providing an effective and efficient access to S&T information through the use of information and communications technologies (ICT), the Department of Science and Technology Regional Office No. IX (DOST IX) has recently released a grant to the Regional Information Technology and E-Commerce Committee (RITECC-IX) to carry out the project “Piloting of STARBOOKS in Selected Schools / Libraries in Zamboanga Peninsula Region.” The grant, amounting to P 760,324.00 is funded under the DOST Grants-in-aid (GIA) program. RITECCIX is a special committee on ICT under the Regional Development Council IX.

The mobile kiosk was one of the various display and exhibits featured during the recently conducted Regional Invention Contests and Exhibits (RICE) organized by DOST-IX. This new academic and livelihood resource differs from other library portals as it does not require Internet connectivity to deliver information to its users. The kiosk has a built-in server that provides instant access to S&T information. The information can be printed using a portable printer. STARBOOKS also contains various videos on DOSTdeveloped technologies for entrepreneurs looking for potential science-based livelihood. On its initial run, 171 technology videos have been uploaded in the kiosk through the different DOST agencies. The videos range from food processing to laundry soap making and other livelihood materials. The DOST

through the Science and Technology Information Institute (STII) will continuously build the STARBOOKS content to ensure that the information offered are rich and timely. STII expects that this project will spur a wave of S&T enthusiasts and entrepreneurs. Furthermore, it is also hoped that every barangay in the country will adopt STARBOOKS kiosk to make S&T information accessible to every Filipino. To intensify greater utilization of STARBOOKS in provincial and municipal areas, DOST IX plans to install STARBOOKS kiosks in selected pilot educational institutions / libraries in the region. The Department also encourages public and private libraries / information centers to adopt STARBOOKS. DOST-STII is very willing to provide STARBOOKS content free-of-charge for educational and research purposes.

Schools who wish to avail of the STARBOOKS will be given the contents / software for free. However, they are required to provide for the computer system with the minimum requirements specified for the installation of the STARBOOKS software. According to the Philippine Embassy here, there are an estimated 250,000 Filipino overseas workers in various parts of Japan and 30,614 of

which are in Tokyo. He is also set to make a trip to the Tohoku Region particularly the Sendai City, Ishinomaki and the Kadonawaki coastal area which were heavily affected by the March 2011 earthquake and tsunami. Ishinomaki is a city located in the Miyagi Prefecture in Japan. As he sets foot at the Sendai station, the President will be welcomed by its officials. He will then proceed to the Ishinomaki City Hall where the Ishinomaki mayor will pay a courtesy call on him. The President then will separately visit the Kadonawaki Junior High School Evacuation Center and the nearby Ishinomaki Catholic Church Kindergarten Building where he will also meet with the Filipino community and deliver a brief message. Aquino III will pitch for more investments from key Japanese businessmen to infuse their capital in the Philippines particularly in his administration’s Public-Private Partnership infrastructure program when he arrives here on Sunday for a four-day official working visit. The Chief Executive will be accompanied by his Cabinet economic team headed by Finance Secretary Cesar Purisima and over a hundred Filipino business executives who will likewise assist him in luring Japanese investors to invest in the Philippines. The President is expected to make the pitch when he delivers his speech at the Philippine Economic Forum before Japanese business leaders on the topic “Socioeconomic Forum in the Philippines.” Aside from this, the President is expected to brief big Japanese business organizations on the economic development and vital economic reforms that he had instituted, includ10

ing his policies on good governance, since he assumed office in June 2010, when he will personally meet with them separately during the course of his visit. All these business meetings will take place at the Imperial Hotel where he is billeted. Among these organizations that President Aquino is expected to meet are the top brass of the Terumo Corporation, the Marubeni Corporation, the Toyota Motor Corporation, the “Pocket Mon,” the Yokohama Rubber Co. Ltd., the Ichijo Co. Ltd., and the Mitsui and Co. Ltd.. The President is going to echo the same pitch that the Philippines is now open for business when he attends the roundtable

discussion with officials and members of the Japan Philippines Economic Cooperation Committee (JPECC) and during the luncheon hosted by the Japan and Tokyo Chamber of Commerce and Industry and the JPECC at the 11th and 12th Floor of the Tokyo, Kaikan respectively. For several decades, Japan has been the second largest trading partner of the Philippines. Since 2010, Japan ranked as the No. 1 export market and import source of the country, which makes Japan the No. 1 trading partner of the Philippines with total trade in 2010 amounting to US$14.5 billion. Aquino leaves for official working visit to Japan resident Benigno S.Aquino III left Sunday morning for a fourday working visit to Japan which will focus on strengthening the diplomatic and economic ties between the two countries and share the ‘good news’ that has been happening in the Philippines under his leadership.

The President, joined by a lean delegation, embarked on Philippine Airlines chartered flight PR 001 at the Ninoy Aquino International Airport in Pasay City. The group left for Tokyo at nine in the morning. In his brief message prior to their departure, President Aquino said he will share with the world the reforms that the government has been and continuously implementing to push for sustainable progress and development that will result to better living standards for the Filipino people. “Ito po ang layunin ng pagbisita natin: ang maitan-

Ishinomaki City is among the areas that were severely devastated by the March 11 earthquake and tsunami off the Pacific coast of Tohoku region in the eastern part of Japan where there are also quite a number of Filipinos residing there, Lopez said in an interview. “I think it is only fitting that the Philippines play a role in the reconstruction of that area,” Lopez stressed said. According to Lopez, The President will be giving a donation to the Mayor of Ishinomaki for the reconstruction of their city hall that was devastated during the tsunami. “So makikibagay tayo with the local community and at the same time I think, the President, magpapasalamat din siya to the local officials for taking care of our nationals who were affected by both the

At the same time, the labor official said the DOLE has continuous coordination with other concerned g o v e r n m e n t

agencies like CHED (Commission on Higher Education) to determine and regulate those courses which would produce graduates who cannot be employed in the future and determine those that would. He likewise was emphatic on what courses would have the highest batting average in terms of employability and these are - mining, welder, mechanics, aeronautics, geology, and software engineering. To address the jobs-skills mismatch, the Commission on Higher Education has been providing scholarship grants to priority courses as a way to influence the course preferences of graduating high school students as well as present first year and second year college students. 19

outh Cotabato’s Department of Agrarian recently embarked on an information campaign for Republic Act 9700 otherwise known as the Comprehensive Agrarian Reform Program with Reforms. But instead of simply gathering agrarian reform beneficiaries (ARBs) in community meetings, DAR So. Cotabato has brought with them an array of other services including a medical caravan and many other services through line agencies in the region.

The activity tagged as “Info- Med Caravan” was held at Brgy Aflek, T’boli on September 14 and Brgy Lower Maculan, Lake Sebu on September 21. Another one is scheduled for Brgy Buenavista, Surallah on Wednesday. Felix Frias, provincial agrarian reform offi-

Timuay Fernando Mudai, one of the respected elders or leaders of the community of IPs in the said place, showed his utmost support to the program of the government and pledged to guard their lands and forest trees with their lives and prevent anybody who intends to destroy their natural resources. However, Timuay Mudai also revealed to the CENRO personnel that one of their eajor problems is illegal logging which somehow became rampant in the past years which resulted to the destruction of some forest areas in their place. Mudai also said that the IP in Sitio Tiling will need all the help that they can get from the different government agencies to safeguard Mother Nature and to do that is through proper linkaging and coordination. “We will protect these forests but we also need the help of our partners like the government and other non-govern-

ment agencies (NGOs). Logging has been our problem here and the result was not good and if things will continue like this we will end up the losers”, Mudai pointed out. The idea was positively responded by the personnel from CENRO. Other government agency who came along with CENRO was the National Commission on Indigenous People (NCIP) to also update the natives on the status of their application for their certificate of Ancestral Domain Claim for the 25,000 hectares ancestral land. It was discovered that the natives still haven’t complied with all the requirements and the NCIP personnel urged the leaders as well as members of the community of IPs to secure all the necessary requirements to fast track the approval of their application. During that day two agencies got connected with the natives. Paclar, together with other representatives from the DOE, visited the municipality of Ipil for a calibration and general inspection of all existing gasoline refilling stations which was personally requested by the Committee Chairman for Trade and Industry of the Sangguniang Bayan (SB) of Ipil, SB Member Alberto Alcoriza, Jr. During the inspection, the DOE Inspecting Team checked every pumping gas station. A calibration bucket was used by the DOE personnel to see if the pumping stations refills accurately. According to Paclar, all pumping stations should be calibrated to ensure accurate readings on the quantity of gasoline products that customers get from gas refilling stations. He further said that the DOE team

also got samples of the gasoline products from every gasoline refilling station to check if certain standards are followed like octane levels, etc. “We are very particular with the accuracy of the pumping stations so that the consumers get quality gasoline products and accurate quantity so we are strictly implementing standards in our calibrations and sampling”, said Paclar. The samples are set to be sent to the National Office of the DOE for laboratory tests and the results along with the recommendations from the said government agency will be sent to the concerned gas refilling station. SB Member Alcoriza also expressed his thanks to the DOE team for answering his call for a calibration and general inspection to the gaso-

line stations in Ipil to protect the interests of the consumers as well as the owners and operators of the said gas stations because they can check whether their services need improvement and their facilities more upgrading and standardization. Alcoriza also explained that the safety and protection of the motorists and the public as a whole is also one of the main reasons why the inspection was conducted. “I am thankful that the DOE never failed Ipil in its request for an inspection because we really need this kind of activity every now and then for us to protect the interest of our business operators and more importantly the public. Some motorists appreciated the inspection conducted by the local government of Ipil through the DOE because it also gave them the chance to identify gas stations with defective pumping stations and patronize those that have accurate and quality gasoline products. ed that the result of the inspection would prompt him to fully and religiously enforce and implement standard schedules of calibration and inspection to all gas stations which is every six (6) months. “We will be very strict now and follow the standard schedule for inspection and calibration which is every six months”, ended Alcoriza. Gas station pumps are regulated by the government by a bureau or division centered on standards and weights. In the Philippines, the DOE regulates and inspects gas stations to keep the sale of gasoline fair for consumers. Inspections are routinely done throughout the year for retail gas stations. Tests are employed to check calibration of the pumps to ensure a fair meter count and quality of the product.
