INTRODUCTION
•
On 26th July 2018, Ladakh Autonomous Hill Development Council Leh constituted a special committee for strategic planning for the town of Leh.
•
To understand the multi-dimensional changes happening in Leh and surrounding areas, and gather views of various stakeholders and experts about future risks and challenges
•
To address the unplanned development, haphazard physical growth
•
To ensure economic growth, sustainability, resilience and higher quality of life

EVOLUTION
1. Participation •
Every major government and private institution involved in local development and governance must review this Vision to identify their roles and responsibilities
•
This Vision must guide future decisions and actions of all parties, especially in creating and enforcing institutional frameworks and regulations
•
LAHDC, Leh, the Government of the Union Territory of Ladakh and all Departments, Municipal Committee, Leh, Defence forces, the police, private associations (e.g. ALTOA and All Ladakh Hotels and Guest Houses Association) and religious organizations, schools, NGOs and citizens, all have important roles to play.

2. Execution •
The LAHDC, Leh must create a new Empowered Standing Committee (ESC) to plan and monitor the implementation of the Vision 2030
•
This Committee of 12-15 members should include government officers, citizens and experts, hold monthly meetings and publish their proceedings for public feedback, and coordinate various projects related to the development of Leh
•
The first deliverable of the ESC must be a detailed “Action Roadmap” detailing projects with clear timelines, budgets, the responsible authority or department, and metrics to monitor success.
•
Move a delegation to the honourable Governor proposing a inter marriage alliance of Leh vision 2030 to Ladakh vision 2050 and making it become a part of the Master plan.

3. Evolution •
The ESC must produce an “Annual Implementation Status Report” and update the Vision and Action Roadmap each year, so that the Vision remains relevant and people can participate in the process.
•
A continuous schedule of public feedback consultations and expert meetings should be planned.
•
The Vision must become a living document that is periodically reviewed, debated and updated.
