The 13th Council of Europe Meeting of the Workshops for the implementation of the European Landscape Convention on “Territories of the future: landscape identification and assessment: an exercise in democracy” is being organised by the Council of Europe – Democratic Governance, Directorate – in co-operation with the Ministry of Sustainable Development and Tourism of Montenegro, within the context of the Work Programme of the European Landscape Convention. The Meeting will take place in Cetinje, Montenegro (Grand hotel: Njegoseva 1, Cetinje, 81250 Montene , http://www.hotelgrand.me/kontakt.html). An optional study visit will be organised for the official delegates of the Member States of the Council of Europe and speakers in the Programme on 1 October 2013 at the Bay of Kotor and Old Capital Cetinje.

Introduction As an international intergovernmental organisation created in 1949 and whose headquarters are located in Strasbourg (France), the Council of Europe has 47 Member States: Albania, Andorra, Armenia, Austria, Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, “the former Yugoslav Republic of Macedonia”, Turkey, Ukraine, United Kingdom. Its main objectives are to promote democracy, human rights and the rule of law and to seek common solutions to the main problems facing European society today. The European Landscape Convention was adopted by the Committee of Ministers of the Council of Europe on 19 July 2000 in Strasbourg and opened for signature of the Member States of the Organisation in Florence (Italy) on 20 October 2000, with the aims to promote European landscape protection, management and planning and to organise European co-operation. It is the first international treaty to be exclusively devoted to all aspects of European landscape. The Convention applies to the entire territory of the Parties and covers natural, rural, urban and peri-urban areas. It concerns landscapes that might be considered outstanding as well as everyday or degraded landscapes. To date, 38 Council of Europe Member States have ratified the Convention: Andorra, Armenia, Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Finland, France, Georgia, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Moldova, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Serbia, Slovak Republic, Slovenia, Spain, Switzerland, Sweden, “the former Yugoslav Republic of Macedonia”, Turkey, Ukraine and the United Kingdom. Two states have signed the Convention: Iceland and Malta. Organised by the Council of Europe on a regular basis, the meetings of the Workshops for the implementation of the European Landscape Convention take a detailed look at the implementation of the Convention. These meetings are a genuine forum for sharing practices and ideas and are also an opportunity to present new concepts and achievements in connection with the Convention. Special emphasis is given to the experiences of the state hosting the meeting. Organisers The Council of Europe thanks the Ministry of Sustainable Development and Tourism of Montenegro for its co-operation and hospitality, as well as the Swiss Federal Office of the Environment, the Ministries of the Environment of Finland and Norway and the Swedish National Heritage Board for their support.

Objectives The aim of the Meeting is to promote an integrated approach to spatial / regional planning and good governance, and in particular to implement the European Landscape Convention, and in particular: – Articles 5c), which states that each Party undertakes “to establish procedures for the participation of the general public, local and regional authorities, and other parties with an interest in the definition and implementation of the landscape policies”, and – Article 6 C. on “Identification and assessment”, which states: “1. With the active participation of the interested parties, as stipulated in Article 5.c, and with a view to improving knowledge of its landscapes, each Party undertakes: a. i) to identify its own landscapes throughout its territory; ii) to analyse their characteristics and the forces and pressures transforming them; iii) to take note of changes; b. to assess the landscapes thus identified, taking into account the particular values assigned to them by the interested parties and the population concerned. 2. These identification and assessment procedures shall be guided by the exchanges of experience and methodology, organised between the Parties at European level pursuant to Article 8”, The Meeting aims to exchange insights, perspectives, theoretical and practical approaches from the European, national, regional and local levels. It will make proposals for the preparation of the 8th Council of Europe Conference on the European Landscape Convention (March 2015, Strasbourg).

Please confirm your participation at the study visit on the registration form of the Meeting. The Bay of Boka Kotorska is one of the most beautiful bays in the world. Due to its exceptional cultural and natural features, a part of the Bay, the area of Kotor – consisting of two smaller bays Kotor and Risan – has been included on Unesco’s World Heritage List since 1979. The Bay is surrounded by the steep limestone mountains of the Dinaric Alps, with its highest peak reaching 1895 m (Mt Orjen) and the deepest part of the Bay reaching 52 m, making this area one of the rare karstic areas in the world. Located between the Adriatic Sea and the vide limestone area, the region of Boka Kotorska is strongly influenced by the Mediterranean and Mountain climates. This combination of climates creates a distinguished Sub-Mediterranean climate quite different from other parts of the Montenegrin coast. A unique feature for Boka is the early spring when all the surrounding mountains are still covered with snow while the coast flourishes with Mediterranean trees and flowers. During the winter one can enjoy the pleasant sun and calm weather on the coast while the mountains and are still covered with snow. Along the coast line of the bay exists a rich distribution of Mediterranean plants. Continental and exotic vegetation such as laurels, palms, olive-trees, orange and lemon trees, pomegranate trees, agaves, camellias, mimosas grows in this area. The Bay has been inhabited since antiquity and has some well-preserved medieval towns. The picturesque towns of Kotor, Risan, Tivat, Perast and Herceg Novi along with their natural surroundings are major tourist attractions. Founded in the 15th century, Cetinje is a town of immense historical heritage. It became the center of Montenegrin life as well as a religious center. It is because of its heritage as a long-term Montenegrin capital that it is today the honorary capital of Montenegro. Cetinje, located at the foot of the Lovcen Mountains, was the old capital of Montenegro for centuries and the original point of Montenegrin spirituality. The patina on the faces of the buildings contains messages from the past creating a link with today. Its urban development, strongly connected with the Montenegrin history, has succeeded to, on such a small area; produce a unique architectural entity which reflects eclectic styles from the end of XIX and early XX century.
