Lock down extended
The Manitoba government has extended the provincial pandemic lock down on January 8 until at least January 22. “While we are starting to bend our COVID curve in the right direction, now is not the time to let up,” said Pallister. “These public health orders are necessary to halt the spread of this deadly virus and protect our most vulnerable Manitobans. While we recognize these restrictions are difficult, they require the co-operation and commitment by all Manitobans to make them work. I continue to urge all Manitobans to follow the fundamentals, stay safe at home and limit your close contacts as much as possible.” The existing Critical level restrictions have been extended with a minor modification to allow exemptions for professional hockey. While Manitoba’s pandemic lockdown has been extended until at least January 22, vaccinations have been allocated to mainly healthcare workers. Limited doses of COVID-19 vaccines arrived in Canada on December 13 with more expected in the first and second quarters of 2021. Once supplies of the vaccines allow for members of the general public to receive an injection, public health officials will face two opposing challenges: the demand for, and the denial of, vaccinations. Health professionals view vaccines as some of the most effective tools in combating the COVID-19 pandemic. Make mental toughness a goal for 2021 If you follow my column, you may say this title looks familiar to you. Well, you are correct because I purposely kept it the same as last year’s New Year’s article. I just changed the year to 2021 to be current. The reason I did this is twofold. First, 2020 caught the world by surprise and gave us a taste of what it’s like to live in a pandemic. Second, 2021 is just beginning and while the vaccine is slowly making its rounds, we are already hearing evidence of COVID-19 variants in other parts of the world. There has been a considerable amount of stress noticed in families, in the workplace, caregivers, hospitals, political leaders, and public health officials, to name a few. One thing we all probably took away from 2020 was that no matter where you are or who you are; there could not have been a more unsettling event than the current pandemic. About a month ago, I attended a webinar with the Conference Board of Canada called Coping with disruption: Safeguarding our Mental Health in the age of COVID-19. It was during this session where I learned that “burnout” is a syndrome. In 2019, the World Health Organization

The health coop is spearheading a provincewide effort to combat vaccine misinformation. “Vaccine hesitancy – the delay in acceptance of vaccines or outright refusal to receive them, is one of the biggest threats to getting these vaccines, and subsequent doses, out there.” American physician and immunologist Dr. Anthony Fauci said that public health officials need to listen to these kinds of concerns and convey the caution and care that has gone into the development and testing process for the vaccines. He believes
(WHO) included “burnout” in the 11th Revision of the International Classification of Diseases (ICD-11) as an occupational phenomenon. They defined “burnout” as a “syndrome resulting from chronic workplace stress that has not been successfully managed. If chronic workplace stress has been classified as a syndrome in 2019, what is this information telling us? How are we mentally going to survive this pandemic? While nothing much has changed at the start of 2021, it is up to us to adapt and rise above the new challenges that await us this year. The combination of people being isolated from their loved ones, concerns over our own health and the safety of our family members, and the potential further impact on the economy, for example, all mean that mental health awareness is more important than ever. This is why I have decided to make mental toughness a goal again for 2021. I would like to share a few of the things that may help with keeping mental toughness in check. Focus on the basics Health is wealth as they say but it does not need to be complicated. Keeping focused on
addressing vaccine hesitancy is paramount to putting this pandemic behind us. “We’re trying to overcome a wave of misinformation online,” says NorWest Co-op’s Dr. Natalie Casaclang. “We’re seeing everything from concerns about side effects to worries that the speed of which this vaccine has been developed means it’s less safe – all of which are untrue.” NorWest’s public health promotion campaign was developed to provide people with accurate information, the time to ask questions, and the knowledge to make decisions that positively impact their health and the health of their community. The campaign will address myths and misinformation related to vaccines through a series of social media posts and interactive sessions. Dr. Casaclang will host two live Q&A sessions, Vaccine Hesitancy and What You Need to Know, on Facebook Live on February 11 and February 26. The hope is that participants can

While it is good to stay current and aware of the global situation or staying updated with local stories, a lot of news may do more harm than good, especially when in isolation. The news that is broadcast these days is already overwhelming. Too much of anything is not good for anyone, anyway. Excessive news may amplify anxiety depending on the amount of time dedicate to it. When thoughts of “what ifs” come across the mind, it may lead to more worrying. A way to manage this is to limit exposure and ensure sources are credible. Goal-oriented activities Whether you choose to tackle an unfinished project at home or take on a new hobby,
new experiences are a great way to connect with our own self. Accomplishments even if they are small can help give us a sense of fulfillment. Considering the level of attention given to the pandemic at this time, the ability to adapt to stressful events through self-care and resilience remain critical to help us manage another year of uncertainties. 2020 annual report to parliament on immigration The Minister of Immigration, Refugees and Citizenship tabled the 2020 Annual Report to Parliament on Immigration for the period ending December 31, 2019. It contained a detailed overview of all immigration programs as well as the Canadian government’s commitment to immigration. “Canada continues to be a safe and welcoming destination for immigrants, refugees and asylum seekers. Immigrants enrich Canada beyond measure,” Minister Mendicino stated in his opening message. “Even as we adjust to the extraordinary challenge of the COVID-19 pandemic, we cannot lose sight of the enormous benefits immigration presents to our prosperity and way of life. … Over the past year, Immigration, Refugees and Citizenship Canada has worked tirelessly to provide hope and opportunity to so many people in need, while supporting the diversity and prosperity of Canadian communities,” Mendicino also made a commitment that his department will continue “delivering the best possible services to Canadians and foreign nationals wanting to come to Canada.” Some of the highlights of the past IRCC operational year 2019 included the following: • 5,774,342 travel documents were issued to temporary residents: visitors, workers, and
students; • 404,369 work permits were issued under the temporary foreign worker and international mobility programs; • 341,180 permanent residents were landed in Canada; and roughly 8,500 French-speaking permanent residents were admitted to Canada outside Quebec as part of the support for francophone communities across Canada. • Gender Based Analysis Plus (GBA+) programs were implemented and expanded to ensure that factors related to sex, gender, race, ethnicity, religion, age and mental or physical disability not limit an applicant’s success or inclusion. • Permanent and temporary immigration accounting for over 80 per cent of Canada’s population growth, with 58 per cent of permanent residents admitted under economic classes • And the country’s commitment to international displaced and persecuted peoples resulted in 30,087 refugee resettled, one of the highest numbers worldwide. Immigration continues to support Canada’s demographic and economic growth and counterbalances the low birth rates in the country. By the early 2030s, Canada’s population growth will rely exclusively on immigration. The country, however, is not

alone in relying upon immigration for demographic and economic growth. Canada must be prepared to compete internationally for young, skilled and mobile workers. Between 2017 and 2018, net immigration accounted for 89 per cent of Canada’s population growth. The country’s population growth of 1.4 per cent, between 2018 and 2019 was the highest rate of growth among G7 nations. 82 per cent of the population growth of 531,000 in the country was comprised of permanent and non-permanent residents. Immigrants and newcomers contribute much to the economic growth of the country. Immigrants and temporary foreign workers fill gaps in Canada’s labour force and help employers fill vacancies in various economic sectors. Roughly one in four workers (26 per cent) are immigrants. As of 2016 there were 600,000 selfemployed immigrants providing additional employment for over 260,000 Canadians. In 2019, labour market participation rates for newlyarrived immigrants were 71 per cent and recent immigrants 76 per cent. In 2016, over one third of nurse aides, orderlies and other patient related services were immigrants. The long-term benefits of immigration show that the children of immigrants, on average, contribute to Canada’s labour force and earn as much or more than the Canadian-born. Immigrants and newcomers contribute to the advancement of Canadian society. Since Confederation in 1867, immigration has played a key role in creating our multicultural society. Newcomers arrived from many source countries and possessed a wide variety of cultural and religious backgrounds and integrated effectively in communities across the country. In 2016, immigration originating in Africa surpassed European immigration and this trend continued in 2019. Each successive wave of immigrants adds to the ethnic, linguistic and religious diversity in Canada. Immigrants enhance
the education of the country. In 2019, 56 per cent of recent immigrants and 50 per cent of recent immigrants working in Canada had a university degree. In the 2011 federal election, 82 per cent of citizens who came as economic immigrants voted. The children of immigrants tend to achieve higher levels of education that those born in Canada. In turn, the country is known for its welcome attitude to newcomers as people with the potential to contribute of Canadian society. The activity under “Temporary Resident Immigration” shows an increase over the most recent five years. Visitors enter Canada either with an eTA, if they are from a visa exempt country, or on a TRV (temporary resident visa) from visa required countries, such as the Philippines. In 2015, 79,409 came into the country with an eTA compared with 1,190,270 with a TRV. In 2016, 2,605,077 entered with an eTA compared with 1,347,898 with a TRV. In 2017 the number of eTA admissions increased to 4,109,918 compared with 1,617,222 TRVs. In 2018 the difference between the two groups continued with 4,135,909 eTAs and 1,898,324 TRVs. The admission from visa exempt countries continued the same trend with 4,077,472 eTAs in 2019 compared with 1,696,871. Canada also welcomes other temporary resident applicants as students or workers who have the added advantage of applying later for permanent resident status. Study permit holders are persons admitted to study at designated Canadian educational institutions. In 2015, 219,143 study permits were issued followed by 264,625 in 2016. The numbers of study permits issued increased to 315,145 in 2017, 354,784 in 2018 and 402,427 in 2019. By 2019, there were 827,586 international students with valid study permits in Canada and in 2019, 11,566 study permit holders were granted permanent residency. In addition to study permits,
there are temporary foreign workers admitted into the country. In 2019, 98,310 (an increase of 70,000 over 2018) were issued work permits through the Temporary Foreign Worker Program and 306,797 were issued a work permits under the International Mobility Program. In 2019, 63,020 temporary work permit holders were granted permanent residency. The numbers for permanent immigration also increased over the reporting period. The economic immigration class is the largest source of permanent resident landed, with roughly 58 per cent of all admissions in 2019. The numbers of permanent residence admissions were 170,390 in 2015, 156,028 in 2016, 159,289 in 2017, 186,366 in 2018, and 195,658 in 2019. Family class immigration also increased over the five years. The numbers of spouse, partners and dependent children admitted to Canada were as follows: 65,485 in 2015; 77,998 in 2016; 82,468 in 2017; 85,170 in 2018; and 91,311 in 2019. The numbers of permanent resident admissions under sponsorship of parents and grandparents were: 15,889 in 2015; 17,093 in 2016; 20,495 in 2017; 18,030 in 2018; and 91,311 in 2019. The humanitarian and compassionate cases numbered: 4,315 in 2015; 3,792 in 2016; 3,633 in 2017; 4,026 in 2018; and 4,681 in 2019. Refugees numbered: 22,114 in 2015; 58,914 in 2016; 41,121 in 2017; 45,493 in 2018; and 48,530 in 2019. All the landings noted above provide evidence of Canada’s continuing commitment to immigration. The country continues to be a choice destination because we honour our commitments and see the continuing value of immigration. The numbers speak for themselves. Filipino-Canadian population approaches one million by Kevin Lamoureux MP for Winnipeg North A few years ago I was at an event in Ottawa when the honourable Petronila Garcia, who was the Philippine Ambassador to Canada at the time, gave a speech at the embassy. She talked about the growth of the Filipino community here in Canada and made reference to the fact that in the not too distant future, the Filipino community in Canada will exceed one million people in Canada. Back in late 2019, I was provided some immigration numbers and based on those numbers I started to talk about 2020 as the year in which Canada’s Filipino heritage community would pass one million people. At the time, I did not know the immigration numbers for 2019 nor, obviously, for 2020, but based on previous years of immigration numbers and the birth rate, I felt comfortable in speculating that the Filipino heritage community would surpass one million people in 2020. Well that did not happen primarily because of two things. As it turned out, immigration numbers from the Philippines decreased substantially in 2019 and the coronavirus prevented thousands of people from being able to come to Canada in 2020. So that begs the question: When will Canada’s Filipino heritage community pass one million people? If you were to include people from the

Philippines who are here as workers and students, it should be safe to say we are over one million now. After all, many of them will become permanent residents in the future. The best numbers I have today include the Stats Canada census, which reported back in May 2016 that there were 837,130 people in Canada of Filipino heritage. In 2016, Canada received 41,850 people from the Philippines of which I believe most would have arrived in Canada after the census. Immigration numbers from subsequent year added: 40,880 in 2017; 35,050 in 2018; 27, 818 in 2019; and last year was just 9,525. So if we average out 25,000 immigrants for 2020 and 2021, keeping in mind if we include international workers and students, it should be safe to say that 2021 will be the year that we will have well over one million people of Filipino heritage living in Canada. Over the last 50 years, the growth and impact that the Philippines has had on Canadian society has been significant in every way. Canada’s diversity is our greatest strength, as multiculturalism has made Canada a desirable country to come to for people all around the world. Our heritage continues to evolve every day, and in many ways, and the pioneers who came to Canada over the past six or so decades from the Philippines have blessed our society. With over one million people of Canadian-Filipino heritage now living in Canada, you will

Mela Franco Habijan, the Philippines’ Miss Trans Global 2020, is featured on the cover of TransBeauty Magazine for their first issue of 2021. Habijan shared a photo of the cover with her fans in an Instagram post on January 11, 2021. “It’s so surreal to see myself on the cover of a magazine. It’s my very first and it’s so poetic! I have my crown and sash on, and it’s for Trans Beauty Magazine London,” said Habijan, adding, “I’m a Queen. I am Trans. I am Filipina.” Habijan won the crown for the Philippines at the first Miss
Trans Global pageant streamed live on YouTube on September 12, 2020. “I treat the pageant stage as a world where I can be confident, shine, and be my truest self,” Mela Habijan told TransBeauty Magazine. A former ABS-CBN writer and actress, Habijan brought home three other awards from the pageant: Eloquent Queen of the Year, Super Model of the Year, and Glam Beauty of the Year. Update on Canadian COVID-19 vaccinations January 13, 2021 – Canada’s first recipients of the PfizerBioNTech’s COVID-19 vaccine – the 89-year-old Gisele Levesque, a resident at the Saint-Antoine long-term care home in Quebec City, and Anita Quidangen, a personal support worker at the multilingual, nonprofit nursing home Rekai Centre in Toronto – got their first shots of hope on Monday December 14, 2020 at 11:25 a.m. and 12:03 p.m., respectively, one day after the first vaccine supply arrived. Barely a month later, on the 13th of this month, more than half a million doses (532,050) of this and the vaccine by Moderna have been delivered to all provinces and territories, and 73 per cent (388,623 of the doses) have been administered. What, indeed, has been the progress on Canada’s COVID-19 mass vaccination drive? First, a quick reminder How to protect yourself and others when going out: 1. Wear a mask that covers your nose and mouth. 2. Stay two metres apart from others who don’t live with you. 3. Avoid crowds. The more people you are in contact with, the more likely you are exposed. 4. Avoid poorly ventilated indoor spaces. 5. Wash your hands often with soap and water. Use hand sanitizer if soap and water aren’t available. In fact, first three actionmeasures noted above are also three important ways to slow the spread of COVID-19. Thus, protecting yourself and others helps slow down the spread of contagion. Current pandemic situation Globally, the half-month increase in the total diagnosed came to over 10 million cases. That is an average of over 700 thousand cases daily. The total cumulative cases have surpassed the 91-million mark. Deaths increased by 11.37 percent – a total daily average of over 12,000. Compared to the global figures, Canada showed a halfmonth increase of over 129,000 cases. That is a total daily average of over 8,000. Deaths increased by over 15 per cent – a daily total average of over 150. For the U.S.A., the halfmonth increases expressed in per cent in both cases diagnosed and deaths seen were similar to that of Canada in the magnitude of upward trends. The increases in cases and deaths for the Philippines over the same half-month period were of the same magnitude compared to its preceding half-month period. Overall, the pandemic figures remain alarming. In Ontario, Premier Doug Ford has declared its second state of emergency effective January 14. It will be in
effect for at least 28 days. Thus, due attention has been given to the mass vaccination program. Supply and distribution of vaccines Canada’s recent procurement from Pfizer of another 20 million COVID-19 vaccine doses, as announced by Prime Minister Justin Trudeau on January 12, brings the total number of doses of the two vaccine brands scheduled to arrive this year to 80 million. Earlier, Procurement Minister Anita Anand announced no further order was confirmed with Moderna since it cannot guarantee arrival of supply by September. Since the vaccine is given in two doses per person, the country is assured of a supply for 40 million Canadians. Canada’s population in 2020 from age 18 years and older is 30.76 million. The population target for the Pfizer-BioNTech vaccine starts at 16 year of age and 18 years for Moderna vaccine. Only for the Pfizer-BioNTech vaccine, “adolescents 12 to 15 years of age may be offered if a risk assessment deems that the benefits of vaccination outweigh the potential risks for the individual and if informed consent includes a discussion about the insufficient evidence in these populations.” I estimate only a small percentage of recipients would come from this population sub-group. Hence, Canadians can be rest assured they will have a more than adequate supply to fully vaccinate our total eligible population and thereby reach the desired population immunity before the end of this year. Said the prime minister: “From our agreements with Pfizer and Moderna alone … we are on track to have every Canadian who wants a vaccine receive one by September (this year).” As of January 13th, 532,050 doses have been distributed to all provinces and territories as shown on the Public Health Agency Canada web site. Some 73 per cent (388,623) have been administered. The distribution chart is updated weekly “to allow them to plan and manage their rollout processes.” The numbers are charted for weekly distribution until the end of next month. Minister Anand estimates six million more doses by March and another 20 million between April and June – enough to vaccinate 13 million people
during this period. That is nearly half (42 per cent) of the eligible community. This would help ease the concern of some provinces that have been able to have their doses administered faster than delivery of supply, as experienced by Alberta and British Columbia. Speed of vaccine distribution and actual vaccinations The continuing surge in cases and deaths following the holiday season, and the identification of new and more readily transmissible virus strains, have created a greater urgency for speed in vaccinating the population. Taking into account this epidemiologic situation, the feasibility of varying the time intervals between the two doses as earlier set by both Pfizer-BioNTech and Moderna have been raised. The B.C. Centres for Disease Control, the National Advisory Committee on Immunization (NACI), and international research groups – with guidance from the World Health Organization – said recently that there is no evidence that a longer wait before administering the second dose affects immunity. Looking at this issue, the Public Health Agency of Canada has noted uncertainties around the impact of extending the intervals between the first and second dose. These include: the uncertainties that could “negatively impact public trust in the COVID-19 immunization program, the COVID-19 response, and vaccines in general; perpetuate perceptions that certain populations are exposed to an experimental approach; increase vaccine hesitancy for COVID-19 vaccines and vaccines in general, especially if individuals vaccinated with
one dose get disease due to insufficient protection.” In light of these observations, I feel it is best not to pursue the option of lengthening the intervals but, instead, focus work on the logistics and certainty of delivery schedules. Managing the vaccine queue Globe and Mail health columnist Andre Picard (January 11, 2021) made the following observations on the ethics of the vaccination drive with respect to managing the queue for the short supply of the vaccines: 1. “Recognize that there are non-debatable priority groups for the initial supply: a. elderly Canadians in institutional settings and frontline health workers in direct contact with COVID-19 patients; and b. people in high-risk settings such as group homes, prisons and remote Indigenous communities; 2. Recognize that as more supply becomes available, we go out into the community and target: a. elders who live on their own as well as their personal community health workers; b. people living with disabilities; c. essential workers - grocery store clerks, food/hospitality workers, teachers; and d. more vulnerable community members, beginning with those experiencing homelessness; 3. Recognize that after the above-noted groups, priorization becomes more difficult; and 4. Recognize that most of us will be waiting months for a vaccine; that not all hospital staff should have first dibs; that cronyism cannot be tolerated and neither can favouritism.” Indeed, reports have come
out that some staff from a hospital setting jumped the queue presumably on the basis that appointments from the prioritized groups failed to keep their schedule and the prepared vials could be wasted. While it is critical not to waste vaccines, particularly from already open vials, the answer calls for more careful planning. Adverse reactions Health Canada has launched a site for tracking vaccine safety. It looks at whether the side effects documented are more severe, or greater in number, than what the trials saw; and whether anything has happened that was not observed during the clinical trials. To date, the numbers encountered are in line with those seen during the clinical trials. No unexpected side effect has been reported. Rey D. These can be items to do for the Lunar New Year or for projects to work on now and in the future. Replace what’s broken The kitchen is the one room in your home that affects everyone’s health. A dirty or dated kitchen needs refreshing and dented, and things like scratched pans imbue negativity to everything cooked and eaten in them. Look carefully in the kitchen where broken appliances,
mismatched glasses, and chipped dishes bring down your home’s energy and yours as well. It may be a squeaky cabinet or a microwave oven that’s seen better days, but if you have broken items, replace them to revive your kitchen’s energy. Having new sets of glasses or dishes to replace any hodgepodge items can make your kitchen look and feel orderly. Plus, doing so will imbue improved feng shui that can impact your health and the health of everyone who lives there. Recharge your home’s energy One way to recharge your home’s energy doesn’t cost a dime and lets you work with what you have. Redecorating by moving furniture, artwork or accessories can help you refresh your home’s look to your eye, and to the way it feels. Another way is with some deeper cleaning. This would include having carpets and floors steam cleaned and dusting the tops of cabinets, behind appliances, and the tops of doors. Move furniture and art around. Have carpets and floors steam cleaned. Other ideas are to dust fans, door tops, tops of cabinets, wash windows, or have sidewalks pressure washed to remove stains. Refresh your bedroom The room second to your health and well-being after the kitchen? Your bedroom. Look at doing paint touchups or repainting, replacing worn pillows or mattress pads, and doing a little redecorating. Having a refreshed and recharged bedroom will help to invigorate your life. For a real reset, perform a space clearing of your bed. If it’s too cold to open the windows to air out your room and mattress, prepare a bottle of sunlight water. Set a glass or jar of water in sunlight all day and add some essential oils to it. Add to a spray bottle and mist your bedroom and mattress to give it a boost of sunshine energy. Spray your bed with the sunlight water and oils to help refresh and recharge it. This is a really nice touch in the winter when it’s too cold to open the windows. Perform upgrades A simple way to invigorate your home is by making upgrades to it. This can be simple and inexpensive, or you can set your eye on more costly ones. The point is that by making upgrades to your home, you lift its energy. Ideas include adding organizational systems in your closets, garage, or pantry to help you find what you’re looking for more easily and faster. Or perhaps it’s time for new or better-quality furnishings or to replace your old coffee pot with
a new fancy coffee machine that lets you make specialty coffees at home. Look around for changes and upgrades you can make that will improve your home. Fast upgrades can include new lighting fixtures, plumbing fixtures, or inexpensive ones such as towels or bedding. Update your home to lift energy Nothing can bring a house down faster than tattered, dirty carpeting or scuffed and worn paint and chipped trim work. If possible, consider a fresh coat of paint to replace any that looks worn or remove old, dated wallpaper. Look around to areas of your home that you frequently look at and that make your energy
sag when you see it. Or, for something quick, try refreshing your living room accessories with some new accent items or tossing out dusty silk plants and flowers or musty, tired throw pillows. Landscape lifts energy One of the best ways you can improve your home is by improving the garden and landscaping that surrounds it. A terrific addition? Hardscaping. Adding in walkways or patios helps energy move around your house more effectively and is a great investment for your home as well. Pay special attention to any plants that are too close to your home, plants or trees that may
be dying or are dead and tidying unruly bushes. Energy moves from the outside in, so look at ways you can improve your home’s exterior landscaping as a way to lift the energy inside your home.
