Alexander Valoria, president of Tagum Agricultural Development Company incorporated (TADECO) relates that Tadeco was once an abaca plantation developed by its founder Don Antonio Floirendo in the swamplands of Panabo and Carmen. In the 1960s with the world shifting to synthetic rope, the market of abaca was shrinking. Hence the pioneering magnate shifted to banana cultivars. Also in the decade, neighboring abaca farms also shifted towards banana, a movement which contributed to the current boom of the banana industry. Today banana exports ranks as the second largest dollar earner next to coconuts. For 2010 Cav-
endish banana exports amounted to $720-million. The banana export industry (planted to Cavendish bananas) has about 79,315 hectares and amounts to 32% of the total bananaplanted areas in Mindanao (245,395). It is said that the banana export industry boom gradually started when banana became the staple fruit diet of the Japanese. What was once an exotic fruit has now become a cheap, widely-eaten fruit in Japan. The historical development is similar to the expansion of banana plantations in Latin American countries with the increasing popularization of the once exotic fruit in the United States. In Davao Region
(covering the provinces and city of Davao del Norte, Davao City, Compostela Valley, Davao Oriental and Davao del Sur) total banana hectarage amounted to 87,313 hectares of which 48,153 is planted to cavendish export quality bananas. In 2010 total banana exports by the 5

Philippines amounted to 2,003,851 metric tons up from 1,926,198 mt of bananas exported in 2009. Primary markets include Japan, the Middle East, South Korea and China. The Philippine Banana Growers and Exporters Association (PBGEA) is a 38-year old group in the banana industry whose
membership consists of 18 banana companies including subsidiary companies and growers. it serves a self-regulatory forum for the players in the industry to ensure compliance to international quality standards, continued global competitiveness and undertaking in promoting research and technological innovations, the group also looks after the welfare of all those involved in the banana export industry. To date total hectarage under PBGEA member group is estimated at 41,000 hectares scattered in 13 Mindanao provinces (Davao del Norte, Davao del Sur, Compostela Valley, Bukidnon, Agusan del Norte, Surigao del Sur, North Co-
tabato, South Cotabato, Maguindanao, Sultan Kudarat, Sarangani, Lanao del Sur and Zamboanga del Norte.) Among the biggest individual growers include Tadeco, Stanfilco, Sumifru and Lapanday, biggest banana brands include Dole, Sumifru and Unifrutti. In 2010 the group exported about 154-million boxes of bananas to markets across the globe. According to Alexander Valoria, the Philippines is the second banana exporting country next to Ecuador. However Valoria said that Ecuador can only lay claim to its top rank since it has more land planted to bananas but in terms of production efficiency the country tops Ecuador, as the per hectare yield of 6

a Philippine banana farm is estimated at about 4,000 metric tons per hectare a year compared to
3,200/hectare for Ecuador. Valoria’s Tadeco produces about 5,000 MT of bananas in one hectare.
“It is in the banana industry where we can prove that the Filipino has the capability to become productive and efficient.” Valoria says. He cites the banana industry as a testament to the hard work, integrity and industriousness of a Filipino worker. Also the banana industry is also helping in the success of the country’s agrarian reform program. The industry has about 30,000 agrarian reform beneficiaries most of which are former employees of the banana companies. As of 2010 aggregate employment of the banana industry is estimated at 240,000 workers or an annual payroll of P21-billion. In that same year P830-mil7

lion of annual taxes has been paid to local government units and revenue collection agencies. Also Corporate Social Responsibility projects undertaken by the companies benefit host communities among these are tree-planting projects, medical missions, anti-dengue drive, community works and scholarship grants. Valoria says that the growth of the banana industry in Davao can be attributed to two factors; good weather and good soil. Being away from the typhoon belt Davao is not ravaged by destructive storms plus it has adequate sun and rain all year round. The fertile soil is also very suitable to top quality bananas.
As for the foreign markets, Valoria anticipates a shift to the Chinese market. He says that Chinese banana farms have been afflicted with the destructive Panama disease Tropical Race 4 fungus affecting their production plus current yields is not even enough to meet the demand of the Chinese population. Among numerous issues facing the banana industry is the moratorium on expansion which was lifted in 2009 with the repeal of the Letters of Instruction nos. 58 and 790 which limits the hectarage of banana export plantations. The continued expansion enables the growers to meet the growing demand for bananas and to remain competitive
in the world market as other countries are expanding their banana plantations. The aerial spraying ban which was challenged by the PBGEA before the courts. It was in 2007 when the City Government of Davao banned aerial spraying activities in banana plantations located in the City. Immediately the PBGEA challenged the ruling before the courts. “The City never got to implement the ordinance.� PBGEA Executive director Stephen Antig says. In 2009 the aerial spray ban was declared as unconstitutional by the Court of Appeals. The City Government however has filed cases for certiorari and motion for reconsideration over the CA ruling. 8

Antig says they are not letting their guards down over the issue as other local government units could follow what Davao City has done. Controlling diseases on banana plants is a major concern for banana growers, there are two major fungus diseases threatening the Philippine banana industry; these are the black Sigatoka leaf spot disease (Mycosphaerella fjiensis morelet) of which aerial spraying fungicide is the most costefficient way of controlling the fungus. And then there is the deadly Panama Disease Tropical Race 4 (Fusarium oxysporum f.sp. cubense) of which it has no known cure and is threatening the banana in-

dustry all over the world. “It is an industry killer and an economy killer for Mindanao.� Valoria said of the Panama Disease threat which if left unchecked can wipe out the entire banana industry in Mindanao the same way it destroyed the Malaysian banana industry in three years time. The disease strikes the root of banana stalks and kills the plant quickly. There is no fungicide to kill the fungus and infested banana farms are abandoned and left idle for about five years before they are to be replanted again. Antig said that the disease first monitored in Calinan three years ago has spread to several provinces
like Davao del Norte, Davao del Sur and Compostela Valley. In Davao City only 1,800 hectares of the original 5,200 hectares planted to bananas have remained due to the infection. As to the effect to banana production, it remains to be seen as PBGEA is still undergoing an inventory, the results could be determined by year’s end. One of the institutional priority measures proposed by PBGEA is the establishment of a National Banana Research Institute which can answer the threats and challenges posed by banana pests and diseases and help maintain a competitive banana industry in the global market.

Canilao as the head of the Public-Private Partnership (PPP) Center,” Lacierda said, adding that she has over 20 years experience in the private sector in the field of advisory, investment banking and corporate banking. She recently joined government service, initially as consultant of National Economic Development Authority (NEDA) for the PPP Center of the Philippines,” he added. Prior to her appointment as head of the PPP Center, Canilao was its Deputy Executive Director, which eliminates the need for a transition. Canilao served as Director of Standard Bank where she established and headed its distressed debt servicing business in the country. She was 14
also a former partner of PricewaterhouseCoopers where she headed the Crisis Management Practice and Financial Services Industry consulting. “Her (Canilao) broad experience in advisory includes corporate finance, mergers and acquisitions, private equity transactions, divestitures, debt restructuring, compliance review and transactions services,” Lacierda noted. Canilao started her career in program lending and corporate banking. She holds a Masters in Finance degree from the University of the Philippines. She also attended numerous trainings in the course of her career, including a corporate restructuring program in Harvard Business School. PPP Program is a key strategy of the
Philippine Development Plan. With the end view of fostering an environment conducive for private sector entrepreneurial initiatives, the government has developed a policy environment that strongly supports private sector participation in its development activities. This policy environment has two fundamental cornerstones: First, economic structural adjustments geared towards opening the economy to competition and leveling the playing field of enterprise, and second, a clear policy and institutional framework that has been put in place to permit an unencumbered flow of private resources into the government’s development program, especially the infrastructure sector. Aquino appoints Justice Francisco Villaruz as Presiding Justice of anti-graft court resident Benigno S. Aquino III has appointed Sandiganbayan Associate Justice Francisco H. Villaruz Jr. as the new Presiding Justice of the anti-graft court.
In a statement, Presidential Spokesperson Edwin Lacierda said Justice Villaruz’s appointment papers were signed by the President last October 5. Villaruz will replace Sandiganbayan Presiding Justice Edilberto Sandoval who retired last June. Justice Villaruz worked in the private sector for almost four decades before being appointed Associate Justice of the Sandiganbayan in 2001. He is known for his professionalism and diligence, proof of which are the six decisions and 100 resolutions that he renders every

Under the program, every household is entitled to receive a P300.00 monthly cash assistance for their children aging below 14 years and another 500 for the family or a maximum of P1,400.00 per month. The assistance is primarily for the basic health and education needs of the family. However family beneficiaries have also to comply with the conditions set forth by the program. DIPOLOG CITY, Oct. 7 (PIA) - - Motorcycle drivers and back riders are all required to wear the standard protective motorcycle helmets at all times while driving on all roads and highways. This was disclosed by Consumer’s Welfare Division Chief Julius Salaveria of the provincial office of the Department of Trade and Industry (DTI) here. Salaveria said that under Republic Act No. 10054, otherwise known as the “Motorcycle Helmet Act of 2009, the motorcycle driver and his/her back rider should wear the standard protective motorcycle helmet during long or short trips. “The standard helmet is one that complies with the Friday, October 7, 2011
specifications issued by the DTI,” he stressed. Any person caught not wearing the standard helmet will be fined P1,500 for the first offense, P3,000 for the second offense, P5,000 for the third offense, and P10,000 plus confiscation of driver’s license for the fourth and succeeding offenses. On the other hand, those persons or establishments found selling substandard motorcycle helmets or those without PS (Philippine Standard) mark or ICC
(Import Commodity Clearance) certificate shall be fined not less than P3,000 for the first offense and P5,000 for the second offense. LGUs urged to support children’s month celebration DIPOLOG CITY, Oct. 7 (PIA) - - Secretary Jesse M. Robredo of the Department of Interior and Local Government (DILG) has urged all the local chief executives (LCEs) across the country to support and spearhead the children’s month celebration in their respective jurisdictions this month.
In his recent memorandum to the governors, city/municipal mayors, barangay chairmen, Sangguniang Kabataan chairpersons,DILG regional directors and field officers, Secretary Robredo has enjoined them to undertake activities in support of the national children’s month which is celebrated every October of each year pursuant to Proclamation No. 267 dated September 30, 1993. The government recognizes the Filipino children as the most valuable asset of the nation and their vital 30
role in nation-building. The theme for this year’s children’s month celebration is, “Local Council for the Protection of Children (LCPC) Para Sa Bright Child: Pakilusin, Palakasin, Pagtulungan Natin.” During the monthlong celebration, the LCEs are also expected to deliver their annual State of the Children’s Report (SCR) stating, among others, the programs and projects pursued by their respective local government units (LGUs) for the furtherance of the children’s welfare and development.

Rehab process of Jolo port starts ISABELA CITY, Basilan, Oct 7 (PIA) – The Philippine Port Authority (PPA) officers and officials of its consulting firm Science and Vision recently met with Sulu Gov. Abdusakur M. Tan and provincial government officials to start the process of rehabilitating the port of Jolo. Engr. Jameson Lee, Principal Engineer, PPA, PDO-SOMIN, said that the initial phase of the port rehab would be to have a feasibility study of the port to maximize the potential of the facility based on the socio-economic profile of the province. “Science and Vision consulting firm will be conducting the study, the same firm that we commissioned to do the study for Davao and Zamboanga Port,” Lee added. “The study will have a time frame of approximately 6 months and will include tourism, international standards, Local Economic Development, port management and other concerns,” Engr. With a total area of 144,038.01 hectares, the province had successfully defined its municipal waters giving the municipal local government units (MLGUs) jurisdiction and responsibility in spatial terms, as well, as providing the executive and legislative departments clear guidance in the governance and management of the island’s coastal and marine resources. The certification of municipal wasters was a primary objective of the Camiguin Coastal Resource Management Project (CCRMP), a project the Department of Environment and Natural Resources (DENR), with the support from the New Zealand Aid Programme (NZAP). “The delineation allows the municipal LGUs to generate revenues from the use of its fisheries and aquatic resources, enforce fisheries and environmental laws, and develop an equitable and viable system of allocating ‘access and use’ rights
to municipal fisheries and aquatic resources among its residents,” Amida Diwata M. Jasma, CCRMP Phase I Project Officer explained. The CCRMP assisted the LGUs in obtaining copies of the proposed municipal water maps prepared by NAMRIA and helped in validating these by groundtrotting the municipal boundaries monuments (MBM), which served as the coastal terminal points for delineating the boundaries between municipal waters. Following the release of the certification and the data on length of shoreline and area of municipal waters, all the towns in the province, likewise, enacted ordinances adopting the municipal water delineation as approved by NAMRIA. To date, the LGU of Mambajao with the assistance of the CCRMP and the Bureau of Fisheries and Aquatic Resources (BFAR) has enacted its own Municipal Water Fee Ordinance
and Comprehensive Fisheries and Coastal Resource Management (CRM) Code of 2010, which provides for the protection, preservation, and the regulation of the local fishing industry, the municipal waters and the marine resources of Mambajao. Just recently, LGU Catarman has also enacted the Catarman CRM Code of 2011, while Guinsiliban town is also formulating its own CRM code for legislation. Camiguin Provincial Environment and Natural Resources Officer (PENRO), Gaudioso B. Malaton likewise noted that through CCRMP, the province has established Deputy Fish Wardens and formed the Municipal Coastal Law Enforcement Teams (MCLET) to strengthen its coastal law enforcement. ILIGAN CITY, Lanao del Norte, Oct. 7 (PIA) — Social protection is a set of policies and programs that reduce the risk for both poor, as well, as the non-poor from falling into poverty or further deeper into poverty. What makes social protection different from poverty reduction is that while poverty reduction aims to improve the quality of life of the poor through various means, social protection aims to prevent the poor’s living conditions from further deteriorating and prevent the non-poor from joining their ranks. These points were raised by Virginia Cardona, Chief, Social Pension for Senior Citizen Indigency Program Division, Department of Social Welfare and Development (DSWD), region 10, during the flag raising/kick-off ceremony of the National Sta-
tistics Month (NSM) of October at the City Hall Amphitheatre, here, last Oct. 4. This internationally accepted targeting system enables the government to objectively identify the poor by minimizing political interference in the
identification process. It ensures that social protection programs benefit those who really need the assistance, and by concentrating government resources on the poor, government will have better impact at lower cost. The NHTS-PR uses observable and verifiable characteristics of households as criteria for classifying households as poor, which reduces opportunities for favoring one group of beneficiaries over another. This can improve governance, transparency, and credibility of programs, thus, DSWD uses NHTS-PR for providing social protection programs targeting to those individuals and
families who need government resources the most. This system will not only be for the consumption of DSWD, but can now be availed of by other agencies which have social protection programs. Since the government will be using a unified set of criteria for identifying the poor, it becomes much easier for government to bring together all of its programs to a particular group of poor households. Lastly, the database of the NHTS-PR will guide them to where and who the poor are in the region and thus enable them to flow their resources to the right targets, Cardona added. (PIA 10)

The report focuses on national and local regulations that affect 3 stages in the life of a small to medium-size domestic firm: starting a business, dealing with construction permits, and registering property. The city allows for the issuance of a temporary business permit which the business enterprise can use for one month while the permit is being processed. National Competi-

Moreno reported that an investor applying for a business permit in Davao City would only go through 17 processes in 27 days, the most. This makes Davao City second to General Santos City as the fastest to deal with business applications. The survey supports the call of President Benigno Aquino III for local government units to look for more ways to streamline processes to make business startups easier. “I hope the LGUs can also find ways to implement reforms that will be consistent with the ones we have already started.� this he said during his State
of the Nation Address. Streamlining business processing and licensing turns out beneficial to local businessmen as this could save time and financial resources, allows for more contribution to local investments, and facilitates access to financing. The LGU, on its part, also gets benefits out from it as its revenue generation improves, customer satisfaction is achieved, and good governance is practiced. One model city that showed a significant shift on revenues after reforms were made in business processing is Iloilo City. Its revenue of 61.75 million in 2007 rose to a 41.3 percent high in 2008 reaching 95.75 million.

BPLS follows a standard that limits the processing time of LGUs to issue business permits and licenses to a maximum of 10 days from the date of submission of the application form. This also required the LGU to have a unified form each for new applications and renewals as well as to have a limited number of steps in processing applications and renewals. Luz bared that Philippines dropped four notches from ranking 144th in 2010 to 148th this year through the Doing Business Survey conducted by the IFC. Singapore leads the survey since 2009 and tailed by other ASEAN countries like Thailand, Malaysia and Vietnam. The survey shows that Philippines needs
to prioritize efforts in starting a business, dealing with construction permits, and closing a business. The NCC called the attention of concerned government agencies like the Department of Trade and Industry, Bureau of Internal Revenue, local government units, and the Department of Interior and Local Government to work on these priority areas. Aside from BPLS, the NCC also pushes for other priority projects such as the Performance Governance System Balanced Scorecard, the Philippine Business Registry (PBR), the National Single Window (NSW), and the Transparency in Budget Delivery. NCC is mandated to promote and develop competitiveness strategies and push for the implementation of an action agenda for competitiveness and link it to the Philippine Development Plan
