Meanwhile, the northeastern Mindanao cluster head noted that the electronic news magazine has the advantage of delivering the material to the personal e-mail addresses of the recipients, thus, disseminating the information personally through the use of cyberspace technology (e-mail), “This is like delivering the e-news magazine to the re-
cipients with a sense of personal touch,” Caga said. Also, with the five Regional Offices having significant number of recipients, Caga said the information of the government’s thrusts and programs are widely disseminated compared to dailies, as copies of it are only limited. “For the reader’s part, the e-news magazine is free of charge,” Caga
added. Caga stressed the e-news magazine is also supported by the concept that the government’s news and information on a specific day, will only be read in daily papers on the following day. “With One Mindanao, news and information from the national government and all regions in the island can be read on the evening of that

Malacanang says Malaysian mediator to come between gov’t and MILF
M
alacanang announced on Tuesday that a Malaysian mediator will soon arrive in the Philippines to help government in its negotiation with the Moro Islamic Liberation Front (MILF) confident an agreement with the Muslim group would eventually be reached. “We’re confident that with the arrival of the Malaysian mediator, these issues can be resolved and we can both go back to the negotiating table,” Presidential Communications Development and Strategic Planning Office (PCDSPO) Secretary Ramon “Ricky” Carandang said in a press briefing in Malacanang on Tuesday. While the government negotiators had given their proposal to the counterparts, the MILF panel said it advised the central committee to reject it. Tuesday, September 6, 2011
Inspite of this development, Carandang said the government will continue to push the peace process forward. “This issue is not going to be resolved overnight. It will not be resolved because of one meeting—it’s a long process,” Carandang said, adding that “what’s important is that both sides are committed to pursuing these peace talks.” Last August, President Benigno Aquino III met MILF Chairman Al Haj Murad Ebrahim in Tokyo as a show of
government’s sincerity to move the peace process forward. The President and Murad agreed to fast track the negotiations to achieve a just and lasting peace in Mindanao. “We believe in the goodwill of the MILF Chairman Murad, when he met with the President. He also expressed their desire to come up with a peace agreement and we are going to pursue that despite the issues that have arisen,” Carandang said. (JS)

PhilHealth launches new privilegeladen ID cards by Jerome Carlo R. Paunan
M
anila, Sept. 6 (PIA) -- Members of the Philippine Health Insurance Corp. (PhilHealth) will now be entitled to a host of privileges and major discounts after the health insurance agency launched on Monday the new PhilHealth ID cards. During the launch at a venue in Pasay City, Health Secretary Enrique T. Ona said the card is loaded with incentives from participating commercial establishments. Likewise, he said that members carrying the cards will also be entitled to discounts for medicines and other health services. “We have lined up the strategies to address the stumbling blocks in our effort to make quality health care accessible to every Filipino through PhilHealth,” Ona said. He said this is a part of President Benigno S. Aquino III’s goal to enroll every Filipino in universal healthcare within three years time.
“We are grateful for the services you will make available for our PhilHealth members. These are innovations that lower costs for medicines and other health services for our PhilHealth members, and at the same time benefit your marketing plans,” he said. Under publicprivate partnership scheme, participating establishments such as Watson’s Pharmacy will give discounts for medicines and cosmetic product purchases. While Rose Pharmacy and South Star Drug will provide discounts for its unbranded generic drugs. On the other hand, Qualifirst, a subsidiary of United Laboratories, will also give 50 to 60 percent
discounts for its generic medicine. Similarly, GlaxoSmith Kleine (GSK) will offer a substantial discount for their flu vaccines while PQ Health Shield will provide 20 percent discount on all vaccines given in their outlets. Fresenius Medical Center will also give discounts for its hemodialysis services while Vivian Sarabia Opticals will offer free eye examination and 20 percent discount on frames and lenses. Unilab will shoulder the P50 card cost of senior citizens. For his part, Dr. Rey B. Aquino, PhilHealth president and chief executive said the new ID card would further expand membership base 9

uezon CITY, Sept. 6 (PIA) -- The Social Security System (SSS) expects to eliminate its backlog for membership identification card by mid-October, a senior official said Tuesday.
During the program Talking Points held at the Philippine Information Agency (PIA) and aired over Radyo ng Bayan and PTV 4, SSS Vice President for Public Affairs Marissu Bugante said that in about a month’s time, the state pension fund for private employees would have “wiped-out” the backlog for IDs, which she said currently has reached 600,000. Bugante said the SSS started issuing the new ID cards under the Unified Multipurpose Identification System (UMID) in July to allow for seamless transaction with other government agencies, and soon with

other business establishments. She said the SSS stopped ID production in April 2010, after more than 10 years in operation, when their card facility “began having problems.” Bugante said members who were supposed to get their IDs when the SSS stopped production last year will be the first to receive them. While members who have applied for their IDs starting July 2011 are sure to get their cards before the end of this year, she said. Bugante said that through their new process of data capturing,
SSS applicants are sure to get their IDs in about a month’s time. The new SSS UMID card, which features a contactless chip and a magnetic stripe, can store information and can be used for transactions such as withdrawing SSS benefits and loans from ATM machines and kiosks. Relatively, the UMID system is also being used by other government agencies and GOCCs such as the Government Service Insurance System (GSIS), the Philippine Health Insurance Corporation and the Home Development Mutual Fund (Pag-IBIG). Volunteer Irish parliamentarian shares peace inputs by Mai Gevera-Macapagat DAVAO CITY, Sept. 6 (PIA) - Irish Parliament member Dominic Hannigan is on Davao visit to meet and talk to some legislators, non-government organizations, and members of the Moro Islamic Liberation Front (MILF) to share practices in peace-building in Ireland and Northern Ireland . Deputy Hannigan is in the Philippines to serve a three-week VSO placement as a Parliamentarian Volunteer. He is the second Parliamentarian Volunteer after British Member of Parliament David Amess who worked for two weeks with the Philippine Nurses Association as part of VSO’s Valuing Health Workers advocacy. Speaking before Davao media in Monday’s Kapihan sa Dabaw, the official said he is yet to gather stories from the people he met and share to them the Good Friday Agreement, most especially how it

No extra charges for Philhealth’s Sponsored program DAVAO CITY Sept. 6 (PIA) -- About 207,000 Philhealth members in Davao Region could now benefit the “no balance policy”, a new scheme that required no other fees or expenses to be charged or paid by the patient-member enrolled in the Sponsored Program. The Sponsored Program is a support of the local government units to identified indigent members who are qualified to claim for “no balance billing”. Philhealth XI regional director Dr. Hector Malate said this policy is in relation to the Universal Health Care mandate of the Aquino government to further provide optimal financial risk protection to its members. Tagum City holds Durian Festival DAVAO CITY Sept. 6 (PIA)—The City of Tagum is set to hold the festival aimed at celebrating the king of the fruits this September 9-25. Dubbed as the Durian Festival, an annual festivity held to celebrate the bountiful harvest of the fruit. The main highlight of the festival is the Durian Culinary Olympics, which pits participants in 16 durianbased culinary competitions namely; Durian filled bread, Durian kakanin, Durian pie, Durian main dish, Durian plated dessert, Durian petit four, Durian entrement, celebration cake and durian dessert buffet to feature extreme flair
factor competitions such as cocktail and mocktail, restaurant complete services like waiter’s relay, chef’s relay, fruit and vegetable carving. DENR, SMI, POs sign agreement on forest management by Dani Doguiles
KORONADAL CITY, Sept. 6 (PIA) -- Officials of the local government units, Department of Environment and Natural Resources, mining firm Sagittarius Mines Inc., and three people’s organizations recently signed a memorandum of agreement for the protection and management of upland forest areas in Tampakan town. The agreement for an Adopt-A-Community-Based Forest Management (CBFM) project is being implemented in accordance with President Benigno Aquino III’s mandate to strengthen publicprivate partnership in the National Greening Program. Signatories to the agreement were Jose Sebua, superintendent of SMI’s biodiversity conservation division, and the chairpersons of the three partner people’s organizations, Tuesday, September 6, 2011
namely: Danlag B’laan Multipurpose Cooperative, Buto Upland Farmers Association, and Palo 19A Farmers Association. Other principal signatories were DENR 12 Regional Executive Director Alfredo Pascual, South Cotabato Gov. Arthur Pingoy Jr., and Tampakan Mayor Leonardo Escobillo. “The project is part of the social responsibility of SMI to adopt a community-based forest management project by
engaging in agro-forestry activities within the 200-hectare area covered by the three POs,” DENR 12 Regional Technical Director for Forestry Ernesto Lezada said. Under the project, the mining firm will implement a reforestation project in partnership with the people’s organizations. There are many benefits the farmers can gain from the project, an information sheet on the project stated.

“Firstly, participating members will be paid for their labor in all activities of the reforestation project, receive high quality seedlings of forest trees and rubber for free of charges, and get to participate in skills development programs.” “Most importantly they will earn from the fruits and products they will harvest from the agroforestry project,” the information sheet continued. Under the agreement, DENR and the provincial LGU will provide technical support to the project while Tampakan LGU will lead in the monitoring and maintenance of the restoration/riparian zones established with the partnership. “This project is a manifestation that the government in itself

cannot function fully if we will not partner with LGUs, POs, and NGOs,” RED Pascual said. ”Without partnering with POs and NGOs we will not be able to attain success in maintaining the integrity and protection of our environment and natural resources , especially in the uplands,” he said. Pascual added that success of projects is assured once the expertise of the government agencies and resources of the private sector partner are pooled. Dalena Samling, chair of the Danlag B’laan Multipurpose Cooperative, said: “We promise to give importance to this project because we know we will gain so much benefits from this.

This is really a great and rare privilege for us.” She believes the project could discourage their members from engaging in illegal logging since they will be earning from the trees that they will plant in the area. With enough income from the agroforestry farm, farmers in the area could also be discouraged from illegal mining or “banlas operations,” which is rampant in the area. “I congratulate Mayor Escobillo, DENR, SMI and the communities for this project. KORONADAL CITY, Setyembre 6 (PIA) – Nananatiling mababa ang bilang ng mga residente ng Soccsksargen Region na nagkakasakit ng dengue, ayon sa Department of Health Region 12 (DOH 12). Sa pinakahuling datos na ipinalabas ng DOH, mula Enero hanggang Agosto, mayroong 1,656 na kaso ng dengue sa boung rehiyon. Clinics aid remote villages in Cotabato MAGPET, North Cotabato, Sept. 5 (PIA) -- Rogie Porras, 38, cannot imagine a world in which medical help is two hours away, and the only way to reach it is climbing up and down a seemingly never-ending series of steep slopes. This proves a huge challenge for people in need of health care in the mostly impoverished villages across Magpet town in North Cotabato province. Filipino government officials have established regional hospitals and a network of medical clinics, often in need of significant improvement and expansions, but these are often far and away from the distant rural population. Being a mountainous area, untreated diseases are commonplace. Porras, a village leader of Datu Celo (population 1,059), some 16 kilometers off the town center, speaks of the need to construct a health care clinic for rural people. But they cry of the resources unavailable to improve the
village’s current health center built in 1994. “It doesn’t serve its purpose without a delivery room. It’s narrow and could not even accommodate patients because of its lacking facilities. Worse, health professionals visit us rarely.” Converted into village hall, villagers cry for a better service to address their most pressing need. “We badly need a health clinic to address other emerging diseases that hit us, malnourished children and sickly pregnant mothers abound.” The Makamasang Tugon program under the KALAHI-CIDSS or the Kapit-Bisig Laban sa

The presence of the decent clinic is also
expected to boost attendance of highland people who are reluctant to visit a clinic. “With our success in this health station, from the villagers’ preference on traditional home remedies, this clinic will enable education and respect on proper health care among them.” “Without access to a clinic, the people in the villages of Magcaalam, Mahongcog, Ilian, Gubatan and Datu Celo would be forced to bear the potentially dire consequences of ill-equipped health clinics,” volunteer Eulalia Pesador. “I am happy to have the clinic close by.” Ten more villages (Pangaon, Kisandal, Kinarum, Doles, Kamada, Bongolanon, Basak, Temporan and Poblacion) are building water system, day care center, classroom building.
Magpet Mayor Efren Pinol said these community health projects provide relief and development to the people and serves as a reminder that the government and the people in barangay (village) work together. “Because we share the same aspirations for the impoverished people to rise against the challenge of poverty, and give them hope for a brighter future.” In 2006, the KALAHI-CIDSS made its way to Magpet when the project was launched. Words of gratitude poured on how the project gave these communities a life-long legacy of development. This after Senator Escudero has committed to allocate P200,000.00 of his Priority Development Assistance Fund (PDAF), commonly known as “Pork Barrel” Funds for the indigent patients from Dipolog City that will be admitted at Dr. Jose Memorial Hospital in Dapitan City. DIPOLOG CITY, Sept. 6 (PIA)—Dipolog City has been recently included among one of the top performing Local Government Units (LGUs) under the Component City category. This was the result of the 2010 Local Government State of Performance (LGSP) report of the Department of Interior and Local Government. The LGSP Report is one way of assessing the performance of an LGU on governance, and providing information on the LGU’s state of local governance and development. Based on the LGSP Report, DILG Secretary Jesse Robredo, then announced the top thirty (30) LGUs in the three different categories all over the country. Kauswagan, Lanao Norte prepares to become the “upland rice” capital of NorMin KAUSWAGAN, Lanao del Norte, Sept. 6 (PIA) – At least 29 upland rice farmers, from this town, completed the 130 days intensive hands-on farmers field school training conducted by the Agricultural Training Institute (ATI) of Region 10. Mayor Rommel C. Arnado said the training was done in preparation of the town’s plan to become the upland rice capital of the region. This, after the Sanguniang Bayan approved SB Resolution No. 226 dated August 24, this year, declaring Kauswagan as “The Organic Town” of the province. The training was held with the support of the Municipal Agriculture’s Office (MAO) and the Assisi Development Foundation,

It will also include sharing of experiences and evaluation of the training program by the participants. Salas said the program is geared at ensuring the sustainability of the country’s agricultural industry through the continued infusion and training of young farmers and farm leaders to carry on the tasks of mak-
ing agricultural lands productive, thereby, ensuring food security for the country. She said the YFF TPJ is open to all out-of-school youth-farmers preferably 20-26 yearold male, single, either college level or high school graduate, not presently employed in any job except farming and have a minimum two (2) years continuous farming experience and available farm and/or existing agri-based project/s. Aspirants must also undergo the screening process and pass the provincial and regional qualifying examinations. MALAYBALAY CITY, Bukidnon, Sept. 6 (PIA) – A tornado ripped through three (3) villages in Valencia City, killing a one-year-old boy and injuring four (4) people at 4:30 p.m., Saturday, September 3. Reports reaching Gov. Alex Calingasan said the Provincial Disaster Risk Reduction and Management Council (PDRRMC), immediately, responded through the emergency rescue teams of the Army Reserve Command, 1003rd CDC, City DRRMC emergency rescue units, ABC Eagles and Kabalikat Civicom Volunteers, among others. The medical examiner’s report said ‘drowning’ ruled the cause of 1-yearold James Alumin’s death, Arsenio Alagenio, Executive Officer of the PDRRMC, said. James’ mother, Mary Grace Alumin, 22, said she saw her one-year old boy

swept away by hardblowing wind waves and slammed the boy upside-down to a nearby National Irrigation Admnistration (NIA) main canal, separating him from her hug, as the strong winds tore off their roofs pulling up their frail house. Those injured were Rogelyn Versaga, 15, Elton Galsin, 23, and James’ grandmother Sinisa Versaga, 48, all in the same roof. Medical reports from Abella Midway Hospital said seriously injured was Sinisa, who needs an urgent surgery for a right clavicular fracture, while Rogelyn, Mary Grace’s sister, also suffered from faint avulsion fracture.
