EV committee tackles welfare of child laborers By: Rodrigo S. Victoria ORMOC CITY, Leyte, Oct. 9 (PIA) – The member-agencies of the Eastern Visayas Regional Child Labor Committee (EVRCLC) tackled in a meeting some issues and concerns for the welfare of child laborers in the region. The EVRCLC had its last activity in 2012 with the drafting of a memorandum of agreement for the intensified, sustained and unified implementation of Philippine Program Against ChildLabor in Eastern Visayas Region. Lawyer Roy L. Buenafe, OIC-assistant regional director (ARD) of DOLE 8, who presided the RCLC meeting in Ormoc City, Friday, October 6, hope to make the RCLC alive again by reconstituting its membership and structure. He asked representatives of the RCLC member-agencies to intensify their child labor-related development programs to help minimize and eradicate it in the region. He also highlighted the reaffirmation and appraisal of the commitment of the EVRCLC member-agencies on the drafted 2012 MOA to fit in to their present programs and
interventions. The member-agencies of the EVRCLC lined-up the following activities for the National Children’s Month celebration in November: MOA signing of the heads of the EVRCLC member-agencies of the intensified, sustained and unified implementation of Philippine Program Against Child Labor in Eastern Visayas Region; gift-giving to the identified child laborers in barangays Rizal and Tugbong in Kananga and in barangays Sumanga and Patag in Ormoc City dubbed “PaskosaNobyembre”; national launching of IEC materials for the Strategic Helpdesk for Information, Education, Livelihood and other Developmental Interventions (SHIELD) Project; and the DSWD 8 children-related activities. The lined-up activities for the National Children’s Month celebration in November tentatively set on November 29, 2017 in Ormoc City will be finalized during the meeting of the EVRCLC member-agencies on November 3, 2017 in Ormoc City. ILOILO CITY, Oct. 10 (PIA6) -- Iloilo City remains as a center for Business Process Outsourcing (BPO) expansion despite a slowdown in Metro Manila, a press release from the City Information Office said. The rising demand for office space in the city is mainly driven by the BPO Industry, according to the second quarter 2017 report of the Colliers International, a Canadian-based global commercial real estate services firm. “The city has remained in the radar of foreign BPO investors,” the Colliers report said. It has noticed that buildings completed since 2016 are almost fully leased. The report also stated that the number of educational institutions has also made Iloilo the center for learning in
the Visayas and consequently a viable area for companies to locate in. Colliers also said that the Iloilo office market has the foundations in place to cater to the growing BPO Industry because it has the necessary elements which make it ripe for growth. This growth is indicated by reliable labor pool from the major colleges and universities; supportive local government; and, a private sector that is willing to invest. Cebu inks partnership with Singapore schools on tourism By Ferliza C. Contratista CEBU CITY, Oct. 3 (PIA) – The Province of Cebu recently inked a partnership with two leading polytechnic schools in Singapore, a move seen to benefit the tourism sector here. High ranking officials of Temasik Polytechnic (TP) and Republik Polytechnic (RP) came all the way from Singapore for the signing of said agreement which will run for 36 months. Cebu Governor Hilario Davide III led the signing of the Memorandum of Understanding (MOU) with Vice Governor Agnes Magpale, while from Singapore were Yeo Li Pheow, TP head, and Benedict Chiung, Principal of RP. The Tourism and Hospitality Capability Development Program will benefit those in the local tourism sectors from hotels, resorts, to tourism officers, transportation, among others. TP will provide the instructors for the training program involving the sharing of best practices and strategies to stakeholders and partners in Cebu’s tourism and hospitality sector. RP, on the other hand, will apply problem-based learning approach to the industries. “This capacity and capability program for Cebu’s tourism and hospitality sector comes at a right time when the Province of Cebu is poised to enhance access and expand its products and services. We are grateful for the opportunity. Thank you for choosing Cebu,” Davide said. Jocelyn Tan of Bogo and President of Cebu Tourism Officers Association (CTOA) said they are already excited to complete the 36-month training. The training started on September 25 and already, CTOA members are eager to share their learnings from Singapore’s tourism experiences in Meetings, Incentives, Conventions and
Exhibitions (MICE). “Cebu City has a share in being a MICE City, so we will learn and apply these to our localities,” Tan said. There are 120 participants in the program with three phases which are divided into seven workshops. Included in the program is a study visit to Singapore by the participants. The program comes at a time when the Department of Tourism (DOT) projected Cebu to have the highest growth with tourist terminal capacity, while international tourist traffic is projected to increase from 4.5 million to 15 million between 2015 and 2022. BIR needs more personnel Leonard T. Pineda I ILOILO CITY, Oct. 9 (PIA6) -- The Bureau of Internal Revenue (BIR) needs to hire more personnel to implement its tax programs and help achieve its collection targets.
I
n a forum held recently at Diversion 21 Hotel here, Commissioner of Internal Revenue Caesar Dulay said the BIR workforce presently stands at just 10,500, which is below the 21, 000 approved plantilla positions. “We contribute 80 percent of the revenues of the government and yet we are only operating at 50 percent capacity,” he said. He encouraged those who are interested to
join the BIR workforce to apply in the regional offices and the revenue district offices (RDOs). “I appeal to those interested to apply to the RDOs and to the regional directors not only because you need a job but if you want to serve the country and see to it that this country will continue to operate,” he said. Meanwhile, Alberto Olasiman, Regional Director of BIR Revenue Region No.11, said the
region here has 616 approved plantilla positions. He said that the region’s current workforce only stood at 361, with 255 plantilla items yet to be filled. He added that Revenue Region No. 11 comprises of five RDOs – RDO 71 in Kalibo, Aklan; RDO 72 in Roxas City, Capiz; RDO 73 in San Jose Antique; RDO 74 in Iloilo City; and RDO 75 in Zarraga, Iloilo. Aklan mayors commit for drug-free communities Venus G. Villanueva KALIBO, Aklan, Oct. 12 (PIA6) -- Five mayors in the province of Aklan manifested their commitment for drug-free communities/municipalities at the recent launching of the Inter-Local Community-Based Rehabilitation Program (CBRP) 2017 held at the Saturnino Gomez Fernandez Memorial Sports Complex in Lezo, Aklan.

he activity was an initiative of the Southwestern Aklan Inter-Local Health Zone covering the towns of Numancia, Makato, Malinao, Madalag and Lezo in cooperation with the respective local chief executives, Municipal Health Officers (MHOs), the Philippine National Police (PNP), Department of the Interior and Local Government (DILG), Department of Justice (DOJ), Provincial Health Office (PHO), Provincial Social Welfare and Development Office (PSWDO), and faith-based organizations. Besides the talks of invited speakers from Police Regional Office 6 through PSupt. Gilbert Gorero, Chief, Regional Public Information Office, PNP and that of DOH6 John Joseph Federico and Stella Maris Doromal, another highlight of the launching activity was the presentation and distribution of Certificates of Completion to 28 Low Risk and Mild Graduating Persons Who Used Drugs (PWUDs) from Lezo, Aklan who underwent the community-based rehabilitation
program. There will be other batches to follow from the Inter-Local Health Zone who will be undergoing the same rehabilitation program, according to Dr. Athena Magdamit, Municipal Health Officer of Lezo. Madalag mayor Alfonso Gubatina, who chairs the Southwestern Aklan Inter-Local Health Zone, said the health zone caters to 82 moderate cases of PWUDs, with the aim of conducting a holistic intervention for recovering drug dependents with focus on the healing of the body and soul, with the involvement and support of families and communities. Mayors Ariel Igoy of Malinao, Jezerel Templonuevo of Numancia, Abencio Torres of Makato, and Vice Mayor George Villarubia, who represented Lezo mayor Mary Lenette Fernandez, took turns in pledging their commitment, personal and official, for the eradication of drugs and in making their respective municipalities drug-free, as well as in
supporting the community-based rehabilitation program. Meanwhile, PSupt. Gilbert Gorero congratulated the mayors from the inter-local health zone for being the first group who took the initiative in implementing the program. “We haven’t found a group yet who gave importance to stop the drug problem except for these five mayors. We will continue to do this”, Supt. Gorero said. Supt. Gorero said based on records at the PRO6, Aklan has a total of 1,971 drug surrenderers from July 2016 to September 5, 2017. Supt. Gorero urged other municipalities in Aklan to follow the example of the five mayors in the war against drugs, saying this best practice of the Southwestern Aklan health zone should be replicated. “We are happy because there are people who are serious in the fight against drugs”, Supt. New hospital up in Victorias City By: Liez‘l M. Lamasan NEGROS OCCIDENTAL, Oct. 9 (PIA6) -- A modern hospital will soon rise in Victorias City following the signing of a Memorandum of Understanding (MOU) between the city government and Memphis Mission of Mercy.

he medical health facility, equipped with state of the art technology, will aid in the advancement of health care services to benefit the city residents and nearby communities. As stated in the MOU, Victorias City will allocate a two-hectare lot for the hospital within the
vicinity where the City Coliseum and City Resort are situated. Memphis Mission of Mercy, meanwhile, will provide special privileges to the residents of the City. Representatives of the Memphis Mission of Mercy, city and barangay officials and employees
attended the MOA signing. Memphis Mission of Mercy is a non-profit organization that has been holding medical-surgical humanitarian missions to the Philippines. It has likewise conducted numerous mission trips to Victorias City since 2001. (JCM/LML-PIA6 Negros Occidental)

Capiz sets P7.4B budget for AIP Jemin B. Guillermo ROXAS CITY, Capiz, Oct. 9 (PIA6) -- The Provincial Development Council approved more than P7.4-billion annual investment program (AIP) for 2018.
O
f the approved AIP, more than P1.59 billion is from the local funds of the province while the more than P5.8 billion will come from external funds. Governor Antonio Del Rosario, who presided over the PDC meeting here, October 5, said that it is very important that the budget is presented to the different stakeholders including the mayors for them to know where the funds are intended to be spent. “We want the provincial government to be transparent in our programs and other transactions
because what we are spending are people’s money,” he said. The social services take the biggest share for next year’s local budget amounting to more than P812.8-million followed by the general public services with more than P492.2-million budget, economic services with more than P266.6-million budget and over P20.4-million for other services. Del Rosario said that the social services fund will cover programs on education and manpower development, health, nutrition and population control, housing and community
development, and social security, social services and welfare. He highlighted among others the upgrading of hospital equipment and facilities particularly for the Roxas Memorial Provincial Hospital and four provincial government-run district hospitals. The AIP is composed of the budget of the general fund and the proposed programs, projects and activities to be funded by the 20-percent development fund, special fund, calamity fund, gender and development fund and external sources. Cabag, Jr. ILOILO CITY, Oct. 11 (PIA6) – The multi-stakeholder dialogue on disaster risk reduction organized by the Office of Civil Defense with the Regional Disaster Risk Reduction and Management Council here paved the way for the accreditation and participation of civil society organizations in preparedness and response activities in Western Visayas during a disaster.

he dialogue held Oct. 10-11 at Amigo Terrace Hotel here generated the participation of representative private sector organizations business, academe, and non-government and people’s organizations that together with RDRRMC member-agencies and other stakeholders discussed and recommended actions to realize the goal, which is set forth in the regional DRRM Plan. Cabrera said that we would be addressing this gap by forging partnerships with CSOs. The OCD official said a technical working group would be formed to formulate, review and refine the guidelines on the participation of CSOs by

their good performance in settling disputes since the barangay was the champion at the regional level for four times since 2013 and national finalist for 2016 LTIA which the barangay bagged first runner up. The barangay is also the provincial nominee for the 2017 LTIA. The Lupong Tagapamayapa Incentives Awards (LTIA) mandates the DILG to grant economic and other incentives to Lupong Tagapamayapa (LT) for their outstanding contributions to attain the objectives of the Katarungang Pambarangay. The DILG launched the LTIA, both as a
function of public policy and as a tribute to outstanding Lupon performance in settling disputes at the grassroots level. The LTIA covers all barangay lupons nationwide. The performance and accomplishments of the lupons were evaluated by committees organized at the regional, provincial and municipal levels on the basis of a) efficiency of operations; b) effectiveness in securing the katarungang pambarangay objectives and c) creativity and resourcefulness of mediators. emorandum Circular No. 25 took effect on September 15 and mandates government agencies including state colleges, universities, and public schools of all levels to exhibit photographs, paintings, or other forms of visual representations of Philippine heroes instead of
elected or appointed government officials. “The State shall provide the means to strengthen the people’s nationalism, love of country, and respect for its heroes by emphasizing the importance of Philippine national and local history in the daily life of the Filipinos, with the objective of
raising social consciousness and patriotism,” the circular stated. The circular also contains a list of Philippine heroes recognized by the National Historical Commission of the Philippines (NHCP) for reference and guidance. (asv/PIA7-Cebu)
DepEd-NIR returns school divisions to ‗mother regions‘ By Roi Anthoni B. Lomotan DUMAGUETE CITY, Oct. 5 (PIA) -- The Negros Island Region (NIR) may be dissolved by now but the ties between the two Negros provinces have been enriched and their bonds have become stronger.

Leonor Briones in her speech when she addressed hundreds of DepEd - NIR personnel during the turnover ceremony of Negros Island school divisions to Region 6 and Region 7 held October 2 at Hotel Essencia, this city. With this, all the schools divisions in Negros Oriental and Negros Occidental are officially back to their “mother regions.” In her message, Sec. Briones said she attended the occasion not to bury the defunct regional office but to praise it for the accomplishments it garnered in its two-year operation. “You will notice that when NIR was created, papers moved faster, payments were made more efficiently and this is because everything happened in the island itself through the NIR. Trainings and all the activities were integrated. These are the administrative gains which are on record and cannot be erased,” Briones said. “In less than two years, NIR has proven that it can stand on its own,” Briones added. The DepEd official also pointed out that the former regional office was able to overcome
geographical, cultural barriers, and linguistic barriers that separated the two Negros provinces over the past years, and the entire DepEd personnel have shown they were able to understand and support each other for the development of the young region. She explained that essentially, the Executive Order (EO) 183 that created NIR is administrative in nature and therefore the intent of the EO was to make more efficient the administrative operations in Negros Island. On August 7, 2017 President Rodrigo Duterte signed EO 38 which ordered the dissolution of NIR and directing all existing personnel of government agencies with NIR offices to return to their previous units of deployment or to be reassigned to other offices respective of their departments or agencies. Prior to the creation of NIR, Negros Oriental belonged to Region 7 with a regional office based in Cebu while Negros Occidental was part of Region 6 with a regional office based in Iloilo. With the creation of NIR, the DepEd - NIR was established in Dumaguete City. During the turnover ceremony, Sec. Briones
together with former DepEd-NIR Director Dr. Gilbert Sadsad handed over the seals of the DepEd school divisions in Negros Oriental to DepEd-7 Director Juliet Jeruta and the seals of DepEd school divisions in Negros Occidental to DepEd-6 Director Ma. Gemma Ledesma, signifying their return of the school divisions to their former mother regions. In his message, Dr. Sadsad thanked everyone for their support to the regional office. “The only thing I can say to everyone is that thank you for your support. The support given by Negros Occidental and Negros Oriental was benefitting for Negros Island Region,” Dr. Sadsad said. He also reported that in the two years of its operation, DepEd-NIR was able to establish the Himamaylan City Schools Division as an additional division in Negros Occidental while the process of establishing of a city division in Sipalay City has begun.Although the two provinces have returned to their former “mother regions,” Briones said the joint cultural and sports activities that were initiated by the two Negros provinces will still continue. Market opportunities of agribusiness ventures cited By Roi Anthoni B. Lomotan DUMAGUETE CITY, Oct. 5 (PIA) -- Market opportunities in the food processing industry and tourism for agribusiness ventures were among the highlights during yesterday‘s Agribusiness Techno-Trade Fair and Investment Forum at St. Paul University Dumaguete (SPUD).

epartment of Science and Technology (DOST) - Negros Oriental Provincial Director Atty. Gilbert Arbon said that farmers used to think that their products only end up in the public market. However, there are some market segments which they can tap to expand their market reach and one of these is the food processing sector, he said. Arbon disclosed that DOST has been assisting many firms in the food processing sector under its Small Enterprise Technology Upgrading Program (SET-UP). Farmers and other agribusiness entrepreneurs can supply the required commodity of agricultural products for these firms. “If you really investigate, naa pa jud diay posible na ma-suplay(an) ang atong mga farmers or those who want to go into agribusiness. In view of supplying our local or domestic market. (If you really investigate, our farmers or those who want to go into agribusiness can give them supply),” Arbon said. “There are opportunities. That’s why I think the DA (Department of Agriculture) and the DTI (Department of Trade and Industry) would do well if
they explore further matching of our producers with our processors,” he added. Meanwhile, Negros Oriental Hotels, Resorts and Restaurant Association (NOHRRA) Inc. President Jose Ramon Del Prado also shared some of the market opportunities for agribusiness in tourism industry. Del Prado said that one common thing that tourists do after a day of visiting premier tourist attractions is to eat, and culinary tourism is now considered as a vital component of the tourism experience. “What does this mean for us? Restaurants, malls and accommodation facilities grow in Dumaguete. Everywhere you go, there is a new hotel or restaurant and as market matures, more locals are dining out more often. Diners are more discerning with the quality and the variety of the food they eat,” Del Prado said. To strengthen the local agribusiness sector’s capability to meet these demands, Del Prado suggested interventions which the DOST can provide assistance, such as ensuring production of quality products, attaining self-sufficiency, improve
production technology, assistance in market linkages by establishing a centralized buying centers for agri-produce, improve the market infrastructure, and assistance in setting up support industries to better serve the community and tourism industry. The Agribusiness Techno-Trade and Investment Forum Fair was organized by DOST together with DA-Negros Oriental and was held last held on October 3 and 4. It featured exhibits of agricultural products from the four big universities in the city namely Silliman University, St. Paul University Dumaguete, Foundation University, and Negros Oriental State University. A total of 108 individuals from various sectors such as the academe, tourism, business investors, food processors, and agribusiness attended the event. Aside from market opportunities, the two-day event also tackled financing programs for agribusiness entrepreneurs provided by the DA, Development Bank of the Philippines, MetroBank and the Cooperative Bank of Negros Oriental and other topics on starting and growing agri-business enterprises. Calibo SIQUIJOR, Oct. 5 (PIA) -- National Economic and Development Authority (NEDA-7) Director Efren Carreon recently turned over to the Regional Development Council (RDC-7) chair, Kenneth Cobonpue, the approved Regional Development Plan (RDP) for 2017-2022 during the 3rd Quarter 2017 RDC Full Council Meeting in San Juan, Siquijor.
T
he RDP contains the region’s development direction in the next six years that was approved during the RDC 7 special meeting held earlier in Cebu City. In a briefer from the RDC secretariat, various projects and activities were evaluated and approved for inclusion in the Regional Development Investment Program (RDIP) which is the translation of the goals, objectives, and strategies of the RDP into viable programs, activities, and projects (PAPs). RDIP also serves as the basis of the RDC in
endorsing PAPs for funding. Prior to the RDP turnover, Carreon presented the economic performance of the region on tourism, retail, export, information technology and business process management, employment, agriculture, and inflation. He said Central Visayas performs in the first semester of 2017 despite challenges and will continue to do so if the RDP targets are met in the next six years. The RDP, he said, focuses on improving connectivity among island provinces in Central
Visayas and with the rest of the country, which could be augmented with the implementation of port improvement projects and bridges. Targets of the CV RDP 2017-2022 also include average annual growth rate of 7.5 to 8.0 percent; average annual employment rate of 93.5 percent; and poverty incidence of 17.6 percent by 2022. The RDP also gives importance to the expansion of tourism, manufacturing, Information Technology - Business Process Management (IT-BPM), and creative industries as economic drivers. Preparations for 2018 NDPR convention underway PIA 7 NEGROS ORIENTAL, Sept. 27 (PIA) — The Provincial Social welfare and Development Office (PSWDO) in coordination with the Provincial Government of Negros Oriental is now preparing for the hosting of the 2018 National Disability Prevention and Rehabilitation (NDPR) Convention.

enemerita Badon of PSWDO revealed during a provincial symposium of Persons with Disability (PWDs) that the convention would carry the theme: “PWD Got Talent”. Badon encouraged respective municipal social welfare officers to start preparing and choosing their representatives to participate in the
provincial contest. The observance of 2018 NDPR celebration will run from July 1 to 20, 2018 and culminate on July 23, 2018. The convention will feature contests on singing, dancing, painting, and other talents of PWDs. Winners from the different local
government units (LGUs) will compete at the provincial level on July 23 at the Robinsons Mall in Dumaguete City. Badon also urged PWDs to register online with the Department of Health (DOH) through the assistance of their respective municipal social welfare officer and join the convention next year. PSA-Leyte: Stats is instrument for good planning, By: Rodrigo S. Victoria ORMOC CITY, Leyte, Oct. 11 (PIA) – The chief of the statistics office in Leyte province told the listening public in a radio program, this city, of how relevant it is for good planning.
“
Statistics is the number one need of planners and policy makers,” said Sheryl Ann Jamisola, OIC provincial director, Philippine Statistics Authority (PSA)-Leyte during the phone patch interview. Jamisola was interviewed in “Gobyernong Makiangayon,” a 30-minute daily radio program, 11:30am-12:00 noon hosted by Allan Douglas Fiel at Hot FM 107.1. She further said exact, reliable, updated, and accurate statistics is an important instrument used by planners and policy makers in the planning of plans and programs for development in the countryside
and of the whole country. She cited the long-term vision of the PRRD administration for the Filipinos anchored on “AmbisyonNatin 2040” where statistical indicators served as basis in formulating the 25-year development road map. The PSA-Leyte chief locally cited the population growth rate in Leyte province which is a relevant basis not only to local policy makers and planners but likewise at the national level. Leyte has a population growth rate of 1.83 percent with 1, 724, 679 based on the 2015 census
of population compared to 1, 567, 984 in 2010 census of population. “There are positive and negative impacts on the figures of population based on theory,” Jamisola said adding it has an impact on the economic status of Filipinos. However, she added, that data on poverty in Leyte province is the opposite as it improved to 23.6 percent in 2015 compared to 31.12 percent in 2012. Biliran province joins PRC run for TabangMarawi By: Mary Lailani P. Tupaz NAVAL, Biliran, Oct. 12 (PIA) - The provincial government of Biliran will join for the second time the nationwide simultaneous Million Volunteer Run 4 (MVR4) on October 21, 2017, in which proceeds form part of Biliran‘s support to the TabangMarawi Project of the Philippine Red Cross (PRC).

n a letter-invitation of governor Gerardo Espina Jr. to the Philippine Information Agency (PIA), Biliran Provincial Information Center, he encouraged all Biliranons to join and support the MVR4, PRC’s largest humanitarian run, to raise more funds for the Marawi project. Interested participants are required to accomplish the registration form. Moreover, minor runners are required to submit parental consent and waiver for their participation. All registered participants are to pay P350.00 to the Provincial Social Welfare and Development Office to cover expenses for the race kit that
includes race bib and MVR4 singlet. To solicit more participation, the provincial government of Biliran through the Office of the Provincial Social Welfare and Development Officer, allows the “Pay Later Policy” of the MVR4 registration fee for agencies sponsoring runners, payable within the second quincena salary of October, 2017. The MVR4 activities on October 21 will start at 4:00 o’clock in the morning with warm-up exercises and Zumba at the Provincial Capitol Compound. The gun start signaling the start of the run is at exactly 4:30 in the morning. The Biliran MVR4 is categorized into three
distances - the 3K run for 30 minutes, the 5k run for one hour, and the 10k run for two hours. Route of the run will start at the provincial capitol grounds going to the Naval-Almeria highway. ccording to PDEA Provincial Head Jordan Lunesa during the joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Addiction Council (PADAC) meeting held at the Governor’s Boardroom at the Provincial Capitol, their agency requested for additional PDEA personnel from the national government to the province to complement in the certification processes to certify a drug-cleared province. Lunesa also reiterated for their request from the PPOC for additional operational funds amounting
to P1.5 M for the barangay drug-clearing operations, which was positively granted by the PPOC. As of September 2017, SLPPO Provincial Director PSSupt Warren De Leon informed during the BalitangKasaligan monthly press conference some 269 barangays were reported to be drug- cleared by their respective Barangay Anti-Drug Addiction Councils (BADAC) and the local PNPs. There are 500 barangays in the province. Each drug cleared barangay by the PNP and BADAC shall be undergo validation by the PDEA before its official declaration as certified drug-cleared
barangay, it was learned. The Department of Interior and Local Government (DILG) thru its Municipal Local Government Operations Officers encouraged the barangay officials to cooperate in the preparation of documents for the drug-clearing requirements, DILG Provincial Director Jesus P. Naquila noted. RHUs have rapid dengue test kits for early detection By Marcelo M. Pedalino MAASIN CITY, Southern Leyte, Oct. 9 (PIA) - At the early onset of fever, it is best to go for consultation immediately to the nearest rural health center (RHU) and subject the concerned child or person to a rapid dengue test (RDT).

his was the advice aired by Randolph Logroṅo, focal person on dengue disease at the provincial health office, during a recent dydmKapihansa PIA live radio program interview. He lamented the fact that most fatalities due to dengue were those patients reaching the hospitals only at the advanced stage of the affliction, when life could have been saved had the ailment been detected much earlier.
The RDTs were new addition in the medical equipment at the RHU level having been distributed early this year, and testing is free. He said there are 4S in the continuing fight against dengue, such as seeking early detection using the RDT (illustration, above) or early consultation. Another is search and destroy also known as the daily 4 o’clock habit in which all stagnant
waters inside and outside homes that are breeding grounds of mosquitoes be thoroughly cleaned. Using off lotions and mosquito nets or self-protection, and lastly, say yes to fogging when an epidemic is declared in an area. hese were the words uttered by the Camposano family adjudged Friday (October 6) as the Region’s HuwarangPantawidPamilya 2017 by the Department of Social Welfare and Development (DSWD) in the region. The family bested other 17 competitors from the region. The couple, Necitas and ArnelCamposano of Barangay Banahao, Guiuan, Eastern Samar who has six children- maintain strong ties, harmonious relationship, uphold Filipino values and is actively involved in community activities despite the challenges brought about by poverty. Being a beneficiary of the PantawidPamilyang Pilipino Program for almost four years now, the family is grateful to the 4Ps program of the government because of the financial support it provides to the family. Included are the various opportunities they get through the program such as family development sessions on family management, financial literacy, disasterpareparedness, among others. The inspiring couple believes that education is the only treasure that they can provide to their children. That’s why, the couple worked hard to send their children to school. Arnel, 51 years old,
undertakes different jobs to earn a living including fixing appliances, electrical installations, carpentry works, farming and sometimes joining singing contests just to support the family’s needs. Four of the children graduated in college. Three earned a degree in Bachelor of Elementary Education and one a graduate of Bachelor of Arts with specialization in Economics. Others are still in school. The eldest daughter named Mary Rose Nel is now a regular teacher since June 2017 after serving as a volunteer day care worker in their municipality for four years and now a big help to the family. Back in the 1990s, the Camposano family had enough resources to support the needs of their children until Necitas suffered a postpartum depression in 2000. In 2002, she was diagnosed with bone cancer. Her medication was very expensive reaching P1, 200 daily. Such situation became worse especially when Necitas could no longer walk. Necitas didn’t mind the doctor’s opinion to undergo surgery to save money for their children’s studies. Fortunately, TatayArnel stood by her in sickness and in health until she found means to earn a living despite her disability. Through grants given to
them, Necitas managed to have a babuyan, manukan, sari-sari store, bigasan and other means of sustainable livelihood. The Camposano family won P5, 000 cash prize, a plaque and a certificate of recognition. Other winners are the families of Dan and Clarinda Casicas of Barangay Katipunan, Silago Southern Leyte, Denny and Lilia Gravoso of BrgyDolongan, Basey Samar, Luciano and FloridelMagdalaga of Brgy. Balaquid, CabucagayanBiliran followed by Miguel and Marivic De Guia of Brgy. La Trinidad Mondragon Northern Samar and Allan and JovelynLamoste of Brgy. Cabantug, Merida Leyte. Aside from being a champion at the regional level, the Camposano family is also a 6thplacer at the national level. The Search for HuwarangPamilya is an annual search of the Department of Social Welfare and Development (DSWD) in recognition to families who serve as an excellent example to other families who maintains strong family ties, demonstrates positive Filipino values and has a positive impact in the community.
