Encounter with a ‘strange looking venter’
The Platinum Gazette team were in Lydenburg / Mashishing for a few errands, as well as the official opening of the new Westvaal Mashishing / Lydenburg premises last week Thursday. While dispatching the e-mail newspaper to subscribers from our laptop in the parking lot at The Heads shopping centre, a tapedup car with a funny looking trailer growled (as in really growled) past, stopped over two parking bays before the driver got out, locked up the German license plate carrying vehicle and disappeared into a shop. What happened next was that our reporter went to investigate, found two lady spectators at the car and she was promptly requested to take a few cellphone pictures of them with their cellphone’s camera as memories. While posing in several imaginative poses, they commented on the ‘strange looking venter’ and the origin of the car. By that time the driver emerged from the shopping centre, eating an ice cream in the searing heat, and promptly turned into a spectator himself, looking bemused at the shenanigans going on around his car. Platinum Gazette’s editor quickly gleaned from the driver that he was from Germany, the ‘venter’ was a towing dynamometer with lots and lots of wires that lead into the vehicle. All logos and names were either taped or painted out. The driver told the newspaper “this is an AMG version of a new Mercedes-Benz. We are testing it on the mountain passes around Lydenburg and Sabie and I am now on my way to Sabie to measure and test gas flow in the engine”. After the conversation the friendly man got into the car, got the rig moving, and growled towards Long Tom Pass …

Talks between RAL and mines for better roads Community members take justice into own hands Community members took justice into their own hands killing two suspected burglars in Apel. The incident happened at around 20:30 and the identities of the deseased is not known. The two middle aged men were allegedly dropped off by a motor vehicle a few metres away from the local health centre. They were taken in and later transferred to hospital for further medical treatment. They had both already succumbed to their injuries on arrival at the hospital. The Police were summoned and reacted swiftly resulting in the initial investigations and a manhunt ensued. The motive behind this incident is not clear at this stage but mob-attack or vigilantism may not be ruled out the police said later this week. Meanwhile in the Mecklenburg Policing
area, a house with all its contents was torched by an unknown group of community members on 5 February at about 21:00. This happened at Maandagshoek. A group of community members allegedly attacked and torched the house of one of the local Mine managers and disappeared into darkness. The suspects are unknown and there are no arrests. The motive behind this incident is not clear but the Police investigations are still unfolding. A case of arson was opened and the estimated damage caused during this incident is over R800 000. Anyone with information that can lead to the arrest of these suspects on both incidents and on the identification of the two deceased on the Apel incident, may contact Captain Richard Boshomane at 079 894 5501 or the crime stop number 08600 10111 or the crime line sms 32211 or the nearest Police Station. “Taking the law into one’s own hands is always a serious transgression of the Laws of this Country including the community Policing principles and as such, it must be condemned with the most strongest possible terms. The senseless and barbaric acts which are still taking place in some parts of this Province, must stop abruptly in the spirit of partnership Policing and community Policing and for those who are still closing their ears, the Police are going to deal with them mercilessly and without compromise, “ said Lieutenant General Ledwaba, The SAPS Provincial Commissioner.

The Roads Agency Limpopo (RAL) is reaping the benefits of its resourceful association with the mining Industry and proudly spoke about this at the Mining Indaba in Cape Town this week. “On 16 February, RAL has planned to engage with several mines in Sekhukhune area relating to specific area-based roads,” says Maselaganye Matji, the Agency’s Chief Executive Officer. RAL is trying to create partnerships with the private sector relevant or benefiting from the Limpopo Provincial road infrastructure network to help augment its constrained budgetary and financial resources. Mines, together with agricultural and tourism sectors, have been identified as critical stakeholders to the business of RAL as they rely on the roads built and maintained by RAL for the success of their businesses. The mining sector, particularly, has been the flagship of this approach. RAL has, amongst others, partnered with Marula Platinum, Exxaro, De Beers and Anglo Platinum for projects in Limpopo. “This is RAL’s continued effort to ensure that we join hands in improving the Limpopo road infrastructure. R100 million is the amount targeted for the current financial year.” The provincial roads provide a feeder role to the mines as they use these roads to transport their raw materials and products. Since adopting this strategic partnership approach, RAL has raised more than R382 million and continues to secure more partnerships. RAL has been mandated to manage, control, plan, develop, and maintain the provincial road network on behalf of the Limpopo provincial government. The road asset portfolio of RAL measures in the extent of 20 260 kilometres (km), of which only 5 974 km is tarred and the balance of 14 286km is gravel or dirt roads. The Agency obtains its revenue from the Limpopo Provincial Government in the form of Provincial Roads Maintenance Grant (PRMG) and equitable share. The total budget allocation for the year under review for both PRMG and equitable share was R836 million. In this regard, the more than R380m secured in strategic PPPs in additional funds has made a generous impact on the Agency in its mandate of delivering quality roads. “We are not only targeting mines and agricultural companies only but also technology solution-oriented companies that can help RAL with, for example, building roads cheaper,” says Matji.
School traffic chaos Every afternoon when the schools close for the day a massive traffic jam ensues. Calvin College and St. Thomas College are
situated in areas where major traffic pass. This means the additional pressure at closing and starting time can easily create a gridlock as people are impatient and form illegal traffic lines. Simply ignore traffic signs and block lanes of oncoming traffic. This with massive pedestrian traffic in between. Perhaps the traffic department should consider enforcing traffic rules at the times in these areas?

ENVIRONMENTAL BASIC ASSESSMENT PROCESS (SECTION 24G APPLICATION) CALL FOR INTERESTED AND AFFECTED PARTIES SECTION 24G APPLICATION: INSTALLATION OF A 23m3 DIESEL TANK AT SYLVANIA (LANNEX SECTION) ON PORTIONs 1 and 3 OF THE FARM GROOTBOOM 336 KT REF: SYLVANIA LANNEX DIESEL TANK 2018 Notice is hereby given in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) (NEMA). Sylvania installed a 23 m3 diesel tank at their Lannex operation in 2016. The installation of the diesel tank triggered the need for an Environmental Authorisation in terms of the 2014 NEMA regulations following a Basic Assessment Process. Sylvania received an environmental authorisation dated the 20th February 2010 for the installation of two 30 m3 diesel tanks in terms of the regulations published in Regulations R385 and R386 of 2006. However, the authorisation lapsed in February 2013 as the diesel tanks were never commissioned. As the 2010 authorisation has lapsed, Sylvania Lannex Section contravened the requirements of the NEMA in that they constructed a 23 m3 diesel tank without the appropriate environmental authorisation. Sylvania is thus proposing to rectify this by the application for correction of an unauthorised activity in terms of Section 24G of NEMA. Location: Remainder of Portions 1 and 3 of the farm Grootboom 336 KT located in Greater Tubatse Local Municipality (Greater Sekhukhune District Municipality) Limpopo Province. The development constitutes the following: Operation of a 23 m3 diesel tank already on site. Applicant: Sylvania Platinum (Pty) Ltd (Lannex Section). Environmental Process: Sylvania has appointed Prescali Environmental Consultants (Pty) Ltd, as independent environmental consultants, to draft the Basic Assessment Report for the section 24G under NEMA, and assist with public participation as required in terms of the NEMA. The following listed activities in terms of the 2014 Regulations were identified: R 983 Activity 32, R 985 Activity 10 and 26. As Sylvania is classified as a mining related activity, the application will be submitted to the Department of Mineral Resources as the appointed Competent Authority. Public Participation: The purpose of public participation is to inform Interested and Affected Parties (I&APs) regarding the proposed development, as well as the environmental process. I&APs will also be provided the opportunity to comment on and contribute to the identification of environmental impacts of the proposed development. Should you wish to register as an I&AP, please send your details (name, contact information and interest in the matter) to Prescali (For Attention: Petro Erasmus/ Corlien Lambrechts, Ref. SYLVANIA LANNEX DIESEL TANK 2018) to reach us by 20 March 2018. Public Meeting: Prescali will host an information meeting and the details will be provided to registered Interested and Affected parties. The purpose of the information session will be to discuss the project. Consultants: Prescali Environmental Consultants (Pty) Ltd. P.O. Box 2544, Montana Park, 0159. Tel: 012 543 3808.
