Barbed wire in paradise The first thing I noticed upon setting foot on Greater Sta. Cruz Island, Zamboanga City was not its pinkish white sand or the pristine waters that surround it. Our group – composed of tourism officials of Brunei, Indonesia, Malaysia, and the Philippines (BIMP) and some reporters from the cities of Davao and Cagayan de Oro – had landed at the Silsilah Elementary School to be shown the budding ecotourism program being developed for the Sama Bangingi families who inhabit the island. However, when we got off the boat, the sight of a barbed wire fence surrounding the school startled me. It was a jarring sight: wooden buildings surrounded by spiked wires that were out of place in such a genteel and paradise-like setting. I asked village chieftain Salasaina Taup Julhani about it, and he said the fence was meant only for two things: first, to keep the children from running out into the water, and second, to keep threats at bay. The original fence was made of wood, but the tide would always destroy it. They tried regular wire, but it rusted too quickly. Barbed wire seemed to be the most durable material they could find. “But aren’t you afraid the barbed wire would hurt the children?” I asked, and he said the children know enough not to touch it and nothing untoward has happened so far. As for external threats, none has reached the island so far, but the siege last year in mainland Zamboanga City and other violent incidents have shown them the value of being prepared for anything. Located some four kilometers from downtown Zamboanga City, the 1,887-hectare Greater Sta. Cruz had been chosen by the city government and the Department of Tourism (DOT) as a CommunityBased Ecotourism (CBET) site. The locals, composed of about 70 families, will be aided in making the area attractive to tourists who

want to see and experience their culture and lifestyle. DOT 9 regional director, Mary June Bugante, said these include training in visitor reception, community interaction, showing net weaving to visitors, and leading visitors in making their own souvenir items. “We envision the program to benefit the people economically and give them access to the benefits of tourism,” she said. This will be accomplished by involving the villagers in various enterprises that will complement their traditional livelihood of fishing. The island’s greatest attraction, however, is its pink sand, which is caused by the presence of tiny bits of red organ pipe coral. The beaches were popular among foreign tourists in the 1970s and the early 80s, but security concerns eventually kept them out. These days Greater Sta. Cruz is experiencing a resurgence in popularity thanks to social media, and more and more people are coming to experience its pink sand and pristine waters. DOT assistant secretary, Art Boncato, said the government wants to help the Sama Bangingi residents benefit from the tourism potential of the island. The people have traditionally been fishermen and are thus ill prepared to take on the number of tourists who will visit the island as it gets promoted and as word spreads about its beauty. Over the course of two years, the DOT will train the residents and make them better able to handle the influx of tourists. Julhani said the villagers are happy that development is finally coming to the island but quickly added that they fear they would lose their homes. “The first settler here was my grandfather Ungka Taup Mukaddima who came in 1945,” he said. “We have been here for three generations, but up to now we do not own the land.” He said the National Commission on Indigenous Peoples (NCIP) has

Meanwhile, they feel they have no assurance the government will not force them to leave if the tourism program succeeds – or fails. “We were just given verbal assurance that we will not be evicted as long as we don’t cause trouble. But what if the program becomes successful? And what if it fails? What if the government wants to use the island for something else?” Julhani also said they have been told the island is protected and as such no outsiders will be allowed to settle with them. “The only growth allowed is by marriage and by having children. But what if someone from outside wants to live here?” The houses have also been counted, he said, and no more buildings will be allowed construction. “But our families will grow. We will need to expand our houses or build new ones. What happened to our human rights?” he asked. I asked Boncato about this and he said Julhani’s fears are unfounded. He cited one resident who had married a woman from Bantayan Island in Cebu, saying the island’s residents are free to live their lives the way they want

to. The DOT simply wants to help them preserve their culture because this is something that can draw tourists and improve their lives as they earn more. The ecotourism program in Greater Sta. Cruz is still in its infancy and it will take about two years before the island can be enrolled as a CBET site in the Brunei, Indonesia, Malaysia and Philippines East Asean Growth Area (BIMP-EAGA). Boncato said the DOT and the city government will work hard to communicate with the Sama Bangingi residents and assure them that the program is intended to benefit them and not harm them. Julhani, however, said the program could go either way for them, and he fears their lives would be adversely affected and their freedom and rights disregarded. Just like the barbed wire around the school, he said, he fears the ecotourism program would force them to live in a certain way, one that is expected of them – not the way they want. Philippines & Canada: misunderstanding and immigration The world is becoming a very small place. In an instant you can communicate with another person across thousands of miles. Communication, however, does not necessarily mean understanding. There are often fundamental differences between the culture and practices of different countries. Words mean different things to different people and history, customs, values, laws etc. are often quite different. A case in point is to contrast the Philippines with Canada. What happens when the two cultures clash, especially in the context of immigration to Canada? The readers are all aware that applicants for immigration and new arrivals from the Philippines have a different understanding about what is meant by “undergraduate.” The Filipinos use this word to describe someone who normally studies at the college level but has not completed the course of studies nor graduated. In contrast, the Canadian usage of “undergraduate” refers to

a student who has graduated from a post-secondary course of studies, such as a Bachelor of Arts or Bachelor of Science. It is one thing to take courses after secondary school and quite another to complete these studies and earn an undergraduate degree. The additional problem is that Canadian immigration officials are not necessarily aware of the difference in understanding and may conclude that the applicant from the Philippines made a false claim in order to enhance their chances for approval. The clash between the Philippines and Canada is also seen in concepts such as “common law.” This term does not exist in common usage in the Philippines because the legal system is not based on English Common Law like Canada. The Citizenship & Immigration Canada (CIC) web site defines a common law as follows: “…you have to be living with your partner for at least 12 consecutive months in a relationship like a marriage. That means living together for one

year without any long period (apart)… Separation must have been temporary and short.” Most Canadians would be familiar with the term common law and the preceding definition, but what about the Filipino applicant? There are a number of applicants, based on our experience in defending them, who did not fully understand the family status options on immigration forms. English Common Law is the basis of the Canadian legal system; not that found in the Philippines. Common law does not exist in legal terminology of the Philippines or even in common usage. There are many people living together in conjugal relationships in the Philippines but the relationship is described as “live-in partner.” What happens when the Filipino applicant is given the choice of describing their family relationship on CIC forms. They must select from: “annulled marriage, commonlaw, divorced, legally separated, married, single, widowed.” The challenge is to tell the truth and yet “common-law” is not a term used in the Philippines and

there are not legal separations. The potential for confusion is great and we have represented a number of applicants, challenged for misrepresentation by the CIC, who wrongly chose “single” even though they have a live-in partner. Don’t forget the infamous “secret marriages” in the Philippines. First, they are secret to no one but usually registered with the National Statistics Office (NSO). If applicants knowingly try and conceal such marriages, they are engaging in fraud and failure to disclose them is “misrepresentation.” Couples may have lied to their parents but they better not lie to CIC officials. My advice to all applicants is to tell the truth and a warning for those who think they can lie their way through. The CIC is aware of the “secret marriages” phenomenon in the Philippines and that the reason they require a CENOMAR (certificate of no marriage) as part of the immigration process. There is an old adage in Canada that goes, “ignorance of the law is no excuse.” This may be true in the eye of many but the so-called “ignorance”

may also be an explanation. The best-case scenario is to understand immigration questions and options and answer them truthfully. However, there may be opportunities to explain mistakes and omissions that some applicants make, especially if they did so unknowingly and unintentionally. The Latin term is mens rea or “evil mind” for those who knowingly lie or misrepresent themselves. The caution to all applicants is to be truthful and complete in your declarations. It is better to avoid the problems that make them. However, the potential for honest misunderstanding is always there. Finding your stress outlet An interesting conversation that I had with a friend began when she commented, “Everywhere I turn, people tell me to take a walk or write in a journal whenever I get stressed out. But when I try those things, it doesn’t really help! I still feel overwhelmed and frustrated. What should I do?” She had a point. Forcing yourself to engage in activities that do not feel right for you will not result in lower stress levels. It may feel like just another chore to do on your ever-growing list. An appropriate stress outlet should make you feel at peace, and be something that you look forward to doing. If you’ve tried various activities and are looking for something new to try, first think about what kind of a learner you are. Howard Gardner was a developmental psychologist who is famous for his theory on multiple intelligences. Essentially, this theory supports that there is not one overarching trait of being “smart.” There are actually at least nine different ways that people learn, understand and perceive the world. You may find that you fit into more than one category. 1. Linguistic Intelligence – “word smart” is the ability to use spoken or written words.

People with this capability have a large vocabulary and are eloquent when they speak, such as authors and poets. They often think in words and learn best by hearing the explanation. If you fall into this category, the right stress management outlet for you may be reading, writing poetry or stories, or playing word games. Crossword or word search puzzles will likely be fun and relaxing for you. If you really want to be creative, try learning a new language. 2. Visual-Spatial Intelligence – “picture smart” refers to the ability to mentally visualize objects and spatial dimensions, such as what architects, designers, photographers, and physicists do. These individuals are very aware of their environments and have a good sense of direction. If you have always had a tendency towards learning better through visual aids like charts and pictures (and think that you would be great on the reality TV show, Amazing Race) you are likely high in this type of intelligence. Regarding stress management, try drawing or painting, 3D puzzles, or taking photos. Maybe even go and explore your city like a tourist would. 3. Logical-Mathematical Intelligence – “number smart”

refers to reasoning, calculating, using logic, and the use of numbers and abstract pattern recognition. People with this type of intelligence would excel as accountants, computer programmers, scientists and mathematicians. They learn best by experimenting and solving puzzles. They need to understand the concept first before paying attention to details. Stress management activities could include playing Suduko, chess, or computer games. Even cooking and baking could work for you because it involves following steps to achieve a goal. 4. Body-Kinesthetic Intelligence – “body smart” is the ability to control one’s bodily motions and handle objects well. These people have good handeye coordination and a sense of timing such as athletes, dancers, police officers and fire fighters. If you fall into this category, some ways for you to unwind after a stressful day could include going for a walk, run or bike ride, playing a sport, yoga, or taking a dance class. 5. Musical-Rhythmic Intelligence – “music smart” refers to sensitivity to rhythm, pitch, melody, and tone of music. These people learn best through songs, patterns, rhythms, instruments, and musical expression, such as musicians, singers, and dancers. Some strategies that could work for you could be to simply hum or sing when feeling stressed, playing

an instrument, watching music videos online, or taking a Zumba class. 6. Interpersonal Intelligence – “people smart” is the ability to communicate well with others and develop relationships. These people empathize with others’ situations, are sensitive to the moods and feelings of others, and can cooperate well. People with high interpersonal intelligence enjoy discussion and debate and are often counsellors, teachers, politicians, managers and sales people. In order to de-stress, it is important for you to talk to someone when you are troubled, rather than bottling it up inside. An evening out with friends or family, joining a volunteer group or book club could be opportunities to get that social interaction that you look for. 7. Intrapersonal Intelligence “self smart” refers to beings highly aware of one’s own feelings, interests and goals. If you belong to this category, you have wisdom, a strong will, and are confident. You also value your privacy and enjoy time spent alone. Good career choices for you might include being a psychologist, counsellor, clergy member, or entrepreneur. Some appropriate stress outlets for you might include writing in a journal or diary, reading, or going for walks on your own. You might find massage therapy to be relaxing. 8. Naturalistic Intelligence – “nature smart” is one of the most

recent additions to Gardner’s original theory. People that possess this kind of intelligence are more in tune with nature and are interested in preserving and exploring the environment and the animals and plants within it. If you are high in nature smarts, you might enjoy work as a gardener, biologist, veterinarian or farmer. Some recreational activities that would reduce stress for you include gardening, hiking, and camping. Even if your job requires that you remain inside most of the time, use your breaks to go outside. A quick walk around the block could do wonders for you. 9. Existential Intelligence – “spirituality smart” can be defined as the ability to be sensitive to deeper questions about human existence, ie. What is the meaning of life? How did we get here? Why is there pain in the world? Such people have a desire to be connected to others and likely to a higher being. If you feel you are one of these individuals, you would do well in employment as a motivational speaker, philosopher, counsellor, clergy member or a researcher. Ways that you can nurture this part of you would be through prayer, meditation, deep breathing and mindfulness exercises. Since you enjoy theory and making sense of the world, you may benefit from taking a theory, philosophy or science class for fun. Nakalipas na naman ang isang matagumpay na local election dito sa ating city at sana ang mga bagong halal at ang mga muling inihalal ay magdaop palad regardless of their political colours upang lalo pang mapaganda ang serbisyo publiko para sa ating mga naninirahan sa Winnipeg. Kung minsan nakakaingit ang ganitong election atmosphere; professional ang pangangampanya, walang batuhan ng mabantot na putik, walang namamatay at nadidisgrasya. The election process is clean, efficient and has fast results. Maging ang mga magkakalabang kandidato ay mayroon kakayahang magparaya at tumangap ng result maging matamis o mapait man ito. Sana mangyari din ito sa lupang ating sinilangan. Sa ating nakaraang edition ng Pulis Kababayan ay tinalakay natin ang mga bagay on how to be safe when we travel via public and private means of transportation. The principle of how to be safe is simple and straight forward kung kaya’t hindi ito dapat magdulot ng kalituhan. In this concluding part of our four-part series I will be

giving pointers on how to be safe within the confines or immediate vicinity of our residences. Be observant of your surroundings before entering and leaving your home. Foster family harmony with feng shui Feng shui is used in the west to create more opportunity, success and wealth. But in the East, feng shui is used for all that and to create harmonious relationships, too. Feng shui is a terrific tool for improving family relationships. As anyone who has had strife and struggle at home can tell you, a harmonious home is truly a blessing. Creating a harmonious and pleasant home is a bonus to all who reside there. Use these tips to create a home that’s aligned for harmony and good fortune for the whole family. Ensure family harmony with a vase The southwest is the sector of the woman or mother of the house. This corner of the home is regarded as the corner where all the good family luck resides. Think of it this way, when the mother is happy, the family is too. Add a large ceramic urn or vase to symbolize the mother and place in this corner to collect beneficial energy. Make sure the vase is left empty to collect chi. If your SW corner has a garage or bathroom, which can cause unhappiness for the woman of the house, place the vase in the SW corner of your living room to enhance the woman, and therefore, the family’s happiness. Examine your family relationship sector  The east is the family relationship sector and it is governed by the wood element. If there is metal located here, it can cause family strife and tension. Adding water in this corner of your house or garden can help the family grow, get along better, and improve health for everyone in your home. As always, if this corner is a bathroom or garage, try

adding a water fountain in the east corner of the living room. Picture perfect families In feng shui, one of the taboos is to have pictures of children in the couple’s bedroom. Parents should enjoy a level of privacy in their bedroom, but many parents have pictures (and sometimes in excess) of their children in the bedroom. This can harm the relationship – not to mention kill a couple’s romantic life! The children are often prone to misbehaviour, and if so, it’s a good idea to do a picture swap. Try adding a picture of the parents in the children’s bedroom instead! This can help children be more respectful and filial. A family of three in harmony The number three in feng shui is viewed as a number of growth – but it’s also the number that represents anger. Having a picture of three family members, such as a mother, father, and daughter is deemed as unfavourable unless the family is posed in a triangular shape, which evokes the fire shape and the element of fire. Have the father or oldest person at the top of the apex. The reason is the belief that when three people are in a row, there will be separation. The fire element will keep the trio happy – and together. Are you single? Then you should still hang the most favourite picture you have of yourself in the centre of your home. Consider making a gallery of your most memorable and happy times and hang them in the centre of your home— regardless of whether you are married, have children, or if you are single.    Happy at the heart The centre part of the home is extremely important for health,

wealth and relationships. To ensure your family’s happiness, place a picture of your family looking happy at the centre of your home. This area is also excellent for adding lighting, dining or for a living room. Add red colours to this sector to ensure familial happiness and to give this sector a boost of fire energy that creates happiness by feeding the earth element here in the centre of the home. Smooth bumpy relationships Even in the happiest families, there are small bumps and snags in the fabric of our relationships. Create smooth, happy and stressfree energies by employing symbols and elements that foster happy feelings and easy relationships. In the centre of the living room, adding a collection of six crystal balls to symbolize the uniting of heaven and earth. This helps to make relationships smooth and harmonious. Red apples are another symbol of harmony and amiability, so place a bowl of them in your living

room or dining room (faux apples are OK!). Or, you can use colour to make tense family members more congenial. Add red and gold (ochre) colours together in the dining or living room to ease tension in the house. Question: “My husband and I have been married 20 years and he wants to give me a trinity three-diamond ring because it represents the past, present and future. I thought I’d read that rings with three stones were bad luck in feng shui. Is this bad luck?” Answer:   Congratulations – and what a sweet hubby you have!! The answer is it depends. If you have just the one band with three equal sized diamonds, I wouldn’t be inclined to call it good feng shui because of the implication of separation and anger as noted in the article above. Plus, there’s a saying that “the present” is all we have. And because of that, I would want the centre diamond to be more important to represent your time together now versus in the

past (it’s gone) or the future (not here yet). Having three stones the same size wouldn’t be great feng shui, in my opinion. I like the idea of a large centre stone with two smaller side stones. You might say that is still three stones. I would say it’s one large diamond, flanked by two smaller ones – that’s different than three similar stones. The centre represents your marriage and the two smaller stones represent you and your husband. That’s my take, since you asked. I’ve been married 24 years. Palawan voted top island destination PHILIPPINES – The US edition of Condè Nast Traveler Magazine named Palawan as their 2014 Readers’ Choice Award for top island destination. The results of the voting were announced on the magazines web site on October 20. Palawan scored a rating of 88.75%, higher than other world famous destinations including Kiawah Island, South Carolina (2nd), Maui, Hawaii (3rd) and Kauai, Hawaii (4th). The award was said to owe much to the acclaimed Puerto Princesa Subterranean River, which is considered one of the new seven natural wonders of the world. Boracay Island was also cited as a top destination and placed number 12 in the same survey. The Condè Nast Traveler Reader’ Choice Survey, which started in 1988, received 76,659 responses to this year’s survey. Their set of criteria used for ranking is based on a standard fivepoint scale: excellent, very good, good, fair and poor.

Pinasasalamatan niya ang direktor, isang matibay na barometro ng pagiging lalakinglalaki. Maraming lalaking personalidad na naging karelasyon din ng bading, pero sa halip na magpasalamat sa oportunidad na ibinigay sa kanila ay nagdedenay pa, parang diring-diri pa kapag iniuugnay ang kanilang mga pangalan sa beki. Magmano sila kay DJ Durano na pinaninindigan ang kaniyang ginawa. Patuloy niyang pinasasalamatan ang taong may malaking naitulong sa kaniyang mga pangarap. Pinagmamanuhan ang isang tulad ni DJ Durano na nagpapakatotoo hindi lang sa publiko kundi maging sa kaniyang sarili. *** Sa lahat ng kaniyang pagkakasakit ay ang pinakahuli niyang pagpapaospital ang pinakamagaan para sa Comedy Concert Queen na si Ai-Ai delas Alas. Kalagayan Ang mga tauhan at mga pangyayari sa kuwentong ito ay kathang-isip lamang at hindi tumutukoy sa mga tunay na tao at sitwasyon. NAGKAROON sila ng biglaang reunion dahil nagbalikbayan ang isa nilang kaklase upang dumalo sa ika-50 taong anibersaryo ng kasal ng mga magulang nito. Umuwi rin ang dalawa nitong kapatid na nasa ibang bansa para sa nasabing okasyon. Nasa Pilipinas na rin lamang, gusto ni Cynthia na magkita-kita na rin silang dating magkakaklase sa haiskul. Matagal na itong naninirahan sa California, USA. Doon na ito nagkaroon ng asawa at mga anak. Kasama nito ang mister nang umuwi sa Pilipinas. Sa loob ng 23 taon, ngayon pa lamang sila nagkaroon ng reunion. Sabik na rin siyang makita ang mga dating kaklase. Kaya tuwang-tuwa siya nang ibalita ito sa kaniya ni Ellen, dating kaklase sa haiskul na friend niya sa Facebook. Isiningit talaga niya sa kaniyang schedule ang pagdalo sa nasabing reunion. Naroon na ang ilang dating kaklase, lalaki at babae, nang dumating siya. Ginanap ang reunion sa bahay ng mga magulang ni Cynthia. Maluwag ang looban ng mga ito. Napatingin ang mga dating kaklase nang pumarada ang kaniyang bagung-bago at magarang kotse. Nakita niya sa mukha ng mga ito na inaabangan kung sino ang bababa. Napansin niya ang isang dating kaklase na umaskad ang mukha nang makitang siya ang bumaba mula sa kotse. Kahit matagal na silang hindi nagkikita at nagkaedad na sila, natatandaan pa rin niya ang mukha ng dating kaklase na si Judy. Mukhang wala pa rin itong ipinagbago, naisaloob niya. Panay ang pangungumusta sa kaniya ng mga dating kaklase. “Cecille, asenso ka na talaga,” banggit ni Claire. “Oo nga,” sang-ayon ng iba pang naroon. Nahihiya siyang binabanggit iyon dahil alam niyang maraming

dating kaklase na naroon ay hindi umasenso. Gayunman, alangan namang itanggi niya iyon; totoo naman talaga. Ngumingiti na lamang siya. Hindi nga yata maiiwasang maungkat ang kalagayan sa buhay ng isa’t isa kapag may reunion palibhasa’y nagkukumustahan, naisaloob niya. “Kain ka muna,” alok ni Cynthia. Muli, napansin niya si Judy. “Hindi dadalo si Roberto,” sabi nito, “Mahihiya iyon dahil failure ang buhay niya. Nagpapasada lamang siya ng padyak.” Nakita niyang lumayo ang ilang dating kaklase na ayaw makisali sa usapan. Naalala tuloy niya ang nakaraan… Maralita ang pamilya nila. Apat silang magkakapatid na pinag-aaral ng mga magulang nila. Lumang-luma na ang uniporme niya ay isinusuot pa rin niya dahil walang bago. Mumurahin na nga ang sapatos niya ay tinahi pa nang magkaroon ng punit dahil walang pamalit. Nakarating sa kaalaman niya na kapag kausap ni Judy ang mga kaklase nila ay lagi nitong pinupuna ang uniporme niyang “napakanipis na dahil sa kalumaan” at ang sapatos niyang “bargain sale na e me tahi pa.” Nagbabaon siya noon ng pagkain dahil wala siyang pambili ng pagkain sa canteen at mahal ang pamasahe kapag umuwi siya ng bahay upang kumain ng tanghalian. Napansin nito pati ang ulam niya. “Pati hininga e malansa na dahil laging itlog ang ulam,” puna nito.

Habag na habag siya noon sa sarili. Sa pakiramdam niya, pinagtatawanan siya sa buong paaralan. Pinag-uusapan siya ng lahat ng mag-aaral. Gusto niyang harapin si Judy. Pero inawat siya ng isa nilang kaklase. “Lalo ka lamang mapaguusapan. Hayaan mo na. Tutal, hindi naman iniintindi ng mga kausap ang sinasabi n’ya. Hindi lamang siya binabara nang harapan,” payo nito. Nang pag-isipan niya, sa tingin man niya ay marami nang nagsasawa sa mga sinasabi ng dating kamag-aral. Kung ano ang makapagpapahiya o makasasakit sa damdamin ng kapuwa, siyang gustung-gusto nitong ikuwento. Napakahilig nitong mamintas ng kapuwa. Napansin din nilang magkakaklase na umaaskad ang mukha nito tuwing may kaklase sila na napupuri ng guro, may bagong gamit o nababalitaan nilang nakabili ang pamilya nito ng bagong kasangkapan o sasakyan. Hindi na nga niya hinarap si Judy. Pero lalo niyang pinagbuti ang pag-aaral kahit pa nga luma ang mga suot niya, kulang ang baon niya at tumutulong pa siya sa ina sa gabi sa pag-aayos ng mga gulay na ititinda nito sa palengke kinabukasan. Jeepney driver ang ama niya. Naisaloob niyang hindi na siya hahamakin ng kapuwa kapag asenso na siya. Nakapagtapos siya ng BS in Accountancy. Naging pangalawa sa licensure examination. At pinag-agawan ng mga kompanya. Sa trabaho niya nakilala ang naging mister na mataas din ang puwesto roon. Sa kasalukuyan, nakatira sila sa isang mamahaling subdibisyon na malalaki ang mga bahay. Nag-aaral ang tatlong anak nila sa exclusive school.

Namamasyal silang mag-anak sa ibang bansa. Pagkatapos kumain, nakihalubilo na siya sa mga dating kaklase. Nginingitian niya si Judy. Ngumingiti rin naman ito. Gayunman, hindi sila nag-uusap. Hindi niya kinukumusta ito dahil baka maalangan ito sa pagsagot. Sa pagtsa-chat nila ni Ellen, nalaman niyang tuluyan na itong hindi nakapagtrabaho. Nagtapos ito ng BS in Medical Technology pero hindi makapasa sa board examination. Sa kasalukuyan, nagtitinda ito ng pagkain sa harap ng bahay. Hindi niya alam kung naalala pa nito ang panghahamak sa kaniya o naiinggit ito sa kaniya kaya hindi ito nakikipag-usap sa kaniya. Sa dami ng pinintasan nito, puwedeng nakalimutan na nito ang ginawa sa kaniya. Isa pa nga, karamihan naman ay nalimot na ang mga away-away at samaan ng loob sa haiskul. Kahit ang pagtitinda nito ng pagkain ay puwede nitong paunlarin. Puwedeng makapagpatayo ito ng restawran pag malaon. Ang restawran nito ay puwedeng magkaroon ng mga sangay. Ang nanay nga niya, noong nagtitinda sa palengke ay sa gilid lamang ng kalsada ang puwesto. Pero hindi niya ikinahihiyang pagkuwentuhan ang pagtitinda nito sa palengke na nakatulong upang mabuhay siya, lumaki at makapag-aral. Naaawa rin siya sa mga taong itsinitsismis ni Judy. Mabuti na lamang kung nagiging hamon iyon upang magsikap ang mga ito. Ipinagpapasalamat niya ang pangyayaring maayos na ang kalagayan niya sa buhay. Oo, puwedeng mapatawad pa rin niya si Judy at ang iba pang nanghamak sa kaniya kahit hindi siya nagtagumpay. Gayunman, sa pakiramdam niya, mas madali ang maging maunawain, mapagmalasakit at magpatawad sa kapuwa kapag maaayos ang kalagayan sa buhay. Naisaloob pa niyang dapat pa siguro niyang pasalamatan si Judy dahil nakatulong ito upang marating niya ang kasalukuyang kalagayan sa buhay. Siyempre, nagpapasalamat din siya sa mga taong nagmalasakit sa kaniya. Kahit nga hindi siya nagtagumpay, ang pagmamalasakit lamang ng mga ito ay pinasasalamatan na niya. Nang dumating si Amelia na pinauutang siya noon pag may kailangan silang bayaran sa paaralan pero wala siyang pera, gayon na lamang ang kumustahan nila: “Kumusta na?” “Mabuti! Ikaw, kumusta?” “Mabuti rin!” Nagbeso-beso pa sila. TOTOONG-TOTOO ang pagmamalasakit niya kay Judy at sa mga taong itsinitsismis nito. Ang mensahe ng eleksiyon sa demokratikong bansa Saludo ako sa lahat ng mga naging bahagi ng katatapos na civic election sa Winnipeg. Sa lahat ng mga kandidato, nanalo man o hindi, sa mga volunteers, election officers, media, voters at mga observers – salamat sa pagiging bahagi ng demokratikong proseso na ito. Lalo akong napa-bilib sa mga hindi pinalad na mayoral candidates dahil sa kanilang pagiging propesyonal sa pagtanggap sa resulta ng election. Sa loob lamang ng ilang sandali matapos malaman ng publiko na nanalo na si Brian Bowman ay kaagad nagpahayag si Judy Wasylycia-Leis ng kaniyang pagconcede. Ganoon din naman, ilang sandali pa habang nagdiriwang ang kampo ni Bowman ay sumulpot si Robert FalconOullette upang magpahatid ng personal na pagbati. Matapos nito ay nagpakita rin nang personal si Gord Steeves upang batiin ang bagong Mayor ng Winnipeg. Ipinagmamalaki ko ang electoral process na ito na

maayos na naipapatupad dito sa Winnipeg. Malaki ang kaibahan sa kinamulatan kong electoral process at political culture sa Pilipinas na wala halos tumatanggap ng pagkatalo. Hindi natatapos ang bilangan sa loob ng ilang oras lamang. Minsan ay umaabot ng linggo o buwan bago malaman ang resulta. At kapag may nanalo na, ang gagawin ng natalong grupo ay magpoprotesta dahil nadaya raw. Sana dumating ang panahon na maging maayos ang eleksyon sa Pilipinas at magkaroon ng mga kandidato na buong pusong tatanggap ng kanilang pagkatalo. Balik tayo sa Winnipeg, alam nating lahat na dalawang Pilipino ang nagharap para sa City Council seat sa Point Douglas Ward – ang incumbent at re-elected na si Mike Pagtakhan at ang dating School Trustee na si Anthony Ramos. Bilang residente ng Point Douglas Ward ay nagbibigay ako ng karampatang respeto at pasasalamat kay Anthony Ramos

dahil sa kaniyang pakikibahagi sa demokratikong prosesong ito. Bagama’t hindi pinalad ay nagpamalas si Ramos ng pagnanasa na mapaglingkuran ang aming komunidad sa Point Douglas Ward. At para kay undefeated at re-elected city councillor, Mike Pagtakhan, salamat sa ipinakita mong passion para patuloy na paglingkuran ang komunidad sa Point Douglas Ward. Sana ay panatilihin mo ang pagiging intouch sa taumbayan. Ang election race ng dalawang Filipino-Canadians na ito sa iisang puwesto ay pagpapatunay na marami tayong mga leaders na puwedeng mamuno sa ating diverse na komunidad. Huwag nating isipin na ito ay agawan lamang sa boto ng mga FilipinoCanadians kundi ituring sana natin ito bilang propesyonal na kompetisyon ng mga leaders at potential officials ng ating bayan. Si Marcelino ay pinalad na mahalal sa riding na ito na dating puwesto ni ngayo’y Winnipeg North Member of the Parliament Kevin Lamoureux ng Liberal Party. Ang tanong: mayroon kayang rematch sina Sevillano, Aglugub at Marcelino o mayroon kayang bagong kakandidato mula sa

kampo ng Liberal at Conservative na Filipino-Canadians din? May naririnig na ba kayo? Kung mayroon, let’s drink to that. Champagne? Huwag matakot Napakaraming mga calamidad at kaguluhan ang nangyayari sa buong mundo. Nandiyan ang giyera, ang mga terorista sa iba’t ibang panig ng mundo, and mga sakit na lumalaganap tulad ng AIDS at cancer na hanggang ngayon ay wala pang lunas. Maging sa ating sariling buhay, may mga problema tayong hinaharap. Kaya’t hindi kataka-taka na maraming tao ang namumuhay sa takot. Ngunit ito nga ba ang dapat nating maramdam? Takot nga ba ang dapat mangibabaw sa ating puso’t isipan? Ang takot ay walang mabuting maidudulot sa atin. Naobserbahan ni Dr. Paul Tournier na ang takot ay naglilikha ng mismong bagay na kinatatakutan nito. Ang takot sa digmaan ang nag-uudyok sa isang bayan na gumawa ng mga hakbang na nagbubukas naman ng daan para magkaroon ng digmaan. Ang takot nating mawala sa atin ang ating minamahal ang pumipigil sa atin na magtapat sa ating pagkakamali at kakulangan at dahil dito, nasisira ang tunay na pag-iibigan. Ang isang skier ay nahuhulog sa oras na mag-umpisa na itong matakot na mahulog. Ang takot na bumagsak sa isang eksaminasyon ang umaagaw ng matuwid na pag-iisip ng tao at

lalo itong nagpapahirap sa tao na maalala ang sagot. Ang takot ay nagdadala ng ulap sa ating pag-iisip kaya’t hindi tayo makapag-isip nang matuwid. Ang takot ang nagsasanhi sa atin na maparalisa kaya’t hindi tayo makakilos nang tama. Ninanakaw ang ating kapayapaan at kaligayahan ng takot. Inaagaw nito ang ating pag-asa. Alam n’yo bang hindi kalooban ng Diyos na tayo ay mamuhay sa takot? Ilang beses nating mababasa sa biblia na pinagsabihan ng Diyos ang iba’t ibang tao na huwag matakot o mabahala. Sa tuwing lulusob ang mga kaaway ng mga Israelita, sinasabihan sila ng Diyos na huwag matakot. Nang si Hosue ay papalit kay Moises upang mamuno ng mga Israelita, pinaalalahanan ito ng Diyos na huwag matakot. Nang nag-uumpisa ang unang simbahan at tumitindi ang paguusig sa Jerusalem at iba pang panig ng mundo laban sa mga Kristyano, sinabihan ng Diyos ang mga alagad niya na huwag matakot. Hindi ba napalaking ginhawa kung malaman natin na sa oras ng kadiliman at unos, may kasama tayong mas malakas sa atin na maaari natin kapitan? Iyan ang pangako ng Diyos sa

mga tumatawag at nagtitiwala sa Kaniya. Nangako siyang hindi niya tayo iiwan at pababayaan. Kahit na hindi natin siya makita ng ating dalawang mata, makasisigurado tayong totoo siya sa kaniyang salita. May kuwento akong hango sa Our Daily Bread na patungkol sa mga naunang American Indian na may kakaibang kaugalian sa pagsasanay ng kanilang matatapang na binatilyo. Sa gabi ng ikalabintatlong kaarawan ng isang binatilyong Indian, pagkatapos nitong matutong manghuli ng hayop, magimbestiga sa kaniyang paligid at mangisda, ilalagay ang binatilyo sa isang kahuli-hulihang pagsubok. Inilalagay siya sa isang masukal na kagubatan upang maggugol ng buong gabi na nag-iisa sa lugar na yaon. Ito ang kauna-unahang pagkakataong mawawalay siya sa ligtas na kalagayan ng kaniyang pamilya at tribo. At sa gabing yaon, lalagyan ng piring ang kaniyang mga mata at dadalhin siya sa napakalayong lugar ng kagubatan. Kapag inalis na niya ang takip sa mata, matatagpuan niya ang kaniyang sarili sa gitna ng masukal na gubat at matatakot siya. Sa tuwing napuputol ang isang sanga ng puno, para niyang nakikita ang isang mabangis na hayop na handang umatake sa kaniya. Titingin sa kaniyang paligid ang binatliyo. Makikita niya ang mga bulaklak, puno, at isang daanan. At buong pagkagulat niyang mamamasdan ang hugis ng isang tao na nakatayo ilang dipa mula sa kaniya na may sibat at pana. Ang taong yaon ay ang kaniyang ama. Sa buong gabi, sinamahan pala siya ng kaniyang ama sa masukal at madilim na kagubatan! Kaya’t bakit hindi tayo magtiwala sa Diyos na nangakong hindi niya tayo iiwan o pababayaan anumang pangyayari ang nararanasan natin sa ating buhay?

Honorata “Nory” Castillo Peacefully, with her family by her side, Honorata “Nory” Castillo, passed away on October 28, 2014 at the Riverview Health Centre in Winnipeg. Nory is survived by her husband Julito “Bay” Castillo; daughters – Henriza Chloe and Juriza Joyce; mother Belma Robles; sister Liberty “Livi” Herrera and brother Romeo “Kim” Robles and their respective families in Winnipeg, and also three brothers in the Philippines; nieces and nephews in Canada and Philippines. Yolanda, a year later VISAYAS, PHILIPPINES – As the date approaches marking one year since Super Typhoon Yolanda (Haiyan) hit the Philippines, thousands of people in the Visayas region are still living in tents and struggling to recover. The Category-5 cyclone devastated several cities on November 8, 2013, killing more than 6,200 people and more than 1,000 are still missing. Yolanda is considered the strongest storm to ever make landfall and is unofficially the strongest typhoon ever recorded in terms of wind speed. One year later, Tacloban City Mayor Alfred Romualdez expects fewer than three per cent or 400 of the 14,500 permanent houses needed for typhoon survivors will be completed by November 8 with the remainder to be completed by 2017. Romualdez told a group of foreign correspondents that only 50 families have moved to permanent shelters as of Tuesday, October 28, while hundreds are in temporary houses and 400 families are still living in tents in Tacloban City. “There are still 3,000 people in danger zones, many in tents and we want them all transferred to transitional shelters by next

month,” said Romualdez. He blamed the slow recovery progress on bureaucracy, shortages of resources and the lack of financing facilities to fund rebuilding. He also said that construction materials such as galvanized iron sheets are scarce, forcing many people to use fallen coconut trees to build temporary shelters. “From the very start, the government has failed miserably… the Aquino administration was overconfident, but inappropriately prepared,” said Gerry Arances, national coordinator of the Philippine Movement for Climate Justice, in a press conference on October 29. “The government is accountable for not only neglecting the people, but for passing on its obligations to the private sector,” said Arances. He also criticized the government for taking almost an entire year to finalize a rehabilitation master plan and blamed President Aquino for “noynoying” on signing the plan proposed by local governments. Aquino responded to similar complaints saying he needs a timeline for all the rehabilitation projects before he can sign the

They promised to give me the timeline and details this week. And once I see that, I’ll be okay (with the master plan),” the President said. According to the Department of Social Welfare and Development (DSWD) in Eastern Visayas, 4,114 families or about 20,570 individuals still live in temporary bunkhouses in Leyte, Samar and Eastern Samar. Of this number, 1,042 families are in Tacloban City, 900 in Ormoc City and 432 in Palo town – all in Leyte; and 477 in Basey and 283 in Marabut, both in Samar. There are still 1,004 families living in bunkhouses in Eastern

Samar – 318 in Guiuan, 239 in Hernani, 82 in Balangiga, 80 in Giporlos, 72 in Quinapondan, 69 in Salcedo, 48 in Lawaan, 45 in Borongan City, 24 in Mercedes, 19 in Maydolong and eight families in Balangkayan. The bunkhouses were constructed by the national government through the Department of Public Works and Highways last December. Each bunkhouse costs more than 800,000 pesos ($20,000 CND) and measures only 8.64 square metres. However, the permanent housing currently being constructed may also be inadequate for many residents. In a roundtable discussion organized by Oxfam on Tuesday, October 14, Cecilia Alba, secretary general of the Housing and Urban Development Coordinating

Council said that about 250,000 families need permanent housing. She also explained that the type of house being built is a “loftable rowhouse,” which is resilient to various forms of natural and manmade hazards. Each unit sits on a 40-square-metre lot, with the ground floor having a 22-squaremetre floor area, and an upper floor of 11 square metres for sleeping. Dennis Calvan, executive director of NGOs for Fisheries Reform, said the new houses are inadequate. Speaking in Filipino, he said, “40 square metres is rather small for a house. Fisher folk prefer 60 to 80 square metres. They can’t imagine living in the row-house design because they are socially and culturally accustomed to a single detached design.”

Support for Kurdistan WINNIPEG – On October 20 2014, the Kurdish community in Manitoba organized a rally at the Manitoba Legislature grounds to call upon the Canadian government and their fellow Manitobans to help the victims of terrorism in the Kurdish city of Kabani, located on the Syrian-Turkish border in Rojava, Kurdistan. Kobra Rahimi, one of the rally organizers, condemned “the

horrific criminal and barbaric acts of the so-called Islamic State of Iraq and Syria known as ISIS.” Rahimi also described the inspiring role of women and girls who are defending Kobani with minimal weapons. “I hope that all of humanity will come to support and stand in solidarity with the Kurdish people and others to fight against ISIS,” said Rahimi. “The Kurdish people

need solidarity, both in the form of Western citizens pressuring their governments to act with financial and material support for the Kurdish fighters and the local population. The world urgently needs to stand with the Kurds as they sacrifice their lives to battle one of the most barbaric organizations.” Speaking on behalf of Manitoba’s Kurdish community, Farhad Sultanpour, also called
