South Cotabato’s
tourism gains major boost

everal recent developments could spell a major push for the province’s bid to become a primary tourist destination, at least in this part of the Philippines.
Gov. Arthur Y. Pingoy Jr. recently announced that beginning September 23, management of
the internal security operations (ISO) will officially be transferred to the provincial government
from the 27th Infantry Battalion of the Philippine Army. “We have been promoting tourism in 4

the province but we have been hindered by the perception that the province has a problem with peace and order,” he said. “ But he transfer of ISO to the provincial government is a proof that South Cotabato is indeed peaceful.” Taking the lead role in internal security means that all peace and order operations of the army and police will go through the approval of the provincial government, he explained. He pointed out that his administration’s direction on fighting insurgency has been to engage communities in peaceful dialogues and livelihood development. Gaining the confidence of the security enforcers will 4
contribute a lot to the plan of the provincial government to push for an eco-tourism highway in the area covered by the Allah Valley landscape. At present the provincial government along with the Sultan Kudarat provincial government is establishing a threeyear P43-M ecotourism project in the Allah Valley area under the Local Government Support Program
for Local Economic Development (LGSPLED) and the Canadian I n t e r n a t i o n a l Development Agency (CIDA). He is hopeful that with the ISO at the provincial g o v e r n m e n t s leadership, the province will gain footing in its “objective to change perception of other people, especially those living outside of Mindanao regarding the peace and order situation of the province.” P i n g o y emphasized that South Cotabato is the second province in Mindanao – next to Misamis Occidental – which was granted the authority to take the lead role in internal security management.

He is expected to arrive at 8 p.m. Sunday at San Francisco airport. He and members of his delegation will be welcomed by Consul General Marciano Paynor Jr., Philippine Consulate General, San Francisco. From San Francisco, the President will take a private jet to New York at around 9 p.m. and is expected to arrive at Teterboro airport in New York at around 5:45 a.m., Monday. It will be witnessed by Filipino and Filipino-American students, Fordham’s faculty, alumni and staff, Filipino community members, Filipino staff members in the United Nations, and Filipinos and Fil-Ams in the academe, business, media and civil society organizations. Prior the conferment ceremony, President Aquino will be escorted to the building step named after his mother, the late President Corazon “Cory” Aquino, who also received an honorary degree from Fordham in September 1986. As part of Fordham tradition, the names of over 30 world leaders conferred honorary doctorate degree are carved on the steps of the “Terrace of the Presidents” at Keating Hall. The President’s
name will be carved next to that of his mother, the late President Aquino. After the conferment ceremony, President Aquino will have a series of business meetings, first with Convergys at Berkshires Hotel and to be followed by Fiesta Equities Corp. and Ami Vita Coco. On the same day, the President will have a roundtable meeting with high level business executives belonging to the US-Asean Business Council, the US Chamber of Commerce, and the Philippine-American Chamber of Commerce. The US-Asean Business Council is the trusted voice of the US private sector in the 10country Asean market while the US Chamber of Commerce is the world’s largest business federation representing the interests of more than 3 million businesses. BUTUAN CITY, Set. 18 (PIA) -- Sinimulan na ng Caraga Youth Leaders’ Network (CYLN) ang iba’t-ibang gawain kaugnay sa pagdiriwang ng United Nations (UN) International Day of Peace na gaganapin sa Setyembre 21, 2011. “Kalinaw Alang sa Tanan” (Kapayapaan para sa Lahat), ang hakbang para suportahan ang pagpapanatili ng kapayapaan at kaunlaran sa buong mundo. Ito rin ay isang paraan upang itanim sa isip ng mga tao ang tunay na diwa ng kapayapaan at pagbibigayan sa komunidad. Ito ay isang pagdiriwang para sa kapayapaan sa pamamagitan ng mga organisasyon ng kabataan, pamahalaang ahensiya, NGOs, sectoral group upang ipakita ang suporta para sa kapaya-

Voluntary code prepares stakeholders for close fishing season

he Department of Labor and Employment (DOLE), in coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), initiated and convened a series of meetings with concerned stakeholders to assist workers in the sardines, fishing and canning industries who might be affected by the closed fishing season. Voluntary code...from page 13 Last September 13, 2011, a consultationmeeting among the stakeholders was conducted at BFAR conference room to discuss the different alternative employment programs which were enrolled as interventions in the event the closed fishing season shall be observed. Present were heads and representatives of national government agencies such as BFAR, TESDA, DSWD, DTI, DOST, DA and DOLE, Department Heads of the City Government of Zamboanga, owners/managers and representatives of the Industrial Group of Zamboanga Incorporated (IGZI) and Southern Philippines Fishing, Inc. (SOPHIL), and the local media. DOLE-9 Regional Director Ponciano M. Ligutom said, “we are alarmed on the effects of this closed fishing season (spawning period) which will affect 14

We have to be ready of our doable interventions in the form of alternative employment programs under the Sustained Availability thru Genuine and Intensified Preservation of Tamban or SAGIP-Tamban project.” “Your active presence and pledges will probably address the concern in the industries in the event the closed fishing season shall be observed,” he added. As an immediate response and follow through, the Technical Working Group (TWG) and major players convened this afternoon, September 16, 2011 to review and finalize the enrolled alternative employment programs and discuss the guidelines on the availment of enrolled programs, services, and commitments of different government
agencies. The Stakeholders identified the shopping list or menu of services of agencies as a form of relevant assistance geared as an alternative employment in the form of skills trainings, livelihood, and emergency employment for would-be displaced workers. Seven (7) major players participated in the meeting. A total of 17.3M standing pledges were committed by government agencies with counterparts from the companies/ industries. The menu of services, convergence and partnership shall be jointly signed by the Stakeholders of the Voluntary Code of Good Practices for decent work in the sardines, fishing and canning sectors, labor organizations, local government units and national government agencies on October 18, 2011. DA promotes La Paz Ceylon tea

he Department of Agriculture, La Paz, Experiment Station, Barangay La Paz, Zamboanga City is undertaking the propagation of La Paz Tea (Ceylon Tea variety) for planting materials in preparation for the establishment of a tea production Centre in the area. Mr. Orlando Telmo, Station Superintendent of La Paz Experiment Station, said the DA has allocated funds for the project to plant La Paz Tea in the Barangay .The wild and abandoned matured Ceylon Tea varieties in the bushes of the barangay, caught the attention of Secretary Proceso J. Alcala during his first visit to Zamboanga City. He encouraged the farmers to plant the tea as it demands a high importance to the tea drinkers and can give significant source of income to landowner and laborers in Barangay La Paz. The humidity, cool temperatures, and the high altitude of
the area can provide a climate that favor the production of the high quality tea. Secretary Alcala is promoting the planting of Ceylon Tea all over the country. Telmo said the Ceylon Tea variety in La Paz was planted way back 1980s by Bureau of Plant Industry in some selected area of DA La Paz Experiment Station but its efficiency remained static without research component to backstop its development in Western Mindanao . There is a need to refine the technology for more efficient operation. The Secretary is eyeing the planting of Ceylon tea on large scale. There are several
fully matured Ceylon tea trees existing that served as the mother tree and the source of the planting materials. Telmo said the DA and the Alternative Center for Organizational Reform and Development Inc. (ACORD) an NGO, agreed to produce and expand the Ceylon Tea production in Zamboanga City due to its high demand at an alternative price in both the domestic and export market. It is highly profitable when cultivated with the use of modern technologies. It can be processed into finish product and essential to human health. Under 16

DA promotes...from page 15 the agreement the DA will conduct research and development, undertake the training, establish techno demo farm, central nursery for mass production of planting materials. The ACORD will take charge of marketing and operation of the project. The DA has already established two nurseries for the planting materials. He said several farmers in the area have indicated their interest to plant the tea in their respective areas. The region is requesting the DA central office to send an expert on tea production to train local technicians and farmers planting and maintaining the tea to sustain its productivity. As of the moment the undertaking is still in plant propagation stage. Several contractual workers were hired by the agency to assist in the preparation of the 16
nursery for the Ceylon Tea varieties. Telmo said the propagated La Paz Ceylon Tea Varieties now at nursery level can be transplanted to its planting sites after 18 months, but the technicians, the interested landowner and farmers must undergo the proposed series of training and seminars to be conducted by tea experts from DA or tea producers who are engage in tea productions. The La Paz Tea (Ceylon Tea) is particularly prized form of black tea which increasingly becoming an important bush crop in the country. It is rich in antioxidants and health promoting ingredients which can lower the risk of heart disease, stroke, cancer and tooth decay. It also stimulates the control of the nervous system thereby increasing the alertness and decreasing
drowsiness and fatigue. It is a calorie free matured beverage without colouring agent of preservatives. The introduction of Ceylon Tea in the rural areas of La Paz shall utilize the labor resources abundantly available in the farm thereby generating employment. It will provide quality planting materials for rehabilitation of degraded hillside development zone, likewise utilizes the marginal area where other field crops are no longer economically viable. Sustainable development of the Ceylon Tea production in Zamboanga Peninsula is believed to have great environmental, economic and social impact if given the appropriate direction and support by both the government and private sectors. Meanwhile, the region’s net rice sufficiency level in the 2nd quarter was 55.21 percent, higher by only 0.24 percentage points compared to the same period, last year. The region’s rice inventory as of July 1, 2011 reached 2.282 million bags, estimated to sustain the region for 90 days with its daily rice consumption requirement of around 25,480 bags. Legarda whose mother died of breast cancer in 1996 stressed on the importance of information, education and communication in increasing the awareness level among women about the illness. Z u l u e t a , meanwhile, urged the participants to always join education forum and be inspired by the provided knowledge and helpful information, further encouraging to seek regular consultations from medical experts. “Women these days should no longer feel alone in this battle,” she stated. After the opening program, both Legarda and Zulueta did the honor of ribbon cutting for the opening of the free breast clinic set up at
one of the function halls of the hotel, where Silver Linings 2011 physician volunteers provided free consultations and breast examinations to the women attendees. The participants were made to select from a wide array of topics provided and shared in different time and function halls by medical experts and showbiz personalities, some of whom are breast cancers survivors. Breast Cancer 101 was given by Dr. Mark Kho and Bibeth Orteza who also shared the topic on Managing Side Effects of Cancer Treatments with Dr. Rudy Pagcatipunan and Dr. Rachel Rosario. This was also what Senator Legarda stressed that the government needs to do, noting that there are already a number of laws with implementation challenges. “My focus is on funding the laws that I authored and monitor the implementation of the government,” Legarda, who convened the Mindanao Indigenous People’s Assembly, said in a press conference. Legarda cited as examples the Ecological Solid Waste Management law, Clean Air Act, Clean Water Act, and the environmental safeguards and community benefits contained in the Mining Act. As to the Ecological Solid Waste Management Law,
Legarda said one of the problems of the LGUs is they don’t have the budget for engineered sanitary landfills, which should have long replaced open and controlled dumpsites. As to the Clean Air Act, Legarda said one of its important provisions is the anti-smoke belching of vehicles. “As we all know, strict compliance with smoke emission standards is lacking,” the Senator said. As to the Philippine Mining Act, “it is very clear that before any mining exploration activities, there should be consultation with the sectors, especially the indigenous peoples.” “Second, the host communities should significantly benefit from the resources the mining
exploration and other economic activities produce,” Legarda said. Citing figures from the NCIP that there are over a hundred mining operations and exploration and twenty hydro-power plants in ancestral domains, “we need to see a more equitable distribution of the wealth of nature, to be given to our indigenous peoples who are the host communities of these economic undertakings,” she added. “The DENR, NCIP and LGUs should jointly monitor if IPs receive substantial share from these activities,” Legarda said. umatakbo na ang proseso para mabili na ng pamahalaang panglungsod ang lupa sa Barangay Paraiso na gagawing sanitary landfill (SLF).
Sa isang panayam, sinabi ni Mayor Peter B. Miguel na hinahanda na ang pondo na pambili ng lupa. Nagpapatuloy rin umano ang isinasagawang mga pagsusuri sa target na lupa upang masigurong pasado itong pagtayuan ng SLF. Matatandaang muling nagpapaalala ang Department of Environment and Natural Resources na ipapasarado na nito ang
umaabot sa 400 na open dumpsites sa iba’t ibang lugar sa bansa kabilang na ang sa Koronadal. Ito umano ay dahil hindi ligtas sa buhay at kalusugan ng mga tao ang mga dumpsites na ito. Nilinaw naman ni Mayor Miguel na ligtas pa naman ang dumpsite na kasalukuyang ginagamit ng lungsod. Aniya tanging mga nabubulok na basura na lang ang itinatapon doon.
Inaasahan ni Mayor Miguel na masisimulan na sa susunod na taon ang pagtatayo ng sariling SLF ng lungsod. Sakaling tuluyang maipapasara ang dumpsite bago pa man matapos ang SLF, hihilingin umano ni Mayor Miguel sa pamahalaang bayan ng Surallah na pansamantalang makikigamit ang lungsod sa cluster SLF ng bayan. KORONADAL CITY, Setyembre 18 (PIA) -- Nilinaw ni Director Felicisimo Khu ng Directorate for Integrated Police Operations (DIPO)- Western Mindanao na hindi bagong intelligence report ang napapabalitang bantang pagpapasabog sa ilang bahagi ng bansa kabilang na ang General Santos City, Digos, Davao at Metro Manila.
Sinabi ni Khu na wala siyang sinabing may bagong banta sa terorismo ngayon. Aniya ang kanyang pahayag ay may pagbabanta umano sa mga naturang lugar base sa kanilang nakalap na intelligence report ilang buwan na ang nakalipas.
