Celebrating Philippine Independence amid the pandemic

The Philippines declared independence from Spain on June 12, 1898. Today, 122 years later, Independence Day, or in Filipino, Araw ng Kasarinlan or Araw ng Kalayaan, the important occasion is still celebrated in different parts of the world, albeit a little differently, because of the coronavirus global pandemic. In Winnipeg, the organizers of the Manitoba Filipino Street Festival (MFSF) put out a private call to a few groups and individuals to join a simple ceremony on Saturday, June 13, at the Maples Recreation Centre Multiplex.

“Everyone is just excited to take part,” said lead organizer, Ley Navarro. “We limited the invite to associations who won in the different cultural contests last year and those who entered but did not win. We also invited people who have been big helpers and supporters of the festival since 2012.” Because of the health measures and restrictions in place to halt the spread of COVID-19, attendance was limited to 50 participants. They were reminded to maintain two metres of physical distancing, answer and sign questionnaires, and temperatures

were taken as well. The brief program started around 11:00 a.m. with a flagraising ceremony, including the Panatang Makabayan (patriotic oath) led by Ernesto Ofiaza, Jr. Azel Navarro led the singing of Ako ay Pilipino (I Am a Filipino); Ley Navarro delivered the closing remarks; after which, everyone shouted in unison, “Magkita-kita tayo sa 2021!” (We’ll see each other in 2021!”). After the program, participants had lunch together. Save On Foods International provided the food. Save On See KALAYAAN p5

Pandemic recovery, Phase Three The Manitoba government is seeking feedback from the public on its proposed plan to ease public health restrictions and continue safely restoring services, while ensuring physical distancing, Premier Brian Pallister announced on June 11. “Thanks to the efforts of ‘Team Manitoba’, we have successfully kept our COVID curve flat and continue to have among the lowest test positivity rates in Canada,” said Pallister. “There is a lot to take into consideration as we reopen our businesses and communities, safely.” The draft plan for Phase Three of reopening the Manitoba economy is based on public health advice and consultation with key sectors. Proposed measures include: See PANDEMIC p4

COVID-19 pandemic and the killing of George Floyd The heart-rending deluge of breaking news for the greater part of the last half year has focused on the COVID-19 pandemic and its tragedy of illness and death. It has spread across 188 countries since the outbreak began in December 2019 in China. The disease has sickened more than 7.7 million of the world’s population and claimed the lives of nearly half a million. More than 100,000 Canadians have become ill; more than 8,000 have succumbed; and thousands have yet to fully recover. Our southern neighbour has suffered the most with over two million cases and over 100,000 deaths. Truly a global public health calamity! The pandemic onslaught has stopped in New Zealand and has seen signs of retreat in other countries, Canada included. Physical restrictions to physical distancing and private gathering limitations are gradually being eased. Success in developing effective drugs and vaccines appears closer and closer to realization, with more human clinical trials starting this month. Experts are now predicting general public availability of these pharmaceutical agents in terms of months, not years. The killing of George Floyd Just as the world is seeing progress on the horizon in the COVID pandemic, the breaking news of the past three weeks have focused on the killing of George Floyd and the ensuing mass protest sparked by his death in police custody. The protests have spread to other cities and rural

towns nationwide and have struck a sympathetic chord in major cities and capitals of Canada, Europe and other countries whose citizens also reflect their similar long-standing grievances. Who is George Floyd and what happened in the final breaths of his life George Floyd was a 46year old African-American. The scene was Hennepin County in Minneapolis, USA. It began soon after he bought a pack of cigarettes from the Cup Foods store on the evening of May 25, 2020. Suspecting a fake $20bill, a store employee called police. Video footage showed the victim handcuffed and lying on the ground with the senior white cop putting his left knee on the victim’s neck just below the head – effectively a choke hold – and kept there for a total of 8 minutes and 46 seconds, in the presence of three other officers. Before he became motionless, he managed to say, repeatedly, “I can’t breathe.” Witnesses with mobile phones captured these moments and shared them widely on social media. So callous was the killing that it sparked a civil protest the following day and has opened the wounds of systemic racism, racial inequality, and police brutality in America. Another public health issue of global concern That it needed the loss of a black man’s precious life at the hands of a callous white police officer to awaken the consciousness of a nation to

police brutality and systemic racism is deeply lamentable. Will the ensuing nationwide protests – in their 12th day at press time – result in genuine change for racial equality among citizens? It is our big hope. We are dealing here with a pervasive societal disease called systemic racism. Not due to a biologic virus, it has nonetheless harmed the health – the dignity, respect and well-being – of people in colour, of the black community in particular; hence, the banner “Black Lives Matter” for the protest movement. The Canadian Public Health Association has acknowledged as much. In its 2018 position statement, endorsed by seven of its provincial and territorial membership associations, it said: “Those who experience racism exhibit poorer health outcomes including negative mental health outcomes, negative physical health outcomes, and negative health-related behaviours. It is a public health issue.” This position was re-echoed a week ago, on June 8 in a joint statement by the Ontario Health Coalition saying, “We cannot be silent in the face of the ongoing horror black people are experiencing in Ontario, across Canada, and in the United States. We stand in solidarity with black people everywhere in calling for justice.” A CTV news headline by reporter Meredith Macleod read, “Racism against black people a public health crisis.” The protest movement ignited by the killing of George Floyd was not caused by another biologic

virus. It is the result of a pervasive societal disease we call systemic racism. It exists when segments of the citizenry are treated as less than others by their governments and their agencies simply on the basis of differences in race and the colour of one’s skin. While Canada, I must hasten to add, has in place certain institutional bulwarks of protection against racial inequality – the Charter of Rights and Freedoms, the Employment Equity Act, and the Canadian Race Relations Foundation, to mention just three – constant vigilance on the part of both the citizenry and public leadership remains imperative. Canada should continue to do more – and could – to advance racial equality, human dignity, and humanity on all fronts. One immediate area to start is on police reform. Indeed, COVID-19 and systemic racism – induced by biologic and non-biologic viral agents, respectively – are urgent public health concerns globally, and cry out for creative leadership. Dr. Rey D. without self-isolating for 14 days; • removing occupancy limits for retail businesses while ensuring physical distancing measures are in place; • increasing indoor and patio occupancy limits to 75 per cent of total capacity for restaurants, bars, beverage rooms, brew pubs, microbreweries and distilleries; and • lifting occupancy limits for regulated and non-regulated health professions including registered massage therapists. Detailed information on the plan for Phase Three, including service restoration, measures the public can take to reduce their risk of COVIC-19 exposure or spreading the virus, and workplace guidance for businesses, can be found at www.manitoba.ca/ restoringsafeservices. “As we reopen the economy, we will have to adjust to some level of risk and each person has to decide the level of risk they are willing to accept,” said Dr. Brent Roussin, Manitoba’s chief provincial public heath officer. “All Manitobans, especially those choosing to resume some

activities, must remember to practise good hand hygiene, not to share items with others and practise physical distancing when with others outside their households.” Roussin also noted it is key for people to stay home if they are sick to further reduce the risk of spreading the virus. The province continues to encourage businesses to take steps to help staff, customers and visitors stay safe including: • ensuring people are able to reasonably maintain two metres of distance; • only conducting necessary and brief exchanges within two metres of others; • applying enhanced cleaning protocols, especially in common areas like washrooms; • maintaining physical distancing and food-handling protocols in workplace areas including lunch and common areas; • ensuring staff stay home when feeling sick; and • following personal risk reduction measures. “While we can take pride in the progress we’ve made

and the additional steps we are considering today, we must remain vigilant,” Pallister said. “If public health results deteriorate or guidelines are not sufficient, Phase Three measures may be paused and previous measures may be re-introduced. We do not want a COVID comeback, we want a Manitoba comeback.” Manitoba businesses can submit questions about how the plan applies to them by visiting https://engagemb.ca. KALAYAAN... From page 1 Foods store manager, Josh McNutt, participated in the flag ceremony with: Alex Specman, assistant store manager; Amigo Yu, manager of Save On Foods Kitchen; and Derek Dabee, president of the Maples Recreation Centre Multiplex. “This simple ceremony was to remind the community that the MFSF may have been cancelled for this year but the organizers and associations and groups that have supported the festival over the years are still around and are preparing for a bigger festival in 2021,” added Navarro. In the Philippines President Rodrigo Duterte led the commemoration of the 122nd anniversary of Philippine Independence at Rizal Park in Manila. With the theme, Kalayaan 2020: Tungo sa bansang malaya, nagbabayanihan at ligtas (Freedom 2020: Towards a free country, united and safe) Duterte delivered his video message to the nation. Part of his brief message touched on the pandemic being faced by the whole world: “As we wage a united battle against COVID-19, we now have the opportunity to demonstrate that we possess the same gallantry of spirit and the nobility of character, as the heroes of our past. Let us now move forward with courage, hope and optimism as we overcome.” About the Philippine flag The National Flag and the National Anthem both made

PILIPINO EXPRESS

their debut on the first ever Independence Day. It is said that Emilio Aguinaldo sketched the design for the National Flag while he was in exile in Hong Kong. Called the Three Stars and a Sun, the Philippine flag is exhibits much symbolism: • At the centre of the white equilateral triangle, at the hoist, is a golden-yellow sun with eight primary rays, each one representing a Philippine province that played a key role in the revolution. • At each vertex of the triangle is a golden-yellow, five-point star – one star each for the country’s three main island groups: Luzon, Visayas, and Mindanao. The star for Visayas originally represented Panay, once mistaken as the entire Visayas island group, as well as the first province outside Luzon to raise the flag. • The horizontal flag features two bands of blue and scarlet, and this is why the National flag can also be used as a war flag. The blue represents the calm serenity of peace, presumably, as this colour is displayed on the top whenever the country enjoys such. In times of war, however, the flag is inverted so that the red portion is above the blue band. Aguinaldo approached Marcella Agoncillo, then living in Hongkong, to help make the flag. She agreed, and with the help of her daughter Lorenza and friend, Delfina Natividad, manually stitched together the first-ever Philippine flag in time for its first public unfurling in Kawit, Cavite on June 12, 1898. Returning to work amidst COVID-19 As provinces across Canada loosen restrictions, employers are considering returning their employees into the workplace and the anticipated return appears to trigger some anxiety among workers. COVID-19 is alive and well in Canada and workers are rightly asking how their return to the workplace will look and what working arrangements will be like in the long term. The thought of having to return to what it used to be the norm feels equally unsettling after months of being cooped up at home. “Re-entry anxiety” was the term that psychologists have come up with to describe this. Lily Brown, director of the Center for the Treatment and Study of Anxiety at the University of Pennsylvania’s Perelman School of Medicine, says there are two distinct types of re-entry

anxiety. “Some people are anxious because they have a ‘lurking fear’ of catching or spreading COVID-19,” she says, “while others have fallen out of practice socializing and are finding it difficult to resume.” With this in mind, a lot of organizations have been working to prepare for the safe return of their workforce. The Conference Board of Canada recently surveyed employers across the country regarding how they plan to bring back employees to physical workplaces, and the measures they are putting in place. The survey revealed that only eight per cent of organizations are fully prepared to reopen. In addition, 28 per cent of the respondents stated that they already have a plan in place in the event of a second wave outbreak. Sixty-two per cent reported that they are in

the process of developing a plan. Since mid-March, many employees have also shifted to a work-from-home model. With the ease in restrictions, organizations have to consider whether they will require these employees back in the workplace. The Conference Board of Canada found that despite the small portion of employers who are fully prepared to reopen, only forty per cent want their employees who work remotely to return to their office in some capacity. While most employees will want to require their employees to return, the survey also reported a shift in practice. When the organizations were asked about their approach to remote work, many of them indicated a shift to remote work. When the lockdown was first established, many people felt the impact of having to isolate 24/7 for many months. So, it is not a surprise that organizations may shift to remote work on a long-

term basis. With this new reality of having to re-enter ourselves to society, it is normal to feel unsure and uneasy. This is why experts recommend baby steps when it comes to confronting our fear. This is where phased in reopening of provinces have been very helpful. Clear rules and expectations are constantly being communicated to ensure everyone is following the same protocol to continue the mitigation of spread or infection. Slow transition is not a bad thing either. You don’t just go from being isolated in your home straight to commuting on a bus to work or straight to gathering at full capacity in a friend’s house. Experts advise that overcoming fear should start with slow exposure, whether it entails walking in the park alone or visiting someone and chatting with them by their window. We all have to start going back to our lives at some point. While

it can be challenging for many different reasons, we all have to remember to respect public health rules and reminders for our own safety and the safety of others. Seeking mental health support when needed is also a good idea if anxiety is considered to be a struggle. COVID is fading! All is well. Or is it? by Tim St Vincent COVID-19 is definitely fading. Good arguments can be made that a second wave is likely to hit in the fall but many people are celebrating the progress we have made. As well they should. Many are thinking that their financial worries are over and Canadian Emergency Response Benefit (CERB) and payment deferrals have saved us all! Hang on a second. I have several concerns with that! First, there may very well be a second wave, potentially one even worse than the first. Let’s not lose sight of that, but I can put it aside for now. Let’s talk about CERB and the payment deferrals. Yes, they were/are timely and excellent programs, but there are several things to consider that many are forgetting 1. CERB income is taxable For every one dollar in CERB money, I would advise putting aside $0.33 for taxes. The tax bill

will come. It will be delayed, but it will come. At a rate of $0.33/$1.00 (a 33 per cent tax rate) that means for every $2000 paymen,t you need to put aside $660.00. If you accepted the entire CERB amount of $8000 you should have put aside $2,640 for taxes. Did you? Probably not. Don’t feel bad, most everyone else didn’t either. That means that the impact of this won’t hit you this year, but it will definitely hit you by April of next year, when you get your tax bill! Better start saving. 2. Payment deferrals A great idea if a) you understood how they worked and b) only took what you needed. Many took more than what we needed and didn’t fully understand how they worked. Let’s say we needed some help. No shame in that; many of us needed some assistance. If you needed only a one-month deferral to get by, but you figured “what the heck, they are offering six months, so let’s take advantage and go for the full

six months,” you may not realize there is a bill coming for this too. No, not a tax bill, but an interest deferral bill. You see, an interest deferral is not an interest holiday, the interest is not forgiven, it’s only deferred. That means they will wait or defer on the collection of it, but they do not forgive it. Not only that, but for the most part, what they do is add on the deferred interest to the amount owed, then charge interest on the interest. In my March 16th article I gave an example of how this could add over $11,500 to a mortgage! Quite a surprise if you weren’t expecting it. An even worse surprise if all you needed was a one-month deferral and decided to apply for six months. 3. What happens when the CERB money and the deferrals stop? In July, those who participated in the first round of CERB payments will no longer be eligible for CERB funds. How will they manage their finances then without the government assistance? At some point in time, the deferrals will stop and the bills will come

due. 4. Time to talk about that second wave It may very well come and it may be here by fall. The good news is that we have time to prepare for the second wave, should it come. As always the best solution to problems like this revolve around proper budgeting. Half of the country has no budget. Half of the country is struggling financially. That can’t be a coincidence. If you are one of those who are struggling, know that you are not alone. Approximately 50 per cent of the country was struggling with their finances before COVID-19 made an appearance. I suspect it is

much higher now. If you need help, reach out to us or any qualified non-profit credit counselling agency. We are here to help. Immigration, Refugees and Citizenship Canada (IRCC) continues to address the impact of COVID-19. IRCC has amended some of the requirements for priority temporary foreign workers based upon their role in helping to safeguard the continuity of Canada’s food supply, health security, as well as trade and commerce. IRCC announced, on June 5, 2020, a public policy to exempt some necessary foreign workers from having to give their biometrics before coming to Canada if the biometric collection sites closest to them have been closed. The industries covered by the exemption are namely the agriculture, agrofood and health care sectors. The workers covered by the public policy may have already given biometrics in the past. Other exempt workers, such as seasonal agriculture workers, can give their biometrics at the port of entry. Canada continues to perform security checks to ensure the health and safety of Canadians. Foreign workers covered by the public policy change include those who fall under one of the National Occupational Classifications

PILIPINO EXPRESS

(NOC): agricultural and agrofood sectors; health-care sector; and truck drivers. All temporary foreign residents coming to Canada, including those covered by the public policy change, must also have a plan for the 14day quarantine upon arrival in Canada. This requirement is mandatory for all foreign residents entering Canada. Employers who are responsible for housing their workers, such as seasonal agriculture workers are required to provide adequate accommodations that allow workers to quarantine. When you arrive at the port of entry, you can be challenged to give your biometrics. You should be prepared to show their letter of introduction for a work permit and a valid job offer and that you can work once you enter Canada and complete your 14day quarantine. Your heath and quarantine plan will be assessed before you leave the port of entry. Persons who fit the public policy change will be given some flexibility, if the collection centre in the home country is still closed and your time period to provide the biometrics is ending.

PAGE 7

Public policy change for collection of biometrics It is important to note that IRCC is doing what it can to provide necessary and regular as possible service in the midst of the COVID-19 pandemic. No application in progress will be closed or refused because of documents that are missing due to COVID-19. Make sure you check regularly on line to ensure when VACs and others biometric

collection sites start to reopen. Once you are able to provide the missing information, it is your obligation to comply as quickly as possible. The IRCC system is flexible and accommodating but the onus is upon the applicants to do their best to comply, and, if unable, to inform federal immigration authorities. Michael Scott is a Regulated

Feng shui creates a peaceful home in turbulent times It seems like for far too long the world has suffered one tragedy after another, and now there’s a pandemic. The news is filled with death, senseless violence, and destruction…and more arrive every day. The question turns to how to keep your home and life peaceful when the world outside your door feels like it’s turned upside down. No matter what’s happening, peace begins with you, where you live, how you live, and how you choose to respond. Using feng shui in your home is a powerful way to create a respite from the difficulties outside your four walls to help you create a peaceful home environment no matter what’s happening in the outside world. Your safe place in the world is your feng shui home. You look to your home to provide a sensory reprieve, allowing you to unplug from the stresses of the outside, and the over-stimulating, often violent and troubled world. A home such as this will nurture and refresh you. However, your home shouldn’t be so “Zen” that it calms you to a point that you’re ready to fall asleep because a house that’s too quiet and still isn’t alive. Your home needs to be restful but not stagnant. It should provide you the elements that enable you to regroup so that you can take on each new day and function effectively in the outside world rather than simply withdraw from it. But creating a calming, relaxing home isn’t as easy as it seems. That’s because the elements of a serene space aren’t always obvious. Here are six elements that create a calm, peaceful, and refreshing environment that will help you create a feng shui home — a peaceful yet energizing sanctuary. 1. Make your home mentally restful A home must be a line in the sand between you and troubling world events, stress-filled work, and — this is important here — electronic demands. Here are some important tips for getting mental rest from your home. Rein in the television. If your home is like many, the television is centrally located and turned on regardless of whether anyone is watching it or not. This gives the TV superior status over the occupants in many homes. Cover it up, move it to a less central or less-important location. Then, turn it on only when you’re sitting in front of it. Get organized. Build in as many systems of organization as you can. When your home is organized, it’s mentally and visually restful. Be neat. After all the disturbing images we see online

and from media, we need visual calm. Being tidy, putting away dishes and making your bed daily looks neat and helps relieve worry and stress. Add plenty of light. Natural light is wonderful feng shui, but so are lamps and chandeliers. Keep your home bright to lift your energy. Use the off button. Many computers, phones, and tablets are never turned off. The constant beeping and buzzing means that you’re always on demand. Silence your phone or tablet when you’re at home and check it only occasionally, or turn them off entirely when you’re with your family or dining together. 2. Make your home visually relaxing. Create views. You must be able to see out and beyond in order to rest our eyes and spirit. This is what makes mountains and beaches so appealing for a vacation – we crave the kind of rest that only long, open distances can provide. In your home, open shades and curtains or remove them altogether to view the garden or open spaces beyond. Even better, create near and far vignettes in the garden. Planters and garden statuary make for a beautiful view from indoors. If that’s not possible, select artwork that offers perspective and depth, such as those found in landscapes. Use calming colours. One of the reasons people enjoy going to spas so much is because they not only provide sensory rest (massage, facials, etc.), they also provide visual rest by using muted colours in the decor. Trim, walls, and ceilings may all be painted the same colour and the monochromatic palette is relaxing. Or, they may be only a shade or two different from one another. Both are excellent calming decorative techniques. Look at colours found in nature for inspiration. Make your home attractive. If you enjoy looking at decorating magazines with beautiful interiors, or enjoy being in beautiful spaces, you should try decorating your space so that it’s appealing to you. Beautiful spaces are always more enjoyable to be in than those that aren’t, and they impact us positively. 3. Make your home audibly soothing. Keep TV sounds low or turned off. Do the same for beeps and buzzes from your electronics, and instead, add sounds that soothe your mind and quiet your spirit. These tips will help. Just add water. Use a tabletop fountain or place a water feature in your home to add a soft sound. The gurgling, peaceful sound of water is extremely relaxing and enjoyable. More importantly, it creates a natural sound like that heard in nature.

Hang a beautiful wind chime outdoors. The large wind chimes that have low soothing tones are very relaxing and add to a peaceful atmosphere while clearing stale energies. Listen to calming music. Classical or new age music is very soothing. Listen to this when you come home, while relaxing in the house, or before bed. Or, play it on a whole house stereo system. Use your TV for beauty. Try playing a beautiful DVD of an ocean reef or calming nature scenes to stimulate your environment with positive, uplifting images. Look for DVDs of an ocean reef, ocean waves, fish, or even a fireplace. They’re really beautiful and enjoyable. 4. Make your home truly restful. A restful home helps to prepare us for the day ahead, and the world outside our door. When your home rejuvenates your mind and spirit, you feel more relaxed and centred. Make some clear space. Clear off the tops of counters, tabletops, and bedside tables to make rooms look and feel more serene. Add a quiet space. Move a comfortable chair near a window with a small table where you can read, meditate, or reflect. Place emphasis on the bedroom. Bedrooms are an especially important part of creating a restful home. Too many bedrooms are over-functional and over stimulating. Remove computers, exercise equipment, desks, or stacks of books that divert attention from the two things that are most important in a bedroom, rest and romance. Bedrooms designated for rest, relaxation, and romance are the ones that refresh and rejuvenate the best. Although many people think of the entire home as a “cocoon” away from the whole world, the bedroom should truly be the cocoon. Creating a tranquil space is key for being able to fully rest. What’s more, these spaces are also more romantically inspiring. Make your bedroom a comfortable and enjoyable room to be in. •Select restful, earthy colours in the bedroom. •Take mirrors off the wall if they reflect the bed. Mirrors are stimulating and can disrupt rest and sleep. •Take the TV out of the bedroom if you have a tendency to watch news or programs with violence before going to bed. •Use textures such as chenille, satin, or silk in the bedroom to give tactile comfort and enjoyment. 5. Make sure to incorporate natural elements. Use natural elements liberally to create a relaxing, harmonious atmosphere, effectively bringing the outside in. Add a vase of fresh flowers in a single colour to add impact. Or, use an orchid plant, or a pretty cluster of gems or a geode

Window boxes are great feng shui, adding a vibrant touch of nature at your window to add a natural touch to your space. Place a mirror opposite a window to repeat a view of the outdoors. Another overlooked area in creating a calming home is your garden. It doesn’t matter if you live in a studio apartment or a grand estate. Focus on adding window boxes to hold some cheerful flowers, or adding to your garden or landscape, such as improving your curb appeal or adding new flowers or an herb or vegetable garden. Create an outdoor living area where you can relax or entertain and enjoy a fire, a barbecue or simply watching fireflies. 6. Make your home clean and comfortable. Cleanliness is so important in feng shui, and not often talked about. Unfortunately, most cleaning is done is a large chunk of time on a weekend and can

take several hours. It’s better to keep cleaning items in a bucket or basket close to the location (such as a bathroom) and take one minute each day to wipe off counters, or to do small, quick cleaning projects and picking up frequently. A clean, sparkling home that feels good and smells good lifts your mood and makes you feel centred and grounded. Add natural or clean smelling scents rather than ones that are artificial or overly sweet. Try natural cleaners that use essential oils to create a relaxing, natural fragrance while you clean.

See CRISTY p13

CRISTY...

Noong minsan ay sinabi sa amin ni Kris, “My mom told me never akong puwedeng magSenate because 23 people will want to kill me.”

OUR HEALTH Some hand sanitizers may pose health risk Health Canada is advising Canadians that certain hand sanitizers are being recalled from the market because they contain industrial-grade ethanol that has not been authorized for use in hand sanitizers in Canada. Industrial-grade ethanol contains impurities that are not found in the type of ethanol approved for use in manufacturing hand sanitizers, such as technical-grade, food-grade or pharmaceutical-grade ethanol. In addition, chemicals that may not be approved for use in hand sanitizers are added to industrialgrade ethanol. Frequent use of these products may result in dry skin, causing irritation or cracking. Since industrial-grade ethanol has not been approved for use in hand sanitizers in Canada, the Department has not reviewed it for safety or efficacy. A list of affected products can be found on this page. Health

Canada will update this list if it becomes aware of other affected products, so that Canadians can easily identify ones they may have purchased and take appropriate action. Canadians are encouraged to consult the list regularly for updates. (Visit https://www.healthycanadians. gc.ca/recall-alert-rappel-avis/hcsc/2020/73269a-eng.php for lot numbers.) What you should do Stop using the products listed below. Please follow municipal or regional guidelines on how to dispose of chemicals and other hazardous waste. You may also return the product to your local pharmacy for proper disposal. Consult your healthcare professional if you have used these products and have health concerns. To help limit the spread of COVID-19, wash your hands often with soap and water for at least 20 seconds. Use alcohol-based hand sanitizers if soap and water are not

available. Use hand sanitizers that have been authorized for sale in Canada. Hand sanitizers that have been authorized will display either a Natural Product Number (NPN) or Drug Identification Number (DIN) on the product label. These products can be found on the list of hand sanitizers that meet Health Canada’s requirements. Mayo Clinic Q and A: Skin protection with excessive hand-washing, masking

WILFREDO P. SOLIVEN October 27, 1924 – June 6, 2020

With sadness, the family announces the passing of Wilfredo P. Soliven on June 6, 2020. We loved him dearly. He was a brother, lolo, uncle/tio, and Tatay to us. He was also a friend. He loved spending winters in the Philippines and summers in Canada. He liked going fishing and hanging out in Garden City Mall. We love you and cherish the good memories as we celebrate the life you lived. May you find joy and happiness in the presence of the Lord. We love you, Tatay.

Dear Mayo Clinic: Frequent hand-washing and cleaning during the COVID-19 pandemic has made my hands so dry that my skin is cracking. With recommendations for everyone to now wear a face mask while in public, I’m concerned about the mask rubbing across my face and irritating the skin. What is the best way for me to soothe my hands and prevent more irritation on my face? Answer: Hand-washing remains the best defense against the spread of viruses, including SARS-CoV-2, the virus that causes COVID-19. But frequent hand-washing for an extended period of time can cause the natural moisture and oils in your skin to be washed away, resulting

in dry and cracked skin. Increased use of cleaning agents and disinfectants, as well as hand sanitizer, also is contributing to skin irritation for many people, especially those who may have eczema or are susceptible to contact dermatitis. The best recommendation to soothe skin and limit irritation is to consider adjusting the way you do certain tasks. For instance, wear gloves while cleaning or prepping food or washing dishes. When you wash your hands, use warm or cool water and use a soap that is hypoallergenic, and free of irritants and perfumes. Bar soap tends to have fewer chemicals and more moisture content. Then pat dry. Never rub. After washing, apply an

allergen-free or hypoallergenic moisturizer. It’s personal preference if you want a lotion, a cream or an ointment. Lotions are See MAYO CLINIC p15

Two Manitoba students win $20,000 grant for Habitat for Humanity Manitoba The Meaning of Home is a national writing contest in support of Habitat for Humanity Canada that asks students in Grades 4, 5 and 6 to share what home means to them. Over 10,200 students entered this year’s contest, which set a new record. Two local students have helped win $20,000 for Habitat for Humanity Manitoba. Grade 4 runner up Tiana Sanko from Gilbert Plains joins Grade 5 runner up Cortez Rivera from Headingley in each winning a $10,000 grant that will go towards building decent and affordable homes. Tiana’s grant will be directed to the Dauphin chapter and Cortez’s grant will be directed to the Winnipeg projects. “We have had incredible engagement from the entire Province of Manitoba. We are thrilled to have two winners again this year. This is the third year we have had a winner from this national contest. Building our future philanthropists through this contest is extremely valuable to the future of charity,” said Sandy Hopkins, CEO, Habitat for Humanity Manitoba. There are three grand prizewinners, one from each grade, who have won a $30,000 grant towards a local Habitat for

MAYO CLINIC... From page 14 the weakest of the three with regard to moisturizing because they have more water content. Lotion goes into the skin quite well but will evaporate faster. If you don’t feel your hands are moist enough after applying moisturizer, simply wait 30 seconds to a minute and then reapply. Creams are like lotion, but have less water content and tend to be thicker. They take longer to absorb into the skin. Ointments sit on top of the skin. They essentially prevent or slow the evaporation that naturally happens off the skin. If you have significant skin irritation or dermatitis, you may want to apply a double layer of moisturizer anytime you wash your hands. At night-time, add a generous amount of petroleum jelly or similar ointment on your hands and cover them with cotton gloves overnight. For some people, aloe may provide relief, although prolonged use should be limited. If layered moisturizing is not helping, you also may try a wet dressing: • Before bed, wash your hands and pat them dry. • Put on two layers of your thickest, most effective hypoallergenic lotion or cream ― not ointments. Ointments won’t absorb into the skin. • Put a teaspoon of white vinegar into a glass or small bowl of

Humanity build. Nine runners up have won a $10,000 grant towards their local Habitat. Each student entry also earned a $10 donation for their local Habitat. During a time when many local Habitats are struggling with the financial impact from COVID-19 on their operations, this contest helped raise over $280,000. The Manitoba affiliate, which includes Kenora and Dryden, Ontario, produced 2,020 entries for this contest – the largest number of entries in all of Canada. These much-needed funds will go towards building houses for families in need of a safe and secure place to call home. The Meaning of Home contest would not be possible without the generous support of founding sponsor, Genworth Canada. “I’d like to congratulate each of the contest winners and thank all the students who submitted entries on what home means to them. Since 2007, the Meaning of Home contest has been empowering youth to become engaged and compassionate members of the community while educating them on the importance of affordable housing. We’re proud to be a founding sponsor of this initiative,” said Stuart Levings, President and CEO, Genworth Canada.

warm water, and soak two clean washcloths. • Wring them out and wrap around your hands. • Cover your hands with dry cotton socks. The warm water and vinegar soak adds more moisture and helps adjust the pH, which keeps the skin clean. The heat or the warmth of the wrap and socks allows the pores to open up and lotion to soak into the skin more effectively. Face-mask protection Skin irritation of the face would be handled similarly by using bland soap and applying facial moisturizer. A hypoallergenic moisturizer that is made for the face is preferred. Apply a thick layer before you put a mask on and after you remove it. Avoid ointment-based moisturizers while wearing a mask because they will only cause sweat and oil to become trapped. For overly irritated areas, including the bridge of the nose, chin or behind the ears, a thick layer of zinc oxide also can soothe the skin. If you have a choice in masks, choose cotton fabric that can be easily laundered or washed by hand. If your skin is naturally sensitive, be sure that you wash the mask with detergent that is free of fragrance, dyes and other irritants. The movement towards sustainability and decreased carbon emissions Angela Gail Ciceron was awarded the 2019 ANAK Liwayway Scholarship for Leadership Excellence based on her high school GPA, a group interview, and an essay in response to the questions, “How can you minimize Canada’s environmental impact on the Philippines?” and “How are people of the Philippines taking control of climate change?” The following essay was her submission. The increasing threat of environmental issues, such as climate change and pollution, on the Philippines is a cause for great concern, considering the vulnerability of the country against tragedies that can serve as its consequences. There has been a continuous movement towards decreasing carbon emissions not only to satisfy the Paris Agreement, which the Philippines ratified in early 2017, but for the betterment of the country’s sustainability. However, as Filipino immigrants, it is also our responsibility to lessen the environmental impact of Canada on our home through making actions towards sustainability by decreasing the production of waste in local households. In March 2017, the country served as a signatory to the Paris Agreement, which was initiated by the United Nations Framework Convention on Climate Change and aims to decrease the amount of carbon emissions of each state.

CRISTY...

Although the Philippines ratified the agreement in 2017, movements towards accountability for carbon emissions had already begun in 2016 after the country struggled through a significant number of strong typhoons caused by the increasing temperature of the ocean. Both citizens and organizations accused 47 corporations, including Shell, BP, and Chevron (dubbed the “Carbon Majors”), of significantly contributing to the amount of greenhouse gases emitted into the atmosphere (Savaresi, et al.). The petition initiated a series of investigations launched by the Philippine Human Rights Commission in 2018, which include a “series of fact-finding missions and public hearings in the Philippines, London and New York” (Savaresi, et al.). The investigations aim to hold corporations accountable for their carbon emissions. The issue of pollution also serves as a work in progress in the country due to the impact of developed countries, such as Canada, on these matters. The shipping containers sent from Canada to the Philippines, which were full of household waste rather than recyclable materials, still serve as a national concern because of how it establishes the significance of Canada’s impact on pollution in both the Philippines and globally. Thus as immigrants in a developed, major

state, it is our responsibility both to our homeland and to the rest of the world to reduce the production of waste in our households. This includes investing in a more sustainable lifestyle, especially in terms of fashion and the products we use. A majority of affordable fashion in Canada, such as H&M, Forever 21, and Joe Fresh, do not practice sustainable processes. Thus, being able to buy secondhand clothing or “upcycling” clothes will reduce the amount of pollution that the fashion industry produces, which is the second most polluting industry in the world (Villarta). Additionally, buying more recyclable products and taking advantage of our blue bins will not only decrease waste, but will also promote sustainable processes, such as recycling, in the community. Both these actions are smaller steps towards sustainability, but will have a significant impact if the majority of the community has the initiative to do so. The movement towards sustainability and decreased carbon emissions is a battle fought by countries such as the Philippines, who are vulnerable to the consequences of these issues, which include an increase in sea levels and stronger typhoons. Thus, as both immigrants and global citizens, it is our responsibility to promote these initiatives and start making changes in our lifestyles for the betterment of our own

See CRISTY p17

EH KASI, PINOY! PILIPINO EXPRESS

PAGE 17

Happy Birthday, Nanay! I always have the feeling of being a small child na naglalambing sa kaniyang magulang. The feelings never change kahit matanda na ako.

Full of love and care ang aking Nanay mula noon hanggang ngayon.

Tulad ni George, let’s always reach out to our Moms kahit sa huling hininga ng ating buhay. Happy Birthday, Nanay!

– CSF
