Ultimate sacrifice

What would drive a young man with a promising future to leave his family behind, forsake all comforts of modern life, and join an armed struggle to bring down the government at great risk to his own safety? For a student leader like Rendell Ryan “Perper” Cagula of the University of the Philippines (UP) -Mindanao, the answers are perhaps all too obvious. Having been involved in campus activism, he had seen for himself the strong disparity between the rich and the poor, the powerful and the powerless, the oppressor and the oppressed. By all accounts, he had worked most of his college life for various causes to stir up not just his fellow students but also the “real world” around him, until finally deciding, in the words of the Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP), “to take up arms and join the struggle in the countryside.” Unfortunately, joining the armed struggle cost Perper his very life. On the afternoon of November 4, 2014, Perper – or

Ka Lucas as he his New People’s Army (NPA) comrades knew him – was killed in an encounter with the military in Maasim town, Sarangani in Mindanao. Three other rebels – identified only by their aliases Ka Payat, Ka Doming and Ka Jappie – were also killed. “During his years of service to the alliance,” KASAMA sa UP said, “he was at the forefront of the various campaigns promoting students’ rights and welfare, including the historic UP Strikes Back (against budget cuts) in 2011. Living the legacy of service to sectors outside the University, he continued spearheading campaigns for the Southern Mindanao Region with regard to plethora of issues which are of national concern.” The National Democratic Front (NDF) was even more detailed in its description of Perper. “He took up a Bachelor of Arts in Anthropology at the University of the Philippines Mindanao. He became president of the Summer Bridge Program, college representative and later

president of the UP Mindanao student council. He was elected executive vice president of the Katipunan ng mga Sangguniang Mag-aaral sa UP (KASAMA sa UP), the national alliance of UP student councils. He was also a member of Pi Sigma Delta fraternity, Anak UP Min and Dugong Antro. He became active in campaigning for better school facilities, ouster of UP President Roman who pushed for the 300 per cent increase in tuition fees, and higher budget subsidy for state universities and colleges. He joined the League of Filipino Students and the Kabataan party list, where he was the regional spokesperson and coordinator, respectively.” “In his foray with these organizations, he became exposed to the basic ills of society and the sorry state of peasants, workers, indigenous people and the urban poor. His study of society led him to an awakening that the same ills can only be cured not by reforms but by a systemic change through an armed revolution. Thus, it was only a matter of time before Cagula was recruited to the Kabataang Makabayan and later as full member of the Communist Party. As a tireless organizer, agitator, educator, and methodical facilitator, he took up key tasks at the Party branch in the youth

and student sector. A Party cadre he truly had become, when he decided to stop schooling and concentrate with his Party work.” In fact, Perper was only six units short of obtaining his degree. It is difficult for many to understand why a young man would cross over from “legitimate” advocacy to armed struggle, but it helps to remember that Perper was in fact not the first – or the last – to do so. Indeed, countless such young people – educated, intelligent, passionate – have joined the rebel movement despite the military’s branding it as nothing more than a group of bandits out to create chaos in an otherwise peaceful society. What these young people have seen with their eyes is anything but peaceful and just, and even the most optimistic of us will concede that our country has a lot of work to do to solve the inequality that pulls us down. Society will frown upon Perper’s decision to take up arms, believing as it does that violence is no answer to the ills of society. But no one can begrudge him his desire to serve the people, and ultimately sacrifice his own life for the honour of doing so. Borrowing the ties of dominion? In November 1997, thenPresident Fidel Ramos paid a visit to Winnipeg, the first time a Philippine president had visited the city. He was in Canada to attend a meeting of the Asia Pacific Economic Co-Operation countries in Vancouver. This was a family affair, as President Ramos’ first cousin lived in Winnipeg. Although this visit was brief – about nine hours – it attracted 1,000 Filipinos living in Winnipeg, and included a large entourage accompanying the President. This brief but jam-packed evening was a testament to the vitality of the Filipino community in Winnipeg in the late-1990s, which Ramos knew to be strong. Given the large population of Filipinos in Winnipeg, it may not have been that much of a surprise – although, certainly an honour – to have the President of the Philippines stop over in the city. What is surprising, however, is a visit by another Filipino leader eighty-five years earlier in 1912. While examining newspaper archives in search of stories relating to the early Filipino community in Canada, I found a story in the Brandon Sun about Emilio Aguinaldo. It was normal for Canadian newspapers to carry news of events in the Philippines, but this story caught my eye with

its headline “Aguinaldo Will Visit Dominion.” The Winnipeg Free Press, then the Manitoba Free Press, picked up the same story. At this time in 1912, although Canada had been independent from Britain since 1867, it remained closely tied to the British Monarchy as a dominion. Aguinaldo, it seems, felt that that the Dominion’s relationship with Britain was similar to that between the Philippines and the United States, which had been a colonial occupier since 1898. The short story reads as follows: AGUINALDO WILL VISIT DOMINION Manila, March 16 [1912] — Emelio [sic] Aguinaldo, the former leader of the Filipino insurgents, expects soon to visit Canada with a party of representative Filipinos, in order to study the working connection between the Dominion and Great Britain. He believes that a similar connection between the Philippines and the United States might be the best solution of the Philippine question. (17 March 1912, Manitoba Free Press.) This short article is one of the many joys of searching through archives. This was completely unexpected and raises so many questions. Unfortunately, I haven’t been able to find any information

on this trip – or if it even happened (If anyone does, I’d love to hear about it!), but there are a three important things we can learn from this short news item. The first is that Canada registered on the horizons of Filipinos like Aguinaldo. The elite of the Philippines, and those who pushed for Filipino nationalism and independence, were a globally aware group. Many travelled abroad for education and made travels to study foreign

governments and how they function. This process of sending missions to Western nations was common among Asian countries in this period. In 1905, the Empress Dowager Cixi of the ailing Qing Dynasty in China sent exploratory missions to Japan and Western nations to study their constitutions. Japan, which had adopted a Western-influenced government under the Meiji Emperor (18671912), sent missions to the West in 1873 for similar purposes. This was a period of great change in Asia - including Southeast Asia and political leaders were looking for innovative ways to meld Western ideas of governance to the particular contexts of their countries and cultures. England at this time was in the process of granting independence to its settler colonies, Canada included, and this system clearly caught the attention of Aguinaldo and others. The second point this story suggests is that Filipinos at the time were not satisfied with the way the Philippines were being governed by the Americans. While U.S. colonial rule differed from other Western colonies in terms of how the Philippines were governed, the country remained under “American tutelage,” See HISTORY p8

Talking about safer sex Dear Ate Anne, Thank you for your answer to the penis size question. In that article you encouraged me to remember the safer sex topic. I am proud to share that I had the “man to man” talk with my son. I don’t want to lose momentum since I feel more confident now. Besides, this conversation has made us feel closer and more at ease. I am eager for the safer sex article because I would like to discuss STIs with my son. Concerned Parent Dear Concerned Parent, Congratulations on finding the courage to have this sensitive talk with your son. You are on the right track to being one of the most important sources of information for your child. Your request is very timely since December 1st is World AIDS Day. This year the theme is “Getting to zero.” The goal of the campaign is zero new infections, zero discrimination and zero AIDS-related deaths. HIV and AIDS still affect the lives of millions of people around the world. In Canada, it is estimated that 71,300 Canadian are living with HIV and an estimated 3,175 new infections occurred in 2011. In view of these statistics, you have every right to be proactive in talking to your son about safer sex. When talking about sexual activity and Sexually Transmitted Infections (STI’s), take a positive approach. For example, emphasize that sex can be pleasurable, fun, and caring. Sex can have special meaning when a couple is ready for the sexual relationship and can express who they really are sexually. It is also important that both partners consent to any sexual activity. Unfortunately, sex can also expose people to the risk of sexually transmitted infections, including HIV. Explaining to your son that he can reduce his risk while he explores his sexuality is an essential piece of your discussion. Safer sex includes having fewer partners and using condoms. Safer sex can also be both partners in a new relationship going for STI testing before becoming sexual. If their results are negative and they

have sex only with each other, they minimize their risk of STI’s. Another topic to discuss is the use of drugs, including alcohol, and sexual activity. Drugs and alcohol affect a person’s ability to make decisions. How can your son “play safe” and protect himself? Following are some tips for practicing safer sex that you can discuss with your son: • Use condoms correctly and consistently when engaging in vaginal or anal intercourse; • Latex condoms are the best defense against sexually transmitted infections. It is a good idea to practice before using a condom for the first time in a reallife situation; • Keep condoms in a cool, dry place where they won’t be exposed to heat and light for a long period of time; • Check the expiration date on the condom wrapper before using it. If a condom is dry or sticky, get a new one. • Open the condom with your fingers; don’t use your teeth; as it is easy to tear it; • Put on a new condom every time and pinch the tip of the condom as you roll it onto the penis. That way you leave a space between the tip of the penis and the condom. This will catch the semen. Be careful during withdrawal and when you take the condom off – semen can spill out; • Don’t use two condoms at the same time as it causes friction between them and increases the chance that they will break. Using a male and female condom together could make them to stick together and slip out of place; • Don’t put on a condom inside out and then turn it over. If a mistake is made, throw the condom away and use a new one; • Regular-size condoms will fit most men. Find a condom that fits well and is not too short, too tight, or too big; • Use lubricated condoms or only water-based or silicone-based lubricants like K-Y jelly; • Latex condoms are the most popular and less expensive. 2015 immigration levels The new levels are here! The news levels are here! What levels you ask? Canada’s Citizenship and Immigration Minister tabled his government’s immigration plan for 2015. According to a news release on October 31, 2014, his department is planning to welcome between 260,000 and 285,000 new permanent residents next year, which is roughly 19,000 more than the levels announced for the current year. The levels are normally distributed between: economic immigration, which is intended to address labour and skill shortages in the country; facilitate the reunification of families and other a safe haven for refugees and; others admitted under Canada’s humanitarian programs. The projected breakdown for 2015 is intended to be: 64 per cent for economic class immigration or 181,300; 24.4 per cent for family class immigration or 68,000; and the remaining, 10.7 percent. The increase in levels is welcome by all. Immigration Minister Chris Alexander summarizes the increased levels as follows: “The Government of Canada is proud to table our immigration plan for 2015, which strengthens our government’s focus on

long-term economic growth for all Canadians. Through the 2015 immigration plan we will welcome a record number of individuals who will contribute to our economy and labour market, while also ensuring that we reunite more families and continue to provide assistance to the world’s most vulnerable populations. As we prepare to launch Express Entry in January 2015, this plan will help us attract skilled immigrants who are most likely to succeed.” Skilled Worker/Economic Stream immigration The press release included announcements about specific immigration application streams, such as economic, family class, live-in caregivers (see Diwa Marcelino’s front-page article in this issue of the Pilipino Express) and overall promise to reduce backlogs and quicken processing times. Under the subheading “Ensuring Long-Term Prosperity and Economic Growth,” the news release discussed the projected 2015 levels in terms of skilled worker immigration programs and economic class immigration. All the programs, intended to address current and future

labour needs, were included under Minister Alexander’s new buzzword, “express entry.” The term is roughly equivalent to former minister, Jason Kenny’s “expression of interest” and includes projections on new applications under the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program, Canadian Experience Class (CEC) and “a portion of the Provincial Nominee Program (PNP).” The program list may include new applications and new requirements but for now the news release limits itself to projected caps for 2015: FSWP up to 51,000; CEC to 23,000; live-in caregivers to 30,000 and; 48,000 to the PNP. The reader is invited to compare the governmentgenerated map of 2000 with 2013. Note that the 2013 map shows greater dispersion of the PNP Canada-wide, particularly in Prairies (Manitoba, Saskatchewan, and Alberta) and the Maritime provinces. Family Class immigration The announcement on levels specifies that roughly 25 per cent of planned admissions to the country will be considered under family reunification. The actual numbers would be around 68,000 along with improvements in processing times. This number is broken down further into 48,000 spaces for sponsored spouses, partners and children and a dramatic increase in the number

of spots available to parents and grandparents with 20,000. This is up sharply from the 5,000-cap for the sponsorship of parents and grandparents for 2014. Reducing backlogs and improving processing times The government never tires of telling us about the reduction in processing times: “As a result of actions by the Government of Canada since 2009, the backlog of permanent resident applications has been reduced by nearly 45 per cent, paving the way for a faster and more flexible immigration system.” There is no need to remind the Minister of the 300,000 plus applications returned from the pre-existing FSWP backlog or even the two-year moratorium on the sponsorship of parents and grandparents. The news release proudly proclaimed the benefits of these drastic actions. “The Government of Canada temporarily stopped accepting new applications in the Parent and Grandparent category and greatly increased admissions.” A two-year plus moratorium is downplayed as “temporarily stopped.” Why would we not expect backlogs to be reduced when you don’t take in any applications for over two years and then limit new applications to a low cap of 5,000 when you reopen the program in January 2014? The same news release goes on to support the departmental action

taken against applicants waiting for years in the FSWP processing cue as matter of fact: “Legislation to terminate the Federal Skilled Worker category backlog in 2012 removed more than 100,000 old applications.” It is not just this writer who questioned the fairness of accepting FSWP applications as complete and eligible for adjudication only to return them because they are “old” or too long in the cue. Why blame those skilled applicants for the failure of the department to process applications in a timely fashion? Increasing the speed of processing while decreasing the number of applications appears to be little more than the simple law of supply and demand at work. The announced levels for 2015 are however encouraging because they represent an improvement over the departmental targets from the previous year. We now have to wait the see the details of the upcoming “Express Entry” in January of next year. Let’s hope it is more than just a catchy term that focuses on the speed of processing times. There’s feng shui and then there’s “crazy shui” One of the things that frustrates me most is when I get a referral for a feng shui consultation and it’s to re-do a consultation from another consultant who took the crazy train right on out of feng shui town. And it happens. I understand that we all have a different take on things, but what I’m talking about is the difference in feng shui that’s no longer recognizable as feng shui. It’s the kind that has clients doing positively weird stuff, crazy rituals and things that are just hands-down odd. Here are some of the kinds of feng shui that I’ve come across and how it hurts the feng shui profession – and feng shui clients. Frog turning In feng shui, wealth frogs are toads that are placed on a low table across from a door and are used to symbolize wealth. They symbolically hold the good chi coming into the door. Frogs are good omens of wealth and prosperity because they are most often associated with the presence of water, which is the element of prosperity. Some feng shui practitioners say you have the frog face the door during the day and

then turn it away from the door at night. If your consultant tells you to do that, then you should ask them to face the door and then walk right on out. Frog turning is not feng shui. Storing water All homes need water. Water represents income and prosperity. Sometimes water is used to solve problems in feng shui. Like when a serious affliction falls in a sector with a toilet, that commode is doing you a favour! However, some consultants will tell their clients to put large bottles of water (or wood, or metal, or boulders) all over the house. I don’t know about you, but living with jugs of water stacked in a closet doesn’t seem like good feng shui to me. Water is best when it’s flowing – and it works better in feng shui, too. Your home is a sanctuary The best, most productive, healthy and prosperous houses are those that lean more on the yang side. That is, they have vibrant atmospheres with nice landscaping around the house, attractive furnishings; the house is well kept and visually appealing. Too much talk around feng shui

is about creating a “peaceful” environment for the whole home. While it might sound nice, think about the most peaceful environments you know – they’re usually cemeteries or churches (considered yin houses). I don’t know about you, but I don’t want to live in either of those places. Having a peaceful, relaxing bedroom is one thing, a completely “Zen” home is another. 

What houses need is a balance with the scales tipped a bit more toward the yang, because that is a house of the living, with plenty of bright light, movement, and a harmony of elements. A house must look and feel alive or it will become yin. When a house is starved for yang energy, residents will suffer with health problems, lack of money, relationship difficulties, accidents, injuries, and so forth. Always aim for an energized home that’s not overly peaceful, or you’ll be living in a yin house, living a yin life. Hanging a crystal above every door Hanging a crystal in a window to catch sunlight and throw rainbows in the room is just plain pretty – and good feng shui too. Hanging a crystal in every doorway is just plain odd. And, yes, I’ve heard this from

practitioners. Anything overhead exerts a strong influence, and crystals are of the earth element, symbolizing earth overhead. Again, we’re back to cemeteries. Curing the bathroom Here’s the good news – not every bathroom is a problem. In fact, I quite like mine. Many times, there are afflictions and problems that bathrooms solve. If you have

a bathroom, you’re never going to “cure” it, but you can help your home’s feng shui by activating the energy in the corner of the house that the bathroom corresponds to in your living room. For example, if your bathroom is in the SE

corner of wealth, activate the SE corner of your living room to help create more wealth and improve your assets. Harmonizing everything Harmonizing is a sure sign that See FENG SHUI p9

LCP’s live-in requirement ends By Diwa Marcelino CANADA – Canada’s Citizenship and Immigration Minister, Chris Alexander, announced significant changes to the Live-in Caregiver program on October 31st this year. Changes include the removal of the “livein” requirement, which forced caregivers to live with their employers, as well as placing a yearly cap of 2,750 permanent resident applications from caregivers who completed the program. Caregivers who have specialized education and skills like nursing can apply to a second stream also capped at 2,750 applications annually. Previously there had been no limit to the number of applications accepted. At its height in 2007, Canada accepted 12,930 caregivers through the program. “It’s disheartening that some caregivers won’t be able to settle in Canada, says Catherine Bryan, a PhD candidate from Dalhousie University researching effects of migrant labour in Manitoba and the Philippines. “Caregivers should arrive as permanent residents. They do the work that sustains us. They should be given the rights of residents.” Immigrant advocacy groups have demanded the removal of the live-in requirement for decades citing its tendency to encourage

abuses. “While we welcome the end of the live-in component, it’s extremely disappointing to see caregivers are still not given permanent residence upon arrival,” says Jane Ordinario, coordinator of Migrante British Columbia. “Caregivers will still arrive as temporary foreign workers. As such, little has changed because their lack of immigration status is also a major factor in their exploitation. The fear of deportation is a strong one that causes many to remain silent about the problems they face,” added Ordinario. Two days before this announcement Alexander said Canada would admit 17,500 permanent residents through the Live-in Caregiver Program in 2014. Critics have complained about the backlog of 60,000 applications representing caregivers and their families waiting for permanent residence. “Wait times in the Live-in Caregiver Program have grown to levels that are unacceptable to caregivers,” said Alexander. “Our government has already slashed application backlogs for skilled workers and parents and grandparents. Now, we turn our attention to the LCP.” The Live-in Caregiver program, part of the larger Temporary Foreign Worker Program, has received scrutiny in recent months over reported

abuses by employers. The number of Temporary Foreign Workers (TFWs) present in Canada has nearly tripled in the past decade, reaching a high of 338,221 in 2012. Of those TFWs, 47,470 came from the Philippines, the largest source of foreign workers to Canada. In June of this year Alexander announced a comprehensive overhaul of the Temporary Foreign Worker Program, which included changes to the work permit durations, from two years to one, and fee increases from $275 to $1,000 for every temporary foreign worker requested by an employer. The changes to the Live-in Caregiver and Temporary Foreign Worker Program have taken place in the midst of many recent and controversial changes to the immigration system. These have included the removal of healthcare access to refugees, the cut to the sponsorship of parents and grandparents and the reduced age limit for dependents from 22 to 19 years of age have all stirred up criticism. Haniely Pableo, a registered nurse in Ontario, came to Canada in 2006 with her sisters when she was 21. They were reunited with her mother who completed the Live-in Caregiver Program. “If we had applied to immigrate today, my sisters and I would not have been eligible.” Government news releases have indicated that recent changes to immigration policy have been consistent with Canada’s economic priorities. “Our government is ensuring our immigration system is addressing Canada’s economic and labour market needs while reducing backlogs and improving processing times,” Alexander stated in April during an announcement outlining Canada’s new “Express Entry” immigrant selection framework. The Express Entry system, which launches in January 2015, will allow employers to assume a key role in selecting economic immigrants. It will also allow a portion of candidates through the Provincial Nomination Program. Employers will be able to select from a pool of registered applicants who create a profile in the government’s online recruitment portal. Those with a job offer from an employer will be invited to apply to work in Canada. “I think it’s unfair. The government’s economic rationale for the changes devalues the importance of social and cultural values of Canadians in general,” Pableo said of the

A fresh perspective: critical collaboration Editor’s note: In this issue of the Pilipino Express, we are delighted to introduce to you our newest columnist, Judianne Jayme. She will write about the numerous issues that educators, parents and students face in our school system and help us develop a better understanding of that system. She is the daughter of long-time Winnipeggers, Hector and Helen Jayme. Judianne Jayme has been very active in the community. For many years, she served as secretary at the Philippine Heritage Council of Manitoba. At a young age, she was involved with Highlights Performing Arts under the direction of Joy Lazo. For the past 15 years, she has been dedicated to the Pearl of the Orient Pavilion as both a performer and a part of the production team behind the scenes for Magdaragat Philippines, Inc. She has also taken her talent with Magdaragat to represent the Philippines and Canada at international dance festivals in Mexico, Peru, and Costa Rica. She is now a third year

educator teaching sixth grade in the Winnipeg School Division and continues to pursue her passions for performing arts, human rights, and travel. – Ed. Teachers have a job often scrutinized by the public, rightfully so, since we are in charge of educating an entire generation. As a third year educator, I strive to build and improve on the acquire-activate-apply models of my predecessors. Last year, despite not requiring formal observations and evaluations, I readily volunteered to help other teachers and administrators who needed extra practice in evaluating colleagues. Having a fresh pair of eyes is incredibly helpful when you reflect on your practice. These eyes will see things that are second nature to you; things you take for granted. This year, I welcomed a student teacher. She is keen to observe every detail in our classroom community and routines. I share my resources and she builds on feedback I give her each lesson. This working relationship is one in which colleagues thrive because

of their support and constructive feedback for each other. Prior to writing this column, I had a fellow columnist for the Pilipino Express observe me in my classroom. He spent time with my students and saw some of the practices and routines I had in place. I asked him for feedback on my classroom, students, and practices. One classroom practice I take for granted is what I call the “walk and talk.” Whenever I ask students a question, I ask them to first reflect on their answer in their heads. They give me a thumbs-up to indicate that their idea is ready. They are then randomly paired off and they stand in a circle. They walk around slowly, sharing ideas until they return to their original spots. They come back together as a class and discuss something they or their partner shared. This collaboration is so critical to the formation of new ideas and concepts. It also allows us to address misconceptions. They receive instant feedback from their peers, which, in many ways, can be more effective than feedback from an adult. For success to happen for our youth in and out of the classroom,

My classroom is often noisy but, on closer inspection, they are on-task. That noise, that chatter, is engaged conversation. My students collaborate. They are learners. Parent tip: ask questions! Do not take for granted how powerful asking the right questions is. Have discussions. Ask questions that prompt your child to think. If they ask you a question, don’t just always

answer it for them. Allow them to make critical connections. Even a nursery student who replies, “I don’t know,” to a question will form a response when you respond with, “But if you did know, what would you say?” You’ll be amazed at how much more of a critical thinker your child will become through this process. Plan, do & review By and large, the fear of failure has held back entrepreneurs. However, let it be known, the term failure is a socially constructed concept. A micro-test means testing out smaller, inexpensive campaigns, tracking the results and scaling out on the campaigns that work best. This is the simple but not easy process: Create a product or service campaign offer that solves a problem in your niche market; test out multiple advertisements to attract prospects to your offer; make sure the campaign includes a full tracking system for record and review purposes; ensure the campaign is scalable (has the ability for growth and development); track your conversions (know your numbers)

and rollout the campaigns that get the best results. This is risk management at its finest and the sure way to win before you really start! What’s gets measured, gets managed and what gets managed wins beforehand! Please refrain from “putting the horse before the cart!” This is why businesses barely survive much more than they thrive. They’re dead weight before they leave the gates. Ask yourself these winningbeforehand questions: Is the product or service I’m offering high on demand or am I only its number one fan? Like Warren Buffet said, “make what you love your hobby, make what the world loves your business!” Is your business location suitable for your product or service? Do I know the biases that are holding me back in my chosen industry? Do I know my competition? Do I know my customers inside and out? Do I understand my own product or

service? Can I truly stand behind my product or service? Time can be considered money! This is the reason why we spend our time in our life and business! So, if you spend the time to answer these questions in full before it’s too late, you will save yourself time, energy and money! This is the definition of winning beforehand. But you will cheat your customers if you do not sell them when your product can help them solve their problem and better their lives. a Philippine Commonwealth. This was of course interrupted with the Japanese occupation of the Philippines in 1941; by 1946, though, the U.S. followed through and gave the Philippines Independence. As a side note, it is interesting that this “Independence Day” – 4 July 1946, the same date as American Independence – is not celebrated as Philippine Independence day, which is instead 12 June 1898, the date

Aguinaldo proclaimed Philippine independence. The fact that Aguinaldo planned to visit Canada to study its relationship to Britain suggests that at least Filipino political elites were looking for alternatives that would give the Philippine government far more autonomy and sovereignty. It isn’t clear what his long-term vision was, however. Was he looking to request independence from the United States along the lines of

the Canadian Dominion, or was he trying to find a more acceptable way of running the Philippines with American occupiers? The third point is that article represents an interesting early point of contact between Canada and the Philippines, regardless of whether or not the visit occurred. While this was not an official Philippine government mission, this is likely one of the first visits of a Filipino leader to Canada. I’ve written

before on early Filipino presence in Canada – “The first Filipinos in Canada” – because it’s important to realize that the relationship between the two countries began well before immigration began in the 1950s and 1960s. Aguinaldo could not have known how strong this relationship would become, especially in the province whose newspapers told of his planned visit. Much See HISTORY p9

This is when you try to harmonize the room with the colour, for instance, like adding red (a fire colour) to a kitchen because the kitchen is associated with the fire element. Here’s what I know: fire is dangerous. Too much fire is really dangerous. It’s the same for a bathroom being associated with water and painting the whole thing with a beach scene. Too much water drowns. Harmony is great, in music. In feng shui, it could cause problems. Putting mirrors above toilet, tying faucets with red ribbon A sure sign you’re dealing with some crazy shui is when it starts to look silly. Take for instance, tying a ribbon about sink faucets. Good feng shui also looks good and is something you can reasonably do and maintain. Putting a mirror over the toilet looks odd. One of the most impractical recommendations is to close the entire sink and bathtub drains. It’s just not practical, so it’s not really good feng shui. If the concern is about the drain of water in a bathroom, simply close the door. But making your home both pretty and practical goes a long way toward creating good feng shui. “But I lived” It has been 28 years since the EDSA Revolution, which saw the end of the Marcos Regime and the election of a new leader who was looked to by many to lead the Philippines into an era of peace and hope. It was Corazon Aquino herself who said, “Reconciliation should be accompanied by justice, otherwise it will not last. While we all hope for peace it shouldn’t be peace at any cost but peace based on principle, on justice.” Yet, 28 years later, the Philippines is still mired by human rights issues – poverty, corruption, violence and injustice – preventing Filipinos and Filipinas from securing their most basic economic, social and political rights. Here in Winnipeg, a city where census figures show that Tagalog is the second-most commonly spoken language – over French, and in a province where people of Filipino descent make up five per cent of the population, there is an absence of discourse on the dire human rights situation in the Philippines. There is sensitivity around broaching the topic out of fear despite being in a country seen as “safe” and championing the human rights of all people. This past spring, the Canadian Museum of Human Rights

interviewed Marie Hilao-Enriquez for their Oral History Project to document the ongoing struggle for rights realization and peace. It is her hope that Canadians stand in solidarity with those who are seeking justice in the Philippines; in particular, Canadians who have a connection to the motherland. Marie Hilao-Enriquez was twenty-one years old when she was arrested in 1974. She was one of many students who witnessed the huge and growing gap between the rich and the poor and sought to lessen the divide through education and organization. “We went out of our university classrooms and went to the workers and farmers – our brothers and sisters – to live with them and organize resistance,” Marie told New Internationalist Magazine in a 2004 interview. “We challenged the [Philippine government] about how the country was being run and demanded land and industrial reform.” The Marcos government violently responded to the peaceful social movement, declaring martial law, shutting down all media – television, newspapers, radio – suspending classes, and arresting tens of thousands of people, primarily student activists

and political opponents to Marcos. Marie and her younger brother and sister felt their part in the movement was more important to ensure freedom in education and in the struggle of the Philippine people and decided to quit university and go underground to become fulltime community organizers. One other sister, who was an editor of her college newspaper, decided to stay in school. In 1973, she was arrested by the military after going home to check on her mother who was sick. Guards, looking for Marie and her organizer siblings, instead took her and tortured her so brutally she died two days later. When Marie was captured the following year along with her husband, she was transferred from one military camp to another, where she was interrogated and endured substantial physical and psychological torture. “But I lived, and must have survived the ordeal to give voice to the voiceless and speak the truth on the rocky road to peace.” While in detention, she gave birth, naming her child after her sister who just a few months before had been murdered by the military. In prison, Marie met another nursing mother, Mila AstoriaGarcia, and worked to campaign for their release along with their newborn children. After other political prisoners supported them by going on a two-week hunger strike, Marie and Mila were released on July 6, 1976. Today, Marie still works to campaign for the release of political prisoners with whom she relates much ever since her work as a young student organizer resisting a government that served to suppress citizen voices and efforts to empower

25-15. This is the ninth consecutive championship for the DMCI Maroons. One of the keys to DMCI’s success is the time and effort put in during practices and tournaments throughout the season. Another

She is the chairperson of Karapatan (Alliance for the Advancement of Human Rights in the Philippines) and co-convener of EcuVoice (Ecumenical Voice for Human Rights and Peace). This past May 28-30, Marie visited Winnipeg while doing a cross-Canada tour talking about the recent rise in killings and calling for the Philippine government to resume peace talks with the National Democratic Front. In addition to her interview at the Canadian Museum for Human Rights, she spoke with church groups and various communities in Montreal, Toronto and Vancouver, and met with Members of Parliament in Ottawa. Her many supporters have written statements and letters on her behalf and about the human rights violations in the country, and include MP Paul Dewar, the United Church of Canada, Mining Watch, the Canadian Council for International Cooperation, KAIROS, and the International Coalition for Human Rights in the Philippines. Recognizing the escalation of violations and the urgency to act, Amnesty International has identified the Philippines as one of the top countries affected by impunity in violence and corruption. It is promoting a global campaign to Stop Torture through letterwriting, demonstrations, demands for government accountability, implementation of human rights law in The Hague Joint Declaration (1992) and CARHRIHL (Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law, 1998), the release of political detainees, and

the cease of violence as a means of suppressing dissent. While the 1986 People Power Revolution was the culmination of a movement to resist the Marcos Regime, and Marcos’ successor Corazon Aquino did release a large number of political prisoners, justice has not been served and Marcos has not been held to account for the thousands of people who were killed, tortured and disappeared under his dictatorship. Moreover, interestingly, while the current government – led by Corazon Aquino’s son – has been praised for its “good governance” in articulating its “commitment” to human rights and that “impunity no longer persists,” unlike B. Aquino’s immediate predecessor, Gloria Macapagal-Arroyo, Karapatan has documented 204 extrajudicial killings, 22 enforced disappearances, and 482 political prisoners under the new Aquino government – all “with zero accountability.” Marie attests, “These human rights violations of extrajudicial killings, enforced disappearances, torture, arbitrary detention and others continue. And because they are state-sponsored they continue with impunity.” But Marie survived her ordeal, and she lives to give voice to the voiceless as they suffer countless violations. power hitter, and Nathaniel Alnas, also a power hitter, have both been outstanding on the court and have maintained great academic standing as well. The Maroons will now represent the Winnipeg School Division in the Provincial Championships to be held in Winnipeg from November 20 to 22. They are currently ranked ninth overall in the province.

Super Sireynas conquer the stage WINNIPEG – It was a cold Halloween night but it was sizzling hot inside the Philippine Canadian Centre of Manitoba (PCCM) as the Super Sireyna 2014 finalists walked the ramp to display their beauty and talent in front of a sold-out crowd. Five local good-looking Sireynas danced, sang, modeled their evening gowns and lingerie and answered questions from the judges. Finally, Noriel Ganancial a.k.a. The enthusiastic audience also applauded Ganancial when she implored them to help stop bullying in the community, citing how tough it was for her when she was growing up searching for her true identity. Outgoing Winnipeg Super Sireyna 2013 Adrian Reyes did her final walk and expressed her gratitude to the contest organizers for producing a pageant that could help create a better understanding and appreciation of her and her fellow sireynas, and their role in the community. The other winners were: 1st runner up Edmund Novio a.k.a. Anne Curtis, 2nd runner up John Lalota a.k.a. Mariah Carey, 3rd runner up Sam Raymundo a.k.a. Where it all began The FMC-APEGM origins

Great things come in small packages, but for the Filipino Members Chapter of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (FMCAPEGM), it came in small talks. Some time in early 2009, Valentin Abella, Marolo Alfaro and Ramon Cairo were talking about the challenges that Filipino engineering professionals face in order to practice engineering in Manitoba and in Canada. In particular, the challenge of satisfying the academic requirements set by the APEGM. In 2003, the governmentfunded Internationally Educated Engineers Qualification (IEEQ) program was created. IEEQ program is a pathway for internationally educated engineers to meet academic requirements for professional engineering practice in Manitoba. The program first accepted about 20, and later, 40 students per year. Philippine-educated engineering professionals were not qualified for admission for the first few years of the program because only those who were assessed by the APEGM with five or fewer confirmatory exams were eligible. Most, at the time, were assessed with nine to 11 confirmatory exams. Marolo Alfaro, an engineering professor at the University of Manitoba (U of M) had a conversation with Ron Britton, IEEQ program founder and also an engineering professor at the U of M. The conversation focused on the opportunities for admission of Philippine-educated engineering professionals to the IEEQ program. It was from this small talk that Dr. Britton suggested to form a group and meet with the APEGM council to discuss potential opportunities of Philippine-educated engineering professionals to obtain professional recognition. When Ramon and Valentin completed their studies at the U of M and subsequently became professional engineers, it was decided to form a group of Filipino professional engineers and geoscientists and pursue a working relationship with the

APEGM. Dr. Alfaro consulted three former presidents of the APEGM about the plan and they thought it was a great idea. He then contacted Grant Koropatnick, Executive Director of the APEGM, to propose the formation of a group of Philippine-educated engineers and geoscientists. In June 2009, at the APEGM’s invitation, Dr. Alfaro proposed the group and its missions to council. Ramon, Roman and Arnel were also in attendance. There were several interesting questions after the presentation. The APEGM legal counsel recommended a memorandum of understanding (MOU) between the APEGM and the group. In the beginning it looked like a rather straightforward MOU, but it ended up generating an extensive debate among members of the council. There were several issues that were raised and one of them was the concern of associating APEGM with a group comprising of a single ethnic background. In the end, the APEGM Council eventually put their trust in the group. It was a two-year process from planning in 2009 to launching the Filipino Members Chapter of APEGM in 2011 – making it the first ethnicbased chapter of the APEGM. There were originally eight members: Val Abella, Marolo Alfaro, Ramon Cairo, William Lopez, Roman Nepomuceno, Arnel Oberez, Edwin Sapnu, and Rod Soriano. At the time, Val, Ramon and Marolo were professional engineers (PEng’s) and the rest were engineers in training (EIT’s). The chapter evolved from few members who were interested in helping Philippine-educated engineering professionals succeed in facing the challenges of practicing the engineering profession in Manitoba, to a chapter whose current members are now leading the realization of its missions. The membership has since included those whose engineering degrees are from the accredited engineering programs in Canada and who have Filipino descent. With the success of the FMC-APEGM, professional engineers and geoscientists from a single cultural background have

It is important to have a better working relationship with the professional regulatory body for engineers and geoscientists.

A chapter whose members are interested and motivated to help others obtain their professional registrations, particularly those who are Philippine-educated engineering and geoscience professionals. In addition, a chapter whose members are actively participating in the activities that include mentorship, networking, professional development, outreach programs, professional and community services, etc. 3. A chapter whose members are becoming reliable contact persons for those who seek information on how to obtain

professional engineer and geoscientist registration in Manitoba. This is essential for new immigrants who need valuable advice from professionals who have similar experience, the same cultural background and, in most cases, the same academic background. As of this writing, the FMCAPEGM has over 150 members including full, student and lay members. And for these more than 150 members, Dr. Alfaro, one of the founding members, has this message: We congratulate all members who contributed to the success of the FMC-APEGM. They have dedicated themselves to make the chapter what it is today.

The success of any organization depends mainly on its mission and its members. The FMC-APEGM will continue to be successful because it has a noble mission and dedicated members. We hope that the chapter will serve as a forum for the members to give back to the profession and to society, bringing honour to the Filipino community. We want Philippine-educated engineering and geoscience professionals to know about the existence of our chapter. They can seek advice from chapter members about how they face the challenges of obtaining their professional registration. Nakita niyang nagliwanag ang mukha nito nang makitang siya ang nag-doorbell. Ngumiti ito. “Kumusta?” bati nito. “Okey lang,” sabi niya. Masaya na siya makita lamang si Bella. “Gusto mong maglaro uli tayo ng badminton?” alok niya. “Oo!” mabilis nitong sagot. Naglaro sila. “Sige. Pag me time ka, laro uli tayo,” sabi nito nang pauwi na

siya. “Sige.” Habang naglalakad pauwi, ang saya niya ay napalitan ng lungkot. Hanggang ganito na lamang sila ni Bella! naisaloob niya. Gayunman, hindi yata basta mapapalitan si Bella sa puso niya. O baka hindi na ito mapalitan pa! Bago makarating ng bahay, nakabuo siya ng pasiya. Kung ang ilang lalaki ay iniiwasan na ang babae makaraan silang mabasted at ang iba naman ay itinutuloy ang panliligaw, iba ang gagawin niya. Tutal, wala pa namang boyfriend si Bella. Marami lamang nagkakagusto, na ang ilan ay nanliligaw na. Bumalik ang pagkakaibigan nila. Wala nang banggitan sa nangyari. Sinikap niyang maging tapat na kaibigan ni Bella. Naisip niyang darating ang araw na magkaka-boyfriend si Bella. Magkakaroon ng asawa. Lalo niyang pinagbuti ang pag-aaral upang hindi naman siya kawawang-kawawa pagdating ng araw na iyon.

Pero hiniling ng mga biyenan niya na sa bahay ng mga ito muna sila tumira. Kaya pinagbigyan niya ang mga ito. Malaki naman ang bahay ng mga ito. May privacy silang magasawa. Winnipeg experiences One Magical Night with Kathryn Bernardo, Daniel Padilla, Kim Chiu, John Lapus & Marcelito Pomoy By Judianne Jayme The hardworking team behind Todd Labelle Promotions (TLP) has done it once again! This is the third concert put on by TLP, following the success of the high-energy concert by Filipino recording artist and The Voice Philippines judge Bamboo. Winnipeg fans were treated to a mix of laughter, music, dance, and a whole lot of kilig at the Pantages Playhouse Theatre for TLP’s production of One Magical Night on November 2, 2014. Prior to the concert, there was a contest held for dedicated fans! We all know fans who put in work to create banners for their favourite celebrities. Unfortunately, not all banners can be read from the stage. TLP solved this problem by using the power of social media in a genius move to reward these very fans, seated in general admission and balcony seats. Patrons were encouraged to upload photos of their banners to the TLP Facebook

page. The post with the greatest amount of likes and shares were rewarded with VIP passes for the post-show meet-and-greet with the celebrities. Pre-show energy Arriving at the venue early, aware of its sold out capacity, I was not surprised that the crowd spilled out of the lobby and outside the doors. People were eager to find their seats, and perhaps catch a glance of the Star Magic talents. The lobby was lined with sponsors’ booths, ready to promote and answer any questions guests had. Winnipeg Team Mayhem girls’ basketball team sold 50/50 tickets in a fundraising effort for their tournament. The group raised $410.00 with the lucky winner taking home $205! A sponsor, Lucky ETC., donated a Tory Burch purse as a prize for a lucky audience member who found the Lucky ETC card under a seat. The pre-show atmosphere was one of anticipation. Fans

were anxious to see their idols in person. To warm us up for our headliners, we were treated to captivating sets by three local singers, April Llave, Ian Chester Abad and Oishly Alcid, whose song selection catered precisely to this audience. Never a dull moment Even during intermission, the audience was heard loud and clear. Videographer Manny Diolazo kept the crowd in the theatre cheering as he filmed their energy, in high anticipation of the Star Magic talents about to grace the stage. When the lights dimmed, the deafening shrieks rang through even the depths of the lobby. The fans were in their zone. They were ready as ever to see the stars of One Magical Night. Do you believe in magic? The show began with the comedic John “Sweet” Lapus, followed by the distinct and striking vocal talent of Marcelito Pomoy. Pomoy’s televised performances do not do him

justice compared to his powerful, live renditions of those same songs. His vocal transitions were seamless. Before long, the tandem of teen celebrity royalty, Kathryn Bernardo and Daniel Padilla, took to the stage, welcomed by the seemingly endless sea of roars and squeals of delighted fans. Covering my ears to protect my hearing, I couldn’t help but smile at the crowd, lit up by their cell phone screens as fans of all ages cheered on the young performers. The show ended with the multitalented, and incredibly charming, Kim Chiu, who treated her Winnipeg audience with her newfound talent of guitar playing. Even more impressive, during the very organized meet-andgreet for VIP ticket holders and sponsors, it was evident how laid back and down-to-earth each celebrity was in this particular line-up. They were generous and took time to appreciate the fans who lined up in groups for photographs. They truly made the

experience an extraordinary one for their fans. “Magical” is a fitting word to describe the evening as fans were clearly enchanted by these five huge names of Filipino showbiz. Congratulations again to the team behind TLP, the dedicated volunteers, and the media staff for capturing every second of this phenomenal show.
