InBeyond Focus Wales

70th World Health Assembly The 70th World Health Assembly (WHA) took place between the 22nd and 31st May 2017. As the decision-making body of the World Health Organization (WHO), the WHA is held annually in Geneva, Switzerland and is attended by all WHO Member States. The main functions of the WHA are to determine the policies and governance of WHO, supervise financial policies, and review and approve the proposed programme budget. In her last opening speech as Director-General WHO (2007-2017), Dr Margaret Chan, observed that “Our actions under the 2030 Agenda for Sustainable Development must be guided by the 5 Ps: people, planet, peace, prosperity, and partnership”. For Dr Margret Chan’s full speech, please visit the WHO website. Dr Tedros Adhanom Ghebreyesus was elected as the new Director-General of the WHO, by WHO Member States. Dr Tedros Adhanom Ghebreyesus formally succeeds Dr Margret Chan whose 10-year appointment as Director-General had come to an end. Dr Adhanom Ghebreyesus had previously served as Minister of Foreign Affairs, Ethiopia (2012-2016) and as Minister of Health, Ethiopia (2005-2012).


In his opening address to the Assembly, Dr Adhanom Ghebreyesus stated: “I envision a world where everyone can lead healthy and productive lives, regardless of who they are or where they live.� He cited as his most important priorities as the new Director-General: (i) an advanced universal health coverage, with the Sustainable Development Goals (SDGs) giving the WHO the opportunity to act, (ii) making the agency more effective, transparent and accountable, (iii) ensuring that the WHO has the resources to deliver its mission, (iv) focusing resources on the most vulnerable people, and (v) working in cross-sector partnerships to improve health. Dr Adhanom Ghebreyesus will formally take over as Director-General of the WHO on the first of July 2017. To watch Dr Adhanom Ghebreyesus full address, please visit the WHO website. Additional key outcomes included that the Director-General was asked to continue reporting on the progress of global and regional progress towards achieving the health-related SDGs. First G20 Meeting of Health Ministers The German Presidency hosted the first ever meeting of G20 health ministers in Berlin, between the 19th and 20th May 2017. In her opening speech, German Chancellor Dr Angela Merkel, supported the inclusion of health as a key topic of the G20 agenda. In the Berlin Declaration of the G20 Health Ministers: Together Today for a Healthy Tomorrow, G20 health ministers expressed their support to global health crisis management, health systems strengthening and fighting antimicrobial resistance. World No Tobacco Day World No Tobacco Day took place on the 31st May 2017. This year’s theme was “Tobacco – a threat to development”. The day highlights threats that the tobacco industry poses to the sustainable development of all countries, including the health and economic well-being of their citizens. Dr Oleg Chestnov, the World Health Organization (WHO) Assistant Director-General for non-communicable diseases and mental health, proposed measures that governments and the public can take to promote health and development by confronting the global tobacco crisis: “Many governments are taking action against tobacco, from banning advertising and marketing, to introducing plain packaging for tobacco products, and smoke-free work and public places. But one of the least used, but most effective, tobacco control measures to help countries address development needs is through increasing tobacco tax and prices.” To find out more about World No Tobacco Day or download this year’s campaign material, please visit the WHO webpage. InWithin Focus Wales This section highlights recent examples of Welsh activity within our borders. This could take the form of collaborations, events and other work related to improving health and wellbeing and reducing inequalities in Wales.

Launch of the International Health Strategy for Public Health Wales Public Health Wales is adopting an International Health Strategy, the first of its kind for the organisation. The strategy, which is an underpinning strategy to our Integrated Medium Term Plan, will support the implementation of our strategic priorities by enabling the organisation to have a stronger international impact, links and role in global health; effective cross-organisational and cross-NHS engagement; and leading expertise in investment for health, well-being and sustainable development nationally and internationally. Our international engagement and work over the next ten years is going to be shaped by three underpinning strategic priorities: • • •

Maximise applied international learning and support innovation for public health. Develop globally responsible people and organisations. Strengthen Wales’ global health approach.


These are supported by six strategic objectives, including: strengthen and develop networks and partnerships; facilitate change and innovation; establish international reputation and visibility; ensure sound governance and coherence; support capacity building and sustainability and promote an enabling environment and a culture of global citizenship. We aim to ‘walk the walk’, strengthening our organisational commitment, responsibility and capacity, making the best use of available resources.” The strategy has been developed through a wide consultation process, supported by a literature review and mapping of international work and collaborations across the organisation. It supports the successful delivery of Public Health Wales national role, strategic plan, priorities and well-being objectives. It also complements existing strategic documents, such as the Research and Development strategy and the Quality and Impact Framework, as well as the knowledge mobilisation cycle. “The International Health Strategy strengthens our organisation’s commitment to improving health and wellbeing reducing health inequalities in Wales and beyond. It provides an opportunity to share our expertise across the globe, adopt the learning from the best and support global health security and sustainable development.” The period of 2017/18 will focus on the development of an implementation plan including monitoring and evaluation, and a governance framework, structures and processes.


The strategy was launched on the 5th June 2017 and offered an opportunity to showcase some of the international projects taking place across the organisation as well as to engage with key external stakeholders, such as the Welsh Government and academia. Visit of the Ugandan High Commissioner in Cardiff Professor Joyce Kikafunda, the outgoing High Commissioner of Uganda in the UK, recently visited Cardiff. Hub Cymru Africa hosted her two day visit, which included a meeting with Welsh businesses investing or interested in developing markets in Uganda as well as meetings with some of the Welsh based organisations working in Uganda. Wales has strong links with Uganda under the Wales for Africa programme, such as the PONT link between Rhondda Cynon Taf in South Wales and the Mbale district in Uganda. Wales Africa Health Conference 2017 Tuesday, 18th July 2017 09:00 to 17:00 Cardiff, United Kingdom Come and join us for the annual Wales Africa Health Conference at the SWALEC Stadium in Cardiff. We will be hearing from Cabinet Secretary for Health, Well-being and Sport, Vaughan Gething and showcasing some of the health projects we have been supporting. The event is in partnership with Wales for Africa Health Links Network and the International Health Coordination Centre.
