llow me to wish you all the best of the New Year. I am very excited and very proud to report to you today on the year that was for the Province of Camiguin. 2019 was a period of breakthroughs. In fact, it was an early forecast of greater things to come. And our coming together early in the New Year is truly auspicious. Let us all then celebrate the victories of 2019 as we embrace with great optimism and enthusiasm the many opportunities in 2020. Many milestones were achieved last year, riding on the trajectory of our past successes. These achievements were not brought about by luck, but out of a deliberate direction, and well-thought-out blueprint that started with a Vision. Today, we see more clearly, a very bright future as we continue to develop the island into a world-class tourist destination. Our economy is poised to become more vibrant, as we aim to make it more Inclusive and Sustainable. And by imbibing values of Good Governance, our leadership will
engage you, every Camiguinon, as a precious stakeholder in a Godcentered, peace-loving, upright and resilient community in the island. As one community, our mission is to widen the path and lead every Camiguinon step by step towards our Vision--no matter what and how it takes. I have said this before and will say it again -- Bawat oras, samasama sa hirap at ginhawa! 2019 also saw the smooth transition from the leadership of Governor Ma. Luisa Romualdo to ours. Governor Baby passed on a torch, full of energy. We will keep it burning and commit to make it bigger and brighter. Our strategic directions have always been focused on being Competitive, Sustainable, and Inclusive. As we highlight your performance the past year, my report will not keep score of what you have done for your respective offices but at the end, make sense of how your accomplishments have contributed to the general wellbeing of our beloved island of Camiguin. Let me begin with major contributions to Competitiveness.
ECONOMIC DEVELOPMENT SECTOR
SUSTAINABLE & INCLUSIVE ECONOMIC GROWTH
S
etting the records high in 2019, the Province of Camiguin has undoubtedly made more than just a mark in the country as it earned the fourth Most Competitive spot out of 80 provinces nationwide in the Cities and Municipalities Competitiveness Index. The Municipality of Mambajao also contributed to the province’s feat when it bagged the much-coveted Overall Most Competitive Town for the third to sixth class municipalities. With hard work and commitment, the local government was able to effect change in how things are done and such resulted in excellence in economic dynamism, government efficiency, infrastructure and resilience—the very pillars of competitiveness.
INVESTMENTS
Recording Php213.088 million for total investments, posting a 275 percent increase or Php69.46 million from the same period of 2018, investments in the province soared high. Furthermore, from Camiguin’s top 15 investments, 9 companies have poured resources into the rapidly growing tourism.

MICRO-SMALL AND MEDIUM ENTERPRISES (MSMEs)
Assisting 1,190 MSMEs, a 9 percent increase from 996 in 2018, the local government has continuously empowered communities with the conduct of Ugmad Agro-Industrial Trade and Tourism Fair during the 40th Lanzones Festival. Such became a venue for MSMEs to showcase their products to locals and tourists.
TOURISM SECTOR TOURISM INDUSTRY
T
he rapidly growing tourism industry serves as the major engine of growth in Camiguin. From January to September 2019, the province has recorded 790,471 visitors composed of 98.6 percent domestic and 1.4 percent foreign tourists. By far, tourism tallied the biggest revenue source in 2019 with an estimated Php500 million in tourism receipts. Currently, the province is implementing a cluster development approach covering planning, product development, marketing and promotions on its four major tourism products, namely Farm and Eco-Tourism, Heritage Tourism, Dive Tourism, and Volcano Tourism.

DIVE TOURISM
Dive Tourism on the other hand features the island’s underwater paradise, joining the roster of much celebrated dive destinations in the Philippines. Moreover, the island has staged its first-ever Dive Camiguin with record dives of more than 500 sessions from June to August.
VOLCANO TOURISM
FARM AND ECO-TOURISM
Farm and Eco-Tourism highlights Camiguin as a huge lanzones farm and promotes annual harvests as the sweetest in the Philippines.
Volcano Tourism shares the romantic narrative of Camiguin as an Island Born of Fire with its 14 volcanoes. To highlight such, the island launched the Climb Camiguin, March 2019, positioning Mt. Hibok-Hibok as a summer destination for regulated climbs.

The island, significantly present in travel and trade shows, and in multimedia platforms, showed success in promoting its bounties. The viral video on #FeelCamiguin, emphasizing the significance of not only knowing Camiguin by mouth but feeling it through visiting its remarkable spots, has not only made noise in the country as it also reached global markets.
Featured in the Philippine Travel Mart, the biggest travel exhibit hosted by the Philippine Tour Operators Association (PHILTOA), Camiguin has leveled-up its participation in well-known travel trade events by launching a new design that communicated the province’s vision as a sustainable destination.

Such was also showcased at the fifth and sixth editions of International Travel Festival held in Cabu, July 2018 and 2019.
Along with other promotional materials is the creation of Lanz, the island’s mascot, which debuted as a key chain plushie during the 30th Philippine Travel Mart.

ood security is a crosscutting program of Camiguin with various offices contributing and collaborating towards providing sufficient and sustainable supply to all. The local government’s Plant Now Pay Later program for one has extended assistance to at least 44 farmers, women and youth beneficiaries. Prevention of resource depletion is also acted upon with the enforcement of Task Force Bantay Dagat which maintains three patrol boats.

P
roducing at least 34,202,340 bangus larvae at Benoni Experimental Station/ Mussel Farm and distributing 5,448,500 bangus fry to Bureau of Fisheries and Aquatic Resources (BFAR) farms and other stakeholders at Sagay MultiSpecies Hatchery, the local government works hand in hand with the provincial fisheries office to strengthen the island’s food security program. As the province focuses on milkfish production and distribution, various training programs were rolled out on bangus deboning, suggested retail price (SRP), and good manufacturing practices (GMP).

As to protecting the endangered species in the province, the local government conducted forums on important regulations such as the Amended Rules and Regulations on Registration and Licensing of Commercial Fishing Vessels, Fishing Gears and Fish Workers, and the Moratorium on the Issuance of Commercial Fishing Vessel and Gear License and Other Clearances.

A
side from boosting programs on livestock and poultry protection and disease prevention, the Provincial Veterinary Office is also at the frontline in developing Camiguin’s livestock industry to support the food security program of the province. Initially created to completely eradicate malnutrition in the island, the Camiguin Dairy Development has now sufficiently addressed needs and its surplus production has already earned about Php500,000. The local government is also collaborating with the National Dairy Authority (NDA) and Department of Education (DepEd) for joint feeding programs with schools in the island. As for animal care, the province sustained its rabies-free status for 14 straight years.

environment and ensuring its sustainability, the local government has carried on numerous programs in line with the Department of Environment and Natural Resources’ (DENR) national priorities. These are on the expanded National Greening Program, Enhanced Biodiversity Conservation, Scaling-up of Marine and Coastal Ecosystem, Improved Land Administration and Management, and Intensified Forest Protection and AntiIllegal Logging. For disaster risk reduction and management, Camiguin has spent substantial time in advocacy efforts to include the conduct of sessions on crafting a Local Disaster Risk Reduction and Management Plan. The province has also participated in several National Simultaneous Earthquake Drills as well as it has made improvements in the Provincial Disaster Risk Reduction and Management Office.

or road development and enhancement, the Department of Public Works and Highways (DPWH) has appropriated Php661,195,783.95 for a total of 86 projects. For CY 2020, a total appropriation of Php617,610,000 has been approved for 42 projects. As for the seaport management, the Philippine Ports Authority Terminal Management OfficeCamiguin reported that the Port of Benoni is still the busiest among three ports in the island. There is also an ongoing upgrade at the Port of Benoni that includes the construction of an additional Ro-Ro ramp and wharf extension as well
as the back-up area. In airport development and management, there was an unprecedented 1,505 commercial aircraft movement as of November 2019 posting an 11.56 pecent increase from the same period in 2018. The 2019 passenger traffic was at an unprecedented high of 71,289 passengers from 66,587 passengers in 2018, posting a 7 percent increase. In terms of engineering works, the construction of the new Provincial Capitol Building has commenced in 2019 and in the same year, the threestorey Camiguin General Hospital building has been completed.

I
n realizing the principle of “Leaving No One Behind,” the provincial government implements its program on HIV awareness, testing and counseling, essential health care, mental health, dengue prevention, polio prevention, zero open defecation, anti-smoking, Cong XJ Youth Care, and Probinsya Scholarship. The province also allocated Php10 million for the partial completion of the first phase of the three-storey hospital building, Php16 million for the ongoing construction of the building’s second phase, and Php90 million for the hospital building’s third phase construction.

A
llocating Php4,420,000 through the Special Education Fund (SEF), the Provincial Government of Camiguin has supported the Department of Education in providing conducive for learning classrooms and facilities. An ample amount of the fund was used to construct toilets in Guinsiliban Central School and Tupsan Elementary School, and the repair of Compol Elementary School’s administrative building. Participation of student athletes, coaches and officials in the NMRAA in Lanao del Norte was also prioritized in the fund allocation aside from the Mobile Open High School Program, Alternative Learning System, Early Childhood Care and Development, Research and ICT.

he PESO Camiguin Federation has registered 31,185 job applicants and has accomplished 98 percent or 30,563 in terms of employment facilitation placing applicants in local and overseas employment. A total of 407 students were also able to earn in a short period of time through the Special Program for the Employment of Students (SPES).

As for the Government Internship Program (GIP), a total of 1,315 high school, collegiate, tech-voc and college graduates were enrolled for a maximum of 6 months internship in the provincial, municipal, and barangay offices. n its efforts to practice inclusive governance, the local government has disbursed P1,441,400 for the Pabirthday ni Lolo ug Lola and Pabirthday Alang sa PWDs. Activities for the youth such as the Fourth Youth Summit was also organized to promote awareness on sexuality, STI/ HIV/AIDS, reproductive health, and youth involvement during disasters.

As for rehabilitation programs, Camiguin has opened the Balay Silangan, shelter for illegal drug reformists who voluntarily surrendered as a result of the government’s revitalized campaign against the use of illegal drugs. On the other hand, Camiguin Youth Welfare Home (CYWH) still operates for the Children in Conflict with the Law (CICL) where four children have already been admitted since its operation.

amiguin is one of the few provinces that earned 100 functionality points during the 2019 National Anti-Drug Abuse Council Performance Audit. Authorities have also arrested 20 persons who violated the law against illegal gambling and confiscated 1,264 board feet of assorted lumber, chainsaw, and vehicle with an estimated value of Php367,775, which were turned over to DENR. Eight individuals were caught in act within a fish sanctuary and were already penalized. Furthermore, a total of 170 persons with warrants of arrest were taken into custody.

he local government has identified ten development thrusts that encapsulate all that has been done and will be accomplished in the coming years. These include Sustainable and Inclusive Economic Growth, Food Security, Promotion of Peaceful and Inclusive Society, Protection and Preservation of Environment, Building of Resilient Infrastructure, Attaining Affordable, Reliable and Sustainable Energy for All, Comprehensive and Integrated Delivery of Social Services, Preservation of Culture and Heritage, Transport Modernization, and Good Governance. Noting all the achievements earned by the province, year 2019 is a clear forecast to a greater 2020 for Camiguingnons. These also prove that Camiguin’s size as the second smallest province in the Philippines does not determine how big a destination the island can be.
