Ishinomaki City is among the areas that were severely devastated by the March 11 earthquake and tsunami off the Pacific coast of Tohoku region in the eastern part of Japan where there are also quite a number of Filipinos residing there, Lopez said in an interview. “I think it is only fitting that the Philippines play a role in the reconstruction of that area,” Lopez stressed said. According to Lopez, The President will be giving a donation to the Mayor of Ishinomaki for the reconstruction of their city hall that was devastated during the tsunami. “So makikibagay tayo with the local community and at the same time I think, the President, magpapasalamat din siya to the local officials for taking care of our nationals who were affected by both the

earthquake and the tsunami,” he added. Lopez said the President also recommended that some of the assistance that the Philippines managed to extend Ishinomaki City earlier, like the doctors, be kept to further aid our citizens until their complete recovery from the trauma brought by the tragedy. “Talagang kailangan na kailangan nila and since marami tayong ga kababayan doon, nakakatulong na rin sila hindi lang doon sa ating mga nationals kundi pati na rin sa mga Japanese na nangangailangan din ng tulong ng mga psychologists natin,” Lopez said. Apart from medical support, the Philippine government has extended other forms of assistance to Ishinomaki City right after the quake, like relief goods that include bottled water,

blankets and other items for those who were displaced. Lopez described the relationship between Japan and the Philippines as “a very special” one, adding that “it is probably at its best right now” since Japan is the biggest contributor of official development assistance funds to the Philippines. “[They] are also the biggest foreign direct investors in our country, and even as employers of Filipinos in the Philippines, sila na siguro ang pinakamalaki ngayon sa bansa natin of all the different countries. So, napakaimportante ng role ng Japan sa ating bayan ngayon plus, it goes without saying that Japan is the host country of 220,000 Filipinos or probably even more, who now reside in Japan…, who call Japan their home,” he said further. Filipinos in Japan are excited to welcome President Aquino he Filipino community here are “excited” to meet President Benigno S. Aquino III again this Sunday when he arrives for his scheduled engagement with them, in his first official working visit here. He attended the Asia-Pacific Economic Cooperation (APEC) meeting held here last year.

In an interview with Radio TV Malacañang, Maria Barro, a Filipino entertainer in Japan conveyed that she and her fellow Filipinos are all looking forward to see President Aquino once again, noting that some of them will take this opportunity to address their “requests” to the Philippine leader. President Aquino has met with the Filipino community members in Tokyo late last year following his attendance of the 18th Asia Pacific Economic Cooperation Leaders’ Meeting which was held in Yokohama. “Maganda naman ‘yung acceptance ng mga Filipinos dito sa kanya pero…syempre, hindi natin masasabi, may

mga Filipino talaga na maraming request— maraming gustong sabihin at maraming gustong ipaabot sa Presidente natin na eto ‘yung kailangan namin,” Barro said. Barro said the primary request of the Filipino community here is to have a Catholic school built for Filipinos and Filipino-Japanese children that can provide the same quality of education as the schools back in the Philippines. “Siyempre, hindi lahat-lahat ma-a-address at nakita naman namin kay PNoy na willing siyang pakinggan especially ang hiling ng mga Pilipino dito sa Japan ay magkaroon ng eskwelahan para sa mga Pilipino,” she said. Barro said that

she, together with her daughter, will be participating in the ‘big presentation’ being prepared by the Filipino community for the President when they meet him this Sunday afternoon and they are excited about that as well. Barro was among the Filipinos who took part in the humanitarian services rendered by the Philippine Embassy when tragedies struck Japan about six months ago saying that what happened during its aftermath was a picture of ‘unity’ for both the Filipino and the Japanese communities. “Lahat ng Filipino communities natin dito— from the leader to the members—lahat sila nakisama sa pangongolekta ng re15

clear power plant explosion at the Fukushima Prefecture but she returned after everything went back to normal. “Actually, umuwi ako ng Pilipinas ‘nun dahil medyo natakot din ako kasi I have my own family in the Philippines. Pero pagbalik ko dito, nakita ko parang business

as usual, kahit medyo humina ‘yung mga companies that target the Filipino market,” she said. On Monday, President Aquino is also scheduled to meet with another group of Filipinos in Ishinomaki City, Miyagi Prefecture that was badly hit by the March 2011 Tohoku earthquake. (HDC) 15

DOLE prepares students against job mismatch by Jerome Carlo R. Paunan

T

o effectively address the country’s perennial jobs to skills mismatch problem, the Department of Labor and Employment (DOLE) is now working to help secondary school students aim or study courses which will provide them with skills needed by the industry. 19 18

DOLE prepares... from page 18

During the program “Talking Points” held at the Philippine Information Agency, DOLE Undersecretary Danilo Cruz said their agency is now providing third and fourth year high school students throughout the country with an effective career and employment guide counseling. “Ito ay kung papano natin matuturuan nang maayos na pagpapaplano ng kanilang career ang ating mga kabataan at ‘yung mga kursong kukunin nila ay talagang tutugma sa mga trabahong kakailanganin natin sa mga susunod na taon,” he said. (We are working to effectively teach the youth how to plan their career including what course to take in college that allows for a greater chance Sunday, September 25, 2011

of employability in the future.) Cruz said that through proper career coaching, students will also be able to best determine the course they will take in college by giving preference to jobs that match their interests, skills, values, and other abilities and more importantly, that which the industries need. He said the intervention will help most graduating high school students determine the “right job” for them in the future, thereby assuring them of employment in the particular industry they trained for, and curbing the job mismatch problem. At the same time, the labor official said the DOLE has continuous coordination with other concerned g o v e r n m e n t

agencies like CHED (Commission on Higher Education) to determine and regulate those courses which would produce graduates who cannot be employed in the future and determine those that would. He likewise was emphatic on what courses would have the highest batting average in terms of employability and these are - mining, welder, mechanics, aeronautics, geology, and software engineering. To address the jobs-skills mismatch, the Commission on Higher Education has been providing scholarship grants to priority courses as a way to influence the course preferences of graduating high school students as well as present first year and second year college students. 19

Davao’s cardiovascular...from page 29 Following the installation of CVD program services and equipment in all 186 barangays of the city, the city government and the Handicap InternationalPhilippines are preparing to carry out the program which was launched in May this year. Prior to the implementation, at least 100 barangay captains in the city are expected to get orientation on the details of the CVD program on September 29 at Marco Polo Hotel, this city. Erolle Jay Miranda, communications officer of the CVD projectHandicap InternationalPhilippines, said the bulk of participants to the orientation will be coming from Davao City’s League of Barangay Captains. Miranda said that the CVD program is utilizing a multistakeholder approach in the implementation of the program, citing the significant involvement of the local government

in this endeavor. He bared City Mayor Sara Duterte is also anticipated to lead the city government during the orientation activity which would prepare the communities for the onset of the CVD program. The LGU of Carmona, Cavite will also attend the event to share their best practices in supporting and sustaining noncommunicable disease initiatives particularly on diabetes projects, Miranda said. Preceding the orientation is a fun run that will start and end at People’s Park at 5:30 am – 9:00 am of the same day, that aims to culminate the very first World Heart Day Celebration in the city, with a theme: “One World, One Home, One Heart.” Miranda said the CVD program stakeholders will spearhead the event with the participation of various representatives

from the local government. Private organizations, schools and universities and the general public are also urged to join, he stated. According to Miranda, the World Heart Federation declared every 29th day of September as the World Heart Day in 2000 that has a goal of informing people around the globe that “heart disease and stroke are the world’s leading cause of death, claiming 17.1 million lives each year.” During the CVD launching on May 27, 2011, Mayor Duterte forged partnership with the Handicap International-Philippines for the development and implementation of the program to provide Davaoeños easy access to cardiovascular-related health services. DAR S.Cotabato mixes info drive, medical services

S

by Dani Doguiles

outh Cotabato’s Department of Agrarian recently embarked on an information campaign for Republic Act 9700 otherwise known as the Comprehensive Agrarian Reform Program with Reforms. But instead of simply gathering agrarian reform beneficiaries (ARBs) in community meetings, DAR So. Cotabato has brought with them an array of other services including a medical caravan and many other services through line agencies in the region.

The activity tagged as “Info- Med Caravan” was held at Brgy Aflek, T’boli on September 14 and Brgy Lower Maculan, Lake Sebu on September 21. Another one is scheduled for Brgy Buenavista, Surallah on Wednesday. Felix Frias, provincial agrarian reform offi-

cer II, said although the activity was primarily intended for ARBs, other residents in the area also benefited from the services. In the first two medical missions, 208 persons were served with medical check up, 91 with dental services, and 25 in circumcision. 35

Medical supplies were provided by the 2nd District Rep. Daisy Avance-Fuentes, nongovernment organization Mahintana Foundation Inc., and the local government units of T’boli and Lake Sebu. Frias said, this activity is an innovation that insures delivery of information along with services that directly benefit local residents. He said this is their new strategy to enhance public awareness on the CARPER law and

strengthen partnership with stakeholders. “It is our responsibility to inform people about DAR’s programs, but then we also must put more meaning to this by providing services that truly reflect government’s concern for the people,” he said. Other agencies involved in the activity were Department of Agriculture, Philhealth, Department of Environment and Natural Resources, and Philippines Information Agency. DA 12 presented its Agri-Pinoy Program and distributed packs of assorted vegetable seeds. DENR 12 provided 20 Mahogany seedlings

for each barangay. These were planted inside public school campuses and in hilly areas. Philheath 12 along with the local registrars facilitated registration of residents who do not have Philhealth coverage. Philhealth personnel were also there to discuss with locals, mostly indigenous people, the benefits of a health insurance. PIA 12 informed the participants of the other government programs and advocacies they may avail of or benefit from. A film on climate change was also presented. (with report from Ma. Natives get CFSA lectures from CENRO by Paulnazer Lontua

IPIL, Zamboanga Sibugay, September 25 (PIA) – Natives or indigenous people of Sitio Tiling, Barangay San Fernandino of the municipality of R.T. Lim in the province of Zamboanga Sibugay welcomed the representatives from the Community Environment and Natural Resources Office (CENRO) based in the municipality Ipil for a session of awareness and orientation on the important points of the Certificate of Forest Stewardship Agreement (CFSA) which was held recently. A team of CENRO personnel headed by CENRO Serena Cabrera went to a remote area in R.T. Lim where majority of the settlers were members of the indige-

Cabrera also added that it is also the obligation of the people who live near areas known to have many trees to protect nature particularly the trees against loggers who just make use of the natural resources for money without thinking of any of the negative results or outcomes of their operations. “We also believe that our people living in this kind of area are somehow responsible for protecting Mother Nature from greedy loggers who are into monetary profit and not thinking about the outcome of their operations. It is therefore our job in the CENRO to educate these natives about the different programs of the government to help preserve our forests from destruction”, Cabrera explained. Another purpose of the visit was the organization of the indigenous people in the said place to make them stewards or guardians and protec44

tors of their forests and also make them (IPs) managers of their own lands. Timuay Fernando Mudai, one of the respected elders or leaders of the community of IPs in the said place, showed his utmost support to the program of the government and pledged to guard their lands and forest trees with their lives and prevent anybody who intends to destroy their natural resources. However, Timuay Mudai also revealed to the CENRO personnel that one of their eajor problems is illegal logging which somehow became rampant in the past years which resulted to the destruction of some forest areas in their place. Mudai also said that the IP in Sitio Tiling will need all the help that they can get from the different government agencies to safeguard Mother Nature and to do that is through proper linkaging and coordination. “We will protect these forests but we also need the help of our partners like the government and other non-govern-

ment agencies (NGOs). Logging has been our problem here and the result was not good and if things will continue like this we will end up the losers”, Mudai pointed out. The idea was positively responded by the personnel from CENRO. Other government agency who came along with CENRO was the National Commission on Indigenous People (NCIP) to also update the natives on the status of their application for their certificate of Ancestral Domain Claim for the 25,000 hectares ancestral land. It was discovered that the natives still haven’t complied with all the requirements and the NCIP personnel urged the leaders as well as members of the community of IPs to secure all the necessary requirements to fast track the approval of their application. During that day two agencies got connected with the natives. One with the purpose of promoting environmental protection and preservation while the other on advocating the preservation of cultural heritage. Sunday, September 25, 2011

2 of 7 Ipil gas stations completed compliance-DOE by Paulnazer T. Lontua

IPIL, Zamboanga Sibugay, Sept. 25 (PIA) --Out of the seven (7) gasoline refilling stations in Ipil, Zamboanga Sibugay only two (2) have complete documents for the procurement of a compliance certificate from the DOE. Paclar, together with other representatives from the DOE, visited the municipality of Ipil for a calibration and general inspection of all existing gasoline refilling stations which was personally requested by the Committee Chairman for Trade and Industry of the Sangguniang Bayan (SB) of Ipil, SB Member Alberto Alcoriza, Jr. During the inspection, the DOE Inspecting Team checked every pumping gas station. A calibration bucket was used by the DOE personnel to see if the pumping stations refills accurately. According to Paclar, all pumping stations should be calibrated to ensure accurate readings on the quantity of gasoline products that customers get from gas refilling stations. He further said that the DOE team

also got samples of the gasoline products from every gasoline refilling station to check if certain standards are followed like octane levels, etc. “We are very particular with the accuracy of the pumping stations so that the consumers get quality gasoline products and accurate quantity so we are strictly implementing standards in our calibrations and sampling”, said Paclar. The samples are set to be sent to the National Office of the DOE for laboratory tests and the results along with the recommendations from the said government agency will be sent to the concerned gas refilling station. SB Member Alcoriza also expressed his thanks to the DOE team for answering his call for a calibration and general inspection to the gaso-

line stations in Ipil to protect the interests of the consumers as well as the owners and operators of the said gas stations because they can check whether their services need improvement and their facilities more upgrading and standardization. Alcoriza also explained that the safety and protection of the motorists and the public as a whole is also one of the main reasons why the inspection was conducted. “I am thankful that the DOE never failed Ipil in its request for an inspection because we really need this kind of activity every now and then for us to protect the interest of our business operators and more importantly the public. The safety of the Ipileños as well as the Sibugaynons is also one of our reasons why we requested for 47

this inspection”, explained Alcoriza. Department of Trade and Industry ( DT I ) - Za m b o a n g a Sibugay Provincial Chief, Edito Lumacang, and other representatives from the Municipal Treasurer’s Office of Ipil also came along with the DOE Inspecting Team to personally witness the inspection. However, Paclar and his team were slightly dismayed when the result of the inspection revealed that there were some pumping stations that have inaccurate readings in their refilling of gasoline products. The DOE team immediately sealed the said defective gas pumping stations and imposed penalties to the owners and operators. “We have no choice but to implement sanctions on these gas stations because they have violated our regulations. The penalty is also Sunday, September 25, 2011

based from the existing national mandate from the DOE and the owners can only reopen their sealed gas pumping stations if they would fix them and pass another calibration test and after paying penalties imposed on them”, Paclar pointed out. Gas stations that have incomplete papers for securing the compliance certificate of the DOE were also given sanctions and further recommendations to completely satisfy the requirements set by the DOE for a gas refilling station. Some motorists appreciated the inspection conducted by the local government of Ipil through the DOE because it also gave them the chance to identify gas stations with defective pumping stations and patronize those that have accurate and quality gasoline products. Alcoriza conclud-

ed that the result of the inspection would prompt him to fully and religiously enforce and implement standard schedules of calibration and inspection to all gas stations which is every six (6) months. “We will be very strict now and follow the standard schedule for inspection and calibration which is every six months”, ended Alcoriza. Gas station pumps are regulated by the government by a bureau or division centered on standards and weights. In the Philippines, the DOE regulates and inspects gas stations to keep the sale of gasoline fair for consumers. Inspections are routinely done throughout the year for retail gas stations. Tests are employed to check calibration of the pumps to ensure a fair meter count and quality of the product.
