BY ELDON GRAHAM CIENTIST MOLLY Sheehan announced on Tuesday that she will run for the seat in the newly drawn Pennsylvania 5th Congressional District to represent Delaware, Montgomery and Philadelphia Counties. Sheehan was born and raised in Delaware and Montgomery counties and lived in both for most of her life. She completed her Ph.D in biochemistry and biophysics and postdoctoral fellowship at the University of Pennsylvania. “I have been fortunate to live in South Philadelphia,” she said. “Since I had my daughter in Pennsport, I have been active in both the UPenn and South Philadelphia parents’ communities, serving on boards and task forces for education and

health care.” Sheehan announced her bid after the Pennsylvania Supreme Court issued a new congressional landscape to replace gerrymandered one. As a lifelong resident of the areas that comprise the new 5th, Sheehan devoted herself to service within each area. She believes she understands the values and interests of its constituents. “I remain committed to using my experience as a bioengineer to the advancement of the needs of the people of the 5th. Now more than ever, we need policy that is based in evidence and addresses the needs of the people as they define them,” she said in her opening campaign statement. Sheehan’s message is clear: “My goals remain unchanged by the court’s

he largest container vessel to ever call at The Port of Philadelphia arrived last week at the Packer Avenue Marine Terminal. The M/V MSC Shuba B arrived from the West Coast of South America with a cargo of predom-

inately perishable fruit. The origin of most of the cargo, which included table grapes, peaches, plums, pears and blueberries, was from Chile and Peru. PhilaPort has a long history of trade with these two agriculturally rich coun-

It’s the reason why we are working so hard to make the necessary capital improvements, which we have planned as quickly as possible.” To grasp how much of an accomplishment this is, it helps to know that PhilaPort is over 300 years old. William Penn granted the Port of Philadelphia’s legal origin from the City Charter in 1701. Having received its largest vessel ever in 2018 is a feat that should not be overlooked. HE ALREADY HOTLY contested Democratic primary in South Philadelphia’s 184th Legislative District took another spin when incumbent State Rep. Bill Keller officially declined to seek re-election. Keller’s withdrawal had long been expected. It had already attracted the entry of four challengers, after decades of intraparty unity behind the incumbent: journalist Elizabeth Fiedler, former police detective Nick DiDonato, attorney Tom Wyatt and attorney Bill Ciancaglini. The moment Keller dropped out, Jonathan Rowan entered the race. Rowan, a native South Philadelphian, is an administrative officer for

plementing a $300 million infrastructure-improvement plan which includes wharf strengthening, new cranes, paving and many other terminal improvements. In 2017, the port realized 19% growth in its containerized cargo volumes, handling 548,000 containers. “It’s great to see this new class of vessel here before we have our new cranes and the official opening of the new deeper channel,” said Tom Holt, president of Holt Logistics. “It’s definitely a sign of more good things to come.” The M/V MSC Shuba B is as large as the new 60-story Comcast Technology Building being constructed in Philadelphia, at 1,100 feet long and a deadweight of 134,000M tons. This is the largest class of vessel that MSC currently has calling the U.S. East Coast.

A self-described “rec rat,” Kozlowski grew up in Samuel Recreation Center (“My name is still etched on the locker room wall from when I was a kid,” she says) and still plays volleyball there regularly. For several years, she has served the Stewardship Office in Parks & Rec, having recently been promoted to stewardship coordinator. There is not a rec staff or friends group in the city that does not know and respect her. “It was the best job of my life,” said Kozlowski. “I never cried so much as when I quit to run for office.” After pondering R and D offers for a month, Kozlowski was persuaded to take up the Republican baton by Taylor, who pointed out that Republicans are firmly in charge in the State House of Representatives, thus ensuring she could accomplish more for her community as a Republican. “It was more her interest that combined with ours,” Taylor commented. “Her parents were Republicans. For me, it’s really all about who can best take care of all the things that need to be taken care of.” Taylor pointed out that his only Philadelphia colleague in the GOP caucus, State Rep. Martina White (R-Northeast), although

young, has been allowed to run major legislation. If she were a Democrat – fuhgeddaboudit. Kozlowski calls herself a moderate. “I’ve always been pro-police and firefighter. I fought with Mayor Michael Nutter about closing Engines 28 and 25. Every August, we hold a memorial for two firefighters who died fighting a big marijuana fire.” But she is socially liberal. The issue that pushed Kozlowski over the edge is the proposal, hotly floated right now, to set up safe-injection sites for addicts. In the River Wards, this is seen as a threat. These communities have long struggled to survive at or around the epicenter of the drug market. Kozlowski’s lawn furniture was stolen off their porch. So was her parents’. She parked her car at famously needle-infested McPherson Square to run a children’s program in the library. When she came out, her car was on bricks, stripped. “They’re not going to put these safe-injection sites in Chestnut Hill,” Kozlowski noted tartly. “They’ll put them here. That’s not what people want or can bear around here.” The first problem Kozlowski must solve, however, is campaigning. She targets (Cont. Page 18)

BY TONY WEST N AN AUDACIOUS move, Republicans are mounting a serious effort to hold onto the last inner-city state legislative seat in Pennsylvania – and one of a few in the nation – held by a Republican. This despite many signs of an impending Democratic wave in 2018. And they are doing it with a savvy political aide to two previous Democratic officials, State Rep. Marie Lederer and Councilwoman Joan Krajewski, a candidate who had been a Democratic committeewoman. Patty-Pat Kozlowski was approached by both parties after State Rep. John Taylor (R-Northeast) announced his impending retirement. Taylor had been re-elected comfortably for decades in a district now with a 7-to1 Democratic registration edge. He did so by providing matchless constituent service to an urban blue-collar neighborhood where government services are vital. Kozlowski has been familiar to a host of residents of Fishtown, Port Richmond, Kensington, Bridesburg, Tacony and Mayfair since her teen years. Her kaleidoscopic career includes legislative constituent service, church life (St. George’s in Port Richmond), journalism (with many community newspapers, currently the Bridesburg Bulletin), the Police Athletic League, Boys’ & Girls’ Clubs – and standup comedy. As such, she is familiar in many River Wards bars for her performances. (Her nickname, “Patty-Pat,” was given to her during an appearance on Rosie O’Donnell’s show.) ried partisan advantage to a mathematical extreme that violated the Pennsylvania Constitution and threatens our democracy. The chief question facing loyal citizens is: How best to fix this wrong. Is now the best time, right before a primary, to correct these awful boundaries? We could wait until 2020 and do a better job, perhaps. But we won’t wait. General Assembly Republicans will mount an appeal to the United States Supreme Court to spike this map, but most observers predict they’ll lose, based on the Supremes’ response to the GA’s last appeal. In the meantime, all potential candidates of both parties, even incumbents, must adapt themselves to the realities of new district lines. They need to take ba-

It’s time to step aside and allow the next generation to lead. “This announcement should in no way be misconstrued as my retirement. I plan on looking out for the best interests of my neighbors and my city, and working to support and elect politicians who care as much about our community and its future as I do.” Keller’s announcement triggered three competitors for his seat to speak out – one by dropping out. South Philly native Jonathan “JR” Rowan announced his candidacy for the district immediately following Keller’s parting bow. He will be backed by International Brotherhood of Electrical Workers Local 98. “Rep. Keller has been a reliable advocate for South Philadelphia neighborhoods for 25 years,” said Rowan. “Our communities would not have grown and thrived without his leadership in Harrisburg and I thank Rep. Keller for his public service.” Rowan is a lifelong resident of South Philadelphia, serving for 20 years in the district offices of two state senators. He has also been involved locally as a coach at EOM Athletic Association, youth sports organizer, board member of Victims Witness Services of South Philadelphia, honorary board member of the South Philadelphia Civic Association, and Democratic Executive Committee representative. “South Philly needs a fighter with deep ties to the community to fill this seat and hit the ground running,” (Cont. vivor David Hogg on television. And we listened to the searing oratory of fellow Parkland survivor, 18-year-old Emma Gonzales. These students and a rising tide of others like them are standing their ground against the epidemic of mass murder in America, finding – and using – their voices in a way that is a slap in the face to acceptance and lethargy. They’ve galvanized a movement long moribund, sparking not just discussion and energy, but focus as well – on the NRA and its trucklers in both Congress and the media. Like so many Americans after Sandy Hook, journalist Dan Hodges’ observation that “Once America decided killing children was bearable, it was over” for any possibility of gun control summed up our feelings.

But today, thanks to the fearlessness of these high schoolers and their unvarnished demand for the right to attend school like so many of their contemporaries in so many other countries – without the fear of being murdered by someone who can procure an assault rifle with greater ease than registering to vote in many states – we are offered a glimmer of new hope. It’s hard to fathom how these young activists can travel down the long, tortuous roads of recovering from such a traumatic experience and of taking on the most intractable special interest group in the country. They are already being attacked by a powerful propaganda machine. But it’s even harder not to be inspired and strengthened by their resolve.

BY MICHAEL A. CIBIK AMERICAN BANKRUPTCY BOARD CERTIFIED uestion: Can bonuses paid to debtor after Chapter 7 filing be taken by bankruptcy trustee? The Bankruptcy Appellate Panel for the U.S. Court of Appeals, Eighth Circuit, ruled that employment bonuses paid to a debtor shortly after she filed for chapter 7 bankruptcy could not be considered part of her bankruptcy case. The court’s ruling allowed the debtor to keep $24,072 in bonuses, and it reversed a lower court’s order revoking her bankruptcy discharge for failing to list the bonuses in her bankruptcy papers. In this case, Seaver v. Klein-Swanson, No. 12-6054 (8th Cir.BAP March 22, 2013), the debtor filed Chapter 7 bankruptcy on Jan. 19, 2009. She was a longtime employee of IBM. On the date of filing, she was eligible for both a quarterly Excellence Award bonus and an annual Growth Driven Profit Award bonus, for the last quarter of 2008 and also for the calendar year 2008. IBM’s bonus program documents stated that “[n]o employee earns or otherwise becomes entitled to payment, or any portion of a payment, under the GDP program prior to payment by IBM.” The IBM bonus program documents stated that this restriction applied to both bonus programs. Bonuses were usually announced and then paid by IBM about 60 days after the close of the quarter

either bonus, until actual payment of the bonus by IBM. Although some employer bonus plans give the employee a vested interest in a bonus once employee goals are met, the IBM program specifically stated otherwise. IBM’s bonus program stated that IBM had the absolute discretion to make or not make a bonus award, and the employee had no right to a bonus until it was paid. Here, the bonuses were both paid after the chapter 7 was filed. Therefore, the bonuses became the property of the debtor after the filing. The appeals court noted that under bankruptcy code section 541, property received by the debtor after the filing date is excluded from a Chapter 7 case, as part of the debtor’s fresh start. Accordingly, the appeals court ruled that the debtor’s Chapter 7 discharge should be granted, and also that she could keep the $24,072 in bonuses. The court also observed that the entire litigation could have been avoided if the debtor had simply listed her possible right to receive the bonuses in her originally filed bankruptcy papers. It should be noted that in cases where bonus plan language gives the employee a vested right to payment of a bonus even before it is paid, and a Chapter 7 case is filed before receipt of such a bonus, the result in such cases would likely be different. for the Excellence Award, and about 60 days after the close of the calendar year for the GDP Award. IBM paid the debtor an $8,000 Excellence Award bonus, for the last quarter of 2008, after the Chapter 7 was filed but prior to the creditors meeting with the trustee. IBM also paid the debtor a $16,072 GDP bonus, for the year 2008, a few weeks later, after the creditors meeting. Neither of these bonuses were listed in the debtor’s bankruptcy papers, and she did not inform the trustee that IBM had paid her the $8,000 bonus prior to the creditors meeting. After the meeting, the debtor did have some correspondence with the trustee about the $8,000 bonus, but she never mentioned receiving the GDP bonus. Upon learning more about the bonuses, the Chapter 7 trustee asked the bankruptcy court to order turnover of the $24,072 received by the debtor, as well as fees and costs. The trustee also asked the bankruptcy court to revoke the debtor’s discharge of debts due to her failure to list the possible bonuses in her original bankruptcy papers. The bankruptcy court granted the trustee’s request. The debtor appealed, and the appeals court reversed the bankruptcy court on all counts. The appeals court held that under IBM’s bonus program documents, the debtor had possessed no ownership interest, whether contingent or otherwise, in

AT WORK you get a break for one meal and you have to pay for it. IN PRISON you get time off for good behavior. AT WORK you get more work for good be-

havior. IN PRISON the guard locks and unlocks all the doors for you. AT WORK you must often carry a security card and open all the doors for yourself. IN PRISON you can watch TV and play games. AT WORK you could get fired for watching TV and playing games. IN PRISON you get your own toilet. AT WORK you have to share the toilet with some people who pee on the seat. IN PRISON they allow your family and friends to visit. AT WORK you aren’t even supposed to speak to your family. IN PRISON all expenses are paid by the taxpayers with no work required. AT WORK you get to pay all your expenses to go to work, and they deduct taxes from your salary to pay for prisoners. IN PRISON you spend most of your life inside bars wanting to get out. AT WORK you spend most of your time wanting to get out and go inside bars. IN PRISON you must deal with sadistic guards and wardens. AT WORK they are called managers. IN PRISON you can’t quit whenever you want. AT WORK you can’t quit; you will run out of money and turn to crime to steal money to survive and you might wind up in prison.

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudulent bids, or any other behavior which causes disruption of the Sheriff Sale. yatta is pressing hard for the 181st Legislative District Democratic nomination, as senior State Rep. Curtis Thomas is bowing out. In an impressive start to the campaign petition-circulation period, Kenyatta this week became the first candidate in the entire Commonwealth to file nominating petitions, submitting nearly five times the number of signatures required to get on to the ballot for the May 15 primary election. The first batch of 1,496 signatures, collected in just three days, was delivered to the Department of State office in Harrisburg and stood as a testament to the grassroots effort by the campaign and its legion of volunteers. “I couldn’t be prouder of my staff and volunteers for making this major milestone possible,” Kenyatta said. “Our message of raising the minimum wage (and tying future increases to cost of living), protecting our seniors and low-income families from eviction and high prescription drug costs, and saying once and for all that health care and a quality education is a right and not a privilege for the well-off and well-connected, is resonating throughout the 181st District,” he added.

And he’s a good man. Frankly, he will make a better state Representative than I would.” Nick DiDonato, a former police detective, did not react to Keller’s announcement by press time. That leaves two candidates from among the recent whitecollar immigrants into this gentrifying area. Dilworth Paxson attorney Tom Wyatt did not issue a reaction. HE STATE Supreme Court released the new congressional map for Pennsylvania after a proposed map by the State Senate and House was rejected by GOV. TOM WOLF. The Supreme Court’s map made major changes from the map they ruled unconstitutional including renumbering districts. For example, if you live in Bucks County, you were probably in the 8th District; according the new State Supreme Court, your district is now the 1st. The good news is that the incumbent Republican CONGRESSMAN BRIAN

Notice I said, “supposed to.” Now that the Pennsylvania Supreme Court has weighed in on the Commonwealth’s congressional maps, that isn’t a given. And even if it does happen, it’s going to be interesting to see who will ultimately be running for what. On Monday, the Pennsylvania Supreme Court released

FITZPATRICK lives in both the new and old district. If you live in Chester, your district has changed somewhat but is still called the 6th District and the incumbent in the fall will be the Republican CONGRESSMAN RYAN COSTELLO. CONGRESSMEN BRENDAN BOYLE (D-Phila.), currently representing the 13th, will be in the new 2nd District, which appears marginally better for a Republican challenger. CONGRESSMAN DWIGHT EVANS (D-Phila.), currently in the 2nd, is in the new 3rd District, which has become even stronger for Democrats. The current 2nd was the fifth-safest seat for a Democrat in the country. Could it now be the safest, thanks to the Democrats on the Pennsylvania Supreme Court? Outside of the Southeast, the districts are equally confusing. The new 4th and 5th Districts do not have incumbents running for re-election who live in the newly drawn lines.

The Lehigh Valley, the new 7th District, gets its own seat in the redraw and would be an open seat. A lot of this district is retiring CONGRESSMAN CHARLIE DENT’S (R-Lehigh) seat. CONGRESSMAN MATT CARTWRIGHT (D-Lackawanna) would be in the new 8th district. The new 9th would be an open seat with no incumbent living in the new lines. CONGRESSMAN SCOTT PERRY (R-York) would represent the new 10th District. The new 11th District would have CONGRESSMAN LLOYD SMUCKER (R-Lancaster) as the incumbent. The new 12th District would have Congressman Tom Marino (R-Lycoming) as the incumbent. The 13th and 14th Districts would be open seats. The new 15th District, which appears strongly Republican, has CONGRESSMAN GLENN THOMPSON (R-Centre) as the incumbent. In the 16th, CONGRESSMAN MIKE KELLY (R-Butler) is the incumbent. The (Cont. its new version of the electoral map. This map was the result of a ruling issued earlier this month in a lawsuit filed by 18 Democratic voters. The voters, represented by the Public Interest Law Center, sued because they said the map was blatantly partisan and heavily skewed toward the Republicans that created it. The Court agreed and gave the plaintiffs and defendants two choices: Come up with a map that’s fair and nonpartisan, or we will. After Senate President Pro Tempore Joseph Scarnati and House Speaker Mike Turzai presented Gov. Tom Wolf with a map that he vetoed with quickness because he felt it didn’t solve the problem, and the Republican-controlled legislature didn’t send a map Wolf could sign, the court, aided by Stanford Law Professor Nathaniel Persily, created its own and now the Commonwealth has 18 fresh, new districts, none of which look like “Goofy kicking Donald.”

(That, in case you don’t remember, was how folks at the nonprofit anti-gerrymandering group Fair Districts described the 7th Congressional District, widely recognized by folks who follow this kind of stuff as the single worst gerrymandered district in the country.) In what is a surprise to no one, the Republicans have vowed to fight the map in federal court because, and let’s be honest here, if you’re used to privilege, equality feels like oppression. Granted, the Supreme Court, complete with a ruling on the topic from Justice Samuel Alito, has already refused to hear the case, but hey. As for the map itself, and what it means to the five-county Philadelphia area, let’s take a look at that. First of all, Philadelphia has lost one congressional seat and a large chunk of another one. The 1st District seat, which is currently (Cont. Page 15)

On Monday, the State Supreme Court implemented a new congressional redistricting plan that gives power back to the citizens of Pennsylvania. of Independence in 1776. Leading the battle for new maps and for sanity and congressional redistricting was Philadelphia’s LT. GOV. MIKE STACK. The Pennsylvania Supreme Court implemented congressional maps that are more compact and unite communities of interest. It takes away power from politicians and gives it back to the people Pennsylvania. Republicans have stated they will appeal this map to the U.S. Supreme Court. They state the Pennsylvania Constitution does not allow the court to draw congressional maps. But U.S. Supreme Court Justice Samuel Alito already turned down a Republican appeal to stay the Pennsylvania Supreme Court’s decision. The question is whether he will stay the court’s action to implement a map. It seems unlikely that Alito would not stay the decision of the court, and then opt to stay

their remedy. After all, this is a Pennsylvania constitutional issue and the Pennsylvania Supreme Court has implemented a Pennsylvania remedy. The new congressional districts include two congressional districts that are completely in Philadelphia. CONGRESSMAN BRENDAN BOYLE’S district starts in Northeast Philadelphia and comes south to Center City. CONGRESSMAN DWIGHT EVANS’ district would include his home base of Northwest Philadelphia, West Philadelphia, portions of North Philadelphia, and Center City and some sections of South Philadelphia. A third congressional district includes portions of South and Southwest Philadelphia, all of Delaware County and a sliver of Montgomery County. The question is if a candidate from South or Southwest Philadelphia can (Cont. Page 16)

RICK SACCONE (R-Allegheny) in the new 18th district. The Pennsylvania Republican Party and the Pennsylvania Legislature are challenging the new maps. The U.S. Constitution specifies that “state legislatures” set U.S. congressional districts. The ruling by the Pennsylvania Supreme Court that determined the current districts are unconstitutional only gave the Legislature less than a month to redraw them. Do you think they might have been set up to fail? The Legislature delivered to Wolf a new map last week. Wolf rejected the map, stating it was flawed, and used the districts that included the cities of Read-

ing and Erie as examples. Wolf noted the districts that included the two cities also included (horrors!) rural areas. Maybe the governor has forgotten that the largest business in the Commonwealth is agriculture. Can you go 20 minutes from Reading and not find a farm? There was radio silence from the governor’s mansion when Pennsylvania Supreme Court’s map had Reading in the same district with rural areas. I guess when Repub-

licans are taking into consideration rural areas, we are catering to those who “cling to their guns and religion.” When the Democrats on that Supreme Court do so, it is “fair.” Also, did Wolf wonder why the Pennsylvania Supreme Court has this weird 17th District that appeared to include the Democratic enclaves in Southwestern Pennsylvania Wolf can and is expected to engage in partisan (Cont. Candidates are scheduled to start circulating their petitions to run for office on Feb. 27. We should know who is actually running by next week. Hopefully, this issue will be what spurs people to pay attention and make their voices heard.

While Evans has already announced that he will

run for re-election in the new 3rd, and already has opposition in the form of former Traffic Court Judge Willie Singletary, Boyle hasn’t announced his intentions. Speaking of Singletary, he and former Wells Fargo executive Michele Lawrence are the only people among the gang that was going to run for Brady’s 1st District seat that have announced their post-redistricting intentions. While Singletary is taking on Evans, Lawrence hasn’t said which seat she’s running for yet. The other potential challengers – former Deputy Mayors Nina Ahmad and Rich Lazer, the Rev. Dr. Kev-

Eagles, SEPTA Score Win For Homeless Center

THANKS to the Eagles’ big win in Super Bowl LII, Project HOME’s Hub of Hope has received a contribution from international engineering company WSP. Prior to the big game, WSP’s Philadelphia and Boston offices made a wager on the outcome, with each office pledging a donation to the other’s charity of choice. With the Eagles being the victors, WSP’s Philadelphia office presented a check for $600 from its staff and on behalf of their Boston colleagues to Hub of Hope. SEPTA General Manager Jeffrey D. Knueppel, C, joined WSP and Hub of Hope staff members for the presentation. Project HOME, the City and SEPTA recently celebrated the opening of the new Hub of Hope in the Center City sub-concourse. She brings along party-registration forms as well as petitions so that she can get supporters to flip to Republican just to get her on the primary ballot. As she will have no Republican challenger, all she needs is 300 solid sigs. Since she is doing the work herself, she can make sure those she collects are valid. “I’m wearing out these brand-new sneakers,” she said. Once her petitions are approved, Kozlowski can concentrate on her general campaign while her numerous would-be Democratic foes must still duke it out for their primary nomination until May 15. Kozlowski made her campaign announcement on the evening after the Super Bowl parade at St. George’s. Initially she wanted to do it at Byrne’s Tavern (“the Palm Restaurant of Port Richmond,” as Kozlowski called it), but the event outgrew that venue. Eventually, 279 people showed up. Her Italian mother cooked roast pork, her Polish father cooked kielbasa and sauerkraut; they bought two cakes from

Stock’s Bakery. They hired a local band. Local watering holes donated beer. A few nights later, she hit a benefit in Bridesburg for a bar that had burned down. “I got my face out there,” Kozlowski said. “I saw 300 people and got a great reaction. I don’t drink, but I held many beers last night while people signed my petition.” Kozlowski is a foodie, so she plans to organize “Pizza with Patty-Pat” nights at local pizzerias. She’s looking at beef-&-beers as well. But there’s not much money in the River Wards. Republican City Committee will cooperate with other funders citywide to help her campaign, but RCC is not made of money these days either. RCC Chair Mike Meehan did say that he was asking House Speaker Mike Turzai (R-Allegheny) to come through with state money for this race. “She is obviously best qualified for this job,” Meehan said. “She’s a good sell.” Kozlowski has already distributed 250 “Patty-Pat” window signs and has ordered 500 more. Her father was a Teamster, her mother a hospital worker. Kozlowski has been talking with several unions and is

likely to win support. Taylor advised her, “Stay with your labor roots.” Organized labor prizes voices in the House Republican caucus, so it’s a safe bet some unions will back her in the fall. Some organized city Democrats also value a good Republican intercessor on Capitol Hill. There are many in City Hall and at Democratic City Committee who would be quietly relieved if Taylor is replaced by a skilled Republican like Kozlowski, although it is impossible for them to go on record. In the River Wards proper, who you are and what you do matter more than your party affiliation or your ideology. Many Dem committee people there will quietly toss any ballot that includes a Patty-Pat opponent. “Show me a person’s friends and I’ll show you who that person is,” Kozlowski said. “I was overwhelmed by all the people who showed up for my announcement, from all walks of life.
