Welcome Students, Staff, and Families to the 2016-17 School Year! As the first day of school, August 31, approaches, we look forward to a very productive and exciting school year in 2016-17. Over many years, we have consistently championed providing quality learning opportunities for students at all levels of the program. Blaine School District employs one of the most skilled and dedicated groups of professionals in the state of Washington. Teachers and support staff strongly desire to work in Blaine, and many choose to spend their entire career in our district. We see this as a clear tribute to the overall quality of the program, and the commitment that we make to supporting staff in their work with students. Improving student learning at every level of the system remains at the heart of our vision and mission. Our students consistently demonstrate strong academic performance, comparing favorably to other districts across the state. A substantially high number of students (9-12) participate in Advanced Placement (AP) courses, serving as evidence of a high level of academic rigor. In the Spring of 2014, Blaine High School was recognized as a High Achievement School by the State Board of Education and OSPI. A significant part of secondary (6-12) student success can be attributed to the strong foundation established in our K-5 program. We are privileged to
have excellent K-12 administrators, teachers and support personnel who demonstrate a consistent commitment to making a difference for young people. Over the past three years, teachers and administrators from across the state of Washington have taken on an unprecedented level of transition with respect to new learning standards (Common Core State Standards), a new performance evaluation system (TPEP), and a new state-level system for the evaluation of student academic performance (Smarter Balanced Assessment). These initiatives have placed a significant level of demand upon the overall system. As we enter into the new school year, there is evidence that the hard work of our staff is surfacing significant achievement results for students. Preliminary state assessment results, specifically in Math and Language Arts, indicate gains, year over year, at multiple grade levels. The staff, students, and families of Blaine School District remain deeply appreciative of the support that the community demonstrated in passing a $45 million Capital Facility Bond in February of 2015. Many great things are yet to come in the Blaine School District! If you have been on, or near, the campus over these three months, you will have noticed a number of facility upgrades coming to fruition. • We reached the final stages of project comple tion for the new addition at Blaine Primary School and, over the summer months, work has concluded on the existing roof, the new music room and enclosure of the play shed. • Blaine Elementary School is also on track to have new play
ground equipment installed as the new school year gets underway. • Finally, in July of this summer, SpeeWest started construction on Phase I of the three year Blaine High School Project. Excavation of the site for the new building should be complete in Septem ber, followed by construction of the building. The students and staff of Blaine School District recognize and appreciate the extensive level of community ownership and involvement that is in place at all levels of the program. The communities of Blaine, Point Roberts and Birch Bay take great pride in the learning that takes place in their schools and, most importantly, in the ongoing growth and success of students. Blaine School District employees realize how important it is to keep parents and patrons informed of key events and issues across all grade levels. To that end, we hope that you will find an opportunity to frequently visit blainesd.org. There you can learn more about opportunities to stay connected to activities involving our students. On behalf of the board of directors and the staff of the Blaine School District, I want to thank you for providing us with the opportunity to educate your child. There is not a more important responsibility that we could be charged with assuming. Thank you for choosing to enroll your students in the Blaine School District. It promises to be a great year!

Blaine High School We would like to welcome all of our students and parents for the upcoming 2016-17 school year. It is indeed a privilege to work in this community with our youth and a pleasure to see the community come together to help children achieve and grow. We are fortunate to have an extremely knowledgeable staff that cares deeply for our students. Our staff recognizes the value of positive relationships between home and school, and we are eager to solve problems creatively. It is our goal to create an academic learning climate where all children receive an equitable chance to meet higher expectations. In this, our task as a school and as a community is to prepare our children, our young adults, our students, for the changes and challenges they will face. This is a task that requires
the efforts of parents, teachers and community members working together. Blaine High School and schools around the state are continuing three major steps to increase student achievement: Setting clear and challenging academic standards; Measuring how well students and schools are meeting the standards; and Making schools and students accountable for improved standards. Similarly important are the attitudes and behavioral attributes that students who succeed in school must demonstrate. Among these are study skills, time management, awareness of one’s performance,
persistence, and the ability to utilize collaborative groups of study and structure. These are specific skills and more general attitudes, but all of them require high degrees of self-awareness and intentionality on the part of the students as they are in high school and in preparation for life and education thereafter. Students should access the knowledge of their counselors, advisors and teachers in order to make good decisions and to develop a full knowledge of Blaine High School’s offerings and opportunities. Our commitment to our children starts with our entire community. Our students are fortunate to hail from Blaine as the
campus is bustling with construction beginning on the new High School building. It is my privilege to serve in a community that supports schools as Blaine does, and I am honored to be the principal of your students. I am always available to talk with parents and students when I am in the building or at community events. Please stop by anytime you are on campus and introduce yourself, as Mr. Wayne Vezzetti, the Vice Principal, and I look forward to meeting you and working with your children in the coming school year.

We want to welcome the arrival of our new students at Blaine Elementary, including our incoming third graders and those new to the Blaine School District. At Blaine Elementary, we strive to provide an outstanding education, believing that as a community: “Together We Make a Difference.” Blaine Elementary School’s mission is to work in partnership with our community and families to educate and inspire students as they develop the skills necessary to reach their academic and creative potential. sible and life-long learners. We are working hard to provide students with an education that cultivates academic, social and emotional development. This year our staff will continue to expand effective instructional practices through our instructional framework called 5 Dimensions, implement common core standards in math and literacy, use assessments and interventions to support differentiated learning and collaborate to support meaningful student learning in every classroom. Student academic learning is complemented by participation in outstanding physical, technological and arts education programs. Blaine Ele-
mentary will continue a focused effort to support student learning during the 2016-17 school year. We would like to invite all Blaine Elementary families to participate in our Parent Teacher Organization (PTO). This leadership group actively supports our school by funding educational enrichment opportunities and coordinating community events. I would also like to encourage Blaine community members who do not currently have students attending our schools to volunteer at our school or participate in school events and celebrations. We all have something to contribute when it comes
to public education. I hope you’ll join us this school year in support of our most valuable resource… children! You can learn more about our school by visiting our website, contacting our office or attending school events. School starts on Wednesday, August 31. Doors open at 7:45 a.m. for students having breakfast in our cafeteria. All other students can enter school at 8 a.m. Blaine Elementary staff are excited to start the 2016-17 school year! We welcome visits or calls from our families or community members. On behalf of our staff, welcome to the 2016-17 school year!

Blaine Middle School At Blaine Middle School, we believe in creating a safe, caring and respectful environment so that all students can learn. We are dedicated to cultivating academic persistence and excellence in our students. We believe this will empower them to grow as learners and influence positive change in our
community and beyond. We are excited for another school year to begin and are eager to welcome students and families to BMS. Ensuring that students are learning in a safe and engaging environment is important. Encouraging students to care
Blaine Primary School We are so excited for the start of this year and the many new additions at the primary school. Our new pod is completed and staff has started to move in. The students and staff are so appreciative of the community support in the many changes we are experiencing. The new pod is beautiful, giving us the space we need to support full-time kindergarten. Having the opportunity to provide full time kindergarten to our beginning students is thrilling. Our kindergarten students will have a solid foundation, supporting their learning for the next twelve years. Our kindergarten teachers spent last year researching best practices through the “Washington State Full-Day Kindergarten Guide.” This enabled the kindergarten staff to build upon their current knowledge and strengthen our program. With going to full time, we have added two new teachers, Mrs. Kim Baker and Mrs. Linsey Pike, to the kindergarten
team. We are excited to welcome our first full time kindergarten class! In addition to our new pod we have a great new music room, which was formerly the small covered play area. Our music program now has the space and the ability to be as loud as needed to practice the many music skills our students need to learn and experience. Our last project to be completed this summer is our covered play area, which is now enclosed. There are large garage doors to allow this space to be used as an instructional area along with recess during inclement weather. On behalf of the primary school students, staff, families and the Blaine School District board of directors, we are excited to show off the new pod and additions to the primary school.
for others, themselves and their community is the foundation from which we create a caring environment. Academically, we expect students to know and be able to demonstrate: 1) what they are learning, 2) why they are learning, 3) what they do if they don’t understand, and 4) how they know that they are succeeding. This takes a learning mindset and motivation. To ensure that students receive a focused, yet well-rounded ed-
ucation, the middle school will focus on: meeting individual student needs; achieving the state standards; supporting intervention strategies; and giving students access to performing arts, physical education and other electives. We look forward to another successful school year with students at BMS. Go Blaine!
