Area Social Services Compiled by Catholic Charities Catholic Charities is the primary social service agency of the Diocese of Pittsburgh, serving all, regardless of religious affiliation, in their time of greatest need. Since fall 2008, the agency has been receiving an unprecedented number of phone calls from individuals and families requesting help as a result of the weakening economy. Those who never thought they would be in a position to call are now faced with losing their jobs, their health insurance or their homes. We believe that parishes are facing similar increases in requests for need. While Catholic Charities offers a full spectrum of services to help in times like these, there are other collaborating partner agencies in each county of the diocese that are better suited to address specific problems such as housing and unemployment. Bishop David Zubik had asked that Catholic Charities compile a resource guide of services for priests and parishes that would be a helpful

reference in order to best meet the immediate needs of parishioners. This resource guide is not meant to be a comprehensive listing of all services and agencies available in your area. Rather, it is a listing of Catholic Charities’ offices and top referral agencies in each county, categorized by need. Pope: Golden years can be fruitful LONDON (CNS) — Although he walks quickly and appears to have no serious medical problems, the 84-year-old Pope Benedict XVI said he knows what it’s like to get old and experience increasing physical frailty. Greeting a small gathering of his peers and elders in London last fall the pope said, “Our long years of life afford us the opportunity to appreciate both the beauty of God’s greatest gift to us — the gift of life — as well as the fragility of the human spirit.” In the midst of a four-day visit Pope Benedict visited St. Peter’ s Residence. “Those of us who live many years are given a marvelous chance to deepen our awareness of the mystery of Christ, who humbled himself to share in our humanity,” the pope told the residents. “As the normal span of our lives increases, our physical capacities are often diminished; and yet these times may well be among the most spiritually fruitful years of our lives,” the pope said. Pope Benedict also used his visit to St. Peter's as an opportunity to reaffirm church teaching about the value of human life at every stage of its development and to urge people to love and respect the elderly.

Pennsylvania Catholic Conference The Pennsylvania Catholic Conference is the public affairs arm of Pennsylvania’s Catholic bishops and the Catholic dioceses of Pennsylvania. There are 10 Catholic dioceses in the commonwealth of Pennsylvania. Eight are Latin-rite dioceses, fully contained within the commonwealth. Two are Byzantine-rite dioceses with apostolic sees in Philadelphia and Pittsburgh. The Pennsylvania Catholic Conference has set broad objectives and highlighted some particular issues of concern. The board of governors of the Pennsylvania Catholic Conference, which meets annually, comprises the local ordinary bishops of Pennsylvania, that is, the ecclesiastical superiors of each Pennsylvania diocese. The function of the board, which is governed by its chairman,

Cardinal Justin Rigali, is to establish the principles of the conference and determine its policies. Each ordinary bishop appoints two members to the Pennsylvania Catholic Conference Administrative Board, one of whom is a priest and serves as a personal representative of the bishop to the conference. The Administrative Board, which is composed of both clergy and laity, meets three times a year to conduct the affairs of the conference by ratifying public policy positions within the guidelines set by the board of governors and offering guidance to the Pennsylvania Catholic Conference staff. The PCC is served by three departments, which also meet three times a year. The departments of

Elementary and Secondary Education and Social Concerns provide research and consultation to the Administrative Board and staff. The Communications Department helps to inform and educate the Catholic faithful and the general public about PCC and its issues. Each ordinary bishop appoints two people from his diocese to serve on each department. The Pennsylvania Catholic Health Association (PCHA) is an associate of the PCC. If you need to resolve a tax problem, have questions about how the tax law applies to your individual tax return, or you’re more comfortable talking with someone face-toface, visit your local Taxpayer Assistance Center where you can spread out your records and talk with an IRS representative across the counter. income tax credit, child tax credit, and credit for the elderly or the disabled. In addition to free tax return preparation assistance, most sites also offer free electronic filing (e-filing). Individuals taking advantage of the e-file program will receive their refunds in half the time compared to returns filed on paper — even faster when tax refunds are deposited directly into one’s bank account. Volunteer Income Tax Assistance Program The VITA Program offers free tax help to low- to moderate-income people who

cannot prepare their own tax returns. Certified volunteers sponsored by various organizations receive training to help prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, libraries, schools, shopping malls and other convenient locations. Most locations also offer free electronic filing. Trained volunteers from non-profit organizations provide free tax counseling and basic income tax return preparation for senior citizens. Volunteers who provide tax counseling are often retired individuals associated with non-profit organizations that receive grants from the IRS. As part of the IRS-sponsored TCE Program, AARP offers the Tax-Aide counseling program at more than 7,000 sites nationwide during the filing season. Signs and warnings of elder abuse Elder abuse and crimes targeting older people are a real issue that come in many forms, including neglect, physical, financial and sexual abuse. Learn how to stay safe and report suspected abusers. The statewide elder abuse hotline is 1-800-490-8505. Any person who believes that an older adult is being abused, neglected, exploited or abandoned may call the elder abuse hotline. The hotline is open 24 hours a day. If you have concerns about the quality of care an older person is receiving from a facility or a caregiver, call your local Area Agency on Aging for guidance. Signs of elder abuse Although these signs do not always mean elder abuse, it is important to be aware that elder abuse can occur at any-

time to anyone: • Bruises or broken bones. • Weight loss. • Dementia may be blamed on “old age” when the real cause is malnutrition, drug interactions or side effects. • The older person never goes outside or never sees visitors. • Withdrawing large sums of money from a savings account without apparent reason. • Signing over his or her home to a relative. Identity theft Protect the elderly against identity theft and visit the Identity Theft Action Plan website (www.identitytheftactionplan.com) sponsored by the Pennsylvania Commission on Crime and Delinquency.
