Thoughts on martial law A day or two after martial law was declared in Mindanao, some residents in Davao City where I live posted photos of people taking selfies with soldiers stationed at City Hall. It was supposed to illustrate the point that the people of Mindanao are embracing martial law, in contrast with many of those outside who are opposing it. I felt that both sides had valid points, and I summarized them in four Facebook posts I called Martial Law Thoughts: 1. The soldier you’re taking selfies with today may be the soldier who’s arresting you tomorrow. 2. Don’t slam people for opposing martial law. Study your Philippine history to understand. They’re not opposing for opposition’s sake; malalim ang hugot n’yan. 3. Don’t slam Mindanaoans for feeling that non-Mindanaoans are again intruding into their affairs. Malalim din ang hugot n’yan: decades of neglect and exploitation. 4. The implementers of the antidistracted driving act massively misunderstood the law (so much so that its implementation had to be suspended); how sure are we that the military won’t do the

same with martial law? 5. Many times in the past, non-Mindanaoans called for all-out military action against the Abu Sayyaf and other terror organizations, unmindful of the possible civilian casualties. Now that military force is being used to protect civilians, they’re protesting against it. *** For us who grew up under President Ferdinand Marcos’ martial law, it’s hard not to draw parallels between that and the one declared last May 23 by President Rodrigo Duterte. The mere mention of “martial law” evokes emotions that are hard to contain as we remember what was done to thousands of Filipinos from 1972 to 1981 and beyond (martial law was “lifted” on January 17, 1981 but Marcos continued to use the military to oppress the people). Martial law was synonymous to human rights abuses, disappearances, torture, and murder, and these are the same images that are jumping into our collective consciousness now. Of course the situation then was different, especially in terms of the basis for the declaration of martial law. Back then, Marcos had free rein to do what he wanted

to do: close Congress, close down media organizations, and arrest anyone he wanted. Today, the 1987 Constitution – drawn from the sad experience of Marcos’ martial law – makes sure there are safeguards to prevent abuse. There are now only two valid reasons for martial law: foreign invasion and rebellion. Other than that, martial law is unwarranted and unwanted. Martial law is also valid for a maximum of 60 days, unless Congress decides to extend it. Most important, the courts operate normally so that people can seek redress if they suffer wrong during martial law. But the fear is not on the legal basis but on those who will implement it. Most of the expressions of opposition I have seen stem from the suspicion that the military will sooner or later abuse its authority and pull the country down the dark path again. Even after Marcos was deposed in 1986, some elements of the military continued to be abusive, especially in areas that are far from urban centers. At the very least, it is possible that soldiers could interpret their orders wrong and overstep their authority out of ignorance. Add to that the mistaken notion that many Mindanaoans

seem to have that martial law is supposed to take care of criminality in the island. As even the administration has taken pains to point out, martial law was declared because of a rebellion staged by the Maute group. The military is being mobilized to handle this particular threat, not the peace and order situation per se. If at all, that would just be a side effect. Having said all that, I also think that as long as the military sticks to its mandate, the declaration of martial law could be a good thing for Mindanao. Marawi City, the centre of the current crisis, is located so strategically in the island that the members of the terrorist Maute group could easily move to other cities and wreak havoc there also. There is certainly a need to contain the threat, and that is why I can understand why Duterte placed all of Mindanao under martial rule. Finding your stress outlet The World Health Organization has identified stress as being the “health epidemic of the 21st century.” According to Statistics Canada, in 2014, 23 per cent of Canadians ages 15 and older reported that most days were “quite a bit” or “extremely” stressful. Stress leads to negative health consequences such as heart disease, stroke, high blood pressure, as well as immune and circulatory complications. If people do not make a conscious effort to manage stress in healthy ways, it could lead to negative behaviours such as smoking, alcohol consumption, and addictions. Consequently, our relationships could be negatively affected because we are more likely to be irritable, anxious or depressed. The key to overall wellness is to be proactive in our approach to health by practicing self-care and positive stress management on a daily basis. To think about what can work for you, let us consider what kind of a learner you are. Howard Gardner was a developmental psychologist who is famous for his theory on multiple intelligences. Essentially,

this theory supports that there is not one overarching trait of being “smart.” There are actually at least nine different ways that people learn, understand and perceive the world. You may find that you fit into more than one category. 1. Linguistic Intelligence – “word smart” is the ability to use spoken or written words. People with this capability have a large vocabulary and are eloquent when they speak, such as authors and poets. They often think in words and learn best by hearing the explanation. If you fall into this category, the right stress management outlet for you may be reading, writing poetry or stories, or playing word games. Crossword or word search puzzles will likely be fun and relaxing for you. If you really want to be creative, try learning a new language. 2. Visual-Spatial Intelligence – “picture smart” refers to the ability to mentally visualize objects and spatial dimensions, such as what architects, designers, photographers, and physicists do. These individuals are very aware of their environments and have a good sense of direction. If

you have always had a tendency towards learning better through visual aids like charts and pictures (and think that you would be great on the reality TV show, Amazing Race) you are likely high in this type of intelligence. Regarding stress management, try drawing or painting, putting together puzzles, or taking photos. Maybe even go and explore your city like a tourist would. 3. Logical-Mathematical Intelligence – “number smart” refers to reasoning, calculating, using logic, and the use of numbers and abstract pattern recognition. People with this type of intelligence would excel as accountants, computer programmers, scientists and mathematicians. They learn best by experimenting and solving puzzles. They need to understand the concept first before paying attention to details. Stress management activities could include playing Suduko, chess, or computer games. Even cooking and baking could work for you because it involves following steps to achieve a goal. 4. Body-Kinesthetic Intelligence – “body smart” is the ability to control one’s bodily

motions and handle objects well. These people have good hand-eye coordination and a sense of timing such as athletes, dancers, police officers and fire fighters. If you fall into this category, some ways for you to unwind after a stressful day could include going for a walk, run or bike ride, playing a sport, yoga, or taking a dance class. 5. Musical-Rhythmic Intelligence – “music smart” refers to sensitivity to rhythm, pitch, melody, and tone of music. These people learn best through songs, patterns, rhythms, instruments, and musical expression, such as musicians, singers, and dancers. Some strategies that could work for you could be to simply hum or sing when feeling stressed, playing an instrument, watching music videos online, or taking a Zumba class. 6. Interpersonal Intelligence – “people smart” is the ability to communicate well with others and develop relationships. These people empathize with the situations of others, are sensitive to the moods and feelings of others, and can cooperate well. People with high interpersonal intelligence enjoy discussion and See CHERYL p5

CHERYL... From page 4 debate and are often counsellors, teachers, politicians, managers and sales people. In order to destress, it is important for you to talk to someone when you are troubled, rather than bottling it up inside. An evening out with friends or family, joining a volunteer group or book club could be opportunities to get that social interaction that you look for. 7. Intrapersonal Intelligence – “self smart” refers to beings highly aware of one’s own feelings, interests and goals. If you belong to this category, you have wisdom, a strong will, and are confident. You also value your privacy and enjoy time spent alone. Good career choices for you might include being a psychologist, counsellor, clergy member, or entrepreneur. Some appropriate stress outlets for you might include writing in a journal or diary, reading, or going for walks on your own. You might find massage therapy to be

PILIPINO EXPRESS relaxing. 8. Naturalistic Intelligence – “nature smart” is one of the most recent additions to Gardner’s original theory. People that possess this kind of intelligence are more in tune with nature and are interested in preserving and exploring the environment and the animals and plants within it. If you are high in nature smarts, you might enjoy work as a gardener, biologist, veterinarian or farmer. Some recreational activities that would reduce stress for you include gardening, hiking, and camping. Even if your job requires that you remain inside most of the time, use your breaks to go outside. A quick walk around the block could do wonders for you. 9. Existential Intelligence – “spirituality smart” can be defined as the ability to be sensitive to deeper questions about human existence, ie. What is the meaning of life? How did we get here? Why is there pain in the world? Such people have a desire to be connected to others and likely to a higher being. If you feel you

are one of these individuals, you would do well in employment as a motivational speaker, philosopher, counsellor, clergy member or a researcher. Ways that you can nurture this part of you would be through prayer, meditation, deep breathing and mindfulness exercises. Since you enjoy theory and making sense of the world, you may benefit from taking a theory, philosophy or science class for fun. Volunteer work could be worthwhile to you, as you would get satisfaction out of helping others. Whatever outlet you choose, it is crucial that you learn how to best reduce your stress. Without effective stress management tools, your body will frequently be operating on high alert. Eventually, high stress will lead to serious health problems. Start by trying a new stress outlet today. You might be surprised by how you feel tomorrow. Cheryl Dizon-Reynante is a licensed therapist with the Canadian Counselling and Psychotherapy Association.

Repeal of conditional permanent residence The news may be anticlimactic for those who closely follow changes in Federal immigration, but the conditional permanent residence provision in the Immigration and Refugee Protection Act and Regulations was changed in April 2017. The conditional permanent residence issuance is something that many are unaware of but has been in place since 2012. As a background, many may remember the very public plight of Lannie Towell who paraded on Parliament Hill wearing a wedding gown with a door strapped to her back. Her case is tragic because she married a foreign national who apparently used her to obtain his permanent resident status and then left her holding the bag when he received social welfare assistance. The response of the former Harper government to such cases of abuse was made on October 25, 2012. At the time many, including this writer, warned of the potential for abuse of this provision. The government action responded to

the very real abuse of Canadian sponsors but did not address the potential for even greater abuse of spouse/partners by their Canadian sponsors. The attraction for the government department was that they left all power in the hands of the sponsors who could report their spouse/partners for good or bad reasons. It was cost effect. It left the policing to the sponsors, but unfortunately, also the potential for abuse. Under the now repealed IRPR section 72.1, applicants who were sponsored by their Canadian spouse or partner but had been living together for less than two years could be issued a conditional permanent resident visa. The condition was that the couple must live together for two years following the landing date of the applicant or risk losing his or her permanent resident status. The numbers affected are not insignificant. In the three years following the introduction, 58,128 spouse/partners along with their dependent children were granted

conditional permanent residence. This number represented around 50 per cent of all sponsored spouse/partners. The potential for abuse by the Canadian sponsor was realized in real terms: 307 out of the 58,128 sponsored spouse/ partners applied for an extension, which was included under IRPR s. 72.1(6). Three quarters of these applications came from women. To date, IRCC advises, that 260 decisions were rendered and 205 approved. IRCC confirmed “that a number of sponsored spouses likely suffered abuse and neglect before they were granted an exception to the cohabitation requirement.” The action of the current government has been to repeal IRPR s. 72.1 and “Yes” it is so indicated on the regulations. This does not mean that IRCC will not do their due diligence and ensure the integrity of family class sponsorship of spouse and partners. The department actually confirms that they are not convinced that the benefits of IRPR 72.1, in terms of deterring fraudulent submissions,

have been realized. “On balance, the program integrity benefits of conditional permanent residence have not been shown to outweigh the risks to vulnerable sponsored spouses and partners subject to the twoyear cohabitation requirements,” an IRCC spokesperson was quoted as saying in CIC News. “The proposed repeal of conditional permanent residence recognizes that the majority of relationships are genuine, and the majority of applications are made in good faith. Eliminating conditional permanent residence would facilitate family reunification, remove the potential increased vulnerability faced by abused and neglected spouses and partners, and support the Government’s commitment to combatting gender-based violence.” The early reaction to the change has been mixed by reviewing the comments on the federal website. It is a positive step to restoring balance and fairness in the federal system. Family reunification is a basic right of all Canadians, citizens and permanent residence,

but “bad faith” relationships remain contrary to Canadian immigration law and will be dealt with accordingly by IRCC. The conditional permanent residence institution, like so many other ideas of the Harper government, was not clearly thought out. It may have appeared cost effective because they gave reporting authority to sponsors, some of whom turned out to be suspect. The government of the day did not consider or anticipate the social costs of their actions nor the real abuse suffered by sponsored spouse/partners. The regressive R 72.1 entered the immigration stage like a lion in 2012, but has now departed like a lamb. Bad Breaks Across Canada, many of us are breathing a sigh of relief. Old Man Winter wasn’t letting go and it snowed in many parts of the country well into the month of May. Reports from parts of BC, Alberta, Manitoba and the Maritimes had seen unseasonably cold temperatures and weather patterns. In a previous article, I wrote about the many things I miss about Winnipeg. It’s usually this time where I start to rake all of the sand and salt off my lawn and start to buy flowers to plant in my yard. Since moving west, the big difference is that I don’t have to clean the salt and sand off my lawn – funny enough, I don’t have a lawn to rake. Somewhat ironic that I moved to a rain forest and my yard is full of rock and moss with no need for a lawnmower (which I sold and now only need to use a weed wacker every couple weeks). Another big difference is the type of plant, flower or tree I buy. Recently, I added two palm trees to my garden, some succulents

and some forms of cacti. These types of plants still fascinate me, as they cannot survive in my hometown of Winnipeg. Thankfully, the weather has taken a turn for the better, which has been great for us, people with green thumbs. It was sketchy for a while and I honestly didn’t think the sun was going to come out, in fact, my wife Elizabeth and I decided to go on a last minute family trip to sunny Arizona. I like to think of myself as “solar powered” and my batteries needed some recharging. Every couple years, Elizabeth and I spend a few days in Phoenix, where the sun is always out and the temps easily top 110 degrees Fahrenheit (during their summer months). This year, we decided to take the munchkins. When we broke the news, we made it very clear that the trip was for relaxing, as opposed to the crazy ‘Disney’ trips people take where you feel like you need a vacation after your vacation. The Burgos Bunch had a great

time and it seemed like we had the resort to ourselves, because as you know when it gets too hot, people stay indoors. That seems to be standard practice no matter where you live. As an added bonus, there are many more deals to be had if you’re planning a trip down south, as it is their slow period. This year, we lucked out, as the weather didn’t top 100 degrees, which I wouldn’t have minded, since it is a dry heat! Once back, it didn’t take long for Elizabeth to add to my list of chores. May long weekend is supposed to be a time to relax, right? We were expected to have perfect weather – mid 20’s with no chance of rain. It would be the most opportune time to work on the garden and perhaps sit and relax on the deck. Except for one small problem, I get a text from Elizabeth while out for breakfast with #4, telling me that she’s started to tear up our existing deck in the backyard! There went my plans for some R&R on the long weekend. Granted, it was in desperate need of replacement. It’s now going on 12 years and has been the victim of West Coast rain seasons. She thought it would be a good idea before someone falls

With my wife Elizabeth standing amongst the palm trees in Arizona through, never to be seen again. Don’t get me wrong, I love to build things, and I will gladly buy another power tool, but the problem here is that I am a superb klutz. I have always been clumsy and will always be. I’m pretty sure I injured every part of my body. First day started out fine, just a small scratch from a rusty nail, but near the end of the day, I fell backwards down our steps whilst attempting to peel away an old deck board. I managed to gash my thumb and land squarely on my back on cement steps. On day two, my injured thumb was

repeatedly wounded during my quest to build the perfect deck. At work on Tuesday, I had no less than three bandages adorning my body. In the end, I’ve got a sweet deck (that is thankfully level), but most importantly a happy wife and no chance to hurt myself on an old deck. But let’s be real, I’m sure I’ll find a way to hurt myself on the new one. On to the next project! But first, I need to refill our first aid kit. A sense of entitlement is nothing new. It has been around for many centuries and it is a problem that is widespread in the workplace. Entitlement can include a whole bunch of negative behaviours rooted in the belief that a person is some kind of extraordinary and they are owed “something.” Hence resulting in self-serving tendencies that can degrade relationships with coworkers and bosses In the studies conducted by Forbes using Qualtrics, they reviewed whether the perceptual biases of employees would impact how they viewed their team leader’s behaviour. They sampled 433 employees from a wide range of organizations (for-profit, nonprofit, government agencies, etc.) Their goal was to observe how likely individual employees were to accuse a supervisor of some sort of abuse such as dishonesty, criticism and rudeness. The study particularly measured the self-serving attribution styles of the participants, which boost the tendency to take credit for positive outcomes and blame others for negative outcomes. The study indicates that most of us have this tendency to some extent. However, there are those who never accept blame for poor job performances yet take all the credit when things go well. In the study, of the 433 participants, 99 were found to have a considerably strong self-serving bias. How do you recognize if you have self-serving tendencies? Well it is quite easy. All you need to do is think about some of the common things that can easily be something that you may feel entitled to for no reason. The

PILIPINO EXPRESS

following are examples and some tips as to how to overcome these tendencies: Entitlement to work hours - Years ago in addition to my full-time career, I worked parttime and an on-call basis at one of my previous employments. However, as new staff started to join the company, calls noticeably started to dwindle down quite a bit. I eventually caught wind that some folks apparently were requesting for my hours as a result of them learning about my full-time employment elsewhere. This particular scenario still happens in the workplace. For the self-serving individual, it would be important to note that all employees regardless of status whether they are part-time, fulltime or have another job elsewhere are entitled to the same rights as everyone else. In complex cases, depriving a person of an employment opportunity could be construed as discrimination. Taking credit for the work of others – This is pretty straight forward. For instance, when a team is tasked with a project, the accomplishment is usually reflected by the work completed by a team and it is understood that every single person somehow have had contributions to the

PAGE 7

Overcoming the self-entitlement mentality success of the project. However, for one person to claim credit for the work of the team would be disrespectful to all its members. Taking credit for the work of others could also cause you your credibility in the future. Indulging the “victim” mentality – Believe it or not, in the same study initiated by Forbes through Qualtrics, it was found that employees that demonstrated self-serving behaviour were significantly 25% more likely than other employees to rate their bosses as abusive. Not all conflicts though between employees and bosses are triggered by the boss. There are conflicts that escalate due to this perception called “I’m the victim” mentality. This is not to say that a person does not deserve to be entitled. However, there is a huge difference between realizing our own self-value versus convincing ourselves that the world now has to pay attention more than it should to anyone else out there. There is nothing wrong with self-serving tendencies, however, to avoid ruining healthy relationships with coworkers and bosses, it

is important to be aware of the feelings of others. In addition we need to accept the fact that sometimes we will feel hurt and disappointed and acknowledge that it is okay to feel this way. What is not healthy is using those self-serving tendencies or feelings to leverage on everything. Energy siphons that drain opportunity from your life One of the most common concerns in feng shui is an energy block, such as a tree opposite a door, or a wall facing the door of your home. Blocks can stop and prevent energy from moving properly and will cause blocks to everything ranging from pregnancy to money, illness to opportunity. However, the same could be said of energy siphons, but unlike blocks, siphons can actually cause serious harm. Energy siphons are the holes and drains on your home – and your life’s – feng shui that prevent income, happiness, success, marriage or good health. You may wonder why your life is going downhill or that you don’t seem to have traction anymore or you can’t ever seem to get ahead. This can be one of the most frustrating situations in feng shui because the drain can be very subtle that over time, much like the frog that doesn’t recognize it is being boiled to death, you may simply learn to cope with the problems, but never really surmounting them. But complacency is not the answer; revitalizing your home and your life can help stop the drains of energy from your front door so that you can regain your footing again. What should you look for? These are some of the most

common energy siphons that can create problems in our lives, like stagnation, declining life situation, and even harm: Ditches – When you see a ditch from your front door, your eye, and thus your home’s chi, flows there. Do something to block the view, such as plantings or life will become an uphill battle. Stairs – If your front door is too close to a stairway or is opposite a set of stairs, energy is siphoned away from your home and life, creating a myriad of problems. Dried flowers, dead plants – Whether these are mementos or you simply like dried flowers, having dead energy in your home will drain at your health and financial well being. The same is true of dead trees or shrubs. Parking lots – When your home faces an open parking lot, there are many problems that can befall you and everyone in the household. These can range from injury and loss to violence and accident. Plant a hedge to block the view or erect a fence or stonewall. Eyesores – Chi is a living energy, and where the eye goes, chi flows. If your eye is always drawn to an eyesore around your home like a neighbour’s old junky cars, a large overhead power line, a dead tree or other eyesore, this

impacts your home and drains your home’s energy. Hallways – This is a common problem for apartment and condo dwellers. If there is an open hallway that is close to your door, it becomes a “hole” with the potential to siphon and drain the energy from your home and life. They can also be a place where predators hide and cause you harm. Elevators – Like hallways, elevators – especially those located opposite a front door will drain the energy from your front door every time it opens in front

of your house causing problems that range from relationship problems, marital difficulties and the inability to attract a mate to career and financial dilemmas. View of bathroom or kitchen from front door – These can cause a decline in your health and opportunity will be in short supply as they drain the energy right at the door from entering the remainder of the house. REMEDIES All is not lost if you have a siphon at your front door. Make sure you work to activate your front door to encourage chi

energy to enter your home and bring opportunity to your life. • Add light – Keep your door brightly lit with a porch light, string lights or lamp inside front window. Keep your front door well lit; this will help draw energy to your home and life. • Add plants – A pretty plant, or even a basket or wreath on the door, to bring life and vitality to your front door. • Refresh your door – Try adding a new black doormat to draw opportunity to your home, give it a fresh coat of paint and See FENG SHUI p9

Finance Minister Bill Morneau at the PCCM WINNIPEG – Canada’s Finance Minister Bill Morneau, in a special meeting hosted by Winnipeg North MP Kevin Lamoureux at the Philippine Canadian Centre of Manitoba (PCCM), met with some members of Winnipeg’s Filipino community on May 24. It was Minister Morneau’s first time to visit the PCCM since the federal Liberal government was elected in 2015. Minister Morneau was briefed on the history of the Filipino community in Winnipeg and how it has grown to what it is today. According to WFBC chairperson Fred De Villa, Minister Morneau said that he was impressed with how well the community has, in a very significant way, contributed to the growth of the province. During the meeting, Minister Morneau emphasized that Prime Minister Justin Trudeau is determined to improve the lives of Canada’s middle class and those seeking to join it. The meeting concluded with an open forum with the Minister answering questions from the attendees. The guests reflected a diversity of the Filipino community itself including youth, seniors, business people, associations, health care workers, retirees and more. Issues surrounding health care, immigration, taxes and other issues were tackled in the community meeting.

FENG SHUI Q&A Question: I am in marriage hell and my life is in crisis. My husband won’t go to counselling with me and he has cheated on me, seeing strangers for sex and using drugs. He has threatened me whenever I talk about divorce and threatens to “get even” with me if I do. We have three daughters aged 9, 8, and 3. We still love each other but we have no trust, communication, or respect. Our bedroom is in the southwest. I am willing to work on things to save my marriage and have tried decluttering and rearranging my furniture. What else can I do? Answer: You should start by getting out of your house now.

PILIPINO EXPRESS It’s hard to bring a marriage that’s deteriorated so deeply back from the brink. But here’s what I can tell you: I’m worried about your SW bedroom because of the energy that is there this year. This is the territory of the Red 7 – and it can bring a harmful situation out – especially one that is already festering like yours is. I fear for the danger you might be in. Please wear blue colours, use blue sheets or a blue blanket on the bed to lessen the 7’s impact, but please seek help immediately. This is one of those times when feng shui really isn’t important. Your situation sounds terrible, and I wonder why you would stay with someone who threatens you, and could potentially do great harm to you if he assaulted you or gave you an STD like HIV or a disease like Hepatitis C. And, what is the image you are portraying to your daughters? For your safely and that of your daughters’ please try escape this situation and your husband. There are people who will help you. I will pray for you and your girls. Please protect yourself and them and get out.

“Nasaan na ang sinasabi mong age is just a number? CRISTY... “Bye for now” ang kaniyang sabi, kasingtipid ng pamoso niyang linyang “Very well,” kapag nagho-host siya ng beauty pageant.

Dahan-dahan. OK ang ika-3, 4, 13 at 14. Kuwidaw ka sa ika-1, 2, 8, 9 at 15.

Libra (Sept.

Gayunpaman, kung holidays and no school classes the suspension of that bylaw ay makatarungan. *** Nabalitang ang Canada’s refugee acceptance last year ay pinakamarami sa loob ng nakaraang apat na taon. Ok lang naman dahil the action is for humanitarian reasons. Natalakay din ang financial aid ng gobyerno for refugees and other immigration issues.

Doon pala, on and off ang martial law declaration.

mga ilog at kalsada ng bansa through the Chinese One Belt One Road program. Inaasahang dadalo as special guest sa gaganaping ASEAN meeting hosted by the Philippine government.

• Alam niyang noong 2016, The Permanent Court of Arbitration of the Hague ay mayroon nang pasiya. May lugar na sakop ng Pilipinas. • Si Digong ay halal ng taumbayan. Ang SC justices are appointed only by the president. Walang iniwan sa bakuran ng may bakuran. Pinakikialaman.

See CRISTY p22

CRISTY...

– CSF
