Corbett Orders $160 Million Spending Freeze With Commonwealth revenues continuing to come in below estimate for the 2011-12 fiscal year, Gov. Tom Corbett has directed his Budget Office to freeze nearly $160 million in State spending. The Governor also has asked government entities not under his jurisdiction to reduce their spending by nearly $66 million. “Until revenue collections improve, we must take precautions to ensure that the commonwealth budget remains in balance,” the Governor said.

Midway through the State’s fiscal year, revenues are $486.8 million below estimate, the State Dept. of Revenue reported Tuesday. Corbett has directed most agencies to reduce their overall 2011-12 spending by 3%. Some individual appropriations will see spending reductions of up to 10%. The State-related universities – Penn State, the University of Pittsburgh, Temple and Lincoln Universities – will see a reduction of 5%, or $25.7 million, in State funding.

Public-safety agencies, such as State Police and the Dept. of Corrections, will freeze approximately 1% of their spending. The Pennsylvania Emergency Management Agency is not being directed to freeze any funds because of the numerous disaster-related emergency-response activities that agency has coordinated this fiscal year, the Governor said. Basic-education subsidy funds paid to school districts will not be affected, and the Dept. of Public Welfare will see a spending reduction of less than 1%, or $55 million. The funds being placed into budgetary reserve across all agencies represent less than 1% of the total $27.2 billion General Fund budget. “We did not make the decision to freeze these funds lightly. If the revenue picture improves in the months ahead and we determine these funds no longer need to remain frozen, we may be able to free up some or perhaps even all of the funds we are now placing into budgetary reserve,” Corbett said. He graduated with honors with a BS degree in construction management from Drexel University. He is a resident of Glenside, Pa. Anne Fadullon, director of development for the Dale Corp., based in Glenside, Pa., has been elected vice president. Fadullon has more than 25 years of experience in the real-estate development field, including project management, planning, site acquisition and construction implementation, and has administered over 125 residential and commercial development projects, which produced over 1,500 housing units and numerous commercial enterprises including completion of the Neumann North Senior Housing complex with 67 affordable rental units for seniors, and Spring Arts Point, a mixed-income, mixed-use project. She is currently acting as a development consultant on several large-scale, mixed-use hospitality oriented projects in Philadelphia. Prior to joining Dale in 2000, Fadullon was director of development at the Redevelopment Authority of Philadelphia during the Rendell Administration. A resident of Germantown, Fadullon received a BA degree in Urban Studies and Economics from Lehigh University and a Master of City Planning degree from the University of Pennsylvania.

New Board Member John M. Farina is president of US Construction, Inc., a home builder that specializes in design, zoning, and luxury building in Philadelphia. Over the past five years U.S Construction has been involved in the development and construction of luxury homes throughout City and has been a leader in redeveloping vacant and blighted parcels. Farina is a graduate of Rutgers University and has more than 10 years of construction experience. His company is based in Center City. New Board Member Kevin C. Gillen, PhD is vice president of Econsult Corp., based in Center City. With a background in urban economics and real-estate finance, Dr. Gillen is responsible for Econsult’s applied work in the analysis of real-estate developments and operation of real-estate markets, including their fiscal, economic and financial implications, and reports on the current state of the housing market with quarterly house-price indices for the Delaware Valley. Clients include the Philadelphia Housing Authority, Philadelphia Tax Reform Commission, Philadelphia Center City Owners’ Association, Pennsylvania Housing Finance Authority, Schuylkill River Development Corp., the Philadelphia Board of Revision of Taxes and the William Penn Foundation. Dr. Gillen received his PhD in Applied Economics in 2005 from the Wharton School of the University of Pennsylvania, and received both the US Dept. of Housing & Urban Devel-

opment Dissertation Award and Lincoln Land Institute Dissertation Fellowship. He is a resident of Center City. New Board Member Mary Hall is executive account manager for Tozour Energy Systems, based in King of Prussia, Pa. Hall recently joined Tozour, where she is responsible for large portfolio accounts to help building owners and managers with mechanical systems and energy usage. She previously spent more than 15 years in realestate development in the Greater Philadelphia region. Hall has a BA in business communications and an MBA with a concentration in marketing, both from Rosemont College, and is a licensed Pennsylvania Real Estate Broker. She also serves on the board of Mercy Neighborhood Ministries in North Philadelphia. She is a resident of Charlestown Township (Chester Co.), Pa. The BIA of Philadelphia, established in 1937, is the nonprofit organization which supports and promotes residential development in the City. Goals include member education, working with government and housing agencies on major issues such as tax abatement and the zoning code, and promoting housing affordability by reducing construction costs.
