s important that you ask people who know the situation here,” Hayton said. “If you’d asked us about the ferry, we would have said No,” as it bled business away from local companies. Following reports that Hayton might have to close the Marketplace after months of losses, Inslee authorized $100,000 to be given to her company from the state’s strategic reserve while the county provided a $25,000 grant from federal pandemic funds. Kiniski said he was concerned about what would happen once the border reopens. “I can’t get enough employees,” he said. “We used to be able to hire Canadians as general workers but not anymore. I only have three months to make it through the year.” Chief Carleton said, “There’s a feeling that Canada is feeding the devastation across the border. A lot of words have been spoken with little action taken.” He also expressed hope that the Biden administration would give special consideration to border communities. Following the meeting, Inslee visited the Marketplace and Westwind Marine where he talked to Jessica Basore, the new owner along with her husband Bryson, about their plans for the future. Shewmake, Rule and Sidhu later participated in a town hall meeting at the Reef that approximately 100 people attended.

By Mark Swenson As we mourn the loss of the ferry to Bellingham, and as federal infrastructure bills are being considered in Congress, there has been much discussion during the border closure about our infrastructure and self-sufficiency. This year holds several historical anniversaries of previous milestones in the infrastructure in Point Roberts. For instance, this is the 90th anniversary of electricity service in Point Roberts, a modern convenience which didn’t arrive here until 1931, a full 45 years after Seattle, by comparison, was lit up. The canceled ferry joins cable TV on the list of infrastructure missing in Point Roberts. This year is the 50th anniversary of cable TV arriving on the Point. That service began in 1971 and operated for 48 years before being shut down in 2019. With some recent suggestions that Point Roberts incorporate to help run our affairs
locally, we can point to an anniversary there too. It’s the 40th anniversary of an attempt for Point Roberts to incorporate as a city, back in 1981. It’s worth remembering we used to have local government. Soon after federal government ownership of Point Roberts ended, the Point became a township in 1911. This year is the 110th anniversary of the Point Roberts Township which provided local representation for 58 years. Washington essentially ended the township system in 1969, and for the last 52 years, we’ve been in unincorporated Whatcom County. Our infrastructure and local autonomy have changed many times over the decades. Remembering past efforts may help to inform our current dialogues. The Point Roberts History Center on Gulf Road is open Saturdays for you to explore our local history, to get inspired for today’s challenges.
Burn ban revised to allow charcoal BBQs By Meg Olson “We are in a full burn ban,” says local fire chief Christopher Carleton. Dry conditions and increased fire danger call for further burn restrictions, and as of July 7, the Whatcom County Fire Marshal’s office prohibited all open burning in unincorporated areas of Whatcom County until further notice. The ban includes burning yard debris, land clearing fires and all recreational fires. While the ban initially covered charcoal barbecues as well, Carleton said the prohibition was modified to allow small charcoal barbecues. “A charcoal or propane barbecue on your deck or patio, regular cooking, is not a problem,” Carleton said.
The use of propane stoves or barbecues or charcoal barbecues at private residences must be over a non-flammable surface and at least five feet from flammable vegetation and structures. Charcoal fires in a fire pit are prohibited, but propane fire pits without solid wood burning material will still be allowed. Wood burning fire pits, charcoal pits or similar enclosures with grates or screens are not considered barbecues and not allowed. “Getting rid of the charcoal from a barbecue is a different educational issue,” Carleton said. “Don’t dump it in your yard. You need to put it in a metal closed container and soak it down.”

This would be a facility where folks in need could be cared for, whether for a day or for months. Now it’s your turn to give us your thoughts, your perceived needs, wants and desires. The Make it, Bake it, or Grow it Market will be open on Fridays from 6 to 8 p.m. on the lawn at the top of the J-dock ramp, according to organizer Heidi Baxter. The event will include live music along with a spectrum of local produce, crafts and products. “New vendor spaces are free and all local makers and growers are welcome,” Baxter said. Lillian Mow Jang Robertson January 3, 1939 – June 30, 2021
Lillian Robertson Lillian Mow Jang Robertson, or “Gamma” to her family, passed away peacefully on June 30, 2021. She was born on January 3, 1939 in Hong Kong. Her father arrived a few years earlier in search of a better life and subsequently sent for his family to join him – wife “Ping Chan,” daughter Lillian, and son Vincent. Lillian’s eldest brother, Man Hing, chose to stay in China until he emigrated to Canada with his family’s assistance in the early 1970s. Once established on the West Coast, Lillian met the love of her life, Ervin Robert-
son, and they soon married. Following many years of travel together, “Poppa” famously told “Gamma” he would move her one last time to any house, anywhere she wanted, and if she couldn’t find that dream home, he would build it for her. She immediately said, “Point Roberts,” a small town she felt a connection with, and the one place that could provide her with the best of both the U.S. and Canada. Being a small town, Gamma’s dream house did not exist, and true to his word, Poppa built the very home both he and Gamma would use as a sanctuary for the rest of their lives. Poppa passed away first, and she never forgave him, but they are reunited at last in heaven. That family home built on love will continue to be a haven for many more happy days as Gamma is survived by her daughter (Lydia), her grandchildren (Kristian and Courtney), their spouses (Christine and Lyz), and her only great-grandson (Sean), who was only born two months before her passing, so she never got to hold or hug him in person. And there are so many more lives she touched and people she loved who will remember her also.
