The Philippine Canadian Centre of Manitoba (PCCM) celebrated its 25th anniversary with a gala dinner and dance at the PCCM on Saturday evening, November 25, 2023.

The Israeli and Philippine governments have welcomed the release of Noralin Babadilla, the last Filipino left unaccounted for following the October 7 assault on Israel. She was among those kidnapped by Hamas in Gaza. “The Israeli Embassy in Manila expresses great relief upon the release of Noralin ‘Nataly’ Babadilla from captivity by Hamas after 53 days,” the Israel Embassy in Manila said on Wednesday, November 29. De-stress for the holidays

Now that Black Friday has come and gone, I bet many of you are feeling the demands of the holiday season. Planning for the preparation of elaborate family feasts and well-thought-out gifts are supposed to be exciting and fun. However, for many people the thought of preparing for the holidays can trigger stress and anxiety. According to the 2021 study by American Psychiatric Association, thinking about the upcoming holiday season, adults were most likely to be worried about gifts. Around two in five adults worried about affording (46 per cent) and finding holiday gifts (40 per cent). Forty percent

of healthcare workers were particularly stressed about the holiday season and 37 per cent of administrative and office workers were anxious about working long hours in the upcoming holiday season. In addition, 47 per cent of retail workers and 54 per cent of healthcare workers said that their stress level increased during the holiday season. It’s ok to say no Setting boundaries is essential for our mental health. If you are not able to participate in a particular tradition or activity due to demands on your time, it is ok to say no. Respecting your boundaries can take the pressure off and ease stress.

Take time to recharge Having all your family members packed into one house for days on end can sometimes be a little overwhelming. Of course, this may cause added stress, especially if you have travelled miles to see your family. Remember that the holiday season is only once a year. You can consider self-care strategies during the holidays such as going for a walk, going to the gym, or listening to music. Prioritizing self-care and being intentional about it can make a big difference in the busiest of seasons. Be realistic Some people who cook like to make elaborate meals. Buying a store-bought dessert or turkey is not going to offend your guests. Holidays are about gathering and spending time with your loved ones, not cook-offs or bake-offs. Set a budget Holiday spending can be very

stressful. Review your finances in advance and plan accordingly for gifts and/or hosting any get-togethers. Once you have a budget, you can feel comfortable with spending. A budgeting system can be helpful to stay on track of your holiday expense. American Psychiatric Association President Rebecca W. Brendel, MD, JD stated in light of a poll they did in 2022, “This is a busy time of year for many people, and it’s common to put a lot of expectations on ourselves during the holidays. We can all benefit by enjoying moments that bring meaning and belonging, but those times are different for each of us. It’s also okay to opt out of some or all events if they bring more stress or distress than joy. There is no one right way to spend the holiday time of year.” If in fact you are one of those people who dread the holidays due to pressure and stress, keep

in mind that it is meant to be the most wonderful time of the year (quite literally). It is important to find ways to help yourself manage holiday stress in order to make the best out of the season. Elf on a shelf It’s the most wonderful time of the year! As December rolls around, there are a number of guarantees in the Burgos household, here are a few: 1. Netflix/Prime/Disney+ get used…a lot. Now that the dark comes earlier, we like to snuggle up in front of the TV and watch our favourite shows. 2. Our plethora of Christmas trees are dusted off and placed all over the house. 3. A sense of panic emerges as I am challenged to come up with a different Elf on the Shelf idea every day leading up to December 25. Spoiler alert: Hopefully there are no kids reading this article as this will surely ruin the magic of elf on the shelf. For those uninitiated, the elf on the shelf is a charming holiday tradition where a special scout elf visits homes to keep an eye on the kids and report back to Santa each night. These mischievous little elves are known for their creative antics and can be found in various spots around the house each morning. If you’re looking to add some extra sparkle to your elf on the shelf game this year, here are some daily ideas to keep the magic alive and your kids wanting more.

If it’s a first time the kid sees it, leave a note to introduce themselves and explain their mission to watch over the house. Advent Calendar: This is truly for the crafty people out there. Create a calendar that has chocolate or little toys hidden behind a little door. This is especially handy for those days you have no time or creative ideas. Send the elf to the calendar and have it holding the daily gift. Snow Angels: This is a favourite of mine. Use flour to create tiny elf-sized snow angels on the kitchen counter or dining table. Make it a Movie Night: Have the elf laid out in front of the TV watching a favourite holiday movie. If you are feeling extra creative, create little props from the movie! marshmallows make the perfect snowballs. Create a snowball fight scene with other toys. Play Dress Up: There are many accessories you can buy for your elf. Have them sitting by a mirror wearing a different outfit. This is a good filler for other days, so save other outfits for another day. Hide and Seek: Leave a note that provides a hint to the elf’s location. This is another good one to use for multiple days. Elf’s Day Off: Make a small bed out of an empty tissue box and wrap it in gift wrap. Feel free to do this on weekends. Leave a note letting the kids know that even elves need days off. Teacher Elf: Have your elf encourage your kids to write their own letters to Santa. Leave out blank paper and colourful markers for the kids to write letters to Santa. Elf’s Bath: Do your kids detest bath time like mine did? Create a tiny bath for your elf using a small dish filled with marshmallow “bubbles.” Leave a note from the elf saying how important baths are. Sneaky, right? An Elf that Cleans: Pick up some Barbie cleaning accessories or make your own. Let the kids know that Santa loves a clean house before he visits. Are you sensing a theme here? Last Night: Leave a farewell note from the elf and enjoy all the extra free time you’ll have in the

Past PCCM officers, Jing Asperin and Nap Ebora, were also recognized for their years of

service to the PCCM. Do not expect immigration assessors to warn you about shortcomings Is IRCC responsible for informing you (the applicant) about the shortcomings or weaknesses of your application? The federal government does give you a decision that, at times, can lead you to ask why they did not inform you about this earlier in the process. Did the department fail you in this regard so that you misunderstood their role and the limits of their service? A recent ruling by a Canadian court has added a thirdparty judgment to this question and reminded us of the federal government’s responsibility in this matter as well as that of the applicant. The recent court decision concerns one user who was not satisfied by the service they received on an application for a work permit, and they challenged the IRCC refusal decision in court. The question they challenged was about procedural fairness under administrative law. The case concerned a citizen of Iran

We are very much a country of laws, but we are also subject to the decisions of the courts. The reviewing officer noted that the applicant’s business plan indicated an initial investment of $138,600 CAD, but the applicant’s bank balance only showed a balance of $150,000 CAD. Based on this material fact the officer was not satisfied that the proposed business venture would represent a reasonable expense. The applicant’s projected sales estimates within the first year were high but not supported by evidence of potential contracts or clients. The officer concluded that the applicant did not present a viable business plan and refused the work permit. The applicant applied for judicial review of the refusal

decision, arguing that the officer’s refusal was unreasonable and that he was denied procedural fairness. He argued that he possessed the necessary background and skills to make the proposed business successful. The applicant said he has other resources in Iran worth over two million dollars. The court found that the officer’s concerns were based on the evidence submitted in the application, which were provided by the applicant himself. There was no reference in the initial submission to other monies and the officer was correct in judging the submission by the evidence on hand. The court noted that the officer was not responsible to advise the applicant of the shortcomings and weakness or other concerns in the application. The officer’s responsibility was limited to judging what was present in the plan and the supporting documents. The judgment of the court

It is important for all applicants to understand that the immigration officers are responsible to judge what is submitted based on completeness, honesty, and on the requirements of the program, such as the business plan and financing potential in this case. The findings of the federal court are instructive to us all to be aware that users must take responsibility for what they submit. If you err or misunderstand, it is not the responsibility of the immigration assessors to contact you and forewarn you about the shortcomings of your submission. If you present a weak case, such as the one discussed earlier, do not be surprised if the submission is refused. Canada is a country of laws, but applicants have the responsibility to submit honest, complete, and

compelling submissions, and to take responsibility for their submissions. If you err or make a weak submission do not blame the federal assessors for a negative decision. In the case listed above, the applicant could or should have included the two million dollars he claimed on appeal. If he had included this information, he probably would have been approved. I hope he learned this valuable lesson and will resubmit with a new business plan supported by evidence of his total financial worth. COVID-19: Virtues of updated vaccine and link to Nobel Prize in Medicine On May 5th of this year – nearly three-and-a-half years after the WHO issued the highest international public health alert in January 2020 – COVID-19 ended as a global public health emergency. This is thanks to mass vaccination with over 100 million vaccine doses safely administered in Canada and over 12 billion globally. Until then, the dreaded waves of illness and death appeared never-ending. The harsh realities of the pandemic are now confined to history. But the invisible COVID virus remains a threat to global health and most likely will continue circulating during our lifetime – evolving, mutating, and causing illness with its acute and chronic consequences. Hence, a need for vigilance, including updating everyone’s vaccination status with new updated vaccines. Updated vaccines Virtues of updated vaccines: What is the science behind the advice getting vaccinated with updated COVID-19 vaccines? This is one question many have asked. Below are the many scientific virtues as answers: 1. Today’s updated vaccines, in contrast to the original and earlier vaccine formulations: a. are monovalent and engineered to elicit an immune response to today’s dominant circulating Omicron strain and its sub-lineages, not to “boost” past vaccine doses; b. offer a better match against the most common circulating variants; c. can readily be aimed to target the dominant circulating strain resulting from ongoing viral mutation and the ensuing emergence of new variants and sub-variants; and d. hold the key to effectively address emerging virus strains. 2. Vaccination with updated vaccines can nullify the capabilities of circulating COVID-19 strains and significantly reduce:

a. the chance of serious individual outcomes (severe illness, hospitalization, death); b. the suffering from long COVID symptoms (brain fog, fatigue, chest pain, dizziness, diminished taste or smell); c. the impact of multiple COVID infections (diabetes, kidney disease, mental health problems); d. the more serious impact of COVID on infected infants and children; and e. the likelihood of community transmission. 3. Vaccination with updated vaccines can strengthen the weakened immunity due to: a. natural decline over a period (seven to nine months from one’s prior infection or vaccination, respectively); and b. age factor (under five years of age, elderly); 4. Vaccination with updated vaccines can diminish the vulnerabilities of higher-risk groups due to: a. associated medical condition (pregnancy, underlying medical issues) b. place of residency (longterm care and congregate living residents); c. demographic factors (First Nations, Métis, Inuit, racialized and other equity-deserving communities); and d. special nature of work (providers of essential community services). 5. Vaccination-conferred immunity is far safer and less dangerous to get than COVID-19 infection-conferred immunity. Recommendations Except for those who have had a history of heart complications (myocarditis or pericarditis) within three weeks of receiving any COVID vaccine, or a severe allergic reaction to an earlier dose – rare as they are – all others, including pregnant women, children six months and older and, especially those immunocompromised and with

chronic medical conditions are encouraged to get the updated vaccine now since most Canadians are well past the period of time their immunity from a prior vaccination or COVID infection has already waned or weakened. The updated COVID-19 mRNA vaccines can protect against the currently prevailing lineage of the Omicron variant: XBB.5, EG.5.1, FL.1.5.1 BA.2.86. and HV.1. Vaccination is a “single shot” and no “booster” return appointment is necessary! 2023 Nobel Prize in Physiology or Medicine Who could have predicted that: 1. a unique scientific discovery first reported in 2005 would pave the way for the groundbreaking speed with which safe and effective messenger RNA (mRNA) vaccines were developed against the virus that emerged anew and triggered the COVID-19 pandemic 15 years later in 2020? 2. these vaccines would be available for mass vaccination within the year after the WHO characterized COVID-19 as a pandemic? and 3. these vaccines would play a pivotal role in eventually ending the global public health emergency in May of this year? Therein lies the link between the COVID pandemic (March 11, 2020 to May 5, 2023) and the 2023 Nobel Prize in Physiology or Medicine. Selection of Nobel Prize laureates During the era of Alfred Nobel, physiology referred to the preclinical medical sciences while medicine was to the clinical sciences. Hence, Nobel Prize laureates in this prize domain have been selected from the broad biomedical field, with “unique discovery” and “greatest benefit for mankind” being the key criteria, not illustrious scientific careers. The Two Nobel laureates This past October 2, the Nobel assembly at Karolinska Institute in Stockholm, Sweden, announced the news. This year’s Nobel Prize in Physiology or Medicine has been awarded jointly to Hungarian American biochemist Katalin Karikó and American immunologist Drew

Photo from www.nobelprizemedicine.org Weissman “for their discoveries concerning nucleoside base modifications that enabled the development of effective mRNA vaccines against COVID-19.” The biochemist-immunologist team at the University of Pennsylvania in Philadelphia discovered that substituting a pseudo-uridine molecule for the genuine molecule in one of the four building blocks of the nucleoside enabled the injection of mRNA vaccine without the unwanted acute inflammation that destroys the mRNA vaccine platform itself. Until their unique discovery, trials with nonmodified mRNA vaccines had failed. A dilemma The development of lipid nanoparticles to envelope the modified mRNA and ease its entry into the cells was needed. Many contributed to this endeavour. That’s why some scientists felt “it would have been nice if the Nobel Assembly had also recognized” these contributors. But how to single out anyone from among the many must have created a dilemma for the Nobel Assembly since the Nobel Prize for a unique discovery is limited to no more than three recipients. Award ceremony The Nobel laureate duo will receive their Nobel Prize medal, diploma, and equal share of the prize amount (11 million Swedish krona or one million US dollars) at the Award Ceremony on December 10th in Stockholm, preceded three days earlier by their Nobel Lectures. To date, 115 Nobel Prizes in this prize field have been won by 228 laureates since the first one was awarded in 1901 to the German physiologist Emil von Behring for his work, in part, on a diphtheria vaccine. The other four prize fields are, until 1967, chemistry, literature, peace, and physics; the field of economics has been added since 1968. Says Professor Karikó, an American immigrant from Hungary and the 13th female scientist to win a Nobel Prize in this prize field, in an interview with the science magazine, Nature: “Hopefully, this prize will

All these most likely would have happened and led to an even more sombre segment of the three-year pandemic had not the Pfizer-BioNTech and Moderna COVID vaccines been developed at a record-breaking speed and been granted emergency-use authorization. Mass vaccination promptly started in December 2020 and the majority of the population in Canada and the world accepted them. Undoubtedly, these vaccines helped tame the COVID-19 virus that menaced the world until May this year. For their pioneering work, we gratefully salute the two 2023 Nobel Prize laureates in physiology or medicine for their unique scientific discovery to the greatest benefit of humankind. They, indeed, contributed immensely to saving millions of lives from illness and death and ending one of the worst threats to human health in this century. Dr. Pagtakhan – a retired lung specialist, professor and cabinet minister – received his MD from the University of the Philippines (UP) and specialized at the UPPhilippine General Hospital, the St. Louis Children’s Hospital of Washington University, and the Winnipeg Children’s Hospital of the University of Manitoba.

RWB School Professional Division students perform for over 500 students in one school The Royal Winnipeg Ballet (RWB) School Professional Division students travelled and performed throughout Winnipeg to ten participating schools from November 20-24, 2023, for Concert Hour Ballet (CHB), an annual tradition that has been a cornerstone of the Professional Division program for nearly 50 years. One of the schools the RWB visited was Garden City Collegiate, which houses the Seven Oaks Performing Arts Centre. On Wednesday, November 22, a grand total of 34 RWB dancers, technical

crew, staff and a bus driver dropped by this school to perform Études (choreography by Harald Lander), Hands Swollen with Grace (choreography by Gabriela Rehak, RWB School Resident Choreographer), The Sleeping Beauty excerpts (choreography by Galina Yordanova after Marius Petipa) and Wind Beneath My Wing (choreography by Gabriela Rehak). The audience was made up of more than 500 students, over half of which were dance students, bussed in from surrounding schools with dance programs. The students enjoyed the performance

and were extremely supportive and engaged. Reaction ranged from: “Their muscles were huge!” “It was fantastic! I loved every part!” to “I cried!” and “Every dance told a story, and it really lifted my heart.” Through CHB, school students learn that dance is a form of communication and creativity. They also learn how to analyze dance and are exposed to the athleticism and professionalism of young artists. According to Stéphane
