W
elcome to the 17th Annual International Conference and Expo 2013 of the Pile Driving Contractors Association. We hope you will take the opportunity to enjoy all that Orlando, the Omni Orlando Resort and the annual meeting have to offer. This year, we have tried to incorporate several important business topics into the technical sessions. These talks, such as how to approach getting paid for claims and alternative dispute resolution procedures for improved profits and quickly solving disputes, will help us deal with an increasingly challenging economy. We will also have every PDCA committee meet during the week of the conference. These meetings are open to everyone. If you are interested in any of the meetings, please attend and see what the committee is all about. Committee meetings and times are located in the conference schedule. I also want to encourage everyone to visit our vendors. It’s a great place to score a new cap or some t-shirts, but it’s also a chance to see what is new in the world of pile driving. Last year, I had a project that required driving in difficult conditions. We have all had these project problems and, like mine, they always create a dilemma. I spoke to several of the equipment vendors in the Exhibit Hall about my project, received several possible solutions and, as a result, found a way to do the work more effectively and

efficiently than originally planned. The vendor representatives have a great deal of knowledge not just about their products but also the industry in general. You would be surprised how much you can learn from the vendors in a 10-minute conversation. If you have a question about a job back home, talk to these guys and you will come away with a viable solution, as I did. If you are a golfer, we hope to see you at our inaugural PDCA Scholarship Fund Golf Tournament and Luncheon at the Omni’s National Course. Please join us to help support the new PDCA Scholarship Fund. Remember – 100 percent of the proceeds from this tournament go to scholarship awards. Orlando is a great venue not only for the conference, but also for the many things it has to offer families in the way of entertainment. Title: Driven Pile Construction: Today and Tomorrow Presenter: Silas Nichols, Principal Geotechnical Engineer and Manager, National Geotechnical Program, Federal Highway Administration’s Office of Infrastructure Summary: The Federal Highway Administration (FHWA) is continuously improving its recommended technical guidance and policy in driven piles. Recent innovations and advancements in driven pile design and construction have led to significant changes in the driven pile industry. In addition, there are gaps and issues that must be addressed by FHWA and the industry to foster more efficient and cost-effective driven pile solutions for transportation applications. This presentation will discuss the impact of the new highway bill and recent advances in driven piles on FHWA technical guidance as well as the future of FHWA research and development as related to driven pile construction. Title: Florida Department of Transportation’s Vision for the 21st Century Presenter: Brian A. Blanchard, Assistant Secretary of Engineering and Operations, Florida Department of Transportation Summary: Assistant Secretary Blanchard will discuss the Secretary’s “Transportation Vision Plan”, committing the department to using creative financing alternatives, reducing bureaucracy and streamlining decisionmaking to help get the state’s economy growing while improving Florida’s infrastructure system. Title: Circular Land Cofferdams Presenter: Richard J. Hartman, Principal, Hartman Engineering Summary: Circular cofferdams constructed of sheet piling, excavated on the inside and braced with circular wales are an efficient and cost-effective method of protecting deep excavations. Larger diameter, deeper cofferdams are being constructed, both on land and in water, and they require updated design and construction procedures. Circular cofferdams constructed in water require special attention because their failure is often sudden and, consequently, very hazardous. The presentation will discuss design methods and construction procedures for both land and water cofferdams and will use case histories to illustrate both benefits and hazards associated with circular cofferdams. Title: What Every Contractor Should Know About Cumulative Impact, Cardinal Change and Abandonment Claims Presenters: Ryan Maloney, Senior Counsel, Foley & Lardner, Edmund T. Baxa, Jr., Partner, Foley & Lardner and Jeffrey R. Blease, Partner, Foley & Lardner Summary: This presentation will address the potential theories of recovery available in situations where substantial or numerous changes function to change the scope of the work to such an extent that the assumptions on which the project was bid are rendered obsolete. In such case, the contractor may be faced with significant disruption, delay, overhead and cost overruns and inefficiency damages that are simply not captured in the individual change orders executed during the course of the project. This presentation will explain the potential legal theories of recovery in such a situation, including the cumulative impact, cardinal change and abandonment theories and provide practical tips and real world examples so that contractors are prepared to recognize and know when and how to assert such claims. Title: Big Piles for a Big Job: The Cleveland Innerbelt Bridge Project Presenter: Alwyn McDowall, Business Development Manager, Skyline Steel Company Summary: The new I-90 West Cleveland Innerbelt Bridge Project used about 15.5 million pounds or 82,000 linear feet of HP18x204 and HP16x88 in the foundation of the main bridge. The HP18x204 and HP16x88 are some of the largest domestic H-pile sections rolled by a U.S. mill. H-pile sections are made with 100 percent recycled steel content. The HP18x204 and HP16x88 sections on the project were driven to depths from 145 to 198 feet. The ultimate capacity on these piles ranged from 2064 to 2850 kips. This presentation highlights the use of these driven piles and summarizes why they were selected for the foundation of the main bridge.

Title: I-4 Ultimate with Managed Lanes Project Presenter: Lorreen Bobo, P.E., Florida Department of Transportation, Procurement Manager, I-4 Ultimate DesignBuild Finance, Operate and Maintain Project Summary: The I-4 Ultimate Corridor Improvements with Managed Lanes (4Express) Project is the largest project the Florida Department of Transportation has ever proposed. With a capital construction cost over $2 billion, the 20-plus mile reconstruction of I-4 from Kirkman to SR 434 will also add managed lanes (express lanes) and will be a major undertaking for District 5. There are over 140 new, reconstructed or widened bridges within the project. The contractor will have the ability to propose different foundations based on the conditions. The presentation will give a brief history, layout, scope of the project and schedule. Title: Safety in Pile Driving Presenters: Richard Marshall, CHST, Safety Director, Richard Goettle, Inc. Summary: The rules for working safely during pile driving operations have remained unchanged according to the Occupational Safety and Health Administration for many years, with the exception of the addition of Dedicated Pile Drivers to the definition of a crane. How will this addition, and other new requirements from the American National Standards Institute and the U.S. Army Corps. of Engineers, affect PDCA members? Title: Pile Installation for the I-595 Design-Build Project, Broward County, Fla. Presenters: James A. Horton, P.E., Senior Project Manager, AMEC Environment & Infrastructure, Inc. and Daniel Ruiz, Project Manager – Structures, Dragados USA, Inc. Summary: The I-595 Corridor Improvements Design-Build Project in Broward County (Ft. Lauderdale), Fla. is the largest public-private partnership (PPP) undertaken by the Florida Department of Transportation (FDOT). This project encompasses over ten miles of construction in and around an existing freeway system. Foundation construction includes over 2,000 driven piles at 65 bridge locations. These piles are being installed over a two-year period. This presentation gives an overview of the overall approach to pile installation on a project of this size, including the variability of conditions, maintenance-of-traffic challenges and the use of full-time monitoring with the Pile Driving Analyzer for schedule management. A discussion of the FDOT test pile, driving criteria letter and foundation certification package protocol is included. Title: Creating a Culture of Dispute Resolution Presenter: Roger Lenneberg Summary: This session is for business professionals who want to learn more about how to use alternative dispute resolution procedures themselves and improve profits by solving disputes promptly. The two key topics include how and why confrontational and adversarial conflict resolution negatively impacts results, costs and profits and, secondly, options, ideas and innovations which improve mediation and arbitration results. The construction industry is always going to involve unknowns and disagreements but traditional ways of settling disputes just are not cost effective anymore. Participants will leave this seminar with a toolbox of skills for reducing the costs of disputes. Title: Battered H-Piles for Wind Turbine Foundations Presenter: Todd J. Barlow, P.Eng., Project Manager/Estimator, Bermingham Foundation Solutions Summary: Bermingham Foundation Solutions Limited was retained by H.B. White Canada Corp. (EPC Contractor) to supply and install HP310x110 (HP12x74) bearing piles for 55 Wind Turbine Tower Foundations for the East Lake St. Clair Wind Farm Project. The wind turbines are spread over an area of privately owned farmland approximately 110 square kilometres (42 square miles) located in Chatham-Kent, Ont. Piles were driven to refusal at or near the underlying shale bedrock in full lengths ranging from 17 to 29 metres (56 to 95 feet) to eliminate the need for splicing, in a circular configuration on a 1:4 fore batter alignment. At the conclusion of the project, over 1,500 piles will have been driven having an aggregate length of nearly 30,000 meters (100,000 feet) and will have been successfully completed within the four month schedule that was allotted for the piling operation. The project is owned by International Power GDF Suez. t C7

The Inaugural PDCA Scholarship Fund Golf Tournament and Luncheon The National Course at the Omni Orlando Resort at ChampionsGate

his PDCA golf tournament and luncheon will be the first to raise money for the newly formed PDCA Scholarship Fund. The fund is intended to provide scholarship dollars to candidates who are enrolled in university, college or technical programs in construction, construction management, engineering or other programs related to pile driving. 100 percent of the proceeds will be used for scholarship awards. The National Golf Course, designed by Greg Norman, challenges golfers with its traditional Florida golf-resort style. The lush 18 holes wind through 200 acres of secluded woodlands, wetlands and former orange groves. Gently sweeping fairways, 80 sculpted bunkers, greens maintained in tour condition, clever doglegs and a few scenic water hazards make this course a player’s delight. Tournament details The inaugural PDCA Scholarship Fund Golf Tournament and Luncheon will take place on Thursday, April 25, 2013. Check-in, driving range and putting course will begin at 10:00 a.m. The luncheon will be held in the Champions Hall at the Omni Orlando Resort at the ChampionsGate Golf Course Clubhouse beginning at 11:00 a.m. On-site registration will be held at the clubhouse,
also beginning at 11:00 a.m., on a space-available basis only. The tournament will begin with carts departing the clubhouse at 12:00 p.m. The tournament format will be a four-person team “shamble.” Each player will hit from the tee. The team will select the best tee shot and each player will play their own ball from that spot until holed. No handicaps are needed for this PDCA tournament. t
Cost $190.00 per player – includes cart transportation to and from the course, buffet luncheon, 18 holes of golf, cart, driving range balls, putting green, complimentary beverages and snacks on the course during play and a tournament gift. Rental Clubs $55.00 per set – includes Callaway Razor X clubs and two sleeves of golf balls. Players must indicate rightor left-handed by checking the appropriate box on the Registration Form. he Exhibit Hall will be located in the International Ballroom of the Omni. Exhibitors at the PDCA Annual International Conference and Expo 2013 will have the opportunity to display information about their company, products, services and materials throughout the duration of the conference. Exhibitor fees include one ten-foot-wide booth. Each booth will have an eight-foot-high back wall and three-foot-wide side walls with cloth drapery. Booth side walls extend eight feet from the back wall. Booths also include one six-foot by two-foot skirted table, two chairs, a wastebasket and company sign. The Exhibit Hall is located next to the General Session room, providing for easy access and a constant flow of traffic between the General Sessions and Exhibitors. Along with the exhibits, the Exhibit Hall will be the site of the Conference Opening Reception, Conference Evening Reception, Exhibitor’s Luncheon and all morning and afternoon breaks. PDCA members who attended and exhibited at the PDCA Annual International Conference and Expo 2012 in Albuquerque,
N.M. will receive a discount on the 2013 exhibitor’s fee. The discount is taken on the Registration Form attached to this brochure. Booth selection is made by PDCA only after the company completes and submits a Conference Registration Form and payment to PDCA. he tradition of featuring PDCA Annual Conference Sponsors in a highly visible, consistent and professional manner throughout the conference will be continued with emphasis in 2013. All sponsoring companies will receive on-site advertisement on signage and digital projector displays, on-site recognition through continuous announcements during conference events, recognition in the PDCA E-Letter, PileDriver magazine, the PDCA website and PDCA’s social media sites.
Platinum – $2,500 Major conference sponsor, includes one full conference registration and highly recognizable promotion of your company throughout the conference. Project of the Year Awards Program – $3,000 Associate Members are eligible to sponsor this event. Sponsor benefits includes a quarter page advertisement in the Annual Conference Wrap-Up Section of PileDriver, one full registration to the Annual Conference, participation in the PDCA Project of the Year Award presentation and company information and logo presented in the video loop at the annual conference. Limited to three sponsors. Conference Opening Ceremony – $2,000 Includes sponsorship of the Conference Opening Ceremony Breakfast, which includes the presentation of colors by the Honour Guard, keynote speaker address and highly recognizable promotion of your company throughout the conference.
Companion’s Program – $1,900 Sponsorship of the entire Companion’s Program, including the Winter Park, FL tour and activities, breakfasts, luncheons, receptions, Zen Experience and annual dinner and entertainment. This sponsorship includes one Companion’s registration fee and highly recognizable promotion of your company throughout the conference. Conference Opening and Evening Reception – $ 1,900 Sponsorship of the Conference Opening and Evening Receptions in the Exhibit Hall, including heavy buffet-style hors d’oeuvres, carving stations, all-evening hosted bar and highly recognizable promotion of your company throughout the conference. Business and Awards Luncheon – $1,500 Sponsorship includes lunch buffet, Project of the Year Awards program, Committee Chair of the Year Award, Professional Engineers Service Award and the Presidential Award for Distinguished Service. Sponsorship also includes highly recognizable promotion of your company throughout the conference.

Annual Reception and Dinner Entertainment

alling all you Parrot Heads, frequenters of “Sloppy Joe’s” and any free-thinkers, Mouseketeers and flip-flop wearers! Ask not for whom the bell tolls, it tolls for thee! That’s right – the PDCA bell is ringing and calling everyone to the Annual Reception and Dinner. If you enjoy a very casual evening with good friends, good food, thirst-quenching libations (like margaritas) and a good band with great songs, then you need to plan on attending this laid-back, fun and entertaining conference event. The evening will begin with a hosted bar and light hors d'oeuvres, while listening to the sound of Caribbean steel drums. The dinner will be served in traditional PDCA buffet style, with several choices for your entrée coupled with all the fixings and dessert. Finally, sit back and relax or dance to the sounds of Jimmy Stowe & The Stowaways – “Party in Paradise.” This sixpiece band is one of south Florida’s top performers. Jimmy Stowe and his back-up band “The Stowaways” are simply the best tropical pop band in the southeast. Frequent appearances with Margaritaville’s own Jimmy Buffett have established their national notoriety as well. With a

reputation for great music and versatility, this paradise-party band promises to provide an enjoyable and engaging evening of music, fun and entertainment. Dress for men is shorts, tropical shirts (Tommy Bahama style), flip flops, sunglasses and a straw hat.
