Four bridges on and over Interstate 35 in the Pine City area will be replaced in 2018 and 2019, according to officials of the Minnesota Department of Transportation (MnDOT), and the seven-mile stretch between the Snake River and Highway 70 will be resurfaced. New bridges will be constructed on the northbound and southbound lanes of I-35 over the Snake River. The I-35 overpasses for Highway 70 and County Road 7/Hillside Avenue/Pokegama Lake Road will also be torn down and rebuilt. WORK IN 2018 – HIGHWAY 70 OVERPASS The first stage of work will begin in April 2018, with the construction of a new overpass over Highway 70. The existing Highway 70 bridge was built in 1963. MnDOT Project Manager Roberta P. Dwyer said that work on the Highway 70 overpass will begin on or about April 16, and should be finished by July 19. The overpass will be totally closed while it is under construction. The detour for Highway 70 on the east side will be County Road 61 and the west side detour will be County Road 23. These county roads will direct traffic to County Road 7 or County Road 11 depending on the stage of construction.

New Lions fishing contest a battle on ice “It’s a brand new venture,” said Pine City Lions President Bruce Nelson. “We have a lot of hurdles in front of us, but we have a lot of hurdles behind us. The Pine City Lions are looking to take local area ice fishing contests to the next level on Feb. 10, with a $100 entry fee, a four-hour, two-person team tournament and a big cash prize for the winners. “There’s a history of organized ice fishing tournaments with two-person teams,” said Pine City Lion Brad Buys. “It brings a little more professionalism to it, a little more camaraderie and a little more drama.” The cash prizes are based on the number of teams entering, but if 60 or more teams enter, the top prize will be $3,000, with $2,000 for the second-place team and $1,000 for third place. “If we have 40 teams, we’d have something like $2,000 [for first], $1,200 [for second], $800 [for third],” Buys said. “All entry fees are going to the top three places.” Buys said he and the other tournament organizers are excited to help start what they hope will be a new ice fishing tradition in Pine City.
CONTEST BEGINS The contest will be held on Cross Lake starting at 8 a.m. on Saturday, Feb. 10, but the work begins the night before. “Friday night we’re all going to come together at a rules meeting at 7 p.m. at the American Legion,” Buys said. This will also be a last chance for teams to register for the contest before the cutoff at 8 p.m. Team numbers will be issued, and each team will be given a bucket. “That’s the only vessel they can turn their fish into us with,” Buys said. “It has a lid, and it’s our bucket.” SEE CONTEST, PAGE 14

The Pine City girls varsity basketball team held Hoops for Hope night. Through donations and sales of t-shirts and ice cream sundaes, the team raised $950. This money will be sent to The Harbor Room at Cambridge Hospital and the Cancer Kids Fund at Children’s Hospital. The team is grateful to the community for their support.

The most beautiful bathroom in the world
Imagine stepping into pure luxury. Walk through the doors and feel embraced by the stylish arc of the circular building you’ve just entered. You’re surrounded by Ipe wood, the kind found in Brazilian rainforests. Above you is a soothing wood veneer ceiling. The total price tag: $7.2 million. Sounds pretty sweet, right? What is it? An extravagant new nightclub? A palatial Hollywood mansion? Nope. Editor’s It’s a rest stop. And your tax dollars are paying for Soapbox it. Mike A $7.2 million rest stop. This, unfortunately, Gainor is not only a real, actual thing, it’s a real, actual thing not too far from here. It’s the budget for the Goose Creek Rest Stop, currently being reconstructed on Interstate 35 by Harris. A $7.2 million rest stop. I can’t get over it. Let’s run a couple of comparisons. Here in Pine City, we recently built a brand new fire station. Some even said we spent too much. But that building came in at just around $1.1 million. The new Pine City High School Auditorium was around $5.6 million. And this rest stop is $7.2 million. You want to know something else crazy? Remember that Highway 70 reconstruction project that the Rock Creek and Pine City communities fought to get for years? That cost $8.64 million for 9.2 miles of work. Clearly, they could find a better use for this money. But instead, they’re creating somebody’s dream of the most beautiful bathroom in the world. Kudos to Minnesota State Representatives Brian Johnson, Anne Neu and Jason Rarick for writing a letter to MnDOT Commissioner Charles Zelle calling that department on this idiocy. Here’s an excerpt from their letter: “We are not questioning the fact that work was needed at the Goose Creek Rest Stop, but it appears you have chosen to build an opulent, overpriced facility when all that is needed is a functional building with new bathroom facilities ... it’s unconscionable that greater care was not taken to limit costs to ensure as much funding as possible remains focused on road and bridge infrastructure.” I couldn’t agree more. Zelle wrote a response to the representatives defending the expense, and in it he SEE BATHROOM, PAGE 5
The risks of ignoring traffic citations, legal notices and court notices In ancient times those who did not pay their creditors could be imprisoned until the debt was paid. In 2018 we do not have debtor’s prison, despite the insinuations of media reports. In Minnesota no one goes to jail just for not paying a debt or because there is a money judgment against them. The sequence of events for possibly being arrested regarding an unpaid debt is as follows. Assume Tom Doe owes XYZ Credit Corp. for unpaid credit card debt. XYZ sues him and obtains a money judgment through court. After judgment is XYZ sends Tom Doe a financial It’s in your entered disclosure form (disclosing income, assets and liabilities) which under Mincourt nesota law he must answer under oath Judge Steve and return to XYZ within 10 days(plus 6 days for mailing). If Tom Doe fails to do Halsey so, XYZ’s attorney can schedule a court hearing and obtain a court “order to show cause” requiring Tom Doe to appear in court and show cause why he failed to answer the disclosure. If the order to show cause is properly served on Tom Doe and he fails to appear for the hearing, then the court can issue an arrest warrant, with bail usually in the amount of the debt. The arrest warrant is issued not because of the debt, but because of Tom Doe’s failure to appear in court as ordered. You may end up in jail, maybe briefly, if you ignore a traffic citation. Failing to either plead guilty by mail and pay the scheduled fine and surcharges, or appear for court, can land you in jail. You also could find your driver’s license suspended. At each traffic and misdemeanor first appearance calendar, we have about 10 people fail to appear, some because they fail to change their residential address with the Department of Public Safety. They could be driving to work, or out on a date, or driving to

Suddenly the driver is in the back of the squad car and being transported to jail. Most of these folks post bail and are released from jail pending conclusion of the court proceedings. For me, perhaps the most frustrating and irritating “failures to appear” are jurors who fail to appear for jury duty. It is a misdemeanor in Minnesota to ignore a summons to appear for jury duty. It is a civic duty each of us has as a citizen, particularly at a time when fellow Americans are serving in our armed forces around the world, many at great risk of death or serious injury. Jurors seeking a postponement of jury duty must contact the court, preferably in writing. Many teachers, college students, farmers, and other seasonal workers whose job duties prevent jury duty during part of the year are given postponement of service to a more convenient time. So if you are served with a “Summons and Complaint” which generally gives you 20 days to respond, do not ignore it. Effective July 1, 2010, there was a new civil SEE HALSEY, PAGE 5

Nowhere did Mr. Zelle say in his response that concerns about this enormous expense are reasonable. He did put this note at the end of his letter: “...the cost of constructing interstate rest areas is eligible for 90 percent federal reimbursement.” Ah. So it’s not state highway money we’re spending here. It’s federal highway money. Does that make it OK to spend $7.2 million for a rest stop? 10 Years Ago, 2008 The Pine City Scrapbooking Co. Inc. (in the former Stahlke building downtown Pine City) officially opened Monday, Feb. 4. Owners Marni and Ron Steltz, also co-owners of the Divine Memories store, said they focus on stocking up on specialty items chosen from smaller suppliers to give buyers unique choices. Pine City Choir students recently participated in the Great River Conference Honor Choir, held in Mora on Jan. 12. The choir was directed by Dr. Timothy Sawyer from Northwestern College in St. Paul and featured students from nine area schools. Pine City students who participated are: Kellen Montague, Nathan Janzen, Katie Koppy, Jess Christensen, Jeremy Cox, Franklin Foster, Andrew Lutz, Derek Arnsdor, Kailee Willert, Clay Fischer, Alyssa Friese, Amy Wolfe, David Hambly and Dani Pangerl.
25 Years Ago, 1993 February brought mixed emotions for Dr. Anthony Romano. It signaled his retirement after 40 years of practicing dentistry in Pine City, but it also freed up his hectic schedule, giving him more time to pursue his unique interests. Jean Clemens of rural Pine City was the winner of the Pioneer Valentine contest. Her winning letter, identified as number 600, was chosen by a majority of votes by Pioneer readers. Clemens’ husband Bernie was the happy recipient of a $100 gift certificate to the Pine City Outdoorsman. Michael Zemek, son of Duane and Karen Zemek, Pine City, is serving as an academic assistant in the Gustavus Adolphus College music department during spring semester.

Social host ordinances hold parents responsible for youth parties BY AILENE CROUP NEWS@PINECITYMN.COM
Thirty-one states have social host ordinances (SHO) and Pine County Attorney Reese Frederickson will be drafting a proposed SHO to present to the county board. He spoke about the reasons for such an ordinance at the Pine County local government meeting last week. The ordinance is meant to make parents responsible for underage drinking in their homes. Parents may say they didn’t know what was going on, Frederickson explained, even with complaints from neighbors about loud music. The ordinance would close a loophole if someone else brings liquor into a party. Hosting includes allowing, controlling, aiding and procuring others to host. There would be criminal sanctions for “hosting� an event where underage persons intend to consume or possess alcohol. It would be a misdemeanor and come with a sentence of 90 days in jail and a fine of up to $1,000. Frederickson said he had the support of the county board and law enforcement. Pine County would join 25 Minnesota counties with SHO ordinances if approved by the board. He also gave statistics and updates on the criminal caseload. “We’re not a high crime area,� Frederickson said. “We’re a high crime detection area.� Crime rates have decreased since 2014 though Pine County led the area in 2017, with 1,425 adult criminal cases compared to Mille Lacs, Carlton, Chisago, Isanti, Aitkin and Kanabec County. The seven counties have anywhere from four to nine attorneys prosecuting cases. Pine County handles its cases with six attorneys. The numbers do not reflect multiple cases solved with the incarceration of one individual. Often one perpetrator is responsible for several crimes in one area. Pine County has a low incarceration rate. Frederick-

son said the reason for the low rate was because they would rather see people on probation getting services to deal with the reasons they commit offenses. “A lot of my job is reactive,� Frederickson said. He said he has had a grandfather, father and son on probation. The Georgetown Project is about this phenomenon. It is about how kids follow their elders into committing crimes. “Once a juvenile hits the criminal system, it increases their chance of coming back.� Frederickson was one of a team of six Pine County officials and representatives who were invited to take part in a program initiated by Georgetown University. The program is meant to educate schools, counties and

With a pair of home games this past week, the Pine City boys basketball team enjoyed the comforts of home. The team had played just three of their previous 13 games at home, and was more than happy to pick up a couple of nice wins in front of their fans. Pine City is now 15-5 overall with six games to play. PINE CITY 74, BRAHAM 42 This was the Dragons’ first home win over Braham since Dec. 13, 2007. Stopping a home drought that had lasted more than a decade was sweet, and Pine City seemed to be enjoying the moment as the game went along. Parents and players alike appreciated the moment. “Braham is a rivalry game,” said Dragons head coach Kyle Allen. “Braham has had such success and was the face of basketball for this area for so long. Our boys understand the history that is there, how much this game means. Some people only come watch that game and our whole season is judged by them based on how we do in that game. We can have big games, good or bad, with other teams, but when we play Braham, I receive the most correspondence from alumni, community members and others than all other games combined. We know what playing Braham means to them.” The Dragons played great defense all night and limited the Bombers by beating them to lots of loose and 50/50 balls, and
rebounding relentlessly. Pine City was clearly eager to move their season along after the painful two-point loss to Hinckley-Finlayson in the game prior. “We wanted to get that taste out of our mouths,” Allen said of his boys’ return to the hardwood. “We played gritty defense all night. I liked how we tried to get in defensive position and take charges in the game; we ended up taking four in the game. Seth Logan has been an absolute beast on the boards for us; 13 boards, 12 of them being defensive, is unbelievably important to our team. Seth is starting to flex his ability on the boards and it is showing up big for us.” Balanced scoring was also a key as five players scored seven or more points. Seth Logan led the way with 19 as he tallied another double-double. Clay Logan had 16 while going 5-7 from the floor. Nick Hansmann had 13 and Konnor Jusczak had 12. Jake Rademacher had his focus on the defensive end as he drew the assignment of guarding Braham forward Levi Wylie. Rademacher helped the Dragons shut down the lefty, holding him to zero points. Pine City won going away in this one, which was played on Tuesday, Jan. 30. Two nights later the team would have a much tighter game to earn their second victory of the week. PINE CITY 55, MILACA 49 Entering this game, the Dragons were 0-4 on the season in games decided by six points or less. Al-

though the team struggled from the field and trailed throughout much of the first half in this one, Pine City made just enough plays in the final few minutes and used clutch free throw shooting to earn a big section win. “Very grind-it-out, gritty game,” said Allen. “We did not shoot the percentage we wanted, but we executed well on the boards and on the defensive end. Those two things saved us, and when we make them our constant, we are tough to beat regardless of what we shoot. Although we did not shoot well, we made some big time shots. Konnor Jusczak, Seth Logan and
Jake Rademacher all had big threes at crucial moments.” With the game tied at 46 with just over three minutes to play, Seth Logan’s deep three would put the Dragons ahead. Clutch free throws down the stretch for both Logans, as well as by Nick Hansmann, would seal the game. Hansmann was the only Dragons player who shot well, finishing with 20 points while Seth Logan had 10. Pine City’s defensive tandem of Jake Lunceford and Quentin Miklya did a great job holding Milaca’s Peyton Rothanburg in check with just two points. Damien Schwab also played some
big minutes in the post for Pine City as Milaca has a lot of size to contend with. All in all, it was a total team victory. “As a team we didn’t shoot well, but we did a great job of getting the ball to the hot hand,” Allen added. “Nick Hansmann shot well for us, and our team does a great job of recognizing who is having an on shooting night. Down the stretch, we had both Clay and
Seth Logan step up and hit crucial free throws to put the game away. Jake Rademacher’s leadership and grit really showed through in this game. He is willing to do whatever it takes to win.” The Dragons also added another win to their resume on Monday, Feb. 5 when they beat Isle 7831. Full coverage in next week’s Pioneer.

Result: Pine City Area beat Becker/Big Lake 4-1 Where/When: In Princeton on Thursday, Feb. 1 What happened: The Dragons fought through various adversities to earn this victory, as all night it seemed like things were just a little off. From a cold bus ride, to frigid temps in the locker room, and even Zamboni related delays, Pine City Area had to stay focused here to earn another win. “For some reason that team and that rink always give the boys fits,” said head coach Grant Nicoll.” Similar to the last time that these two teams met, the boys absolutely dominated play, but could not bury the puck against Becker’s goalie. It was a goofy night all around, but with all the chaos, the boys found a way to sneak a few past the very large Becker goalie and come away with their tenth win in a row.” Jan Zahradka had a pair of goals while George Miller and Tryston West finished with a goal apiece. Jonah Bergstrom had three assists. Alex Laven had 15 saves on 16 shots. What it means: Pine City Area is now 17-5 overall and has three games remaining in the regular season.

Marita (Watrin) Haberman grew up in the Sandstone area on a large dairy farm with seven siblings. A graduate of the University of Minnesota with a Bachelor of Science Degree in dietetics and nutrition science, she was employed as a registered dietitian for 40 years at various institutions in Central Minnesota and for a time owned and operated a nutrition education counseling service. Married in 1969 to George Haberman, they raised a son and daughter while living in Centerville. In 1996 they moved to his parents’ home place north of Pine City and built their dream home there. Marita’s volunteer work has included extensive 4-H involvement in Anoka County where she and her husband received the 4-H Outstanding Volunteer Leadership Award in 1988. She is a member of the VFW Auxiliary Post 4258 in Pine City and has served as president, membership chair, and currently senior vice president (her husband served in the Navy during the Vietnam War). She has helped with special projects at the Pine City Library. She has assisted some school districts, including Pine City, in establishing the federal guidelines for school nutrition. She received the WCCO Good Neighbor Award in 1990 and the Allina Key Contributor Award in 1996. At St. Joseph’s Catholic church in Beroun, she helps serve lunch at funerals and is secretary of the Rosary Society. Marita’s most fulfi lling work has been that of hospice volunteer since 2002, serving in a 20-mile radius of Pine City. Her job as nutrition director at Cambridge Medical Center and her own personal experiences planted this seed in her heart. She is also trained as an 11th hour volunteer to be a comforting presence in the last hours of life. She was awarded the Hospice Volunteer Spotlight by Allina. “If you love people and love life, you probably have the spirit necessary to be a hospice volunteer,” Marita said. “You will always receive more than you can ever give.” “I want to be more grateful each year than I was the previous year,” she said. “Being grateful for my blessings motivates me to share my gratitude by helping others. We are here to serve.”

Result: Beat Braham 53-48 Where/When: In Braham on Tuesday, Jan. 30 What happened: The Dragons completed the season sweep of the Bombers by playing a very solid second half, especially defensively, as they held the Bombers to just six points for the first 14 minutes after the break. “We shot uncharacteristically poor, especially from the free throw line,” said Dragons head coach Ted Hasz. “Give credit to Braham for playing good defense. We made some adjustments on defense at halftime that seemed to work too.” Grace Langmade had nine points and 13 rebounds. Lily Wilson led the team in scoring with 13 points to go along with five assists. Alison Brown had 11 points, six boards, four assists and four steals. Ellie Hasz had eight points while Alaina Steele had six. What it means: At 15-3, Pine City is in the midst of one of the best seasons in school history. What happened: With the Dragons struggling to field a full roster, it was tough sledding. “We had minimal guys this weekend,” said Dragons head coach Milo Allen. “We had some guys that were sick so we were operating with seven forfeits. Overall we’re trying to stay positive with numbers. We’ve got to get guys healthy, but with the guys we had, all the way up and down the line we were happy with how they wrestled.” A couple highlights on Saturday included Gavin Rockstroh who was able to get two wins, both pins, and Will Fix, who went 2-1 on the day. Carter Utecht also picked up a win in his only match of the day. Luke Knudson, Timmy Johnson, and Austin Eckert all earned the praise of coach Allen for their hard work. On Saturday, the Dragons beat North Branch 44-30 in a match filled with forfeits. Out of the five actual matches, Pine City/Hinckley-Finlayson won two with Lukas Kemen and Robbie Decker. Kemen and Utecht also earned wins in a team loss to Grand Rapids.
What it means: Although the team is fighting through a lot right now, the wrestlers they do have are performing well.
Up next: The Dragons will compete in the Great River Conference Tournament on Friday, Feb. 9 in Ogilvie, and then will host the first round of sections on Tuesday, Feb. 13.

Crash reported on Hwy. 70 STAFF REPORT NEWS@PINECITYMN.COM
A driver was injured in a single-vehicle crash on Highway 70 on the morning of Jan. 28. The Minnesota State Patrol reports that at approximately 9:15 a.m. on Jan. 28, a 1998 Ford F-250 driven by John Joseph Brennhoffer, 51, of Finlayson was heading eastbound on Highway 70 east of Keystone Street
in Rock Creek. The pickup veered into the ditch, rolled and came to rest at a tree. The driver was wearing a seatbelt at the time of the crash, and the airbag deployed. Alcohol was not a factor in the crash. Pine County deputies, Pine City firefighters and state troopers reported to the crash site. Brennhoffer was transported by ambulance to Burnett County Hospital in Grantsburg with non-life threatening injuries
NEWSLINE Mid-Winter Concert at Pine City High School
The Pine City Junior High Music Department will be presenting its Mid-Winter Concert on Thursday Feb. 15th at 7:30 p.m. in the Pine City High School Auditorium. Showcasing the junior high groups will begin with the drum line and their glow-in-the-dark sticks, followed by the concert band and, performing styles from around the world, including Russia and the Middle East. The symphonic band will perform as well, with multi-cultural songs from the Saamis of northern Scandinavia as well as “Due North”, a musical representation of a toboggan ride in northern Minnesota. The choirs will follow the bands, with the 7th graders performing two poems from Emily Dickinson, as well as the always fun “Battle of Jericho.” The 8th graders will also perform a variety of styles including the spiritual, “I’ve Got My Ticket”, a Longfellow poem “The Tide Rises, The Tide Falls” and the fun “Misty Morning.” The concert will end with Jazz Too! making their debut for the year. All are invited to this free concert featuring the wonderful students of the Pine City community.
Woodchuck found sitting on bed
Minnesota Department of Natural Resources Conservation Officer Bret Grundmeier, working out of Hinckley said that last weeek he assisted a local trapper with an incidental catch of a large, adult bobcat that had its rear leg caught in a snare. After a lot of patience, and careful use of a catch pole, the barely injured bobcat was successfully released. Another wild animal call that was taken involved a resident that returned home and found a woodchuck sitting on the bed. Live traps were used to remove the woodchuck. DNR Conservation Officer Eugene Wynn, working out of Pine City, spent the week checking anglers in the Pine City area. He also assisted Wisconsin wardens with a license fraud case and issued possession permits for car hit deer. Wynn said that snowmobile
trails in the area are still in poor condition and most trails do not have enough snow for grooming.

Fire deaths jump to highest level since 2002 MINNESOTA DEPARTMENT OF PUBLIC SAFETY
More people died in fires last year in Minnesota than in any year since 2002, according to preliminary numbers released by the Department of Public Safety State Fire Marshal Division (DPS-SFMD). Sixty-three people died in fires in 2017, a 47 percent increase over the 43 fatalities in 2016. The last time more than 60 people died in fires in Minnesota was in 2002, when 64 people died. The lowest number of fire fatalities on record was 35 in 2009; the highest was 134 in 1976. Fire death numbers become final once Minnesota hospital officials report their information to the Minnesota Department of Public Health in the spring. Seven people have died in fires so far in 2018. Last year ended on a particularly tragic note when four people — 4- and 9-year-old cousins and their grandparents — died Dec. 26 in a Hibbing house fire. The cause of that fire is still under investigation by local fire officials and the DPS-SFMD. The leading cause of fatal fires last year in Minnesota was careless smoking (nine deaths), followed by combustibles too close a heat source (four), according to preliminary data.
There were 19 deaths in which the fire’s cause was undetermined. PREVENTING FIRE DEATHS State Fire Marshal Bruce West said last year’s increase is concerning, because most fire deaths are preventable. “Fire is deadly, plain and simple,” West said. “If people don’t take the dangers of fire seriously and work to prevent a fire in their home, they could find themselves or their loved ones victims of the next tragedy.” West said it is difficult to pinpoint a reason for the spike in fire deaths. He urges Minnesotans to make fire prevention in their homes a top priority along with creating a family escape plan and practicing it twice a year. by following these fire prevention and safety tips. SMOKING If you smoke, smoke outside and extinguish cigarettes in a sturdy ashtray filled with sand or water. Do not discard cigarettes in potted plants, leaves, mulch or other vegetation. Do not smoke while on oxygen. COOKING Never leave food cooking on the stovetop unattended; stay and look while you cook. Keep items like oven mitts, aprons and paper towels 3 feet from heat sources in the kitchen. HEATING Keep space heaters three feet from anything combustible. Do not leave space heaters unattended. Turn them off while you’re sleeping. Plug space heaters directly into the wall, not an extension cord or power strip. Have your furnace and chimney inspected annually. OPEN FLAMES Keep candles at least three feet from anything that can burn and never leave a candle unattended.
Use flameless candles instead of real candles. Smoke and carbon monoxide (CO) alarms Test your smoke and CO alarms monthly; change the batteries at least once a year. Fire doubles in size every 60 seconds; a smoke alarm can give you the time you need to escape. Install smoke alarms in bedrooms, outside sleeping areas and on every level of the home. CO alarms should be installed within 10 feet of each sleeping room or inside each sleeping room. FAMILY ESCAPE PLANNING Create a family escape plan and practice it twice a year with everyone in your home. Start by drawing a map of your home that shows two ways out of every room. Make sure those ways out are easy to open (make sure windows aren’t painted shut, for example), and practice using different ones. If you have a multi-level home, consider putting an escape ladder near each window so you can get to the ground safely in an emergency. Designate a meeting place outside, such as a tree or utility pole.

County officials talk issues with towns, townships BY AILENE CROUP NEWS@PINECITYMN.COM
Township and city officials were invited to a local government meeting by the Pine County Board of Commissioners last week. The board has been scheduling these meetings twice a year. In January 2017, the county board and Assessor Kelly Schroeder held open houses to introduce a comprehensive plan. The plan was developed by the board and staff as a way to guide or control development of Pine County and the use of its resources. It became the main topic of discussion at the local government meeting a year ago. Presentations from Sheriff Jeff Nelson and County Attorney Reese Frederickson were on the agenda at the Jan. 30, 2018 meeting. Open discussion on other topics and updates followed, including questions about the commissioners’ push for countywide zoning. Commissioner Josh Mohr brought up the idea of a countywide dangerous dog control ordinance. Hinckley City Administrator Kyle Morell said Hinckley had a dog catcher until they lost their dog boarding facility. He said boarding the animals would be an issue of concern. Commissioner Steve Hallan said the county could create a dog control ordinance and the townships could choose whether or not to opt into the county’s management by adopting its ordinance. Dogs chasing animals was a police or civil court problem, according to one township official. County government is becoming overreaching was a comment from the townships. Another township officer asked if commissioners were still pursuing a countywide zoning ordinance. Hallan answered by saying their seven-hour strategic planning meeting in January involved countywide zoning. “We’re probably looking at an opt in countywide zoning ordinance,” he said, comparing it to the county’s sewage treatment (SSTS) ordinance. Officials from cities and townships in Pine County were invited to the county’s local government meeting last week to discuss current issues and get updates. Commissioner and board chairman Steve Hallan fielded questions during the roundtable discussion.
ing asked if it was necessary to add another level of government, with countywide zoning, to control water resources and pollution when there were already state and federal agencies assigned to handle those issues. Farmers also mentioned the county board was overreaching at that meeting. They said they wanted less government and more autonomy for farmers in the management of their own land and less county interference. It was recommended at that time by Windemere
Township Supervisor Abe Mach that the county take the existing zoning ordinances from each township “under the umbrella of countywide zoning.’ The townships are diverse in their residents and land uses and have tailored their zoning ordinances to fit their diverse population. The county has set a date for its next local government meeting on May 29.

until Oct. 5. “There will also be other lane closures prior to May 29 for construction of bypasses and preliminary work,” Dwyer said. Dwyer also said that there may be some night work done at each of the bridges and that this may include short stoppages of traffic or the use of the ramps for mainline traffic.
WORK IN 2018 – SOUTHBOUND I-35 PAVEMENT The third stage of road work in 2018 is construction of seven miles of southbound (west lanes) pavement on I-35 between Highway 70 and the Snake River Bridge. The entire seven-mile stretch of I-35 will be resurfaced using unbonded concrete overlay. Dwyer said the unbonded concrete overlay will be 7” thick and it will be placed over the original 9” concrete pavement and the existing bituminous surfacing will be milled down to 1.5” in thickness.
POSSIBLE WORK IN 2018 – COUNTY ROAD 7 OVERPASS MnDOT officials report that they may decide to reconstruct the County Road 7/Hillside Avenue overpass in 2018 once work on the Highway 70 overpass is complete, though that part of the project may wait until 2019. “If the Highway 70 bridge can be completed by July 19, 2018, then the County Road 7 overpass can be done in 2018,” Dwyer said. “Whether the work can be completed by July 19 depends on weather and steel fabrication for the beams. At County Road 7, if work is done in 2018, the work would start on or about July 23 and must be completed by Oct. 26.” The overpass will be totally closed
during construction. Cross traffic will be detoured. This would be a full replacement of the current northbound bridge, which was built in 1962. WORK IN 2019 MnDOT reports that work will resume in June 2019 with construction of the southbound I-35 Snake River Bridge. The second stage of the 2019 work plan is to construct the County Road 7/ Hillside Avenue overpass, if that work was not completed in 2018. “If the work is done in 2019, work would start on or about June 3 and must be completed by Aug. 30, 2019,” Dwyer said. “Weather and steel delivery are the two main factors that will determine the time frames.” Construction is expected to continue into October 2019. PUBLIC MEETING FEB. 21 A public information meeting for the scheduled I-35 bridge replacement at Snake River is set for Feb. 21 at the Pine City Public Library Community Room at 300 5th Street SE in Pine City. The meeting will be held from 5:30-7:30 p.m. According to MnDOT, there will not be a formal presentation, but layouts of the project will be displayed and project staff will be available to provide a brief project overview of the project and answer questions. Early the next day, the teams will gather up at the starting line on the north end of Cross Lake. “We meet Saturday morning out on the lake at about 6 a.m.,” Buys said. “We’ll have headlights on our flags and we’ll line them up as two-person teams.” Then it’s time to make sure no one is trying to smuggle in fish in order to have a better chance at the prize money. “At about 7 a.m. we’ll go through and inspect everything in their gear,” Buys explained. “Open your bibs, open your parka. I want to see everything in your snow machine, in your fish house. Everything.” Then the real action begins. “We’ll give them a release at about a quarter to eight so that they can scream across the ice to their favorite fishing hole and get set up for an 8 a.m. whistle blow then they’ve got four hours to work their butts off to try to find crappies and bluegills,” Buys said. “And I know, because I’ve been out on Cross Lake, that crappies can be caught in about 45 minutes. And it will take you the next three hours to find seven bluegills.” Teams will fish for four hours. Then they must be across the finish line by noon, with the weigh-in shortly after. Buys and his team of Lions are looking for a good day of fishing competition, and an event that will be the start of something big. “We’re looking to provide the most fun, fair field we can,” Buys said. “It’s going to be a fun fight. And may the best team win.”

Lillian M. Olson Lillian Olson of Rush C City passed away peacef fully on Saturday, Feb. 3 2018, at Lino Lakes 3, A Assisted Living where s has lived for the past she t three-and-a-half years. S was 98 years old. She Lillian Maria Webber w was born on April 17, 1 1919, to Charles P. and E Emma J. (Polk) Webber i Pinetown Township, in an area east of Pine City. She attended school at School District No. 28, Pleasant Prairie School in Pine County. On Sept. 9, 1942, she married James Marvin Olson at the Sacred Heart Catholic Church in Rush City. They enjoyed 65 years together as a married couple until James passed away in March of 2008. They spent a lot of time together playing cards, going to dances, raising their children and visiting friends and relatives. Lillian enjoyed several jobs in Rush City over the years. She worked for the Frank Hanson family at their home. She cleaned for Glynn and Leola Boda in their residence at the Grant House Hotel. She cleaned at the McGuire Law Office in Rush City. Lillian also did a lot of sewing and ironing for people. She enjoyed doing volunteer work at Sacred Heart Catholic Church in Rush City. Lillian loved to cook and bake. Her cookies, cakes and pies were wonderful and her home cooked meals were always special. She enjoyed being outdoors and liked to grow flowers and fresh vegetables in the garden. She did a lot of canning and her pickles were the best. She enjoyed entertaining friends and relatives in her home and the coffee pot was always on.
Lillian had a beautiful smile and a kind and gentle heart. She loved spending time with her family. Her loving husband, children, grandchildren and great-grandchildren were the greatest joy of her life. She will be sadly missed by all who loved her. Lillian is survived by her children Mary Breske of White Bear Lake, Marvin (Nancy) Olson of Austin and Marilyn (Ray) Lancaster of Isanti; daughter-in-law Karen Olson of Albert Lea; grandchildren Becky (Dave) Altman, Jackie (Matt) Peterson, Erica Wood, Jenny Breske, Michael Breske, Eric Olson, Greg (Yvonne) Olson, Kyle (Nina) Olson and Garrett (Sarah) Lancaster; 19 great-grandchildren: Alex, Grace, Isabella, Nicholas, Theresa, Mary Jo, Rachel, James, Ryan, Lily, Liam, Sidney, Reese, Emma, Kora, Chloe, Jadyn, Audrey and Jonah; many nieces, nephews, other relatives and friends. A time of visitation and reviewal was planned for Wednesday, Feb. 7 from 5-8 p.m. at the Olson Funeral Chapel in Rush City and also one hour prior to the service at the church on Thursday.
