DA-6 urges shift to demand-driven, market-led goods Elsa S. Subong ILOILO CITY, May 11 (PIA6)—The slowdown in the sectors of Agriculture, Hunting and Fisheries in 2016, is pushing the Department of Agriculture to encourage farmers to shift to high value and specific commodities with high demand in the market. James Earl Ogatis, DA-6 Information Officer, said that the department is now conducting an inventory of all agricultural resources to maximize the potentials of farms. DA Farmer Director Ricardo Provido said the shift to high value and specific commodities can sustain production and productivity of farmers. “The changes in the use of farmlands will eventually zero in on the absolute advantage based on the present market demands and competitive advantage of the location,” Provido said. “The demand for sugar from sugarcane is decreasing because of new sugar produce from other commodities such as corn, and this will prompt farmers to change their commodity preference,” he added.

Further, Provido said Western Visayas is within the specific belt of the globe where the best quality of abaca thrives. Likewise, according to Provido, farmers can also explore the potentials of pineapple fiber and silk to make the most for productivity of their farms. Meanwhile, Ogatis said that the DA and the DENR are collaborating for the agroforestry reforestation projects wherein bald mountains will be planted with coffee and cacao. “This will enhance raw materials for chocolates which no countries, region, race and religion are banned from consuming,” Ogatis said. He added that with the shift in commodities and pro vis ion of righ t te chnolog y, farm mechanization and post-harvest, the Agriculture, Hunting and Fishery sectors will contribute much to the gross regional domestic product this 2017. Dr. Panares said that despite their efforts to spread awareness, there is still stigma when it comes with cervical cancer because the virus causing it is transmitted through skin-to-skin genital contact or sex. It was learned that there are supposed to be 3 total recipients in Maasin City, but the other one died in the later part of April, 2017 in the person of Primitiva Dizon, 102 years old. Though her daughter appeared during the awarding of cash benefits, Bonales said that they will still report the matter to the Central Office. Each centenarian received P100,00 each based on the implementing rules and regulations (IRR) of the Centenarians Act of 2016, which will give P100,000 cash gift to Filipinos who reached the age of 100. NEDA: Business friendly LGUs attract investors

ILOILO CITY, May 9 (PIA6) --- The National Economic and Development Authority (NEDA)-6 said that local government units in Western Visayas should be more business-friendly in order to attract more investors in their area.

EDA-6 Regional Director Ro-Ann Bacal said the motivation of investors now is the readiness of the LGUs to accommodate investments and business ventures. “The role of the LGUs will be paramount because they have to present themselves as an attractive venue for business,” she said. She said that they have to reduce the cost

of doing business and they should make it easier for them to register and to put-up their ventures in the area. “We need to be more aggressive in inviting investors and be more strategic on who to invite,” she said. The NEDA official said that the LGUs need to see to it that they already have available areas if an investor would like to put in a project.

“Wag nang pahirapan pa yung mga investors. We should embrace and entice them to really put in their business ventures here,” she said. She also noted that some local government units have become aggressive in attracting investors and have become more development-oriented. (JCM/LTP/PIA-Iloilo)

French ILOILO CITY, May 11 (PIA6) - - The Iloilo Tourism Officers Association (ITOA) has started to hold series of meetings as part of its preparations for the 17th National Association of Tourism Officers of the Philippines (ATOP) Convention here in Iloilo City this October .

TOA President and member of the National Organizing Committee Jerry Anas said Junel Ann Divinagracia, Head of the Iloilo City Tourism and Development Office, was chosen as the Chairperson of the National Convention considering her experience and expertise in organizing big events. Aside being the Executive Director of the APEC Local Organizing Committee last year, Divinagracia is also the Executive Director of the LOC for ASEAN in this city. Anas said the Iloilo Convention Center (ICC) will be the venue of the opening program of the event to be participated in by more than a

thousand tourism officers across the country. The plenary activities will be held at Grand Xing Hotel. Registration of the participants starts on October 4 which will be followed by a media night at Casa Real. The four-day event will also feature immersion tours involving the different tourist, cultural, heritage, agri-farm and adventure destinations in the city and province of Iloilo. “We are preparing tour packages for delegates to choose from that will showcase the different tourism destinations and best practices in the southern district, central district and northern district of Iloilo province and in Iloilo

City,” said Anas. Another activity being lined up is the Governor’s Night to be held at the Iloilo Provincial Capitol Grounds. Anas said ITOA members are also looking forward to this year’s Pearl Award Night which is one of the highlights of the national gathering. For the past years, some tourism practices and festivals of local government units in the province and Iloilo City were recipients of Pearl awards. Villavert SAN JOSE, Antique May 11 (PIA6) --- The top official of the Technical Education and Skills Development Authority (TESDA) discussed the agency’s programs with the local chief executives and other government officials as he urged them to avail of the programs and services allotted to the TESDA Antique office.

Mamondiong said that some P36 million budget was allotted for TESDA Antique for the various programs and services aimed to help various sectors gain skills, employment and livelihood opportunities. “There is also a good opportunity for the residents, once skilled, to engage in entrepreneurial activities, set up their own business and help in generating employment,” Mamondiong said. Mamondiong in his interfacing with the

Capiz avails school buildings thru Balikatan Jemin B. Guillermo ROXAS CITY, Capiz, May 10 (PIA6) – Two elementary public schools in Capiz benefited from this year’s Philippines and United States Balikatan Exercise.

he Duran and Malitbog Elementary Schools in Dumalag and Tapaz towns, respectively, availed of a newly constructed two-classroom school building under the Balikatan (Shoulder-to-Shoulder) program. Information Officer Hazel Joy Durotan of the 61st Infantry Battalion, Philippine Army, disclosed that part of the activities in Capiz are the conduct of lectures for community leaders, health workers and other service providers on disaster preparedness such as on Basic Life Support, basic hand washing, food storage, food safety and DRR management and response. The team is also into building relationship through community relations in the area, Durotan said, pointing out that the Balikatan 2017 team has donated sports gears to Brgy. Aklan launches 'Kapatid Mentor Me' Venus G. Villanueva KALIBO, Aklan, 12 May (PIA6) -- The Department of Trade and Industry (DTI) here, in partnership with the Philippine Center for Entrepreneurship (PCE) – Go Negosyo recently held a Kick-Off Program of the “Kapatid Mentor ME” (KMME).

his KMME is a flagship capacity building program aimed at helping micro and small entrepreneurs scale up their enterprises through weekly coaching and mentoring by practitioners on the different functional areas of entrepreneurship to be held in Negosyo Centers nationwide. In the case of Aklan, DTI-Aklan has launched 8 Negosyo Centers (NCs) located in Kalibo, Ibajay, Altavas, Numancia, Lezo, Makato, Libacao and Malinao with the 9th in Malay to be launched this month of May where these coaching and mentoring sessions could be held. The launching is in implementation of the “KAPATID Angat Lahat” Program which is envisioned to bring in an entrepreneurial culture for a more prosperous nation, according to DTI-Aklan OIC Provincial Director Ma. Carmen Iturralde. Iturralde said the concept behind the program

is to link small entrepreneurs to big brother companies for the prosperity of all. Pagunsan NEGROS ORIENTAL, May 3 (PIA)—The Office of Civil Defense (OCD) and Provincial Disaster Risk Reduction Management Council (PDRRMC) held a two-day Pre-Disaster Risk Assessment (PDRA) training for disaster management officers in Negros Oriental.

he training aims to evaluate a given hazard’s characteristics and its possible impacts to the populace. . Allen Cabaron of the Office of Civil Defense (OCD) emphasized that PDRA is a component of Disaster Risk Reduction Management (DRRM) plan under the four thematic areas identified as prevention and mitigation, preparedness, response, rehabilitation and recovery. Cabaron explained on the importance of risk profiling and assessment of the local government units’ ecological profile to determine their vulnerability to hazards like flooding and landslides. He also reminded that barangays are frontliners in conducting vulnerability and adaptation assessment that is essential in

planning and formulation of their disaster/ climate change preparedness plan. The Climate Disaster Risk Assessment (CDRA) is a community-based monitoring system which serves as source of data mandated by law to ensure that local government units are disaster resilient, said Cabaron. Cabaron reminded the LGUs to include other hazards like insurgency, fire, and other threats that may likely occur in their communities in their disaster management plan. Adrian Sedillo, action officer of the Provincial Disaster Risk Reduction Management Council (PDRRMC), underscored the relevance of the PDRA training for disaster risk reduction management officers to practice what they have learned in their respective

communities without the help of the experts. Meanwhile, Negros Oriental Governor Roel Degamo in his speech assured that by end of this month, the province will set up the provincial disaster risk reduction management office with staff complement. Degamo urged residents to cooperate with the provincial government to achieve his vision of “zero casualty” in every disaster. Board Member Arturo Umbac suggested to strengthen the PDRRMC’s centralized unity of command and ensure it has a direct link to all barangays for efficiency. (PLLENRO) will hold its 8th National Convention on May 17 to 20 in Dumaguete City.

he four-day event which is expected to be participated in by around 400 local environment and natural resources officers (ENROs), together with environment experts and advocates, will have for its theme: “Cooling the Climate: Keeping Updates and Moving LGUs Toward Greener Compliances”. Chiu TAGBILARAN CITY, May 2 (PIA) -- A fishery resource management program implemented among the municipalities sharing the Danajon Double Barrier Reef (DBR) in Bohol closes its project but not after making milestones in community empowerment for fisheries management towards poverty alleviation.

cosystems Improved for Sustainable Fisheries (EcoFISH), with Department of Agriculture Bureau of Fisheries and Aquatic Resources (DA-BFAR) and the representatives of the United States Agency for international Development (USAID), received statement of commitments from people's organizations in their assisted sites. The statements of commitment from eight people's organizations of fishermen declare that a sustainable protection and conservation of their marine resources is important in maintaining the wellbeing of their communities. EcoFISH is a government project implemented by the DA-BFAR with assistance from the USAID to address the complex problem of fast dying marine ecosystems, diminishing fish catch, and the pervading poverty that may have caused this cycle

of problems. Implemented in the coastal towns sharing the Danajon DBR from Tubigon to Carlos P. Garcia in Bohol, project implementers have completed the zonification of the area to avoid more inter-local government unit conflicts in resource utilization, did multiple research activities on economic profiles, fisheries profiles which form the base of the enhanced ecosystems approaches to fisheries management (EAFM) as well as innovations in law enforcement, said Anecita Gulayan, project executive officer. At the beginning of the project, EcoFISH intended to attain a 10 percent increase in fisheries biomass in the Danajon, an increase in employment caused by sustainable management of its fisheries, establish at least 8 public-private partnerships supportive of EcoFISH objectives and a large

portion of Danajon marine environment placed under improved management. Danajon, is among the very few double barrier reefs in the world, and is stretching as a natural protection barrier for coastal towns of Tubigon, Clarin, Inabanga, Buenavista, Getafe, Talibon, Trinidad, Bien Unido, Ubay and Carlos P. Garcia. Considered a very valuable marine resource and the source of food of communities in 17 municipalities and cities in four provinces, experts including Danajon scientist Dr. Allan White have said that an effective collaboration and cooperation among stakeholders is needed to properly rehabilitate and manage the Danajon bank. Bohol remains a ‘totally safe destination’ Rey Anthony H. Chiu TAGBILARAN CITY, May 2 (PIA)--Bohol tourism industry stakeholders both in government and the private sector declared Bohol a destination totally safe to visit at any given time.

ohol Provincial Tourism Council (PTC) Chairman Atty. Lucas Nunag and Governor Edgar Chatto issued the univocal assurance on April 25 as both signed the statement amidst the special travel advisories issued by countries from which the bulk of tourists in Bohol come. Nunag read the joint statement during the internal launching of new Bohol tourism slogan "Behold Bohol," at the Bohol Tropics on April 26. The joint statement issued by the PTC and the PLGU in Bohol said: "It is our duty to properly inform you that the area where the ASG attempted

to operate is very far from the tourism zone like the beach resorts of Panglao as well as the popular destinations in Bohol." Nunag also pointed out that the tourism zones remain very peaceful and free from the threats of the Abus Sayyaf. He cited that the ASG planned terroristic activities were all thwarted and aborted by the military and the cooperation of communities. He even assured further that to ensure the safety of the traveling public, checkpoints are in place in the entry and exit points of tourism zones.

Meanwhile, in another joint press statement, the Armed Forces of the Philippines and the Philippine National Police through Centcom Commander Lieutenant General Oscar Lactao and PCSupt. Noli Taliño cited the success of Bohol's hosting of the ASEAN as a testament that Central Visayas is a peaceful place to live, work and do business with. SAAD to bring change in Samar Ninfa B Quirante CATBALOGAN CITY, Samar, May 11 (PIA) - Dr. Andrew Orais of the agriculture department faced some 40 farmer beneficiaries of the Special Areas for Agricultural Development (SAAD) in Catbalogan, May 10 .

rais, who is the OIC–Assistant Regional Director for Operations said that they need to consult the farmers as to their need and the support. The farmers will be given support to improve the quality of their products and eventually improve their family income, said Orais as he spoke to PIA. The intervention that comes from the program include production support services such as rice and corn seeds, fertilizers; extension or training support and technology

demonstration on the production of rice, corn, high value crops, organic farming and livestock; irrigation support through the provision of pump and engine set; and provision of other agricultural equipment or facilities. Samarnon farmers present in the workshop proposed production of rice, corn ube, livestock, poultry and others. ''The project has a fund of Php 50 Million and that Php 25 M is now in the provinces' coffers,'' said Orais. Orais is optimistic that President Duterte's dream for the Samar provinces to be

excluded in the ten poorest provinces will be realized through SAAD. He appealed to the Samarnon farmers to take advantage of the opportunity as he would also want change in their lives. He said that perhaps after the term of Pres. Duterte, the three Samar provinces will be delisted from the top ten poorest. TESDA schools still accepting trainees Ninfa B Quirante CATBALOGAN CITY, Samar, May 11 (PIA) - Two schools offering TESDA courses went on air to advocate for enrollees.

n PIA ' s Huruhimangraw radio program, Hermelinda Pajana, school head of St Isidore Labrador Technical School in Pabanog, Paranas attested that they have students who are TESDA scholars and paying students too enrolled in the different courses they offer. TESDA scholarship programs such as Training for Work Scholarship (TWS) and Buttom-Up Budgeting (BUB), allocated by some Local Government Units (LGU) are sponsoring 75% of their students. Courses offered are bookkeeping with National Certificate level III (NC III), Electrical Installation and Maintenance (NC II), Computer Systems Servicing (NC II), Shielded Metal Arc Welding (NC II), Cookery (NC II) and Trainers ' Methodology for K to 12 teachers.

After the training that usually lasts for a few months, students are given an assessment as to their acquired skills and when they pass, they are given a National Certificate for employment purposes. Pejana one of the school heads interviewed said that they keep track of their students and is happy to say that most of those trained in electrical installation were hired by the local electric company while some were hired as barangay electricians. Yes, they keep track of their graduates and most of them are now employed. At the Perpetual Help Technical Training Institute in Catbalogan, School Registrar Mariecris Ortula said their trainees ages range from 18 to 62. She said that one senior citizen aged 62 did not hesitate to enroll in shielded metal arc

welding. They also have women welders and members of the LBGT sector. Like the St Isidore Labrador Technical School, 80% of their trainees are TESDA scholars. They also have paying clients like teachers and out of school youth who want skills in personal computers. They pay as much as Php 7 thousand for the skills training. The school heads encouraged those who want to enroll to visit their schools any day as they can enroll anytime with the so called multi -entry-multi-exit scheme when trainees can enroll anytime. Biliran marks 25th provincehood anniversary Flordelis E. Jackson NAVAL, Biliran, May 11 (PIA) - Every Biliranon has all the reasons to be happy as Biliran province marks its 25th Provincehood Anniversary on May 11, 2017.

I

t has been 25 years ago since Biliran, which was then a sub-province of Leyte became an independent province through a plebiscite on May 11, 1992. Various activities were lined-up by the provincial government headed by Governor Gerardo J. Espina, Jr. to make the occasion more meaningful and enjoyable for the Biliranons. The opening ceremonies on May 8, of the four-day activities of the celebration started with a caravan around Biliran province passing through the seven municipalities except for Maripipi which is an island town. The caravan took off from the capitol grounds passing through the main thoroughfares of Naval, the capital town of Biliran province. All national government agencies (NGAs), non-government organizations (NGOs), people’s organizations (POs), officials and employees of the local government units (LGUs) and the provincial capitol, private organizations and other groups who have vehicles joined in the caravan at 8:00 o’clock in the morning. The opening ceremonies of the four-day activities of the celebration immediately followed

at 1:00 o’clock in the afternoon. The ribbon-cutting ceremony was led by Governor Gerry Boy as he is fondly called by his family and friends and Bishop Filomeno Bactol of the Diocese of Naval. In his message during the opening program, Governor Gerry Boy thanked everyone for their involvement in the activities lined-up for the big event. The Agri-Trade Fair was participated in by the eight municipalities of the province who put up their own booth where they can display their agricultural and cottage industry products. Nine International Placement Agencies accredited by the Philippine Overseas Employment Administration (POEA) participated in the Jobs Fair. Likewise, eight NGAs participated in the One-Stop-Shop and offered their services for free to their clients in Biliran province. Other activities until the big day include: Kana Sarayaw Dance Workshop for LGUs by the SAMLEYAW Performing Arts; Pa-Contest ng Bayan and Pet Show; Medical, Dental Mission and Blood Letting; The Biliran

Challenge Motocross; Biliran Got Talent; Academic Battle of the Champions; and the 1st Biliran Festival of Folk Dances. On the 25th Provincehood Anniversary Day, May 11, 2017, the day’s activities will be started with a thanksgiving mass at 6:00 o’clock in the morning at the Naval Cathedral church to be followed by a grand anniversary civic parade at 8:00 o’clock in the morning, then the grand anniversary program at the provincial civic center. During the program, Governor Gerry Boy Espina and Congressman Rogelio J. Espina of will deliver their messages to the Biliranons. Biliranons who have made significant contributions to the province’ development and fame will be given awards of excellence. Other activities include a Salo-Salo and Fiesta sa Kapitolyo and the the Hudyaka Festival of Festivals with six festivals from the municipalities of the province participating. ariza Magan, city schools ivision superintendent, announced during a convergence meeting with other government agencies, private groups, and NGOs held Monday at the division learning center that the conduct of the nationwide school cleanup will be held earlier this year, starting May 15. Last year, as well as the previous years, brigada eskwela, a volunteerism activity for cleaning public schools involving parents and

personnel of various government agencies, and the community, was always undertaken in the last week of May. For school year 2017-2018, the cleanup carried the theme, “Isang DepEd, Isang Pamayanan, Isang Bayanihan para sa handa at ligtas na paaralan." City Vice Mayor Maloney Samaco who attended the convergence gathering in behalf of Mayor Nacional Mercado and the city LGU, said city employees can join the brigada activi-

SoLeyte gov urges LGUs to submit budget proposals for PRDP projects Ma. Rebecca G. Cadavos MAASIN CITY, Southern Leyte, May 11 (PIA) – For this year 2017, a balance of P3 Billion is still available for the Philippine Rural Development Projects (PRDP) to be availed by the local government units of the province.

his was revealed by Southern Leyte Governor Damian G. Mercado during a press conference held Tuesday at the provincial capitol lobby attended by local chief executives, vice-mayors, Sangguniang Panlalawigan members, heads of agencies, and Punong Barangays past and present. Gov. Merado urged LGUs to submit their project proposals to the Department of Agriculture (DA) since the PRDP will now be approved at the regional office, not anymore at the central office.

“Fast track your project proposals because the World Bank-funded project are still available for project proposal submission and DA Sec. Manny Piňol will not be given another budget if those previous funds will not be liquidated,” Gov. Mercado told the Mayors. The remaining balance that will not be allocated will return to the government’s coffers, he added. Mercado reported that the PRDP projects prioritized farm-to-market roads measured in terms of kilometers, not just piecemeal sections

on 100 or 200 meters. It was learned that the provincial government has already availed PRDP projects su ch as th e S t.-Bern ard-H inun an gan farm-to-market roads worth P182 million, the on-going San Roque- Bahay in the municipality of Liloan for P230 million, benefiting thousands of residents along the areas.
