Concerns raised over bridge project No changes planned to improve safety, transit on County Road 7 bridge BY MIKE GAINOR EDITOR@PINECITYMN.COM

Pine City residents are concerned about MnDOT’s plan for a replacement County Road 7/Hillside Avenue bridge over Interstate 35, noting that the proposed replacement bridge would be a replica of the current bridge, originally built in 1962. The estimated $30 million construction project also includes replacement of the Highway 70 overpass, replacement of the I-35 Snake River bridges, and resurfacing seven miles of I-35 in 2018 and 2019. At a Feb. 21 public meeting in Pine City, MnDOT Project Engineer Andrew Deming and MnDOT Project Manager Michael Kalnbach admitted that the project had been moved two years ahead of schedule, and knew of no outreach to local government officials or the public about bridge design. Residents noted that the arch of the current bridge makes it difficult to see oncoming traffic. They pointed out that crossing on bicycle or foot can be hazardous, and requested a bicycle/pedestrian lane for the bridge. They also asked if the turn lanes onto the bridge could be widened and improved. Kalnbach and Deming said that the bidding process for the new

Anna Carlson, is a 20-year old Pine County native, the oldest of four children, and is a registered college junior at South Dakota State University. But unlike most of her fellow students, she is paying her own way – and she has no college debt. Paying for a college education can mean a lifetime of debt for students.
College graduates beginning their working career at age 22 can be saddled with student loans on average of $100,000. The pressure to begin paying off the debt can be the difference between taking the first job that comes along after graduation or waiting for the best job offer. Tuition and fees, room, board and books can cost $22,000 per year at a state college and $43,000 at a private institution. Students attending public

Survey: Majority want city to stay at Pine Government Center BY MIKE GAINOR EDITOR@PINECITYMN.COM
Pine City carried out a survey in 2017 intended to capture the public’s thoughts on what should be done about city hall – whether it should stay in its current location in Pine Government Center or find new offices elsewhere. The survey also asked other questions about their city hall experiences. In this story, responses have been rounded to the nearest percentage point. STAY OR LEAVE? More than half of respondents said the city should remain in the Pine Government Center, pay rent and make improvements to the rented space. • 52 percent said the city should remain in the Pine Government Center, pay rent and make improvements • 22 percent said city government should build on a new site in Pine City • 26 percent said the city should pay rent to stay in Pine Government Center and do nothing IF CITY BUILDS NEW, WHERE? Council seeks direction for city hall decision BY MIKE GAINOR EDITOR@PINECITYMN.COM
The long discussion about the future of Pine City’s city hall continues in 2018. At a special meeting of the Pine City Council on Feb. 7, council members met to discuss the future of city hall at an orientation session with consultants from Short Elliott Hendrickson (SEH) and members of the public. Short Elliott Hendrickson (SEH) consultants Paul Ragozzino and Brian Bergstrom were on hand to lead the discussion and answer questions. SEH has been contracted with the city to facilitate the design process with input from city staff, the public and members of the city council. Council members said the decision-making process should involve public input. Ragozzino and Bergstrom noted that a public meeting is part of the SEH process to come up with a location and design. Council members and city staff also talked about preferences for a redesigned space or new building. SEH presented several ideas based on how other gov-
ernment buildings have designed entryways, waiting areas and offices. “I think there are a lot of different options here when we get into this,” Ragozzino said. “We’re just trying to get your minds going on what’s out there. We’ll go through a lot of different options in the design process.” Pine County Administrator David Minke was asked how much leeway the city would have redesigning the existing first floor of the Pine Government Center, given that the county owns the building. “A lot,” Minke said. “Just knowing that the more modifications the more expense. And so I think that the county would be hesitant to put money into the structure to accommodate the city. If the city wanted to do that, we’d probably think that the city should pay for that. And that, of course, puts the city in the difficult place of paying for a structure that they don’t have an ownership interest in. But I think there’s a lot of flexibility ... we would just want to evaluate it.” BACKGROUND ON CITY HALL ISSUE Pine City is in the fourth year of a five-year lease with

Pine County, which owns Pine Government Center. Pine County uses the basement and top floors while Pine City rents and runs its offices out of the main floor. Pine City Mayor Carl Pederson said the city’s current lease with Pine County ends in January 2019. The $50,000 annual rent for the space includes all utilities except cleaning services. City officials have been discussing whether to stay in Pine Government Center or build a new city hall at a different location since August 2014. Despite tentative offers from the city to purchase the first floor and garage of the building, the county intends to retain ownership of the entire Pine Government Center. Pine County has proposed a 20 year lease of the first floor/garage of the Pine Government Center to Pine City. Starting with the new lease, the rent would rise each year from the $50,000 per year base rate. The rent increase would be tied to the rate of inflation. Both the city and the county would be required to give three years notice if they decide to cancel the lease in that time. If the city makes improvements to the first floor and the county terminates the lease sooner than 20 years, the county would reimburse the city a share of the city’s investment. Pine County has been working to improve the building, including $50,000 for updates to the elevator control board in 2017, $100,000 for window replacement and $100,000 for heat control units in 2018, and a $500,000 renovation and remodel of the Health and Human Services space in 2019, which would include building code upgrades.

MARCH 1, 2018
Just start Each of us has a list of things they need to do, things they should do, and the things they want to do. Some things can be on more than one of those lists. I’ve been thinking a lot, recently, about what it takes to get to the things that a person should do without getting derailed by the “need to” list or distracted by the “want to” stuff. A friend asked the other day how a person gets inspired to write consistently, such as writing a column like this every week. I explained that, for me, this Editor’s is not so much a matter of inspiration as motivation. Soapbox It happened like this: the owner of our newspaper sat Mike me down, put his hand on my shoulder, looked into Gainor my eyes and said, “You will write a column every week.” See? Motivation. And if motivation doesn’t work, there are other forms of inspiration. As with most things in life, there’s a brilliant Calvin and Hobbes comic strip by the amazing Bill Watterson that captures this perfectly. Hobbes: Do you have an idea for your story yet? Calvin: No, I’m waiting for inspiration. You can’t just turn on creativity like a faucet. You have to be in the right mood. Hobbes: What mood is that? Calvin: Last-minute panic. Gosh, I could do a whole column about the greatness of Calvin and Hobbes. But, seriously, I’ve spent too much of my time in last-minute panic mode. There are few things in life that sharpen the mind quite like a deadline, but when you depend on that surge of adrenaline to get things done you always find yourself running behind. And the work suffers. What’s more, it makes it that much easier to avoid those projects on my “should” list I ought to be working on. It’s just not the way you want to live. In an effort to remedy this tendency in myself, I came across the work of Dr. Timothy Pyschyl, a Canadian professor who studies procrastination – why we do it, and how to overcome it. It’s good stuff, and he has a great podcast I’ve been listening to at http://iprocrastinate.libsyn.com. Pyschyl’s research indicates that the reason many of us procrastinate is for emotional regulation. A task makes us anxious – often because we don’t know how to start, and it seems overwhelming. He makes an interesting observation about how the saying, “just do it,” can actually add stress and de-motivate a person. The job – whatever it is – seems huge. How can I just do it? Pyschyl suggests that a more useful phrase might be, “just start doing it.” Make yourself spend 15 minutes working on the task, whatever it is. When you do, you’re likely to find that it doesn’t seem quite so un-doable. Have a great week, and whatever it is on that “should” list you’ve been putting off doing – just start. Don’t wait for inspiration or motivation. Just start. Once you take that first step, it’s twice as easy to take the next one.
10 things you should know about carbon monoxide BY THOMAS JOHNSON TM JOHNSON BROS INC.
This time of year, we hear comments about protecting ourselves from carbon monoxide poisoning. Carbon monoxide (CO) is often called the ‘silent killer’ because it is an odorless, tasteless gas that can be difficult to detect without proper safety instruments. In the United States, there are approximately 40,000 reported cases of CO poisoning every year, and many more that are unreported. One of the best ways to help protect yourself and your family members from poisonings is education on the topic. Following are 10 facts that most people are not aware of: 1: Minnesota law requires a working CO detector within 10 feet of every bedroom in a residence. 2: UL listed CO alarms (the type that comply with building code) provide NO protection from low-level CO exposure. They only provide protection from high-levels! 3: To protect your family from low-level CO exposure, you should have additional low-level CO monitors in your home. 4: Only about 4 percent of heating contractors and gas utility technicians are certified in combustion and carbon monoxide safety. These certified professionals are the only ones truly qualified to assure safe operation of natural gas, propane and oil appliances in your home. 5: Many CO-related deaths in Minnesota and nation-

wide occur with working CO alarms in place. These alarms require elevated CO levels to be present for long periods prior to alerting. In many cases, occupants were overcome by CO prior to the alarm sounding and were unable escape safely. 6: Long-term, low-level, exposure to CO has been linked to many diseases, including Parkinson’s, asthma, heart disease, COPD and many other health-related problems. 7: Short-term exposure to CO has been linked to SIDS (sudden infant death syndrome) in cases across the USA. 8: Schools, nursing homes, hotels, and many other public buildings have no national or state requirement for monitoring or measuring CO levels. 9: The young, elderly, and those with health issues are unable to tolerate lower levels of CO without negative health consequences. Current CO guidelines assume healthy adults are present and/or exposed. 10: Every year, thousands of people are misdiagnosed, and treated for the flu and other illnesses, when the proper diagnosis is low-level CO poisoning. Education, awareness, and proper monitoring are the best ways to truly keep your family safe. Thomas Johnson is the GM of T M Johnson Bros Inc. in Cambridge. LETTERS TO THE EDITOR Vote for Tom in Pokegama
Stop the tragic mass shootings
To the Editor: It has been an honor for me to serve on the Pokegama Township Board of Supervisors the past six years. I am pleased to have played a strong role in providing leadership to our sewer, fire protection and dust control/road stabilization initiatives while supporting common sense budgeting in our township operations. I am especially thrilled that we have completed a cost of service study for our wastewater collection system and are implementing a long-range capital improvement plan. While I have lived in the township the past 20 years, I am a firm believer in term limits, so I will not seek re-election. In my opinion, two terms should be plenty for elected officials at all levels, especially in our federal government. So I will vote for Tom Rice and Tom Brytowski in the Pokegama Township election on Tuesday, March 13. I have known both candidates through our active participation in the Pokegama Lake Association, particularly in our mutual efforts to promote good water quality throughout our region. I encourage you to support these folks as well. They both bring strong managerial experience and provide a fresh perspective to help the township meet the heightened expectations of today’s township residents, including developing a long-range road improvement plan. Polls will be open from 10 a.m. to 8 p.m. on Tuesday, March 13. Be sure to vote, or stop by the Pokegama Town Hall to request an absentee ballot beforehand; and join us for the township Annual Meeting at 8:15 p.m. on that date, when we will take action on setting the 2019 township property tax levy and consider contributions to community organizations. Thanks again for the opportunity to represent you.
To the Editor: The tragic school killings in Florida were so very, very sad. My heart and prayers go out to all who have lost loved ones in the crazy mass shootings in America that the United States of America is sadly becoming famous for. The worst tragedy that a parent will ever go through – and never, ever fully recover from – is losing a child. Being a parent who lost a son over 30 years ago in a motorcycle accident, I still get choked up just thinking of that tragedy, so I do know. What can we do to change this to make everyone in the U.S.A. more safe from being shot and killed? We must change the gun laws. We need better background checks. Every gun buyer that is going to purchase a gun from anyone must be checked and approved. Not just purchases at sporting goods stores – any gun that will have a different owner. We must do everything possible to keep guns from being passed to some nut with any crazy dangerous symptoms. I know it will never happen, but no person seeking public office should ever be allowed to receive political contributions from the NRA. I have to think that “Moms Demand Action” and the many wonderful young people protesting the crazy killings of students and teachers will cause some positive changes. That just might make lawmakers realize many of these young people protesting will be old enough to vote this year and in the future. That will cause some good changes to come about. And yes, I very much believe in the Second Amendment. Charlie Rike Pine City

Can you talk about the law that covers a drivQ: er’s ability to watch a movie, video or broadcast on a cellphone, tablet or computer while driving? What if the passenger is in possession of the device?
There is a law in Minnesota that says that a A: television screen shall not be installed or used in any motor vehicle where images from the screen
are visible to the driver operating the vehicle. There are exceptions where video screens are installed in law enforcement vehicles; closed-circuit video systems used to aid the driver’s visibility to the front, rear, or sides of the vehicle; and video screens installed as part of a vehicle control system or used in intelligent vehicle highway applications. Today’s technology makes it very easy to stream video through your cellphone, tablet and computer. If the driver has visible access to these types of devices, it increases their risk of crashing. Each year in Minnesota, distracted or inattentive driving is a factor in one in four crashes, resulting in at least 70 deaths and 350 serious injuries. Office of Traffic Safety estimates these numbers are vastly underreported due to law enforcement’s challenge in determining distraction as a crash factor. While many motorists may perceive driving as a routine activity, attentive driving is critical as the traffic environment changes constantly and drivers must be prepared to react. I know that watching a movie or streaming live TV, for passengers, can help pass the time on long trips, but make sure that this is only visible to the passengers. The driver has the job of making sure everyone gets to where they are going safely. The numbers show that not every driver is getting the message on avoiding all types of distractions while driving. We are losing lives and too many people are being injured because drivers are distracted and it is preventable. Law enforcement is committed to reducing these types of crashes and we are looking at drivers to make sure they are not looking at any type of streaming device while driving. Please help reduce preventable crashes by putting away all cellphones, tablets and computers while driving. Passengers can do their part by making sure their devices can’t be seen by the driver. Send questions to Sgt. Neil Dickenson – Minnesota State Patrol at 1131 Mesaba Ave., Duluth, MN 55811 or neil.dickenson@state.mn.us.

One quick glance around their classrooms and you’ll see the results of wonderful, creative minds at work. Using the Minnesota Student Inventors Congress guidelines, the students were given three weeks to turn their creative ideas into inventions. Each student with an idea brainstormed possible solutions, established criteria for the best solution, constructed a model and display and gave a demonstration.

2008 Scouts make hats for Fairview newborns Back in 2008, new mom Kelli Perrault, North Branch, holding infant son Wyatt, accepted a loom-knit baby hat from Kelly Jachymowski of Lino Lakes Girl Scout Troop 716. Wyatt’s baby blue hat was one of 22 hats the Girl Scouts made and then presented to Fairview Lakes Medical Center on Jan. 28. Pictured from left to right are Perrault and Girl Scouts Susan Alt, Madison Darling, Kelly Jachymowski, Sarah Olson, Girl Scout Leader Kristine Cafferty, Abby Cafferty and Roselyn DeCosse, R.N. of Fairview Lakes Medical Center. “We were thrilled that the girls wanted to donate the hats to our facility,” said Roselyn DeCosse, who accepted the gift on behalf of Fairview Lakes. “I’m sure our moms and babies will love them.” The hats were given to newborns before they left the hospital.

Town clerks and village recorders in this part of the county have been busy this week, up to last night, registering the aliens in their precincts. There has been considerable surprise, even among old friends and neighbors, at some of the registrants, for some of them have held local offices and voted for years, claiming all their rights of citizenship and holding out the impression that they were naturalized. The Tildens move today from the Brooks house to the Perkins house which was vacated by the George Bancrofts who expect to move their home to Stillwater. The soft weather of last week put the ice in the river in town in surprisingly poor condition on top and, as the water has steadily dropped during the winter and the channel cuts the ice very rapidly under such conditions, the chances are that the ice was none too thick in the channel. Another similar thaw will likely make the river dangerous – anyway, the public can well afford, in view of past accidents there, to be careful.

NEWSLINE Schools, sheriff’s office respond to threat rumors On Feb. 27, Pine City High School announced that the school had been informed about rumors of a threat made at the high school. “We take all threats to the school very seriously,” school officials stated in a letter to parents, which was copied to the Pine County Sheriff’s Office Facebook page. “Law enforcement was made aware and is involved. We have taken steps to assure the safety of our students. Because this is a student concern, state and federal law prohibit the school district from releasing any information regarding specific student data, including any consequences that may have been issued.” The letter, signed by Superintendent Annette Freiheit and High School Principal Troy Anderson, said there was no current safety concern in regards to incidents at school.
ECE raising rates East Central Energy has approved an increase in rates. ECE previously raised rates in 2015 and added a power cost adjustment in 2016. For residential members, the new cost of basic service will be $30.25, an increase of $1.50 per month effective for bills due in April. At the same time the power cost adjustment will be reduced to zero. Residential energy rates will stay the same. ECE President/CEO Steve Shurts said that many residential members will not see an increase in their monthly bill.
Boutique for Braydon With prom right around the corner, a prom dress boutique fundraiser is being planned for a special little boy, Braydon Erickson, who is battling cancer. Organizers would like to gather as many prom dresses and formal dresses and accessories (shoes and jewelry) as they can to offer a delightful shopping experience open to the public to shop for a cause at “Boutique for Braydon.” Braydon has been having ups and downs with his treatment, and it has been rough on his family, emotionally and financially, as it is for all families who have to go through this. Anyone with dresses in their closet that they don’t mind parting with are asked to bring them to the Pine City Evangelical Free Church office between 9 a.m. and 4 p.m. by Wednesday, March 21. If those hours don’t work, call 320629-2584 to make drop-off arrangements. The sale is on Saturday, March 24 at the Lighthouse from 9 a.m. to noon with all proceeds going to Braydon’s family. Tag all dresses with the donator’s name and a suggested price when they are brought to the Lighthouse. They can be placed on the coat rack outside the office. If a dress doesn’t sell, it will be available for pick up at the church after the sale. The family and friends of Braydon are grateful for all the community support they have received.
Fish houses must come off ice soon Minnesota Department of Natural Resources reminds anglers of the upcoming deadline to remove their ice fishing shelters, and to do their part in keeping
lakes clean by picking up trash, even if it doesn’t belong to them. In the southern two-thirds of the state, structures must be off lakes by the end of the day Monday, March 5. For structures on lakes in the northern third of the state, the deadline is by the end of the day March 19. If shelters are not removed by the deadline, owners will be prosecuted and structures may be confiscated and removed, or destroyed by a conservation officer. After the removal date, shelters may remain on the ice between midnight and one hour before sunrise when occupied or attended. Storing or leaving shelters on a public access is prohibited. Ice is never 100 percent safe. Outdoor enthusiasts should use an auger or ice chisel to test the ice as they venture onto a frozen pond, lake or river.
Family Pathways Food Shelves seeking hunger heroes Family Pathways’ Food Shelves are preparing for the annual Minnesota FoodShare March Campaign. This effort restocks food shelves and helps meet the hunger needs of families in crisis in the communities they serve throughout East Central Minnesota. Donations drop following the winter holidays yet food insecurity and hunger remain persistent. The Minnesota FoodShare March Campaign encourages individuals, businesses, community organizations, faith communities, and local advocates to support their local food shelf during the month of March. Individuals and organizations can connect with their local food shelf or register for a food drive with Family Pathways as March Campaign partners in collecting food and donations on behalf of their local food shelf. Unable to organize a food or fund drive, but still interested in making a difference? Donations may be made directly to a local food shelf at FamilyPathways.org. Cash donations make the greatest impact to food shelves, allowing them to purchase according to the communities’ needs and stretching $1 into more than $4 worth of food shelf items. Donations made in the month of March are also matched in-part by the Minnesota FoodShare Campaign. Local food shelves cannot continue without local support in each community. Consider becoming a local hero to help fight hunger.
Respite for Pine City caregivers Respite is a short term, temporary relief which supports caregivers who are caring for loved ones. Respite allows caregivers to step away from their duties to refresh and recharge, which benefits both the caregiver and care receiver. Offering respite is giving a gift of time. Lakes and Pines’ Senior Services Program is offering this gift of time to caregivers as they assume administrative responsibilities for Day Break respite program in Pine City. Pine City High School music students have been practicing hard for their March 5 concert.
Free band, choir concert coming up March 5 PINE CITY HIGH SCHOOL MUSIC DEPARTMENT
The Pine City High School Music Department is proud to present its Senior High March Band and Choir Concert on Monday, March 5 at 7:30 p.m. in the High School Auditorium. This concert was previously scheduled for Tuesday, March 6, but has been moved to Monday, March 5. The Jazz Band will open the concert with Glenn Miller’s “American Patrol” featuring the saxophones in a true Big Band style, followed by “A Nightingale Sang in Berkley Square” a jazz standard that was performed by all the greats. Their final piece will be “Brass Machine” featuring the brass section and will surely knock your socks off with their high flying technically demanding lines and hard hitting chords. The SH Concert Band follows with “The Addison Rid Line” which is a popular stop near Wrigley Field in Chicago. The piece reflects the train ride and all the home game activity at this historic location. Another fun piece for the band is “On a Hymnsong of Philip Bliss” with the recognizable melody from “It is Well With My Soul.” The Senior High Choirs will follow the bands beginning with the Men’s Choir performing “Come to Me, O My Love,” a fun piece by Allen Petker, and continuing with a new piece, “Tell My Father.” This tells the story of a young man who is a soldier in the Civil War, and in a letter home, he tells his family how he wants his father to remember him. The Women’s Choir will also be singing at this concert a collection of wonderful music, including a new
piece, “Count the Stars,” which features a stunningly beautiful melody and “If,” which has an E. E. Cummings poem as its text. The Senior High Pine City Singers will be singing a beautiful Christina Rossetti text, “Somewhere,” as well as the famous Knut Nystedt piece “Cry Out and Shout.” The Concert Choir will perform last with some very powerful pieces. “Emerald Stream” is in the style of the “shape-note” singing tradition which was popular in the New England area during the American Revolution times. This particular song speaks about being sure we take care of the earth and the seas and the air, as this is our only home. Concert Choir will also be singing an Eric Whitacre piece, “Sleep.” With intricate harmonies and rhythms, it is a very exciting piece. “Please Stay” is a very serious piece dealing with the issue of teenage suicide. Written by Minnesota composer Jake Runestad, it uses real quotes from students from the hashtag # I kept living, and encourages young people to “stay.” It is a very powerful and moving piece and works well alongside our new unit in Health classes, where they are talking about suicide prevention. Senior High Concert Choir will finish with a tongue twister, from India, in Hindi, called Balleilakka, featuring Tanner Wicktor on drums and Logan Johnson on the shaker. All are invited to this free concert at the beautiful Pine City High School Auditorium at 7:30 p.m. on Monday, March 5.

BRIDGE: Residents concerned that new CR 7 bridge lacks safety, transit improvements FROM PAGE 1
likely not be approved. However, they said that some changes might be possible. The project plan calls for the County Road 7 bridge to be built after the Highway 70 bridge. If the Highway 70 bridge is finished in July 2018, the contractors may build the County Road 7 bridge in 2018. Otherwise, the County Road 7 bridge will be built in 2019. “If we run into any unforeseen delay that pushes us later past July, we would not start the [County Road] 7 bridge,” Deming said. ”We do not want to risk having the ... bridge closed through the winter.” The new County Road 7/Hillside Avenue bridge is expected to last for 50 years. Pine City Council members Mary Kay Sloan and Brian Scholin attended the Feb. 21 meeting. At a Feb. 22 city council meeting, the council members instructed staff to write a letter to state officials asking that the County Road 7 bridge reconstruction be delayed so that community input can be incorporated into the new bridge design. OVERPASS CONSTRUCTION Deming noted that the new bridge over Highway 70 will have 10-foot shoulders, significantly wider than the current shoulders on that bridge. The current County Road 7 bridge has 10-foot shoulders, and MnDOT plans for the replacement bridge to stay the same. The overpasses will be closed during construction for an estimated two weeks for each bridge. Traffic will be detoured. Beneath the overpasses, I-35 should remain open, with a few exceptions. “There are certain activities that we will not allow traffic to be under the bridge,” Deming explained. “It’s just too dangerous.” He said that during bridge demolition, setting the new beams, and pouring any new concrete, I-35 traffic will be routed up and down the ramps.
TIMELINE FOR MNDOT CONSTRUCTION (BRIDGES, OVERPASSES, ROAD WORK) April 2018: Demolition of current Highway 70 bridge over I-35. New bridge construction begins.
However, the shutdowns should take place only on weekday nights, when traffic is lightest.
May 2018: Construction of seven miles of northbound I-35 pavement. Demolition and reconstruction of northbound I-35 Snake River Bridge.
I-35 SNAKE RIVER BRIDGES Deming noted that the northbound I-35 Snake River bridge will be built in 2018, and the southbound bridge will be built in 2019. He said the reason why MnDOT cannot fit both bridges into one season is because they must comply with DNR rules for fish spawning. “We have dates that are set that we can’t work in the water,” he said. He said that the three-foot shoulder on the current bridges will be widened to a 10-foot right shoulder and a six-foot left shoulder. Boat traffic will be allowed on the Snake River during the majority of construction. Deming said MnDOT will post a flagger at the bridge, and post river closing times at the boat landing and through the media. He said that construction crews will be working on the bridges on Saturdays, but not Sundays. After bridge construction, the channel for the Snake River under the bridges will be wider by about 50 feet, Deming said.
July 2018: Highway 70 bridge replacement complete. Northbound I-35 pavement construction complete. Begin construction of seven miles of southbound I-35 pavement. (Possible: Begin demolition/reconstruction of County Road 7/Hillside Ave. overpass.) October 2018: Southbound I-35 pavement construction complete. Northbound I-35 Snake River Bridge reconstruction complete. (Possible: Complete reconstruction of County Road 7/Hillside Ave. overpass.) June 2019: Begin demolition and reconstruction of southbound I-35 Snake River Bridge. (If work not done in 2018, begin demolition/ reconstruction of County Road 7/Hillside Ave. overpass.)
TRAFFIC THROUGH PINE CITY Residents also expressed concerns about traffic through Pine City during road construction. The MnDOT officials acknowledged that detours would bring heavy summer traffic through the city. Scholin suggested that a temporary traffic light be installed at 8th Avenue SW and Main Street for the construction season. He said that in heavy traffic, the current stop signs at that intersection only slows things down, and makes pedestrian crossings more difficult. Deming said he would bring that proposal to a MnDOT traffic engineer.
August/September 2019: (If work not done in 2018, complete reconstruction of County Road 7/ Hillside Ave. overpass.) October 2019: Southbound I-35 Snake River Bridge reconstruction complete.

DEBT FREE: 20-year-old paying her own way through college without loans FROM PAGE 1
junior and senior years. It is a program which gives students the opportunity to take college classes during high school at no additional cost. She accumulated 25 college credits through her PSEO classes, the equivalent of nearly a year of college. Anna is a caretaker for her grandmother, who is 97. She lives with her and takes care of her needs. She also is a ranch hand on her father’s farm. She is paid for the work she performs whether it’s shoveling manure, feeding animals, milking cows, making fence or vaccinating animals. To date, Anna has spent about $10,000 on her education. When she gets paid, she registers for classes. She considers her work on the farm as on-the-job training and hopes to partner with her dad when her education is complete. She is working toward a general bachelor’s degree. Her studies are directed toward agricultural classes and finance so she can learn to run a farming operation effectively, efficiently and profitably. PSEO is where she started. She also attended Pine Technical College for two fall semesters. She can choose where she wants to get her credits and has taken some more challenging classes offered online by Northwestern University. Northwestern has higher standards and she feels she is getting more for her educational dollar. Anna has also taken classes online from Lake Superior Community College, concentrating her credits in social studies, agriculture and business. Classes such as biology, which have lab experiments, are not excluded for students taking classes online. Lab kits
are sent to students who sign up for the classes, she explained. Books are very expensive. Anna has found she can purchase used books through Amazon and she also has a Prime account which gives her free shipping. The company offers this service at no charge to students. “I’m a morning person,” Anna said. This works well for her when it comes to her job and school. She’s up at 5 a.m., studies for a couple hours and then, she said, “I start my day.” She is mastering the challenges of being an online student in rural Minnesota. She has a data package with a provider which also gives her free data from 3 a.m. to 8 a.m. It fits her schedule. She takes the summer off so she can work as much as possible. Then she takes three or four classes in the fall. After the time off, Anna said she is ready to go back. There are pros and cons to her method of education. One of the cons is her friends are away at college and the others are married. Even though she considers herself an introvert, she misses these connections. If she could make any changes to her education plan, Anna said she would have a nine-to-five job so it would be easier to plan her study time, work time and personal time. She would also like to carve out more time to apply for scholarships. Anna says she is “learning a lot.” Working with her dad is like job shadowing. She gets to ask questions as she works. “I get the book smarts from college and the practical knowledge from dad. Almost like getting two educations in one.”

I thought of you today, but that’s nothing new; I thought of you yesterday, and will tomorrow too. Wrestling’s Utecht heading to State BY JESSE LOGAN SPORTS@PINECITYMN.COM

Carter Utecht (center, holding brackets) will move on to the State competition scheduled for Friday morning, March 2.
The Section 7AA Individual Tournament took place Feb. 23-24 in Milaca. Pine City/Hinckley-Finlayson had several wrestlers who performed well, but senior Carter Utecht stood out above the rest and has punched his ticket to State by becoming a Section Champion at 195 lbs. Utecht went 2-0 for the tournament, winning once by fall and once by points. The Dragons also had two other place winners in Gavin Rockstroh at 106 lbs. and heavyweight Robert Decker. “We brought 11 wrestlers with us,” coach Milo Allen noted. “We had eight guys make it to the second day, and of those eight guys three placed. “Carter Utecht ended up winning his bracket so he’s going to State. We also had Rockstroh place fourth at 106. He had a good weekend. Placing fourth in the section as an eighth grader, he showed a lot of promise. He really came on as the season went along. Robert Decker wrapped up a nice junior season placing fifth.” Utecht now sits at 35-8 on the season, and has accomplished one of the goals he’s had for several years after coming close in previous seasons. His 12-7 win over Logan Theodore of Grand Rapids was a good match, but the Pine City product stepped up big when the opportunity presented itself. “After winning my semifinals match, I instantly got chills and was nervous about the championship match,” admitted Utecht. “I had already wrestled [Theodore] so I started to think about the type of wrestler he was and kind of planning
my match out – what type of moves would work and what wouldn’t.” Utecht was tested, but in the end, came away with the victory. Having punched his ticket to State, he was thrilled but kept a level head while looking forward. “For this being my first time going to State, I don’t know what to expect, but I’m excited,” said Utecht. “I’ll be wrestling this week just like any other week in the regular season to prepare for my next match. My main goal right now is to get the ‘W’ in my first match and we’ll see from there. I’d like to give a big thanks to my family and my coaches.” While coach Allen is certainly focused on helping Utecht in his State preparations, he also took a moment to call out the performances of several younger wrestlers who he sees as key contributors moving forward. “Timmy Johnson was also another guy I’d like to highlight,” Allen said of the other performers at Individuals. “He wrestled good guys, some seniors and juniors, and he’s not losing by a lot to those guys. He’ll come back as a ninth grader and be improved. Also impressed by JJ Preston and also Luke Kemen; both guys made it to the second day. Ali Pulley has only been wrestling three months. He wrestled like a five-year wrestler and he’ll be back next year and I’m thinking he could be a .500 wrestler. We’ll have some good guys coming back.” As far as State, Utecht will weigh in Friday morning, March 2 before he wrestles at 9 a.m. Utecht will face Ty Moser of Perham, a tough opponent who will enter with a 39-1 record.

Hoopmen pick up a pair of wins BY JESSE LOGAN SPORTS@PINECITYMN.COM
With another pair of wins this past week, the Pine City boys basketball team has now eclipsed the 20-win mark for the third time in four seasons. The boys still have one regular season game remaining before entering the playoffs but gutted out a tight Great River Conference win this past week and also added a nice non-conference win to their resume. PINE CITY 53, BRAHAM 40 Offense was hard to come by in this game with Pine City trailing 20-10 with two minutes to play in the first half. The Dragons shot just 4-30 from downtown and struggled for long stretches on the offensive end. In the second half, a big spark was provided by junior Jake Adams, who played big defensively and scored 13 points after the break. Pine City rallied and got a season sweep of the Bombers for the first time in decades. “Last year,” recalled head coach Kyle Allen, “Braham got us at home in a very similar game. We did not shoot well, and they overwhelmed us 72-58. It felt a lot like that on Tuesday night, only we were a lot more mature and composed and it showed on the court.
SARA ANDERSON | THE PIONEER
Pine City got a season sweep of the Bombers for the first time in decades.
Give it to Braham, they were ready for us. Our guys could have panicked, could have given in, but they did not. I thought we showed a lot of grit and belief, a lot of composure and trust. The boys believed in our system and allowed our rebounds and defense to eventually win out. Nick Hansmann joined Adams as the top point scorers, each with 13, but Jake Rademacher came up with a game-high 13 rebounds which helped stem the tide. Rademacher and Seth Logan had nine points apiece. Al-
though the scorebook looked bleak by their own standards, the Dragons had earned a key Great River Conference win in Braham on Feb. 20. Two nights later, the shots would fall much better and the Dragons would be back to looking more like themselves in another win. PINE CITY 85, MOOSE LAKEWILLOW RIVER 65 It’s hard to tell by the score, but this game actually featured some solid defense by both teams and lots of physical play. Like in previous seasons, the

game was close throughout the first half with Pine City up 40-34 at the break. With four players in double digits, the Dragons’ balanced attack would be just too much firepower for the Rebels in the second half. “Very fun atmosphere and exciting game,” said coach Allen. “Our boys were ready to go from the tip. They’re a good team with a lot of great ball players, which made for an exciting contest. Our defense was swarming all night, did a great job of recovering and attacking. Clay Logan showed up in
this game on the offensive end, looking unstoppable at times. Jake Adams continued his pesky defensive effort that led to good looks on the offensive end. Konnor Jusczak had one of the best stretches of his varsity career during this game. [Three big threes and taking several charges are] huge splash plays that can be game changers.” Logan led the way with 23 points, Adams added 17, Hansmann had 14, and Jusczak 11. Pine City’s inside game was somewhat neutralized by the Rebels’ power in the post, but the
Dragons did good work on the interior defensively, which Allen also said was a key. With the Dragons now sitting at 20-5, sights will shift to the final home game of the regular season. Pine City will host the Hinckley-Finlayson Jaguars on Friday, March 2 and a share of the Great River Conference Championship is on the line. The two teams battled hard back in January with the Jags eking out a two-point victory. Pine City is looking for a share of the conference crown for the first time in a decade.
Lady Dragons now #3 seed in Section 6AA BY JESSE LOGAN SPORTS@PINECITYMN.COM
The Dragons girls basketball team wrapped up their regular season this past week in solid fashion. Pine City closed out with three wins and moved their overall record to 21-5. The Dragons are now the #3 seed in the Section 6AA Tournament. PINE CITY 75, MOOSE LAKE WILLOW RIVER 46 It was senior night on Tuesday, Feb. 20, and the Dragons honored Alison Brown and Grace Langmade in their last regular season home game. “We took advantage of our size,” said head coach Ted Hasz, “to get the ball on the block for some good looks at the basket. The kids did a nice job of moving the ball and finding their open teammates. Another key was some good rebounding. We have been stressing rebound position in practice and it is paying off.” Ellie Hasz had a nice game with 24 points, eight rebounds, six assists and three steals. Brown was equally tough with 22 points, five boards and a pair of assists. Alaina Steele put up 11 points, and four rebounds, while Ashley Faur had nine points and three boards. Lydia Adams had seven points as well. “We are proud to honor our seniors tonight,” added Hasz. “Both Grace and Alison have made major contributions to

our program for many years.” Two nights later the Dragons would crack the 20-win mark for the second year in a row. PINE CITY 70, OGILVIE 44 Pine City wrapped up their conference schedule with a road victory over the Lions. Pine City finished 12-2 in the conference, with their only losses coming against Great River Conference Champions Rush City. Brown
was very consistent throughout this contest with a double-double which included 16 points and 13 rebounds. Ellie Hasz double-doubled as well, with 10 points and 12 boards. Faur had 10 points and seven rebounds. Steele chipped in nine points, Jolie Wicktor played well and had eight, while Adams added five points, six assists and three rebounds. “It was a good team effort,”
added Hasz. “We were able to play a lot of kids and they all gave great effort.” PINE CITY 78, NORTH BRANCH 65 The Dragons had a closer game in their final tilt of the season. Played on the road on Friday, Feb. 23, this game was a good one to watch. “It’s been a number of years since Pine City and North Branch played,” noted Hasz. “It
was fun to renew the old Rum River Conference rivalry. It was a very entertaining game for fans; both teams pushed the ball and showed some high level offense.” Pine City pushed a five-point halftime lead to 20 points in the second half and pulled away. “We had a great spark to start the game as Alaina Steele was on fire,” added Hasz. “She hit a couple threes and took it to the basket strong to get us off to a good start. It was a good week going into playoffs with three wins.” Ellie Hasz was again the top point scorer with 25, and she tied a school record by going 10-10 at the line, while also grabbing nine rebounds. Brown had another big game with 20 points and eight rebounds. Steele finished with an impressive 16 points, three boards, three assists and four steals. Adams finished with seven and Chloe Alleman had six points and five boards. Pine City will now shift their focus to the postseason and will host Foley on Thursday, March 1. The Dragons finished the regular season with an outstanding 21 varsity wins, while adding 22 wins on the JV level and 15 wins on the C-squad. With the program peaking, the team will look to shake things up in the Section 6AA playoffs. A potential second round matchup with #2 seed Rush City looms large.

Libraries now offer tools to create, share ebooks EAST CENTRAL REGIONAL LIBRARY
In conjunction with other Minnesota libraries, East Central Regional Library now offers a new suite of resources – collectively called MN Writes MN Reads – to help local authors connect with local readers, and potentially with readers across the country. “East Central Regional Library is excited by the possibilities of MN Writes MN Reads in helping our local communities come together through the power of the written word,” says Resource Librarian Sarah Hawkins. MN Writes MN Reads consists of three resources that allow authors and readers to create, share and read ebooks. These resources, Pressbooks, SELF-e, and BiblioBoard, are free to members of the community via the MN Writes MN Reads website (www.MNWritesMNReads.org).
CREATE Pressbooks enables writers to convert their manuscripts into a variety of ebook formats, including ePub, MOBI and PDF. Pressbooks helps writers format their books with professional design templates and includes tools to assist with book organization. After converting their book into ebook format, authors can distribute their book however they choose. One free option is SELF-e.

Readers take their Pioneer from the Holy Land to Sin City
(above) Paul and Arlyss Onken caught up on news from Pine City while at the Pool of Bethesda in Jerusalem on their pilgrimage to the Holy Land in January 2018. (below) Fritz and Tonia Heller headed to Las Vegas with two former exchange students from Germany – brother and sister Peter and Leonie Hoppe – and their Pine City Pioneer. Readers can show their Pine City pride by submitting pictures of themselves in exotic locations throughout the world. Send all photos to editor@ pinecitymn.com.
SHARE SELF-e is a portal for sharing ebooks. Titles submitted to SELF-e undergo a basic screening process and then are added to the statewide MN Writes MN Reads collection. In addition, titles submitted are screened by staff from Library Journal. Library Journal selects a limited number of titles (at this time only fiction) to make available to readers across the country. Authors retain all rights to books submitted to SELF-e.
SEEK AND READ BiblioBoard is the place where readers find this content. This easy-to-use platform features work from a wide variety of genres, including comics, history, art, graphic novels, young adult novels and romance. There are an unlimited number of checkouts, meaning that readers never have to wait for a book to be available. And there are no return periods (therefore never any late fees). “Leading indie authors agree that building an audience of readers is the biggest challenge they face. This program marries a great ebook experience with the validation of the most respected library review resource in the world. The result is a program that enables writers to share their work with their local communities and with libraries around the country,” says Mitchell Davis, founder and Chief Business Officer of BiblioBoard, the vendor behind these three resources. Funding for these services comes from libraries from across the state. Libraries are increasingly places of content creation, in addition to content consumption, and MN Writes MN Reads offers tools to help writers create and share their work. East Central Regional Library is excited to offer MN Writes MN Reads, which will enable the sharing of a wide and diverse array of local stories. These resources will give local writers broader exposure and give readers access to locally-produced content. East Central Regional Library is happy to offer individualized training sessions on the MN Writes MN Reads resources to local writers groups. If your group is interested, please contact Sarah Hawkins, Resource Librarian, at 763-689-7390 or ecregion@ecrlib.org. Visit MNWritesMNReads.org for more information.
