Next Development Cycle Is Subject Of Talk What’s happening in Center City development these days, now the recession is lifting? What Can local government do to prompt more? An important public-policy discussion of these questions will be held tomorrow, Apr. 17, at 4:30 p.m., in the Ballroom North at the Four Seasons Hotel on Logan Square. Local developers will discuss the specifics of projects currently under way and those about to start, and will offer thoughts on what tax policies or other public

actions could increase the number of construction cranes visible downtown. On the panel will be John Gattuso, senior VP and regional director, urban and national development, Liberty Property Trust; Robert Zuritsky, president, Parkway Corp.; Joseph F. Coradino, president, Pennsylvania Real Estate Investment Trust; and Gerard Sweeney, president, CEO and Trustee, Brandywine Realty Trust. Paul R. Levy, President and CEO of the Center City District

and executive director of the Central Philadelphia Development Corp., will moderate a panel discussion. CPDC is a membership organization of more than 100 leading businesses with a stake in the future of Center City and the region. Curry Queries ‘Rush’ To Privatize Lottery State Rep. Lawrence Curry (DNortheast), Democratic chairman of the House Aging & Older Adult Services Committee, is questioning a plan by the Corbett administration to privatize the State Lottery. “The mission of our State Lottery is to benefit older residents. I am looking closely at the Governor’s proposal to ensure that privatization won’t shift the focus from providing benefits to

senior citizens to providing profits for a private company,” said Curry. Earlier this month, the Secretaries of the Pennsylvania Depts. of Aging and Revenue, as well as lottery officials, briefed Aging & Older Adult Services on the process to enter into a Private Management Agreement. Revenue Secretary Dan Meuser said Pennsylvania’s Lottery ranks fourth in the amount of profit it

generates, but argued enlisting the services of an outside expert could amplify lottery performance. Illinois became the first state to privatize its lottery last year. The State will pay its PMA (Northstar Lottery Group) $15 million per year to manage the lottery. Northstar will also receive a portion of lottery proceeds and has the opportunity to earn bonuses if certain profit thresholds are
