French President visits Philippines

MANILA – Despite the overhanging gloom of low popularity ratings and the ongoing controversy of the Mamasapano incident, President Benigno Aquino III was able to step briefly into the international spotlight last week when he hosted visiting French President, François Hollande. The visit of February 26 and 27, 2015 was the first-ever state visit by a French head of state to the Philippines. In 2012, then French Prime Minister JeanMarc Ayrault made the first visit by a French head of government to the country.

Presidents Aquino and Hollande witnessed the signing of several agreements at Malacañang Palace; agreements on the protection of the environment and marine resources, higher education and research, tourism, and transportation.

The main issues remain It appears that President Benigno Aquino and his supporters are going to great lengths to deflect accusations that the President, as commander-inchief, has ultimate responsibility over the January 25 incident in Mamasapano, Maguindanao that resulted in the deaths of 44 Special Action Force (SAF) men, 18 Moro Islamic Liberation Front (MILF) members, and at least seven civilians. The latest is that Mr. Aquino has expressed dismay that he had been “lied to” by thensuspended (and now resigned) Philippine National Police (PNP) Director General Alan Purisima during the operation itself, giving him incomplete and even misleading information that ultimately influenced the decisions that he had to make on that fateful day.

For example, the President told members of Congress, he had been made to believe that the SAF forces, after successfully neutralizing alleged Malaysian terrorist Marwan, had the support of the Army in battling with armed groups that had come to respond.

This turned out to be false because the supposed mechanized brigade

and artillery of the Armed Forces of the Philippines (AFP) could not be mobilized that easily, especially since they were being called upon late in the day, without prior coordination. Mr. Aquino said because he had been misinformed, he did not take necessary steps to expedite the backup’s movement, leaving the SAF men literally on their own in the gun battle.

That may all be true, and the President may feel a sense of betrayal from his most trusted general, but the main issues remain. In the first place, why was Purisima directing the operation when he was suspended at the time? This fact can no longer be denied, and even the President intimated this when he revealed that he was getting his information from Purisima, not from Deputy Director General Leonardo Espina who taken over his place. Secondly, and perhaps more importantly, why was there no coordination with the MILF and even with the AFP? The President must still address these questions if the incident is to be resolved. Being lied to by Purisima does not relieve him of responsibility because there

are more fundamental issues that need to be addressed, and only he can provide closure.

Post-EDSA thoughts It is often said that an event like EDSA People Power in 1986 can happen only once, and EDSA 2 notwithstanding, there is a lot of truth in that. The spontaneous massing of people to protect thenDefense Minister Juan Ponce Enrile and then-Armed Forces of the Philippines (AFP) Vice Chief of Staff Lieutenant General Fidel Ramos and their respective groups that had withdrawn support for then-President Ferdinand Marcos is not easy to duplicate, especially when one remembers that back then there were no cell phones with which the people could call or text each other to spread the news.

More than that, it is difficult to imagine what would drive hundreds of thousands of people to defy their own fears – cultivated by two decades of dictatorship – and risk their lives to secure their freedom. Marcos had full control of the military and could, with one word, have mowed down the huge crowd at EDSA. That the people stayed for four days in the face of that uncertainty was testament to how willing they were to die for freedom.

(It is true that EDSA 2 was similar in that it gathered a mass of people in the same highway to oust another President, but one has to admit that the conditions of the “sequel” were not as dangerous as the first. Call him what you want, but then-President Joseph Estrada was no dictator, and he obviously had no intent to ever cause harm to the thousands who wanted him out.)

But while EDSA 1986 was a singular event, there is also a sense that People Power happens everyday. Indeed, it is something that must happen every single day, for people power is the essence of democracy. Thomas Jefferson may have defined democracy as mob rule, but used wisely and prudently, without employing violence and intimidation, it is a force for good that secures the welfare of the people. Imagine an entire nation working together for a common goal, each equal to the others and none bearing undue power over the rest. It is not just a dream for we once lived that ideal, and we can do so again if we put our collective minds to it.

“Kwentong Bayan” A graphic history of Filipino immigration to Canada In my past two columns, I discussed my interview with Diwa Marcelino of Migrante Manitoba, highlighted the major work that Migrante does, and discussed some broader issues facing temporary (Filipino) workers in Manitoba. This issue is of great interest and importance to many in the Filipino community, as it affects many in one way or another – and it is one that frequents the pages of the Pilipino Express. This month, I’d like to keep attention on this topic by discussing a recent graphic history called “Kwentong Bayan: A Labour of Love.” This short project was released recently by the Graphic History Collective.

This graphic history depicts the history of Filipino caregiving in Canada, while giving the reader a sense of some of the issues faced by these workers. As the Graphic History Collective states, Kwentong Bayan is “a community based graphic history book project” created by Althea Balmes (illustrator) and Jo SiMalaya Alcampo (writer) of Toronto. What is unique about this project is that Filipina migrant workers were an important part of its creation.

below), this “accessible resource” highlights the stories of Filipina caregivers that do not always make the mainstream news. The link for this great graphic history is below, and instead of summarizing it here I encourage you all to support this project, read the short graphic history, and share it.

This graphic history highlights many issues that face Filipina migrants who enter Canada under the Live-in Caregiver Program and its predecessors, as well as some problems that have characterized these programs. One of the first points is that, when domestic workers from the Philippines began arriving in Canada following the 1973 introduction of the Temporary Employment Authorization Program, they were not granted landed immigrant status. This meant that the workers – almost all women – were forced to live in Canada alone and without their family. However, before this program, domestic workers (mainly from Europe) were granted such status.

Why was this right revoked?

Some critical scholars have argued this was the result of lingering racial prejudice in the Canadian immigration system, as emerging

global migration patterns meant that more domestics from the Caribbean and Asia were arriving in Canada. One activist group, INTERCEDE, has argued that this program quickly became “a revolving door of exploitation … live-in domestic work has become the preserve of thirdworld women – a captive labour force which could be discarded of at will” (Cohen, 1994). This is in reference to the fact that, after five years, the domestic worker was ordered out of Canada without the ability to apply for landed status; furthermore, the employer could terminate a caregiver’s job without warning, at which point she was forced out of the country.

This graphic history demonstrates how, despite entering Canada alone and without social networks, Filipinas in Toronto quickly formed support groups to help each other.

One example was the Philippine National Day picnic held in Toronto from 1979 to 2001, which gave current and former Filipina caregivers the opportunity to share and celebrate their contributions to Canadian society. The graphic history has a powerful quote: “Many are former caregivers who volunteer with newcomers.

They are doing outreach today … and now caregivers are

community leaders!”

These formal and informal social support and advocacy groups provided vital avenues of integration for newcomers from the Philippines, while building solidarity among domestic workers and caregivers.

Research has shown that, especially for Filipinos, these informal social networks are more effective forms of integration to Canadian society than other government and community programs (Bonifacio, 2009). The power of these groups, as well as other advocacy groups such as Caribbean workers, in part led to the implementation of a new domestic worker program in 1979 that allowed workers to apply for landed status after 24 months of work, a feature that was to make the Live-in Caregiver program so attractive until recent immigration reforms in November 2014.

The graphic history also refers to the case of Juana Tejada, a caregiver who fought to stay in Canada for cancer treatment after the government ordered her deportation. Her story caught global attention, and was told on the long running show Maalaala mo Kaya in 2011, staring Maricar Reyes and Dimples Romana. In the graphic history, one character See BAYAN p9

In this column we have tried to keep the reader abreast of changes to Canadian immigration and citizenship. Several issues back we reported on C-24, the Strengthening Canadian Citizenship Act. There were a number of controversial changes included in the Act, which became law following the Governor General’s approval or royal assent. One of the major questions concerned the government’s plan to revoke citizenship from native born and naturalized Canadians who are involved in terrorist acts. Is citizenship something inalienable in Canadian law and something that cannot be taken away?

On the one hand Toronto based lawyers Rocco Galati and Paul Slansky asked the Federal Court of Canada to declare the Act as unconstitutional. Their appeal might have been ill-timed because it was heard in court the day after the shootings on Parliament Hill but the question remains whether the legislation is justified by the Canadian Constitution. The lawyers argued that citizenship is fundamental to the constitutional

order and that the Strengthening Canadian Citizenship Act should have been made through a constitutional amendment with the support of seven provinces or 51 per cent of the population.

Paul Slansky maintained that the legislation was “an indirect amendment to the Canadian constitution” and should not have the power to strip citizenship of Canadian-born people but conceded that the government did have authority over “aliens and naturalization.” “The issue is whether it can be taken away without your consent with the natural-born and naturalized citizens,” he told Justice Donald Rennie. “The government does not have the authority to legislate this issue.”

Government lawyers defended the legislation and insisted that the challenge was premature because the revocation of citizenship had not yet been enforced.

Greg George, lawyer for the government, said that the case is beyond the jurisprudence of the court. “The court has no business in getting into the legislative

Federal court rules Canadian citizenship can be revoked process of government until the ink is dry,” and that citizenship is not immutable. Georges reminded the court that Canada’s Citizenship Act since 1947 allowed the government to “denaturalize” someone engaged in combat against Canada or someone convicted of serious criminality without a challenge to the Federal Court.

The two issues at stake in the case is whether the Governor General’s power to grant royal assent to legislation is subject to judicial review and secondly, whether parliament acted within the limits of its authority to revoke citizenship.

The exchange above is instructive and so is the ruling.

Justice Rennie has made a decision in the case recorded in Canadian legal history as “Azevedo versus Canada (Governor General).” The decision rendered on January 22, 2015 established two principals: 1. The Governor General’s power to grant royal assent is not subject to judicial review.

2. It is within parliament’s

legislative capacity to create a law that revokes citizenship.

Justice Rennie based his decision first upon the Governor General’s power to grant royal assent to legislation, which was established in section 55 of the Constitutional Act of 1867.

Therefor his royal assent is not subject to any judicial challenge.

On the second point, the Justice referred to the preamble of section 91 and section 91(25) in the same Constitutional Act, which gives parliament authority over matters related to naturalization and aliens.

Therefore he concluded that the government was within it’s right to create a law to revoke citizenship.

If you found the discussion on legislation, enactment of laws and judicial challenges boring, you are missing the point. The federal government has firmly established through legislation, royal assent and judicial challenge that it can legally revoke citizenship of naturalized Canadians and possibly even natural born Canadians.

Where is the oversight for their

actions? How can the Canadian public be assured that they would limit their revocations only to persons involved in terrorism? Or, is the revocation of citizenship and deportation of convicted terrorists the best way to address the issue?

The issues of oversight and potential government abuse are very real. In Ottawa, the Liberals and NDP have been joined by five former Prime Ministers (including one Conservative) in demanding oversight for CSIS. What about Citizenship and Immigration Canada and their power to revoke citizenship? Do you feel safer because of the Court decision?

Or do you feel less secure inside Canada even if you are a citizen?

Dangers of career complacency So, here is a scenario: You have been with the same company in the same role for almost ten years now. You have established a reputation for being a hardworking and loyal employee to your job. Most of all, you really enjoy working with your current boss and your colleagues.

Everything has been status quo so far and you expect that it will remain the same for a while. All of which are not a bad thing at all.

However, has it ever crossed your mind that maybe you are getting too comfortable?

Complacency as defined by Merriam-Webster is “a feeling of being satisfied with how things are and not wanting to try to make them better: a complacent feeling or condition.” Unfortunately, complacency does not meet the requirements for career advancement. Complacency can

kill your career if you fall into its traps. When you have been stagnant in your role for a long time, moving forward and moving up become a lot harder because it conditions the people you work with (yes, including your boss!) to think of you in a negative light: • They can’t envision you doing anything else other than your current job.

• They assume that you are not interested in challenging yourself.

• They assume you are only capable of doing what you have been doing for the entire time you have held your position.

Thankfully, there are ways to break away from this perception before it’s too late.

Continue to exceed the expectations of your job. If you do not seek new opportunities, your skills will become obsolete.

Also, doing the same thing every

single day for the past ten years gets old and boring. People in your workplace will view you as invisible, like you do not even exist. Management will not be able to recognize the value of the work that you do. Position yourself in such a way that will help the company notice your worth. Working on new projects is a great way to get noticed. How else will you get noticed if you are constantly doing the same thing every single day at work?

Keep up to date in your field and industry. When was the last time you took a course to upgrade your skills? Also, do you regularly read up on magazines and business journals related to your field?

There was a study conducted

by Harris Interactive for Career Builder back in 2012 consisting of more than 400 employers across Canada. According to the study, 36 per cent of hiring

managers and HR professionals said they are hiring more employees with college degrees for positions that were historically held by high school graduates.

Moreover, the employers who have hired more workers with college degrees for jobs reported positive impacts on their business, particularly on higher quality of work, productivity, revenue and customer loyalty.

You never know when the next new hire on your team will show up with extensive credentials and may want your job. So keeping your credentials up to date would be a very good idea. In order to achieve upward movement in your organization, doing the same things for the past several years will not get you there. You need to break the routine and show that you have the ability to shine in things other than what you have been doing. Also, a fresh

environment might help in getting your career goals back on track.

Looking for new opportunities elsewhere is not a bad idea either.

Report card season We are now entering one out of three times each year when it’s best to understand any family or friends you may have who happen to be in my profession. Give them a hug. Make them some tea when they get home. Ask them how their day was – and genuinely listen.

This is a challenging few weeks known informally as report card season.

This is the time when teachers

gather their assessment notes over the past few months and compile comments that describe each and every single student they teach.

This applies to the nursery and kindergarten teachers who usually have not one, but two sets of students. This applies to the high school teachers who have to teach their subjects to multiple classes worth of kids. This also applies to the elementary school teachers,

such as myself, who teach only one class, but teach them up to seven subjects, sometimes at two different grade levels, each subject needing strengths, challenges, and next steps.

It’s a lot more challenging that it may appear.

Parent tip: apples to oranges – Don’t compare children!

Something to consider when you get your child’s report card: focus on their growth. Education is a process of progress. Students very rarely achieve perfect marks.

The report card is feedback, which is used to frame the next steps for each learner. Focus less on the

number, and focus on how much they’ve progressed as a learner.

This is feedback I get every year from my students. They feel the pressure to perform better than their siblings. While competition can be healthy, and in most cases it is used to inspire children, we must be careful to not criticize students to the point that it affects their self-esteem. Proceed with caution if you compare children to each other. Everyone has strengths in different fields. A strong reader and writer may not be as strong in the sciences. It does not mean that he or she is “smarter” than another child. Students are brilliant in

different ways.

I will leave you with a quotation that has become a daily reminder for me when assessing and planning for instruction: “Everybody is a genius. But if you judge a fish by its ability to climb a tree, it will live its whole life believing that it is stupid.” – Albert Einstein Forgive the shorter length of this piece. Feng shui qualities and the colour red From antiquity to today, few colours have the power and influence that the colour red has. It’s the most likely to make the wearer and the observer do something, such as stop at a stop sign or eat at a restaurant.

Wearing red imbues the wearer with confidence and power. In China, the colour red has many meanings, but the first is happiness. The bride in a wedding ceremony has always traditionally worn a red veil that was only lifted once the bride and groom were at the ceremony, never seeing each other until the wedding. That tradition continues today even though modern brides now know their intended before the ceremony.

In Chinese tradition, a redfaced man is regarded as a holy person, and a god wearing a red robe is the god of wealth.

Red coloured gems have also

been regarded to hold powers of invincibility, strength and success. Rubies and garnets have long been believed to protect against the evil eye.

The element of fire has been associated with the phoenix and is associated with both of fire’s destructive and life-giving and cleansing properties. The phoenix is the red bird that promised success and longevity.

As another character questions, “Why don’t people ask why so many live-in caregivers are dealing with chronic illnesses?”

Most likely, this is because people in Canada generally do not know.

And, of course, these illnesses are both physical and mental. In some countries, there are actual

disorders referred to as Caregiver Illness, which refers to the acute psychological stresses caregivers can experience.

These are important stories that need to be shared, and that need to be understood by Canadian society more widely. I highly recommend that readers of the Pilipino Express share this graphic history with others via social media. One of the biggest problems facing temporary foreign workers in Canada is not a lack of caring or of apathy from the wider population, but rather an ignorance of their plight; these little projects can go a long way in spreading awareness and further pressing our government of the

day for meaningful changes.

From page 1 Development and Energy Marie Segolene Royal signed a Declaration of Intent (DOI) concerning the protection of the environment and the sustainable development of the marine resources of the Philippines.

The collaboration between the Philippine and French Governments is intended to better understand, plan, and manage the consequences of climate change on the environment and marine resources.

Memorandum of Understanding on Higher Education and Research Secretary Del Rosario and French Foreign Minister Laurent Fabius signed the Memorandum of Understanding (MoU) on Philippines-France Cooperation in the Area of Higher Education and Research, which is hoped to promote student mobility, particularly in the masters and doctoral levels, promote the recognition of degrees and diplomas of both parties, and facilitate the exchange of faculty, experts, administration personnel, academic personnel and students through university partnerships.

The MoU is expected to also lead to the adoption of twinning and joint degree programs, intensify the implementation of joint international thesis supervision in order to strengthen the ties between Filipino and French researchers and strengthen exchanges of information and cooperation on the quality of higher education.

Under the MoU, the Philippine Commission of Higher Education and the French Ministry of Higher Education and Research will aim to develop Philippines-France collaboration in the field of science for the period 2015-2020 through exchanges of young researchers in post-doctoral residences, joint scientific seminars and joint research projects through research network involving laboratories of both countries.

According to the Philippine government, more than 1,277 Filipinos travelled to France in the past five years to study.

In the same period, some 50 Philippine institutions of higher learning have had some form of cooperation with French educational institutions such as joint research and exchange of professors and graduate students.

The MoU is expected to double the number of exchanges between the Philippines and France in the next five years.

Agreement on Tourism Cooperation Tourism Secretary Ramon Jimenez, Jr. and French Foreign

PILIPINO EXPRESS Minister Laurent Fabius signed the Agreement on Tourism Cooperation, which is expected to enhance the two countries’ friendly bilateral relations through the promotion of the Philippines as a quality destination in France, the acquisition of best practices in natural and cultural heritage tourism, and the development of ecotourism and sustainable tourism.

France is the third largest tourist market for the Philippines in Europe. In 2013, the number of French tourists who went to the Philippines increased by almost 16%, to around 40,000 tourists. This number is expected to increase in 2015. Philippine tourism has been attracting some attention in France lately. Most recently, two French magazines – Elle and Lonely Planet – have included the Philippines as one of their top ten destinations in 2015.

Contract for the Design and Construction of Manila LRT Line 1 Extension A Letter of Award was also signed between the Manila Light Rail Transit Corporation and a consortium composed of Bouygues Publics Travaux and Alstrom Transport for the design and construction of Manila Light Rail Transit Line 1 Extension.

The project is to be implemented under a PrivatePublic Partnership scheme and consists of extending the existing LRT1 between Baclaran and Cavite by an elevated 12-kilometer leg with eight new stations, and upgrading the existing system between Roosevelt and Baclaran.

Agreement for the Management, Operation and Maintenance of the Subic Clark Tarlac Expressway The two Presidents also witnessed the signing of the agreement between the Bases Conversion and Development Authority (BCDA) with the Manila North Tollways Corporation (MNTC) for the management, operation and maintenance of the Subic Clark Tarlac Expressway (SCTEX).

Under the agreement, the BCDA will assign to MNTC all of its rights, interests and obligations under the concession agreement of the Subic Clark Tarlac Expressway (SCTEX), a 94-kilometer expressway.

MNTC will pay BCDA the 3.5 billion pesos for the concession and both parties will share the gross toll revenues equally.

BCDA will retain all the rights, interests, and obligations of to the concession agreement of the SCTEX relating to the design, construction, and financing of the SCTEX. The term of concession is for 35 years or until October 30, 2043.

Credit Facility Agreement for Cebu Bus Rapid Transit Project Secretary of Finance Cesar V. Purisima and Agence Française de Développement (French Agency for Development – AFD) Asia Department Head Pascaul Pacaut signed a credit facility agreement for the design, construction and supervision of the Cebu Bus Rapid Transit (BRT) Project.

Under the credit facility agreement, the AFD will provide loans amounting to $57.5 million US for the Cebu BRT project.

Philippine-French history Philippine-French relations began during the Spanish colonial period, when France established its consulate in the Philippines in 1824 – the first one in the country. Later, as the Philippines was preparing for independence from the United States, highlevel contacts were secured when President Manuel L. Quezon undertook an official visit to France in 1937.

Diplomatic relations between France and the newly independent Republic of the Philippines were established when Gaston Willoquet, the first French ambassador to the Philippines,

State visits reflect the highest level of hospitality, honour, and formality in relations between nations.

Manitoba Filipino Business Council elects new officers Hipolito Alibin Jr. is the newly elected president of the Manitoba Filipino Business Council (MFBC).

“My vision for the Manitoba Filipino Business Council (MFBC) is to increase member benefits, recognition and engagement with various business groups and community leaders in Manitoba,” said Alibin.

The MFBC was launched in 2010. According to the MFBC website: The MFBC is the result of like-minded Filipino business owners and entrepreneurs interested in building, sustaining and extending the business relationships.

The council currently represents Filipino business owners across a wide range of sectors such as technology, finance, health care, automotive, publishing and home

Colourful sticky notes of prominent people and events decorated the walls of the meeting room. The group also worked on a “context map” and a historical map, which they hope will be valuable in showing how we have grown, what is happening now, and to help continue the discussion about our future.

But it was not all hard work at the meeting. The PHCM thanks those who prepared the food, especially Linda Ramos – another community pioneer – of Gelyn’s Wedding Lounge who made a wonderful cake to celebrate the recent birthday of Dr. Rey Pagtakhan.

Ang mga tauhan at mga pangyayari sa kuwentong ito ay kathang-isip lamang at hindi tumutukoy sa mga tunay na tao at sitwasyon.

Hindi ito bumibili sa canteen.

Nakita niyang dinala ni Gene sa paglaki ang ugaling pag-iingat sa kalusugan.

Lagi itong may suot na raincoat at may dalang payong kapag umuulan.

Kapag mainit naman ang panahon, lagi itong may baong ekstrang kamiseta upang magpalit ng suot kapag pinawisan.

Nasasaksihan din niyang maingat si Gene sa pagkain.

Masusustansiya ang kinakain at iniinom nito, tulad ng sandwich at juice. Madalang itong kumain ng junk food o uminom ng soft drinks.

Kumpleto rin ito sa ehersisyo.

Lagi itong naglalaro ng basketball sa paaralan nila.

Nakikita naman niyang laging masigla si Gene. Hindi ito sakitin.

Laging nakangiti.

NAPUNA ni Atoy ang pagiging health conscious ni Gene dahil siya man sa kaniyang sarili ay maingat sa kalusugan.

Madali namang nakasundo ni Pauline ang mga kaklase nilang babae.

Napupuri rin ito ng mga guro nila. Matataas ang grades nito sa exams at laging nakasasagot sa recitation.

Sa tingin niya, ilang kaklase nilang lalaki ang humahanga kay Pauline.

KUNG tutuusin, nagkaroon si Atoy ng pagkakataong maging malapit kay Pauline.

Noong bagu-bago pa lamang nagsisimula ang klase nila, nginingitian siya nito. Kinakausap siya.

Nginingitian at kinakausap din naman niya si Pauline.

“Matagal ka na ba sa school na ito?” natatandaan pa niyang

tanong nito sa kaniya noon.

“Nursery pa lamang dito na ‘ko,” sagot niya. Sa tingin niya, naghahanap ito ng magiging kaibigan o kakampi.

Kaya lang, napansin niyang lagi itong sumisinga sa virgin pulp hand towels, hinahatsing at nagluluha ang mga mata.

Kaya kung nakikipag-usap man siya, hindi siya masyadong lumalapit kay Pauline. Hindi rin niya tinatagalan ang pakikipagusap.

Naramdaman yata si Pauline na umiiwas siya. Kusa itong tumigil sa paglapit sa kaniya.

Ngayon, hinahabul-habol lagi niya ng tingin si Pauline.

SINUSUNDAN ni Atoy ng tingin kapag magkausap sina Pauline at Gene.

Binabasa niya ang mga mata ng dalawa kung may kahulugan kapag nagtitinginan ang mga ito.

Tinatantiya niya ang layo ng mga katawan ng dalawa sa isa’t isa kapag sabay na naglalakad ang mga ito.

Tinitingnan din niya kung nagkakabungguan ang mga kamay ng dalawa kapag magkalapit o sabay na naglalakad ang mga ito.

Sabagay, mga kaklase pa rin nilang babae ang laging kasama ni Pauline, tulad sa oras ng kainan nila.

Wala rin namang balita sa paaralan na mag-boyfriend na ang dalawa. O kahit nililigawan man lamang ni Gene si Pauline.

Kahit paano, nagpapaluwag

“Laging nagbabasa si Gene tungkol sa health. Lagi rin siyang nagtatanong sa duktor. Kaya alam niyang allergic rhinitis ang problema ni Pauline. Hindi nakakahawa ‘yon.”

“Allergic rhinitis?”

“Oo, allergic rhinitis. Hindi nakakahawa ‘yon. Tingnan mo, nagkasipon ba si Gene?”

Naisip niyang hindi nga.

“Hindi kaya malakas lang talaga ang immune system ni Gene?” binanggit niya.

“Kung sa lakas, tiyak na malakas ang immune system ni Gene. At baka rin talagang hindi nakakahawa si Pauline. Hindi naman nahahawa si Gene kaya kahit paano ang sabihin, wala naman sigurong problema.”

PAG-UWING-PAG-UWI, binuksan ni Atoy ang laptop.

Mayroong mga simpleng pagpapakita na kagandahang loob at mayroon naman talagang tila “to the max” ang paggawa ng kabutihan sa kapuwa. Nakakatuwa ang ganitong uri ng positive articles.

Believer man ang tao or non-believer puwede siyang maging daluyan ng kabutihan dahil ito ay mula sa kaniyang pagkatao. Mula ito sa kaniyang kultura at turo marahil ng kaniyang magulang, pamilya o komunidad. Ang kabutihan ay isang magandang stimulus sa ating komunidad. Kung maraming tao ang nagpapamalas nito ay mas magiging kaaya-aya ang ating komunidad.

Simple lang naman ang RAK. Hindi ito planado; kusa itong dumarating sa ating buhay sa mga pagkakataong hindi natin inaakala. Dahil dito ay tila matetesting ang pagkatao natin base sa hakbang na ating gagawin sa mga sitwasyong hindi natin inaasahan. Maraming mga reality shows ang nagpapakita ng totoong mga reaksyon ng mga tao sa iba’t ibang mga pagkakataon.

Mayroong mga nakakakitaan ng kabastusan, pagkapikon, walang pakialam at mayroon din namang nananaig ang pagiging mabuting

tao.

Hindi tayo perpekto. May mga pagkakataon na maiinis tayo sa mga sitwasyon. Pero kung dumating sa puntos na alam natin na mali ang nakikita natin at mayroong naaapi o hindi naitatrato nang maayos ay ano ba ang gagawin natin sa pagkakataong iyon? Malaki ang utang na loob nila sa publiko, sa mga tagahangang makapagparetrato lang sa tabi nila ay maligaya na, ang kaginhawahang natitikman nila ngayon ay mula sa suportang ibinibigay sa kanila ng taumbayan.

UPAA – MB elects new board members

By Nikki Mailom, UPAA-MB The University of the Philippines Alumni and Associates in Manitoba, Inc. (UPAA-MB) recently elected its new board members. They are: Chairperson Norman Aceron Garcia; Secretary Lourdes Casañares; Treasurer Jeremy Malana; Membership committee head Mervin Maramag; Fundraising committee head Mei Villafania; Social Responsibility committee head Pauline Meier; and Information and Communication head Nikki Mailom.

The new officers will continue to lead the association’s fundraising and social events, seminars, and volunteer work from 2015 until the end of 2016.

For the past four years, UPAAMB’s projects have reflected the importance that the association places on higher learning and giving back to the Manitoban community, fellow Filipinos in Winnipeg and the Philippines.

This year, the board of directors will also focus on empowering its members and strengthening the familial ties within the association.

Minister Flor Marcelino Norman Aceron Garcia

graduates in Winnipeg who have rendered outstanding service and support to the University of the Philippines, UPAA-MB and the Filipino community in Manitoba.

The awardees: • Minister Flor Marcelino – The first woman of colour and first female of Filipino descent elected to the Manitoba Legislative Assembly in 2007.

Orlando Marcelino

She was Minister for Culture, Heritage and Tourism in 2009, re-elected as MLA for Logan on October 4, 2011, and is currently the provincial Minister for Multiculturalism and Literacy.

She was taking a communications graduate program at University of the Philippines before her family immigrated to Winnipeg in 1982. Flor supported a UPAAMB’s fundraising project in 2014 that funded the bursary sent to UPV-Tacloban students directly affected by the Typhoon Haiyan, locally known as Typhoon Yolanda.

• Mr. Orlando Marcelino – Currently serves as the Honorary Consul General of Philippine Consulate General. Orlando “Orli” Marcelino also supported UPAA-MB’s fundraiser in 2014.

Orli earned his degree of Bachelor of Fine Arts, Major in Visual

Communication at the University of the Philippines (Diliman).

Orli is known for his selfless dedication and commitment to providing consular services to Filipino immigrants, permanent residents, and citizens in Manitoba.

• Ms Perla Javate – President of the Philippine Heritage Council of Manitoba, Inc. (PHCM), which will again lead the weeklong festivities of Philippine Heritage Week in June 2015. Perla is the Community Liaison Officer at Winnipeg School Division and also a volunteer at the Mount Carmel Clinic and the Sexuality Education Resource Centre. She was a recipient of the Queen’s Diamond Jubilee Medal and Queen’s Golden Jubilee Medal for her support to the community.

She also graduated from the University of the Philippines

Emmie Joaquin

(Diliman) with a degree in Social Work. Perla supported UPAAMB’s fundraiser in 2014.

• Ms Emmie Joaquin – President and Editor-in-Chief of The Pilipino Express news magazine and an advisor with the The Wealth Planning Group. She earned her Bachelor of Arts degree in Broadcast Communication from the University of the Philippines (Diliman). Emmie was also a recipient of the Governor General’s Queen Jubilee Medal in 2002 and the Queen’s Diamond Jubilee Medal in 2012 for her community service. She pioneered the Filipino programming on the ethnic radio station CKJS in 1989, and produced and hosted radio shows until 2003. Emmie has consistently supported the UPAA-MB and its projects since the association’s early years.
