On October 12, U.S. officials announced a plan to reopen the land borders with Canada and Mexico, which have been closed for non-essential travel since March 2020 due to the COVID-19 pandemic. Canadians have been allowed to travel by air to the U.S. throughout the pandemic and trade and business travel at land borders has not been restricted. The land border reopening will be rolled out in two phases. Thank you so very much!” was Ressa’s immediate response when Olav Njølstad, Secretary of the Norwegian Nobel Committee, informed her of the honour in a telephone call. “This is really for all journalists around the world,” said Ressa the following day. “We do need help on so many fronts – it is so much more difficult and dangerous to be a journalist today.” Ressa is the first-ever Filipino to win a Nobel prize. She is also just one of 58 women to ever win the award. “Maria Ressa uses freedom of expression to expose abuse of power, use of violence and growing authoritarianism in her native country, the Philippines,” the Nobel committee also stated. “In 2012, she co-founded Rappler, a digital media company for investigative journalism, which she still heads. As a journalist and the Rappler’s CEO, Ressa has shown herself to be a fearless defender of freedom of expression. Rappler has focused critical attention on the Duterte regime’s controversial, murderous anti-drug campaign. The number of deaths is so high that the campaign resembles a war waged against the country’s own population. Ms Ressa and Rappler have also documented how social media is being used to spread fake news, harass opponents and manipulate public discourse.” The Nobel Peace Prize, which includes 10 million Swedish krona ($1.43 million, CAD), will be awarded to Ressa and Muratov at a ceremony in Oslo, Norway, on December 10. Her father died when she was one year old. Her mother subsequently moved to the United States, leaving her two daughters with their father’s family. At the age of 10, Maria and her sister reunited with their mother in the United States and were adopted by their stepfather. Her parents relocated to Toms River, New Jersey. Ressa studied molecular biology and theatre as an undergraduate at Princeton University, where she graduated cum laude with a B.A. degree in English and certificates in theatre and dance in 1986. She was awarded a Fulbright Fellowship to study political theatre at the University of the Philippines Diliman where she also taught several journalism courses as a faculty member in the university. The journalist Ressa’s first job in media was at PTV 4. She also served as CNN’s bureau chief in Manila from 1987 until 1995. She then ran CNN’s Jakarta bureau from 1995 to 2005. As CNN’s lead investigative reporter in Asia, she specialized in investigating terrorist networks. She became an authorin-residence at the International Center for Political Violence and Terrorism Research (ICPVTR) of Nanyang Technological University’s S. Rajaratnam School of International Studies in Singapore. From 2004 to 2010, Ressa headed the news division of ABSCBN while also writing for CNN and The Wall Street Journal. Ressa established the online news site Rappler in 2012 along with three other female founders and with a small team of 12 journalists and developers. It initially started as a Facebook page named MovePH in August 2011, evolving into a complete website on January 1, 2012. The site became one of the first

In 2018, Maria Ressa was named among “The Guardians” and a Person of the Year by Time magazine. The Peace Prize The Nobel Peace Prize has been awarded 102 times to 137 Nobel Prize laureates between 1901 and 2021, 109 individuals and 28 organizations. Notable past awardees include, Malala Yousafzai (2014), Barack H. Obama (2009), Al Gore (2007), Jimmy Carter (2002), Nelson Mandela (1993), Mikhail Gorbachev (1990), Tenzin Gyatso (14th Dalai Lama, 1989), Desmond Tutu (1984), Mother Teresa (1979), Martin Luther King Jr. (1964), Canadian Prime Minister Lester Pearson (1957), and Albert Schweitzer (1952). This year, the Nobel Prize committee recognized the importance journalism in society, stating, “Free, independent and fact-based journalism serves to protect against abuse of power, lies and war propaganda. The Norwegian Nobel Committee is convinced that freedom of expression and freedom of information help to ensure an informed public. These rights are crucial prerequisites for
democracy and protect against war and conflict. The award of the Nobel Peace Prize to Maria Ressa and Dmitry Muratov is intended to underscore the importance of protecting and defending these fundamental rights. “Without freedom of expression and freedom of the press, it will be difficult to successfully promote fraternity between nations, disarmament, and a better world order to succeed in our time. This year’s award of the Nobel Peace Prize is therefore firmly anchored in the provisions of Alfred Nobel’s will.” As of press time, it is not yet certain that the Philippine courts will allow Ressa to travel to Oslo to receive the award in person. Maria Ressa has been the target of no less than 10 court cases, seven of which are still active. She has been denied the right to travel outside the country since August 2020, despite a track record of returning to the Philippines 36 times when the courts previously granted her permission to travel. So far, Ressa has been denied travel permission four times, including last December, when her mother was diagnosed with cancer and underwent a mastectomy operation. Dmitry Andreyevich Muratov The Norwegian Nobel Committee announced two joint winners of the 2021 Nobel Peace Prize on October 8 – journalists Maria Ressa of the Philippines and Dmitry Muratov of Russia. Maria’s story is on the front page of this issue of the Pilipino Express. In their announcement, the Nobel award committee said, “Dmitry Andreyevich Muratov has for decades defended freedom of speech in Russia under increasingly challenging conditions. In 1993, he was one of the founders of the independent newspaper Novaja Gazeta. Since 1995 he has been the newspaper’s editor-in-chief for a total of 24 years. Novaja Gazeta is the most independent newspaper in Russia today, with a fundamentally critical attitude towards power. The newspaper’s fact-based
journalism and professional integrity have made it an important source of information on censurable aspects of Russian society rarely mentioned by other media. Since its start-up in 1993, Novaja Gazeta has published critical articles on subjects ranging from corruption, police violence, unlawful arrests, electoral fraud, and “troll factories,” to the use of Russian military forces both within and outside Russia. “Novaja Gazeta’s opponents have responded with harassment, threats, violence, and murder. Since the newspaper’s start, six of its journalists have been killed, including Anna Politkovskaja who wrote revealing articles on the war in Chechnya. Canada landed almost 38,000 new immigrants in August and the strong performance has continued throughout the year. The country is on target to meet the ambitious goal of 401,000 new permanent residents this year. The August numbers followed a strong yearto-date performance with more than 184,000 landings. Immigration Minister Marco Mendicino had reason to be pleased with his department’s performance. “We’re ahead of where we expected to be at this point in the year and we are going to continue to accelerate the pace of landing new permanent residents,” Mendicino said in a telephone in interview recently. “We are going to deliver on that goal.” The last time Canada landed more than 400,000 people in one year goes back over 100 years ago and the government hopes to achieve 400,000 plus

landings for 2021, 2022 and beyond. In 2020 the landing numbers fell from 341,000 in 2019 to 185,000. The decline was one of the direct results to the closing of Canada’s borders because of the COVID pandemic. Canada has moved to recover from the low arrivals by making it easier for temporary residents in the country to acquire permanent residency. “By granting them permanent status, they’re going to put down roots in their communities, “Mendicino added. “That’s exactly how we’re going to address both the short-term economic recovery, which we are accelerating through immigration, as well as the longterm demographic pressures.” Canada moved to clear the road for holders of Confirmation of Permanent Residence (COPR)
Canadian economist wins a Nobel Prize David Card, a Canadian economist born in Guelph, Ontario, has won the 2021 Nobel Prize in Economics “for his empirical contributions to labour economics.” His studies in the early 1990s challenged conventional wisdom and showed that an increase in minimum wage does not lead to less hiring and immigrants do not lower pay for native-born workers. Card, 65, who is currently a professor at the University of California at Berkeley, thought he was the target of a friend’s prank when he received a phone call telling him that he had won a Nobel Prize. David Card will receive half of the $1.43 million CAD prize and the other half will be awarded jointly to American professor Joshua Angrist, and Dutch professor Guido Imbens “for their methodological contributions to the analysis of

The American government is also waiting for guidance from the Centers for Disease Control (CDC) concerning travellers who received mixed doses of COVID-19 vaccines and those received the AstraZeneca vaccine, which is not approved south of the border. The U.S. has also not approved mixing vaccine doses for its own residents. Nevertheless, one official has said that the CDC plans to recommend accepting air travellers who have received any vaccine approved for emergency use by the World Health Organization, which includes AstraZeneca. A similar rule is expected at land crossings.
Canadians crossing the border will be questioned about their vaccination status by U.S. border agents. Proof of vaccination will only be required if a traveller is sent for secondary screening. If a traveller is fully vaccinated, a negative COVID-19 test will not be required. However, Health Canada and the Public Health Agency of Canada will require all returning travelers to show proof of a negative COVID-19 molecular test result taken 14 to 180 days before their departure – even those who are fully vaccinated. Various clinics in Winnipeg charge about $250 per person for those tests.

The Deferred Millionaire In feng shui, deferred maintenance on a house means deferred money. Breaking unhealthy habits can help you reach your weight-loss goals Changing habits, especially ones you’ve had for many years, isn’t easy. But breaking these unhealthy habits can make a difference in your weight, which is why we encourage you to eliminate them for two solid weeks. Try these for two solid weeks and you will see the difference: 1. No TV while eating — and only as much as you exercise. Studies show that watching TV — or any other “screen time,” such as computer use — is a driver of weight gain. You aren’t moving, and there’s a good chance you’re also sipping or nibbling on something. So, spend only as much leisure time watching TV — or in front of any screen — as you spend exercising. That way, you’re breaking the bad habit of mindless eating and adding the good habit of being more active. 2. No sugar — except what’s naturally found in fruit. If you want something sweet, eat fruit. Otherwise, stay away from sugar
and sweetened foods, including table sugar, brown sugar, honey, jam and jelly, candy, desserts and soda. Alcohol also counts as a sweet. Keep in mind that many artificially sweetened foods like candy, cookies, cakes, ice cream and yogurt can still pack lots of calories. Relying on fruit to satisfy your cravings is a healthier, lower-calorie habit. 3. No snacks except fruits and vegetables. Common snacks typically have a lot of calories and little nutritional value. Membership at Wellness Institute or Reh-Fit Centre dramatically improves health, 10-year study finds Belonging to a certified medical fitness facility like Winnipeg’s Wellness Institute or Reh-Fit Centre lowers a person’s risk of dying by 60 per cent, compared with a similar person who does not attend such a facility, new research shows. Members also have a 13 per cent lower risk of being hospitalized, the 10-year retrospective study found. And members who attend a medical fitness facility more than three times per week exhibit even better health, with a 39 per cent lower risk of hospitalization. The study, published in the American Journal of Preventive Medicine, is the first to examine the long-term health outcomes of those who attend a medical fitness facility, versus those who don’t. The project was conducted
by researchers at the Chronic Disease Innovation Centre (CDIC) at Seven Oaks General Hospital and the Manitoba Centre for Health Policy (MCHP) in the University of Manitoba’s Rady Faculty of Health Sciences. “It’s exciting to see this dramatic evidence, based on a large population over a 10-year period, of the benefits of joining a medical fitness facility in preventing disease and premature death,” said Dr. Alan Katz, professor of family medicine and community health sciences, and director of the MCHP. “These findings provide guidance for health management, and we hope they will inform health policy.” The Wellness Institute at Seven Oaks General Hospital and the Reh-Fit Centre in South
River Heights are not-for-profit facilities that offer a broad range of health, wellness, and disease rehabilitation programs. They deliver evidence-based, medically integrated programming and provide a greater degree of medical oversight than traditional fitness centres. The study focused on more than 19,000 new adult members of the Wellness Institute or Reh-Fit Centre from the time each started scanning their membership card for entry. Their average age was 47. Members had access to an annual health assessment, fitness equipment, group exercise classes and certified fitness staff. When members swiped in, they may have been accessing services such as nutrition counselling rather than exercising, the study
notes. Using members’ and nonmembers’ anonymized personal health identification numbers, the researchers used databases at MCHP to compare members’ health status and mortality rate from 2005 to 2015 with those of a control group of nearly 516,000 people from the general Winnipeg population. Individuals in the control group were matched and directly compared with those in the member group according to age, sex, income (based on postal code) and health conditions. The level of physical activity in the control group was not part of the study. The researchers conclude that health-care systems should consider the medical fitness model as a preventive public
health strategy to encourage physical activity participation. “These findings present an opportunity for people to take charge of their health, and for medical professionals and governments to offer a simple option for reducing medical risk,” said Dr. Paul Komenda, professor of internal medicine and research director of the CDIC. “The medical fitness model holds tremendous potential for public health. Our study found that members tended to be from higher income groups. Imagine if all income groups had regular access to this kind of lifeprolonging facility.” The study received funding from the Seven Oaks General Hospital Foundation, with support from Research Manitoba and the Heart and Stroke Foundation.
How harmful is too much sitting? Sitting for long periods of time has been linked to a number of health concerns, including obesity, heart disease and even cancer. Don’t believe it? Stand up and read on. It’s time to step away from the computer and read this: According to one study, people who spend more than four hours a day in front of a screen have a higher risk of early death in general and a higher risk of events related to heart disease, such as chest pain or heart attack. But sitting in front of the
TV isn’t the only concern. Any extended sitting — such as behind a desk at work or behind the wheel — can be harmful. What’s more, even fitting in some moderate or vigorous activity doesn’t seem to significantly offset the risk of sitting most of the time. The solution? Sit less and move more overall. You might start by simply standing rather than sitting whenever you have the chance. For example: • Stand while talking on the phone or eating lunch. • If you work at a desk for long
periods of time, try a standing desk — or improvise with a high table or counter. Better yet, think about ways to walk while you work: • Walk laps with your colleagues rather than gathering in a conference room for meetings. • Position your work surface above a treadmill — with a computer screen and keyboard on a stand or a specialized treadmillready vertical desk — so that you can be in motion throughout the day. The impact of movement — even leisurely movement — can
be profound. For starters, you’ll burn more calories. This can lead to weight loss and increased energy. Plus, the muscle activity needed for standing and other movement seems to trigger important reactions related to the breakdown of fats and sugars within the body. My immediate family in Winnipeg is fully vaccinated, except for our grandchildren under 12. We joyfully gathered at home on October 11 for our annual Family Thanksgiving tradition. Still, we missed one family in Ottawa; although both parents are fully vaccinated, their only son is still non-eligible and we felt, for an abundance of caution, travel for the family celebration was best postponed. Efficacy and safety of COVID-19 vaccines is crystal clear Frankly, our family did not think we could do it this year when we missed last year’s get-together. In fact, we did not anticipate that COVID-19 vaccines would become available for mass emergency use in December 2020 to urgently slow the spread of COVID-19. Last month on September 16, Health Canada gave full approval to both the Pfizer and the Moderna COVID-19 vaccines (henceforth to be known as “Comirnaty” and “SpikeVax,” respectively) for anyone aged 12 and older – a testament to their efficacy and safety after billion of doses have been administered worldwide. Thanks, indeed, to the preceding years of persistent scientific research, many serious illnesses, hospitalizations, admissions to intensive care units and deaths due to COVID-19 have since been prevented. And even when breakthrough infections with the more recent deadly delta variants occurred, the illness had not been as severe and the mortality was much less among the fully vaccinated. Evidently, the safety and effectiveness of the vaccines are crystal clear. Current track record of vaccination in Canada As of October 13, only about a third (35.42 per cent) of the world’s population has been fully vaccinated, with 47.69 per cent having received the first dose.
It is only close to a fifth of the population in the Philippines for both the first and the full dose (22.69 per cent and 21.1 per cent, respectively). For the U.S., the respective figures are much better at 64.64 per cent and 55.81 per cent. Fortunately for Canada, the corresponding vaccination rates are even higher: 76.83 per cent and 71.99 per cent of the total population, or 87.82 per cent and 82.29 per cent of those eligible 12 years of age and over. This makes Canada’s standing at 19th place among the nations of the world. But the vaccine coverage for both Alberta and Saskatchewan – the two provinces that had experienced a resurgence in crisis proportions – are below the national average. Availability of vaccine supplies helps explain the differences in rate of immunization, a challenge the World Health Organization is continually issuing to the world’s wealthy countries. Another factor is the difference in the political climate in North America. There is greater polarization and divide in the U.S. than in Canada. The good and the sad news As with any medical story, waves of good and sad news have accompanied the ongoing pandemic, seen starkly in the U.S. and, to a much lesser extent, in Canada. 1. Vast majority of Canadians vaccinated: Canadians overall can be grateful for the availability of COVID-19 vaccines for everyone eligible and for the fact that the vast majority have chosen to be vaccinated. This translates to lesser morbidity and mortality among the citizenry and to easing the burden to the health care system and national economy. This also translates to the fact that about 12 per cent of eligible Canadians have yet to receive one dose of a COVID-19 vaccine, and 18 per cent have yet to receive their second. 2. Young Winnipeg adults leading the way: Just over 88 per cent of Winnipeggers between the ages of 20 to 29 are nearing 90 per cent to being fully vaccinated with 95 per cent having had at least one dose. In contrast, the Southern Health region of my
home province lags behind with less than two thirds (63 per cent) of eligible residents fully jabbed. 3. Enhanced effectiveness with delayed interval between first and second dose validated: CBC News (Adam Miller · October 09, 2021) and Canadian Press recently reported on research data soon to be reported in medical journals from both the British Columbia Centre for Disease Control (BCCDC) and the Quebec National Institute of Public Health (INSPQ). The data shows that the earlier strategic decision “to delay (by as long as four months) and mix second doses of COVID-19 vaccines (for the purpose of vaccinating more Canadians sooner at the time when the vaccine supply was limited) led to strong protection from infection, hospitalization and death – even against the highly contagious delta variant.” These observations have implications as countries presently review their policies on international travel and make them conform to new scientific data that have emerged from “the analysis of close to 250,000 people in B.C.” and “1.3 million people in Quebec.” Note further that the earlier policy decision generated public debate as we also commented at the time. Dr. Danuta Skowronski, the BCCDC research scientist who spearheaded the move to lengthen the two-dose interval, said, “Protection was even stronger when the interval between the first and the second doses was more than six weeks apart.” Dr. Gaston De Serres, an epidemiologist at the INSPQ, said, “The takeaway is whatever vaccine people had, if they got two doses, they should consider that they are very well protected against severe COVID-19.” 4. Travel to the U.S. reopens next month: Travel to the U.S. will reopen early next month to fully vaccinated Canadians. Since last August, Canada has allowed fully vaccinated Americans to enter. Whether U.S. border officials will recognize a mix of vaccines doses is yet to be clarified. Reopening the CanadaUnited States land border that had been closed to non-essential travel since March 2020 has a significant impact to economic activity, particularly to close border communities. Optimism must be guarded, however, since the pandemic, although at a reduced intensity overall, is still ongoing.
5. Legal challenge of vaccine mandate for health-care workers launched: Quebec has mandated that all health and social services workers – from nurses and technicians to administration and cleaning staff – who are not fully vaccinated by November 15th will be suspended without pay. This would certainly cause serious disruptions to health care services. I trust both sides would come to a meaningful resolution of the issue and recognize the paramountcy of public health and the health of those served. Any outcome to the legal dispute could have unforeseen implications elsewhere in the country. 6. Vaccination key to avoiding another wave: CTVNews (Rachel Aiello, October 8) recently reported on the national projection released by Chief Public Health Officer Dr. Theresa Tam that “in Saskatchewan, Alberta, and the Northwest Territories, COVID-19 infections are continuing to put ‘significant strain on the health system,’ with similar challenges in smaller health regions with low vaccine uptake as well.” The modelling data reveal “new cases were 10 times higher and 36 times more likely to end up in hospital” among the unvaccinated compared to those vaccinated. The report quoted Dr. Tam: “It is important to stress that even as the fourth wave recedes, COVID-19 is unlikely to disappear entirely, and there could continue to be bumps along the way,” while calling attention to the current vaccination rates data. 7. Full approval for Pfizer and Moderna vaccines: Dr. Chris Beyrer, a professor of Epidemiology and Medicine at Johns Hopkins University, wrote in his Vaccine Blog: “Full authorization is a sea change” for mandating the use of the vaccines in the military, business, and academic institutions, with “exemptions for medical conditions and religious objection granted only on a case-by-case basis and with a formal process for review.” Canada can draw precedence. It has also contributed to increasing vaccine uptake. 8. Pfizer seeks authorization of COVID-19 vaccine for children ages 5 to 11: A week before press time. PfizerBioNTech sought emergency use authorization from for their COVID-19 vaccine for children ages 5 to 11. They had shown in a strong immune response in a clinical trial that included 2,268 participants ages 5 to 11, using
two doses of 10-micrograms (one-third of the dose regimen for older children and adults) administered 21 days apart. When finally approved in Canada, some three million more children would become eligible to get immunized against COVID-19. I trust Canada would have a well-laid out plan by then – perhaps as early as before the end of this calendar year. 9. Children and COVID-19 risks: The Canadian Paediatric Society recently released its yearlong study of all pediatric cases of COVID-19 in hospitals and ICUs. The have validated earlier observations that “children and youth fared better than adults and were at less risk of severe disease or death.” At the same time, it emphasized that children with COVID-19, “with and without underlying conditions can be hospitalized or admitted to ICUs.” The impact of the more contagious delta variant is still under surveillance. With Pfizer seeking regulatory approval in the U.S., few can begin preparing and encouraging families to get their children vaccinated when the vaccine is also approved for use in Canada. Summation We clearly need further uptake of vaccine and at a faster rate to get ahead of the delta and other variants. Both coverage and pace matter. Indeed, the best and pivotal approach to controlling the pandemic, including protecting Canadian children for whom no vaccine is yet approved, is via full vaccination of the older children and adults in the community. I was given this opportunity by GMA-7 and I intend to make the most out of this opportunity.” Aside from 24 Oras, he will also be part of Mars Pa More and GTV’s upcoming news magazine show Dapat Alam Mo! With a career spanning 17 years in the broadcast industry, Kuya Kim is known for the weather updates he creatively presents and various trivia he graciously shares. He also inspires people to lead healthier
lives with his love for sports. A known advocate of wildlife preservation, Kuya Kim also uses his influence to spread awareness in protecting the environment. As he embarks on his journey as a Kapuso, he says he embraces the opportunity to try new things and thanks everyone in GMA for the warm welcome he received. “I am so happy that you are accepting me wholeheartedly.
