This, after most parts of Metro Manila was submerged with flood waters early this week caused by typhoon ‘Pedring.’ In a release by the Department of Health, Center for Health Development-Metro Manila (CHD-MM) Regional Director Eduardo Janairo reported that cases of leptospirosis are fast rising as series of typhoons continue to bring flood waters in various areas of Metro Manila. Janairo said the disease brought about by rats can be very deadly as it is transmitted through humans from contaminated waters, especially rat urine. “Once it comes into contact with cuts and open wounds in the skin, a person may develop high-grade fever, muscle pain and nausea. If complications may arise, it can 6

lead to renal failure, respiratory distress and eventually death,” said Janairo. He asked the public to avoid wading, and most of all swimming in flood waters. If unavoidable, the DOH advises the public to wear proper protection like boots and gloves, and other protective gears. The CHD-MM chief also advised hospitals to immediately treat patients with high fever and provide Rapid Diagnostic Test (RDT). “There should be no deaths caused by leptospirosis because it is treatable and preventable,” Janairo stressed. Meanwhile, Janairo advised those who have been exposed to flood waters to immediately seek medical help if they start not to feel well. CHD’s Regional Epidemiology and Sur-

veillance Unit records showed 391 cases of leptospirosis, with 31 deaths from January to September 8, 2011. According to DOH, majority of the cases belonged to the age group from 1530 years old, with 159 cases and five deaths. Among the cities with the most number of recorded cases of leptospirosis are: Manila (79), Quezon City (76), Caloocan (3), Malabon (4), Navotas (27), Valenzuela (21), Parañaque (22), Pasay (19), Makati (12), Las Piñas (10), and Taguig (10). Recently, Marikina City Health officials distributed some medicines against leptospirosis to evacuees. Hundreds of residents flee their homes after Marikina River overflowed due to continuous heavy rains caused by ‘Pedring.’

DA streamlines ACEF grants

epartment of Agriculture (DA) Secretary Proceso Alcala said over the weekend that their agency will offer a more streamlined grant from the Agricultural Competitiveness Enhancement Fund (ACEF) to help boost agricultural productivity and capability for market competition. Alcala noted such was not the case before when ACEF withdrawals consisted of more loans than grants. “Of the total ACEF funds, 60 percent will be for grants and 10 percent will be for scholarships while only 30 percent will be for loans,” Alcala said. He said that this funding primarily extends assistance to small farmers, fisherfolk and agricultural entrepreneurs nationwide. Alcala also emphasized the need for refocusing the distribution of ACEF funds, noting that target beneficiaries concerned must receive the financial assistance they need to be competitive locally and globally. (Agricultural Tariffication Act of 1996) created ACEF which pools tariffs or taxes collected from agricultural commodities imported under the minimum access volume (MAV) mechanism. MAV is the volume of an agricultural product allowed to be imported with a lower tariff as committed by the Philippines to World Trade Organization under the Uruguay Round Final Act, RA 8178 reads. ACEF funds are for competitiveness-enhancing initiatives like providing irrigation and farm-to-market roads, post-harvest facilities, credit, research and development, marketing, re-training and extension services. Citing latest avail-

able data, Alcala said government’s ACEF collection from 1999 to 2010 totaled PhP10.79 billion. Of this amount, he said government previously released to some 304 borrowers ACEF loans totaling PhP5.82 billion. Government also released as ACEF grants a total PhP2.96 billion or nearly only half of loans drawn from the facility, he added. “ACEF funds still available in the National Treasury is about PhP1.9 billion,” he said. Provincial govt renews call for rabies vaccination

KORONADAL CITY, Oct 2 (PIA) -- Officials of South Cotabatoâ&#x20AC;&#x2122;s Provincial Veterinary Office (PVet) have renewed their call to residents of the province to have their pet dogs vaccinated against rabies. PVet conducted mass vaccination and castration in Tâ&#x20AC;&#x2122;boli town on Wednesday to celebrate the World Rabies Awareness Day but only six of its 27 barangays have supported the activity. From January to June, three residents in the municipality died of rabies. Provincial health officials also searched for at least 40 individuals in the area who killed and ate a suspected rabid dog for their post exposure prophylaxis to prevent more deaths due to rabies.

Dr. Lorna Lamorena has also called on barangay officials to encourage their constituents to support the campaign to rid the province of the fatal virus. She said they only charge a fee of P10 for each shot of anti rabies vaccine. She added the amount is very minimal as compared to the cost of treatment which could amount at least P16,000 once a person is exposed to the virus. Death cannot be avoided once rabies virus has attacked the

nervous system, Lamorena pointed out. A report from the provincial epidemiology and surveillance unit said that South Cotabato government has already spent more than P9 million for anti-rabies vaccines since 2009. Of the said amount P2.7 million were spent this year to prevent the escalation of the recent spate of rabies incidents in the province. This year, rabies has been listed among the top ten diseases in South Cotabato.

Tumulong din sa pag-alis ng water lily ang mga volunteer at mga sundalong pinadala ng 6ID gamit ang bolo, pala at iba pang matatalim na kagamitan. Sa taya ng Provincial Disaster Risk Reduction and Management Council ng Maguindanao umabot sa mahigit 50,000 na pamilya ang lumikas dahil sa pagbaha sa 16 na bayan. Sampung barangay din sa Cotabato City ang nalubog sa baha.

In the said caravan, DSWD Caraga Regional Director Mercedita Jabagat briefed the public about Pantawid Pamilyang Pilipino Program (4Ps). Jabagat also reported the DSWD’s performance status of compliance from May to June. “There are already 7,957 registered Pantawid Pamilya beneficiaries in Butuan and 2221

in Las Nieves. About 41 million worth of cash grants was disbursed to Butuan City beneficiaries and 29 million pesos to Las Nieves beneficiaries”, said Jabagat. Meanwhile, beneficiaries testified on how the 4Ps have helped their lives. Church group....from page 24 The vendors, namely: James Mabaylan, Nelson Bagares, Segundino Dailo, Ernesto Callo Jr., Julieto Sarsaba and Ronald Boiles are all residents of Tubigan, Initao, who left their place on August 10, on board a rented cargo truck. They brought with them some 50 locally manufactured wooden beds, with improvised mattress made out of indigenous materials, such as, coconut coir and covered it with synthetic foam, which they wanted to sell in Davao City. Along the way, the group stopped in some points of the trip and hired local guides who helped them go around town to peddle the beds, which they sold within the range of Php1,200 to Php1,500. This was how they earned their living for more than 10 years, now. They would leave Initao for about a week and then return home, after all the beds were sold out. On Aug. 19, they

told their wives, through their mobile phones, that only 19 beds were left unsold, and that they were already in the Pakibato District, along the Bukidnon-Davao border, about to take the diversion road or short cut to Davao via San Fernando town in Bukidnon. So far, that was the last message from the group, that their wives claimed to have received, as the news of their abduction came from the grapevine, which the NPA has confirmed to be in their custody because the vendors were mistaken to be government spies. For more than two (2) months now, the remaining beds have been left to rot, after being left to the elements unattended. Meanwhile, the SAC has also enjoined all the faithful to offer incessant prayers for the settlement of the situation in the name of peace, during a media forum held at the Archbishop’s House in the city, recently. Present during the

forum were the wives of five (5) of the victims, as well, as the mother of the 6th, who asked the help of the media in their appeal to the NPA to release their husbands. “We, in the SAC, with bended knees, prayerfully appeal to whoever is responsible for the abduction for the immediate release of the vendors of Initao without harm and ransom,” Fr. Lerio Fr. Nathan C. Lerio, SSJV, Director of SAC, said in his letter of appeal to the general public. “Let us respect human rights and promote democratic and peaceful dwelling being freed from harassment and coercion,” he said.
