RP-Korean training center to rise in NIR Leandria P. Pagunsan NEGROS ORIENTAL, June 23 (PIA) — The RP-Korean cooperation project will put up a P450-million training center in Banban, Ayungon, according to Negros Oriental Provincial Environment and Natural Resources Officer Charlie Fabre The 150-person hotel capacity will serve as training center for Department of Environment and Natural Resources (DENR) and member-countries of the Association of Southeast Asian Nations (ASEAN). Ayungon is also the site of a modern mechanized plant nursery which was blessed, inaugurated and commissioned recently. Personnel from the Forest Management Bureau (FMB) of DENR Negros Island Region (NIR) and representatives from the Korean government conducted a site visit to assess and evaluate the nursery project. According to Fabre, the Korean visitors were happy and impressed with what they saw and immediately gave the go signal to prepare the project proposal with an initial funding of $5 million, but was raised to $9.5 million (P450 million). The proposed training center will be built at the nursery site overlooking the facilities to start in January 2018 with a three-year completion term. Part of the training will be learning about our endemic species and make a study on the possible cloning of dipterocarp or tall forest trees. Instructors from the ASEAN countries who are experts on reforestation will also conduct training on
advance firefighting techniques, production of fruit trees and other forestry related activities. Fabre said the project will not only benefit the farmers, but the whole NIR as well in terms of tourist influx, employment, and livelihood. The Philippines was recently chosen by the Korean government as the latest recipient to put up a training center. Fabre added that aside from the influx of tourists, employment and livelihood, the project will also give farmers the opportunity to learn and study about the forest in Laos, Korea or in any other training centers in the ASEAN. DENR promotes rainwater harvesting structures By Elsa S. On top of it, according to Aquino, is that this small water impounding system can help eliminate and reduce impacts of flooding and severe cases of soil erosion. As to cost, Aquino said, a standard type of water impounding tank or spring tank, including labor, is about P18,000 per tank. On the other hand, the small water impounding project (SWIP) consists of small scale irrigation technologies to address the problems on supply and allocation of water in certain watershed communities. “A smaller version of these is the small farm reservoir that collects rainfall and run-off water,” Aquino said. The DENR has set certain criteria and requirements for the establishment of SWIP. updated profile or database of children, policies and programs with budget allocation to support identified child laborers, a functional Barangay Council for the Protection of Children (BCPC), the commitment of teachers and parents to monitor school attendance and engagement of children in child labor, and partnership with government agencies and civil society organizations. The CLFB certification is valid for 3 years, upon which it is subject for revalidation. Pag-IBIG Fund requires employers to remit payments online By Lilibeth A. French ILOILO CITY, June 21 (PIA6) - - Pag-IBIG Fund now requires all concerned private and government employers to start paying their remittances online.

s. Gina P. Lanceta, branch head of Pag-IBIG Fund Molo Branch, said they will no longer accept over the counter payment of membership savings and short term loan amortizations from government and private employers with at least ten employees beyond July 31 as mandated by Pag-IBIG Fund Circular No. 355. The said circular requires all covered employers to remit their payment online using the Electronic Payment and Collection Facility (EPCF) platform adopted by the agency in partnership with its 13 accredited banks. The accredited banks include Landbank,
Union Bank, BPI, Security Bank, Metrobank, China Bank, CTBC Bank, RCBC, Asia United Bank, EastWest Bank, Citi Bank, Development Bank of the Philippines and Philippine National Bank. The implementation of the circular is in compliance with Republic Act No. 8792 or otherwise known as E-Commerce Act of 2000 that mandates government offices and agencies engaged in the acceptance of payments to accept and acknowledge payments, among others using electronic data messages systems. She said this move is also part of the agency‟s thrust to make the payment of membership savings and short term loan
amortization accessible, convenient, efficient and faster for employers. n the June 22 meeting, Tanco said that the accomplishments that his administration has achieved in terms of bringing peace and development is a concerted effort of all the member agencies. Tanco, who chairs the Capiz PPOC, will end his nine-year governorship by 12 noon of June 30, 2016. “The peace and development that we are experiencing today is a partnership effort, particularly with the all-out support of the Philippine Army and the Philippine National
Police. According to him, the peace effort should be led by the civilian just like progress in the province that is also spearheaded by the private sector. Earlier, the Philippine Army and Philippine National Police have declared Capiz as peaceful and ready for development. For Capiz Police Provincial Director Robert Rodriguez, Governor Tanco was an inspiration for the PNP to sincerely do their task especially in the campaign against illegal drugs and criminality.
“He has given his all-out support to the Capiz police in all our endeavors, which we are very thankful for,” Rodriguez said. DILG grants P20M TraBAJO Funds to Antique June 12—Philippine Independence Day

SAN JOSE, Antique, June 24 (PIA6) - - The Province of Antique availed of a P20 million grant from the Department of the Interior and Local Government from the TraBAJO or Training for Better Access to Job Opportunities (TraBAJO) program.

rovincial Director Victorio Pagapulan released the checks recently to the recipient towns considered as Tourism Circuit namely Tibiao, Culasi, Sebaste, Pandan and Libertad to which each municipality received P3M and P5M for the Provincial Government. TraBAJO formerly known as Skills Training for Accelerated Growth in Local Governments (STAG-LG) is a project of the DILG in Information Officer Judy Mae Magdato said the program hopes to capacitate target local government units (LGUs) to develop their workforce and provide support in preparing communities the necessary skilled force requirements of private enterprises in
Tourism, Agri-Business and Information Technology- Business Processing Outsourcing (IT-BPO). LGUs with defined Local Economic Development Strategies and declared Tourism Development Areas and with large number of poor but having high economic potential in tourism are declared focus areas for convergence of public investment from national and local agencies. The target beneficiaries are LGU residents who are unemployed and who are not a beneficiary of current skills training by government agencies and have high potential for employment. Priorities are given to out of school youth under Abot Alam Program, persons with
disabilities, indigenous people and 4Ps beneficiaries. One of the strategies of this program is the partnership with concerned NGAs like TESDA, DOLE, DSWD and DepED. The program likewise capacitates LGUs through the PESO to formulate a 3-year plan and deliver employment program and services to its constituents. The participants were also given training on skills registry system. TraBAJO supports the National Government‟s thrust to provide sustainable intervention to improve condition of the unemployed and empower them through skills training leading towards gainful employment and entrepreneurial activities. Aklan opens eye center By Venus G. Villanueva KALIBO, Aklan, June 22 (PIA6) -- Aklanons can now avail of free eye consultation and minor eye surgeries with the opening of Aklan's Eye Center at the Out-Patient Department (OPD) of the Dr. Rafael S. Tumbokon Memorial Hospital (DRSTMH) on June 21.

he formal opening of the eye center was ushered in through a simple blessing rite officiated by Rev. Fr. Crismar Daguno and attended by provincial officials, Provincial Government department heads, and hospital officials and staff. Chief of Hospital Dr. Paul Macahilas said the eye center has state of the art equipment at par with those of other regions. Procurement of the equipment, according to Dr. Macahilas, was made possible through the approval of the Sangguniang Panlalawigan for the fund inclusion in the Annual Investment Plan.
For his part, Aklan governor Florencio T. Miraflores said the eye center was opened to cater to indigent Aklanon patients suffering from various eye defects but cannot afford check-ups, much more eye operations. “Senior citizens and non-senior citizens covered by PhilHealth can now avail of free cataract services,” Miraflores said. The governor added that the putting up of the eye center has long been planned for the province which has become a reality, with the aim of serving poor people. Emphasizing too in his talk that “government hospitals should offer first class
service to the poor”, he also called on the hospital workers to give “quality care” to patients. The eye center will be headed by Dr. Dan Martelino. “Our eye center has surgical and operating rooms where minor surgeries can be performed, with the use of the best machines in the industry,” Dr. Martelino said. He also assured that everybody, who has eye problems, is welcome to come for consultations at the eye center. NegOr population reaches 1.35M Jennifer C. Tilos NEGROS ORIENTAL, June 23 (PIA) – The province's population growth rate increased by 0.99 percent or by 68,329 individuals in 2010 to 2015, according to the last Population Census (PopCen) of the Philippine Statistics Office (PSA).

SA Interim Provincial Statistics Officer Engr. Ariel Fortuito said the province has reached a total population of 1,354,995 as of August 1 last year, compared to the total registered population of 1,286,666 in 2010. However, the 0.99 percent annual population growth rate (PGR) in the province for the period 2010 to 2015 is lower by 0.39 percentage point from the 1.38 percent annual PGR noted for the period between 2000 to 2010, Fortuito disclosed.
Dumaguete City, the provincial capital, had the biggest population of 131,377 registered among the six cities in Negros Oriental. Ranked second with 117,900 persons is Bayawan City followed by the cities of Guihulngan with 95,969, Tanjay with 80,532, and the municipality of Mabinay ranked fifth with 78,864. The municipality of San Jose has the lowest population in the province with 20,413. POPCEN 2015 was undertaken by the
PSA in August 2015 pursuant to Republic Act No. 10625, also known as Philippine Statistical Act of 2013 and Executive Order No. 352. The survey data results will be used for decision making of the government and private sector and update the populace count in all barangays nationwide. Roi Anthoni B. Lomotan DUMAGUETE CITY, June 22 (PIA) – In line with the observance of the 2nd Quarter Nationwide Simultaneous Earthquake Drill (NSED) today, the Office of Civil Defense - Negros Island Region (OCD-NIR) stressed the importance of educating young people on earthquake preparedness.
I
n an interview with members of the local media after the conduct of NSED at West City Elementary School (WCES), OCD-NIR Officer Allen Cabaron emphasized that it is important for young Filipinos to learn earthquake preparedness since they belong in the vulnerable sector during disasters. He also pointed out that students can share what they‟ve learned on earthquake preparedness with their families because emergencies can also happen in every individual‟s home. Officers of the OCD together with the Regional Disaster Risk Reduction and Management Council (RDRRMC) here led
the conduct of the 2nd Quarter NSED at WCES. At around 9:00 am, the school sounded a warning siren signifying the start of the earthquake drill. After that, pupils from different grade levels rushed outside of their classrooms with their hands over their heads in a cover position and proceeded outside of the school where they stayed until the end of the drill. A group of rescue officers also conducted a mock rescue drill for students who served as victims of the earthquake. Some students also aided rescue team in providing first aid to those who acted as casualties of the earthquake.
Officers from the local Bureau of Fire Protection who also joined the earthquake drill practiced the necessary response to fire incidents caused by the earthquake. Dr. Evangel Luminarias, schools division superintendent of the Department of Education-Division of Dumaguete, disclosed that disaster preparedness is already integrated in their lectures to their pupils. Aside from this, she also added that students were also trained by professionals on providing first aid to victims of calamities. DTI to launch SSF on abaca, sinamay production CEBU CITY, June 22 (PIA) – Department of Trade and Industry – Cebu (DTI) will launch two Shared Services Facilities (SSF) in two local government units (LGUs) here on June 27.

he SSF on Abaca Fiber Extraction at Brgy. Pili in Danao City will be launched in the morning to be followed by the launching of the facility for Sinamay Production in the municipality of Carmen in the afternoon. DTI Provincial Director Maria Elena Arbon will give an overview of the respective SSF projects during the launching programme in the two LGUs.
SSF is a component of DTI‟s Micro, Small, and Medium Enterprises Development (MSMED) program which aims to improve the competitiveness of enterprises by providing them with machinery, equipment, tools, systems, skills, and knowledge under a shared system. The SSF in Danao City hopes to boost the production of abaca fibers which have long been produced by the mountain barangays in
the city. On the other hand, the SSF in Carmen is seen to increase the productivity of the sinamay weavers under the United Carmenanons Multi-Purpose Cooperative which is undertaking abaca production in the municipality. Meanwhile, during the MELLPI, evaluators validated the nutritional status of the LGUs by re-weighing 10%of the total preschool children in the barangay or a maximum of 50 preschool children, interviewed some barangay officials, barangay and municipal nutrition council members and made site visits. The evaluators recommended that interventions such as providing livelihood programs to families with malnourished children should be considered. The Provincial Agriculture‟s Office through Frances Yap urged that the PNC to provide the Municipal Agriculture‟s Office (MAOs) with the list of
families with malnourished children for livelihood assistance such as giving of seedlings and other activities related to food production. This year‟s celebration which is anchored on the theme: “First 1000 Days ni Baby Paha la gahan Para sa Malus og na Kinabukasan” aims to increase awareness on the importance of proper nutrition and early childhood care and development during the first 1000 days of life. The provincial nutrition committee lined up activities for the month-long celebration including a Kapihan sa PIA, well baby contest, poster making contest, cooking contes, and breastfeeding photo contest. egional Director Elias Cayanong of the Department of Labor and Employment (DOLE) said, of the 506 applicants who registered for more than 5, 000 job vacancies offered, 469 applicants have qualified but only 338 have reached the final interview by the employers. “We are very happy with the positive turn out of the jobs fair especially that we have 131 Hired On The Spot (HOTS) or 26% of the total registered applicants, which is bar beyond our target at 15%”, Cayanong

No diarrhea outbreak in Northern Samar – Dr. Francisco Ailene A. Diaz CATARMAN, Northern Samar, 20 June (PIA) – ―We have no diarrhea outbreak in Northern Samar, only sporadic cases,‖ said DOH Team Leader, Dr. Rommel Francisco, during the radio interview at DYSM in a radio program of PIA.

igh cases of diarrhea are observed in this part of the region since April 2016. As of June 13, Dr. Francisco accounted 1,020 cases in 16 municipalities and it rose to 1,651 in the record as of June 19, all over 24 municipalities. Poor sanitation and water contamination particularly in areas or barangays with open sources of water were most likely found to be the cause of diarrhea. Dr. Francisco calls for all families to be vigilant and observe proper sanitation.
He discussed on air in detail and in local dialect DOH health advisory on diarrhea prevention and control. He strongly advised all members of the family to drink water only from safe sources, or to be sure, boil water for 3 minutes or do water chlorination, eat only foods that are well cooked and properly prepared and avoid eating “street vended food,” keep the food away from insects and rats by covering them, wash fruits and vegetables with clean water before eating or cooking, defecate only in the
toilet and wash hands before eating and after using the toilet. Dr. Francisco made an appeal for cooperation from the barangay officials and the community to minimize if not to cease the spread of diarrhea. n its Oplan Talwas Diarrhea Advisory No.5, health authorities in the region in coordination with the local government units (LGUs) concerned strengthened its surveillance and awareness campaign for people be aware of the suspected causes of the disease and how to prevent it. DOH regional director Minerva P. Molon said while technical assistance has been extended to LGUs particularly in the province of Samar, reported to have the highest number of cases, control measures were undertaken in
collaboration with the WASH Cluster partners and the regional and local disaster risk reduction and management councils. To date, a total of 4, 277 persons were afflicted with 47 deaths. The province of Samar remains to have the highest number of cases with a total of 2,414 with 35 deaths. The most affected municipalities are: Calbiga with 343 cases; Sta. Rita (335 cases); Catbalogan City(329 cases); Basey with 23 8 ca s es ; Zu ma rr a ga w ith 21 9
cases; Tarangnan(195 cases ); and Paranas with 160 cases. Due to this, Molon is continuously advising the public to ensure the use of safe and clean water, 'if unsure, boil water for three minutes before drinking and see to it that storage reservoir and water tanks are regularly cleansed." COMELEC : BEI members to get honorarium through OTC June 12—Philippine Independence Day

Candido BORONGAN CITY, Eastern Samar, June 21, 2016 (PIA) ---- The Commission on Elections-Eastern Samar urged the members of the Board of Election Inspectors (BEIs) — who have not yet received their honoraria through Automated Teller Machine (ATM) — to just personally go to the bank and withdraw through over-the-counter (OTC) transaction.

his was the advice of COMELEC-Llorente Election Officer Sebastian Caspe amidst complaints of the BEI members who had been constantly checking their ATM cards in the City of Borongan but to no avail. According to him, this situation is not just being experienced in the province but also nationwide. This is due to the simultaneous withdrawal of those who had served during the
2016 Elections that resulted in a systems failure in the bank and servers. Because of this, he is urging the BEI members to just go their respective election officers and ask for a Card Holder‟s Request Form. Then the BEI members will have it signed by the election officer where after filling it up, will photocopy the valid ID of the election officer, and present it to Land Bank of the Philippines-Borongan together with the ID of the BEI
to make sure that the honorarium will be claimed. COMELEC-Eastern Samar had distributed the cash cards to the BEI members a few days after the May 09, 2016 elections when they were already sure that the money was already in the bank. He added that there will be a general orientation first on the CMRMP before formally starting the implementation of the said program in Eastern Samar — which will start from the municipality of Taft to the municipality of Guiuan. Red Cross provides safe and potable water Ninfa Iluminada B. Quirante CATBALOGAN CITY, June 21 (PIA) — In response to the rising cases of diarrhea in some towns of Samar province, the Philippine Red Cross (PRC) installed a water treatment facility in Calbiga town.

orge Acuna from PRC said that they will supply safe and potable water in Calbiga until the end of June, this year. The so called treatment facility is beside the municipal hall - there are two „bladders‟ that can contain 10 thousand liters of water and these are connected to a hose and to six tapstands where rural folks take turns in getting free clean, safe and potable water. Eric Toleran from PRC said that on the day they installed the water treatment facility some 700 water containers were filled up, immediately. That was on the Saturday, June 18 when NGCP declared a power outage due to maintenance activities, the water district also warned about a whole day water interruption.
PIA chanced upon Norbing of Barangay Tinago, who brought along one container which has five gallons content. Those who would get water are instructed that the supply is only for drinking. Mano Boy from Barangay Patong, who thought water was for sale asked the Red Cross staff how much they charged, he was relieved when he learned they were free. At the rural health center, Dr Abaigar and her staff were so busy attending to two new cases of diarrhea-- one was from Barangay Canticum while another was from Calingonan, both were housed in for proper management. Rio Abelido, the sanitary inspector said that the two deaths recorded in Calbiga town
were siblings from Barangay Binanggagaran. This a remote barangay where the only source of water is an open dug well. One of the two siblings died while being transported to the health center in town while the other was given medical care but died just the same. “They were already severly dehydrated,” said Abelido. Presently, both the Red Cross and the RHU are doing the rounds of the barangay giving out lectures, aquatabs and hyposol and in some cases jerry containers. The Red Cross added that they will be providing the same safe water to the towns of Pinabacdao and Sta. Rita while OXFAM another NGO, will take care of San Sebastian town. (nbq/PIA8-Samar)
