A CITY KEENLY sensitized to the perils of asbestos, thanks to the recent exposure of unremediated hazards in city schools, witnessed a rare event across from Independence Mall last week: a joint rally enlisting four building-trade leaders, along with a Fraternal Order of Police vice president, to protest what they alleged was flawed asbestos work by unlicensed contractors working to rehab part of the Public Ledger Building on 6th Street. Hughes Gains Low-Income Vets Homes Honor Edison 64 Defender Grant

STATE SEN. Vincent Hughes secured a $250,000 grant for the Defender Association of Philadelphia. The funds will be used to fund technology upgrades to support indigent defense. The Defender Association has been recognized as one of three public defender offices in the entire country that has been able to leverage technology to defend clients. PFT Founder Marvin Schuman Passes

merican Federation of Teachers President Randi Weingarten and Philadelphia Federation of Teachers President Jerry Jordan issued the following statement on the death of PFT founding member and former President Marvin Schuman at age 94. Schuman, a mathematics teacher at Frankford High School in Philadelphia, was elected in 1983 to succeed John Murray as president of the Philadelphia Federation of Teachers. Schuman served as PFT president for seven years. Before that, he served on the union's executive board from 1960 to 1981. Weingarten said, “Marv was a beloved soul. Today, activism is so often synonymous with anger and dissention, but Marv’s activism

was marked by a strategic calm. He was thoughtful, deliberate and deeply kind. I will remember his wonderful spirit fondly, as well as his remarkable contributions to our union. The people he led adored him, and he will be dearly missed.” Jordan said, “Marv was one of the founders of the PFT. He is credited as having ushered in the era of collective bargaining to the union. His loss is a major blow to our organization; and we stand on Marv's shoulders and will carry on in his memory and work diligently to fight for better schools for our children and better working conditions for our members. “As someone who ascended to the position of president during turbulent times, he brought stability and peace to the organization. His spirit is with us as we continue to do this important work. “Our hearts are with his wife, Irene, a fellow teacher, and his family during this difficult time.”

massive protest outside the east side of the Public Ledger Building in Old City to charge that its new owners, who are converting it to residential use, had been employing unlicensed asbestos-removal workers with unsafe practices. The owner, New Yorkbased Heights Advisors, received four citations last month from the Asbestos Control Unit of the City Department of Public Health. The department now reports licensed workers are now on the job. The rally was fired up by Building Trades Business Manager John Dougherty, who has kept a low public profile since his federal indictment last year. He was not bashful at the rally, though. He railed at Heights Advisors, noting that the owners don’t have family in the Delaware Valley, implying they are indifferent to Philadelphians’ well-being. Dougherty charged that he had seen improperly outfitted asbestos-removal workers walk into a nearby Wawa, gesticulating over the soft-pretzel display. “This isn’t union vs. nonunion, this is union vs. in-

Representatives of the other building trades said they are concerned because, in the course of a building conversion, other trade workers follow in the footsteps of asbestos crews.

ith apologies to EF Hutton: When Bob Brady speaks, people listen. Or, in this case, when he writes, people read. The Democratic City Committee head put out an op-ed this week detailing how the party will be driving voter turnout for this year’s election, from mobilizing its already-formidable network of 3,500 committee people, to working hand-inhand with the city’s powerful organized-labor forces, to seeking volunteers to bolster digital outreach. At first glance, Brady’s

s the world consistently faces challenges that affect the greater good of our communities, it is our responsibility to not turn a blind eye, but rather to take a critical look at ways in which we can help to influence and create positive change among these communities. Especially in our beloved Philadelphia community. As the largest city in Pennsylvania, a city known for its respected medical

missive may seem like just so much more election-year boilerplate, issued to justify the DCC’s existence and primacy in the city and the state. But there is nothing standard about this election, and the chairman’s message makes it clear that he gets it. As the 800-lb. gorilla in Pennsylvania politics, Philadelphia has always been a weathervane for determining which way the electoral winds are blowing. And after decades of reliably purple-to-blue jet streams, a blast of hot red air overtook the commonwealth in 2016, thanks in no small part to depressed voter turnout in the Cradle of Liberty. Donald Trump won Pennsylvania by 44,292 votes, while in Philadelphia alone, Hillary Clinton lost more than 35,000 Black voters who came out for Barack Obama centers, Philadelphia and many of its residents have limited access to primary health care. With President Donald Trump's recent budget proposal, the ability to receive proper health care for Philly residents could become lackluster. Congressman Dwight Evans, representative of the 3rd Congressional District in Pennsylvania, is doing a great job in not turning a blind eye to this issue. He is committed to fighting this budget proposal, to keep our communities, hospitals and health-care providers funded so that we may all have the ability to receive proper healthcare services. We should all take a page out of Evans’ book and look into the issues that affect our communities the most. Change begins with us and I encourage us all to make the world a better place! Brady understands this, and is doing his best to make sure that everyone who cares about the future of this great country understands this and acts with a commensurate sense of urgency. And just based on a report released by the Knight Foundation on Tuesday, that sense is wellplaced: It found that some 100 million eligible Americans don’t vote. Truly, who could blame them? It is a depressingly daunting challenge to engage and re-engage these people. But it must be done if we are to save democracy. Make no mistake: This election will be a war for the soul of democracy in Pennsylvania, and we must rise to the challenge, no matter how great.

Despite what you may have heard, a citizenship question will not be included in the census. The proposed question was merely a failed attempt by those in Washington who want to deter our neighbors from being rightfully counted. It’s the same tactic being used to build walls and divide this country. If you live here, you need to be recognized, period. Participation in the census is crucial in helping to unite

When Everyone Is Counted, Census Benefits Us All

Pennsylvanians and give our diverse communities the best chance at getting a fair share of billions in federal dollars. Here’s how: federal funds, grants and support for Pennsylvania communities are largely based on population totals. In other words, when everyone is counted, we all benefit. However, it’s estimated the commonwealth will lose around $2,000 each year for every person left uncounted. This turns into missed opportunities to help ensure our schools provide a quality education, hospitals deliver affordable care, roads are safe and local projects get done. With so many families living below the poverty line, unemployed, and struggling to provide for their loved ones, the census plays a critical role in investing in vital programs, including Medicaid, Medicare, the Children’s Health Insurance Program, the Supplemental Nutrition Assistance Program and the Special Supplemental Nu-

BY DAVID LYNN uch has been written about Reclaim Philadelphia, a progressive group of young Philadelphians. Organized from the remains of Bernie Sanders 2016 campaign, it has taken over at least one Democratic ward, and are now putting forward one of its own to challenge State Sen. Larry Farnese (D-S. Phila.). Reclaim Philadelphia has a close relationship with Keystone Progress. Keystone Progress is an IRS 501(c)(4) social welfare organization operating in Harrisburg, Pennsylvania. It has chapters in Philadelphia, Erie, Lancaster and Coatesville. According to a Reclaim Philadelphia spokesperson, Keystone Progress is the fiscal sponsor of Reclaim Philadelphia. Members of Reclaim Philadelphia pay dues directly to Keystone Progress, and Reclaim Philadelphia claims 400 members on the books at the moment. Keystone Progress is not required to disclose the names of its funders, and the last IRS Form 990 available for the organization was filed for tax year 2016. According to the Reclaim Philadelphia spokesperson, Reclaim Philadelphia PAC sometimes pays Keystone Progress to reimburse for staff time and other expenses. The organization’s associated campaign finance committee, Reclaim Philadelphia PAC, is required to disclose its financials, and we will examine them today. A summary of Reclaim Philadelphia PAC’s finances follows. Reclaim Philadelphia PAC raised $100,044.02 during 2019. $87,630.52 came from PACs or candidate committees, and all of it in contributions of more than $250.00. Five of the

candidates – Isaiah Thomas, Ethelind Baylor, Erika Almirón, Helen Gym and Justin DiBerardinis – were Democrats running for City Council at large. Two others, Kendra Brooks and Nicholas O’Rourke, were Working Families Party candidates for City Council at large. A number of judicial candidates also contributed to Reclaim Philadelphia PAC. Of the seven candidates for at-large seats that gave money to Reclaim Philadelphia PAC, two were elected on Nov. 5, 2019: Kendra

Brooks and Helen Gym. Judicial candidates who gave to Reclaim Philadelphia PAC who were successful were Tiffany Palmer and Jennifer Schultz. Along with contributions from PAC candidates, $11,962.50 came from five individuals who did not have addresses in Pennsylvania listed. $451.00 came from 23 contributions in 2019 Cycle 5 from individuals, most of whom had Philadelphia addresses. Much of the expenses for Reclaim Philadelphia PAC were related to canvassing

A number of the individuals who gave small contributions that were part of the $451.00 were listed as receiving payments for canvassing and consulting. There were also a number of reimbursements for staff time to Keystone Progress. On some reports, Reclaim Philadelphia PAC meticulously broke down its spending on the various candidates that supported it. There are some interesting transactions between Reclaim Philadelphia PAC and Working Families Party candidates Brooks and O’Rourke. Reclaim Philadelphia PAC made very few contributions to candidates, but did make contributions of $5,000.00 to Friends of Kendra Brooks and Friends of O’Rourke on Sept. 14. On Sept. 23, Reclaim Philadelphia PAC received $20,000.00 from Working Families Party National PAC. In the weeks after receiving the $20,000 from Working Families Party National PAC, Reclaim Philadelphia PAC was credited with giving $12,261.08 to both the Brooks campaign and the O’Rourke campaign in in-kind contributions. According to the spokesperson for Reclaim Philadelphia PAC, the organization coordinated closely with Friends of Kendra Brooks and Friends of O’Rourke in knocking on doors, hosting house parties, and making phone calls for both candidates. U.S., parents are able to select schools other than their local public schools through opting for charter schools or utilizing directed vouchers, universal vouchers and tax credits. Charter schools are public schools that are not run by the local school district, but receive funds from that district for each student. The funds allocated to charter school students are below what taxpayers would otherwise be financing if those students remained in the district schools. Vouchers are payments made by government authorities to parent to be used to send children to private schools. Directed-voucher programs limit the extension of grants to underprivileged students. Universal vouchers are grants given to any parent to send a child to a private school. These vouchers are again well below the cost incurred by the taxpayer for that child if it remained in a public school. For exam-

ple, the average voucher in Indiana was $4,449 in the 2018-2019 school year, well below the average cost to the Indiana taxpayer for students in government (K-12) run schools of $11,626 per student. Tax credits can be taken in various states for the tuition parents pay for children attending private schools. Tax credits can also be used by companies or individuals that do not use funds for their children but donate to a scholarship fund. In Pennsylvania, we have directed scholarships financed by contributions to scholarship funds in exchange for the right to tax credits through Educational Improvement Tax Credits and the Opportunity Scholarship Tax Credits. what they need, how many people need it, and a lot of other important things. Since 1790, when America was a bouncing baby republic, the federal government has fanned out and counted everybody. This will be the 24th Census and it begins in March. And while this White House can’t keep the Census from happening, it can, and has, thrown several monkey wrenches into it. For example, most of the Census is going to be computerized and the part that isn’t is still going to be hard to decipher – that is, as long as the perception exists that the information is going directly to Immigration and Customs Enforcement Agency. So I talked to Jennifer Braxton, a media specialist for the U.S. Census Bureau’s Regional Census Center here in Philadelphia. She recognizes that there may be some challenges, but the stakes are too high

not to do the best we can to ensure an accurate count. “We count the population by asking everyone to respond to so that we can make important decisions,” she said. “Census data is used to appropriate the correct number of seats Pennsylvania will receive in the House of Representatives. It is also used to determine the amount of funding necessary for social services like SNAP benefits and medical assistance, the free and reduced-price school breakfast and lunch program, public libraries, hospital and emergency services, transportation and roads and subsidized housing programs.” The Census itself is going to be in 13 languages. The computerized version is apparently a choice. And community groups are pitching in to make sure that Philadelphia is counted accurately, even if you use the option of responding to (Cont. Union Army re-enactors assemble as the National Air is played (There was no National Anthem in 1865). A rifle salute is fired as Abraham Lincoln arrives and delivers the Gettysburg Address. Then all go inside for a lunch and a speaker in praise of Father Lincoln. After the lunch, a march to Independence Hall for a ceremony.

Later in the week, Farnese appeared at Five Square, a progressive candidates forum, and was applauded for doing a great job on urban-transportation issues – among them increased bike lanes and better public transportation. Apparently, nobody has been better on those issues than Farnese. Sources tell Sam that Farnese’s fundraising is at

record levels. Teamsters leader BILLY HAMILTON has recently taken on National Teamster PRESIDENT JIMMY HOFFA, JR. Hamilton asserts that the national Teamsters are not standing up for their members. Most recently, the postal clerks have taken a bath in union negotiations against management. And the national Teamsters have been nowhere. This is not Hamilton’s first foray into maverickdom. He joined the Carpenters’ Union in taking on Electricians powerhouse JOHN DOUGHERTY for a more-inclusive union working agreement at the Convention Center. His crossing of the picket line helped get the Carpenters and Teamsters locked out at the Convention Center. Hamilton’s latest quest is necessary. His members need to see that he’s willing to get his own head chopped off for their interests or why (Cont. Page 23)

ublic online voting has opened to choose a winner of the Philadelphia City Commissioners, in partnership with the School District of Philadelphia, contest to redesign the “I Voted” sticker that voters receive at the polls on election days. The contest was open to all residents of Philadelphia or students of a school in Philadelphia. All told, there were over 150 entries, from which nine finalists were chosen. The judging team selected three adult finalists, as well as two from each of the college, high school and K to 8th-grade categories. Finalists range from professional graphic designers to elementary-school students. (We won’t tell you which is which.) The team of judges who selected the finalists were from a diverse background of art, education, and government. Each brought a unique insight to the process. City Commissioner Chairwoman Lisa Deeley said, “With the all-important 2020 elections upon us this is the perfect time for us to roll out a new, unique sticker and get people excited about going to the polls. I am so happy with the wonderful designs that Philadelphians get to choose from.” The final step is for Philadelphians to vote for their favorite design. Disposable income is the money that remains after deducting allowed living expenses (rent, utilities, food, etc.) and mandatory payments such as secured and priority debt payments. dren in Philadelphia, who get hurt worst of all due to failed public schools. Wolf has also been vocal in opposing the expansion of charter schools. In the 2019 budget, the Republican-controlled legislature proposed expanding the annual funding for EITCs from $110 million to $210 million. Also they

proposed that the cap on families eligible for these scholarships increase from $85,000 to $95,000. U.S. SEN. PAT TOOMEY (R-Pa.), a school-choice advocate, wrote a letter to Wolf stating, “It is breathtaking that one could reach this (Wolf’s) conclusion with the knowledge that approximately 40,000 Pennsyl-

vania children are currently on a waitlist to receive scholarships. In the 2016-17 school year, 43% of scholarship applicants were turned down because there were not enough scholarships available.
