Back to work at Modikwa
Traffic volumes were as expected very high on all the roads in the Greater Tubatse municipal area during the Easter weekend. Not everybody kept to the rules despite heavy Police and traffic authority presence on the roads. This little man was oblivious of the dangers of driving on a public road when he attended a soccer match in Riba Cross with his very safe and roadworthy one-wheel vehicle on Saturday.

The wage dispute at the Modikwa platinum mine, a joint venture between African Rainbow Minerals (ARM) and Anglo American Platinum, has been resolved. ARM confirmed on Tuesday that Modikwa signed a two-year wage agreement with the National Union of Mineworkers (NUM) and that some 3 000 striking employees were expected to return to work and resume production on Wednesday. Production at the platinum mine near Burgersfort came to a halt more than three weeks ago when NUM members downed tools over wages and conditions of employment. The mine confirmed that it lost about 1 000 oz of platinum-group metals a day during the strike. Just before the Easter weekend the talks between NUM and the mine collapsed. Earlier during the strike protesting mineworkers barricaded roads leading to the Modikwa platinum mine. Limpopo public order police kept a watchful eye during the strike and at one stage strikers had to be kept under control by firing rubber bullets at the strikers. Members of the National Union of Mineworkers (NUM) embarked on a protected wage strike today seeking a 12% wage hike, against the company’s offer of 9.5% for the lowest paid workers and 8.5% for higher paid workers.

They did not rest During the Easter weekend, the Police in Tubatse were very busy with crime prevention. Operations such as roadblocks and stop and search were conducted together with the provincial and municipal traffic officials to monitor the situation the roads, including the R37, a national road. The aim of the operations was to ensure road safety during the festive weekend. Police and traffic officials focused on problem aspects such as drunk drivers, noncompliance with the Road Traffic Act, unroadworthy motor vehicles, un-licensed drivers, dangerous and illegal objects. During the operations people were arrested for driving motor vehicles under the influence of alcohol, non- compliance of the Road Traffic Act and those who failed to pay their previous fines were also scanned into the system and they were arrested if a warrant of arrest had been issued. Patrols and raiding of liquor establishments were also conducted at hot spots such as Riba Cross, Bothashoek, Ga Mashamothane, Ga Madiseng and Praktiseer. Some of the liquor licence owners where fined for non-compliance of the Liquor Act while other people were arrested for drinking liquor in public.

Nkwe update Nkwe Platinum Limited says the company and its major shareholder and BEE Partner, Genorah Resources Pty Ltd are continuing to finalise joint venture and mine development negotiations over the coming weeks. The company says all relevant environmental bonds have been posted in accordance with the terms of the Mining Right. The company says upon finalisation of the company’s joint development plans and financing initiatives, Nkwe will update the market on the final terms of the proposed offer of 100m options ($0.35, 31 December 2012) to shareholders and former optionholders as announced last year. Nkwe is listed on the Australian stock exchange and plans to mine on various farms adjacent to Modikwa Plaatinum mine. Two projects are currently on the way near Burgersfort, namely Garatau and Tubatse, Additionaly the company is still busy with exploration at the Pilanesberg project in the western bushveld.

Two Rivers Platinum investing in the young The foundation phase teachers and learners from Maremele Secondary, Madibeng Primary School and Maabana Day Care Centre in Kutullo, Steelpoort Park as well as Mahlagare Primary school in Kalkfontein, Ga-Masha are the proud beneficiaries of a Two Rivers Platinum sponsorship of R80 000 which includes support material and further teacher development. The partnership between Two Rivers Platinum and Imfundo Ikusasa lethu, an organization specializing in English literacy within rural communities, is aimed at training 18 Gr 3 to Gr 7 teachers as well as giving over 1139 learners a head start in life. They teach through storytelling and song. According to the mine, the Limpopo Provincial government has declared war on poverty and unemployment and is focusing on a few identified districts, including Sekhukhune, where most of the mining operations are based. The high levels of illiteracy and lack of mining related skills have made it difficult for the mines to recruit the locals into core positions. The abovementioned government strategy finds expression in the IDP and LED programmes of the various municipalities. In view of the above and in line with its Social Labour Plan (SLP), Two Rivers Platinum took a conscious and deliberate approach to support the development of co-operatives and invest in the education of the local communities, with special focus on early childhood development (ECD) and adult basic education and training programme (ABET).
“We also seek to balance the need for intervention with the potential for sustainability and profitability. We are conscious of the fact that early childhood programs recognize the importance of preparing children for success in school and later in life, hence Two Rivers Platinum Mine’s focus in this space. We hope to ultimately make a meaningful contribution in the quality of the provincial senior certificate (Grade 12) pass rate”, said the Adriaan de Beer, business leader at Two Rivers Platinum Mine. Until now, decent early childhood development facilities, appropriate for implementing school readiness programmes and especially geared towards providing a pipeline for human capital required by the mining industry within the rural communities surrounding the mines in the Steelpoort Valley were non-existent. Whilst everybody was focusing on the Grade 12 results, Two Rivers Platinum, decided to plug in this most ignored and critical pillar of the strategy, the early childhood development area (ECD). “Our operation has long been a leader in this effort and in defining the goal of social competence. Our aim has always been to leave a long lasting legacy in the communities and we are glad that we are on track in achieving just that. Our investment is long-term. We trust that this will ultimately benefit future generations”, said Bethrum Dzonzi, the Public and Corporate Affairs Manager at Two Rivers Platinum Mine.

‘We don’t want permits’ The Batubatse Hawkers Organisation on Tuesday marched to the Civic Centre to present councillors with a memorandum of demands. The hawkers were led by Mr Jackson Tjatjie who first read out the memorandum under intervals of cheering and applause, before handing it to Cllr Serothoane (GTM Portfolio Head LED) and Cllr Mphogo (GTM Portfolio Head Finance). Points included on the memorandum were the recognition of their structure, eradication of permits, stalls, water and toilet facilities, by-laws, unlawfull demands of
payments from members and harrassment they allege happens, compensation of removed members, a budget for hawkers in the municipality as well as the immediate investigation of a levy of R120 per year. Mr Tjatjie gave the municipality seven days to respond to their demands. The currently recognised hawker structure is the Greater Tubatse Hawkers Association’s Burgersfort Cluster. They are in the process of implementing a permit system together with the municipality’s Department of Local Economic Development (LED). Through this regulation, the association would like to ensure fair trade and the upgrading of hawkers’ facilities in conjuction with GTM and other businesses. Plans and
negotiations for this has been on the table since last year. The recognised structure’s management told Platinum Gazette that they’ve heard that many of the hawkers who took part in the march on Tuesday were not from Burgersfort and were transported from villages further away. They also said that they will continue with the permit system and the enforcement thereof as agreed with the municipality. Tuesday’s march took place under the watchful eye of police officers.

Crime snippets from the cluster Desmond Tshepo Sebopela (27) was sentenced to 10 years imprisonment in the Praktiseer regional court on 4 April 2012. Sebopela and another suspect that is still at large robbed a Taposa Bakery vehicle at Mapareng on 30 October 2010. They took money and cell phones from the victims before locking them in the rear canopy. The men then robbed another shop at Mapareng, also taking money and cell phones. Dagga confiscated by Tubatse SAPS On 9 April the Tubatse SAPS arrested a 31-year old man for cultivating dagga. The SAPS noticed the dagga plant while attending to a complaint of assault in Shushumela in Praktiseer. The plants were confiscated. The suspect was due to appear in court this week. On 8 April the Tubatse SAPS arrested a 24year old man in connection with murder. The suspect and his 22-year old victim allegedly had an argument with another man. According to reports the 22-year old man was stabbed with a knife after this incident. He died on the scene. The accused appeared in the Praktiseer Magistrates Court on 10 April and was not granted bail. The case was postponed to 13 April 2012. (Information: Const. J Movundlela, Tubatse SAPS) The Tubatse SAPS arrested a 48-year old man for violating a protection order on 7 April. The man allegedly assaulted his 30-year old wife. She opened a case at the SAPS and her husband was arrested on the same day. He appeared in the Praktiseer Magistrate’s Court in 10 April and was granted R1000 bail. Register for the GTM Emerging Contractor Support Programme The Greater Tubatse Municipality held its inaugural Emerging Contractor Support Programme briefing on the 5th April 2012. The purpose of the support programme is to assist the local based contractors with technical skills and competencies that will enhance their capacity to participate in municipal and other government infrastructure development projects. The Municipality has realised that most small and emerging local contractors lacks proper comprehension of the tendering process, but also their poor technical and skills capacity limits their chances of competitively participating in the construction sector business. The program will, although not limited to these, focus primarily on contractor skills training in the areas of tender and projects pricing, tender documents packaging, on site construction mentoring, training in Extended Public Works Programme and other accredited training skills. The municipality will also put in place in-kind resources to ensure sustainability of emerging contractors through financial work guarantees, cash flow support through short invoice payment turnaround time and facilitation of project opportunities in other sectors around the municipality. We would like to see this program ensuring growth and sustainability of contractors from small emerging to medium businesses that requires little support from government, but also the program will allow for construction sectors transformation to ensure women,
youth and disabled population participation in this sector. The government construction sector in Tubatse area, given government infrastructure plans and the existing backlogs, is worth around R5,1 billion in the coming three years and surely there is room to create employment and economic opportunities for women headed families, young and disabled people. All small and emerging contractors are encouraged to participate in the program for business growth and sustainability. The current intake is on and the closing date for the intake of the first group is Friday the 13 April 2012 at 16H00. All submissions after this date will be considered for the second intake. To be eligible to participate those interested must be local contractors, have CIDB registration of between levels 1- 4 in build, civil and electrical construction, have valid tax clearance and attach business profile together with CIPRO documents and ID numbers. To register those interested must obtain a bid registration document from the municipality’s cashiers in Burgersfort for a non-refundable amount of R50, attach all relevant documents mentioned above and submit the completed document in the municipal tender box at the Civic Centre. Are you confident South “Just be confident in this country that you are safe. This country is safe,” was the words of President Jacob Zuma this week. He spoke at the annual Intelligence Services Day commemoration in Pretoria. This day serves to commemorate intelligence operatives who lost their lives doing their work. Parts of the event which was closed to the media also included an awards ceremony during which excellence within the intelligence community were recognised. President Zuma also said: “There is no country which can exist without its intelligence”. He assured everyone that South Africa give attention to this as intelligence services has a very specific duty within a country. On an international level South Africa is currently a major target for criminals dealing in rhino horn. This illegal trade has seen more than 100 rhino being poached this year alone. According to international monitoring organisations South Africa is also perceived to be and easy target for money laundering, drug syndicates and a possible logistical hub for extremist activities. We asked readers what they think about President Zuma’s statements. Do they feel safe and do they think South Africa is safe from international threats such as terrorism and other criminal activities?
Mr KK Mahlokoane said: “No, the President has too much power. We are not safe. We have got so many undocumented people in our country. We cannot trace them and that opens us up for crime”.
Ms Salomé Makofane said: “It is a safe country. People from outside South Africa wants to come here and that means it is safe. We are not 100% protected, but we are ok”.
Mr Elliot Mashala said: “I don’t agree with President Jacob Zuma. Especially because of all the corruption we see. International criminals are free to come and go”.
Ms Duduzile Mdluli and Ms Kholofelo Mashego said: “No, it is not true. South Africa is not a safe place. We find many people get killed here. People also do illegal things. Especially piracy of CDs and DVDs. We don’t like that. It is not so much the international crimes and criminals that is a problem, but the local crime”.
Mr Anthony Mashego said: “Yes, I agree with the President. Up to now we’ve not had any international threats. Not like the wars in the Arab states and Syria. We also have good law enforcement and our constitution protects everyone. It is only local crime and corruption that we have, and all countries have that. We still have to do more to reduce crime and corruption.

They always promise they will do this or that, but they don’t do it. Right now we are safe from international criminals, but not local crime”.
Mr Khumalo Themba and Mr Sydney Mashego said: “It is not safe here. People get killed. Even from international crime we are not safe”.
Mr Nicholas Nkoenyane said: “You can’t walk freely at night. Hi-jackings and housebreakings also affect us. South Africa is not a safe place. Drugs from outside South Africa is a problem”. Mr Bongane Lawrance said: “I do feel safe in South Africa. It depends on people’s perceptions if they feel safe. For people from outside South Africa - tourists and workers - it is not safe. This is caused by lazy people who blame outsiders for taking their jobs. These people then commit crimes. The President must try to change how we think”.

Mr John Mokwena said: “South Africa is not safe. There are too many tsotsi’s. We have no terrorism, but things like drugs and human trafficing happens on an international level”.
Mr Michael Phago said: “I don’t think we are safe. We are from different backgrounds and some people because of that gets influenced to be corrupt”.

A clean environment while creating jobs Tubatse Chrome, a division of Samancor Chrome, is committed to creating job opportunities for locals. Since 2010, Tubatse Chrome has worked with Mrs Fast Maimela to coordinate a group of individuals from the local communities to clean the R555 from Steelpoort to Tubatse Residence on a bi-weekly basis. Mrs Fast says that they employ people from the local communities who have no jobs. Because they gain experience, they then tend to later secure other jobs, which in turn give other people
opportunity to gain employment. Margaret Mkhabela has been employed through this effort since September 2010. She says her life has changed since, seeing that she now earns money to provide for her household. Tubatse Chrome General Manager, Desmond McManus says “We are grateful for their willingness to help us – the R555 road is looking much better since they started picking up the litter. It’s Rally time in Lydenburg The Absa Off Road Championship is set to again boost Mpumalanga coffers and increase awareness in the area as a tourists destination. The Toyota Dealer 400 on April 13 and 14, round two of the Absa Off Road Championship, is expected to give Mpumalanga a financial pick me up of a few million Rand. The event is based in Lydenburg with hotel, lodge and bed and breakfast accommodation in the town and surrounding areas booked out as around 60 teams, service crews, supporters and off road enthusiasts prepare for the event. Apart from accommodation there is also a boost in business over the race weekend for restaurants, filling stations and fast food and take away establishments. An additional bonus is the exposure Mpumalanga gains as a tourist attraction. The event will again be based at Lydenburg Toyota with race headquarters and the designated service area at the new state of the art dealer premises. The premises have been relocated from the town centre to opposite the new shopping mall on the road to Long Tom Pass. Lydenburg Toyota dealer principal, Fanie Erasmus said over the years the race had developed into an important annual event in Mpumalanga. Apart from a cash injection for
the area and increased awareness as a tourist destination, the race also engendered a community spirit in Lydenburg and surrounding areas. “It is a community effort that involves town people, farmers and land owners in the area,” Erasmus said. “The financial benefits are tangible but the event also draws the local population closer together. “Major role players like land owners Piet Rabie, Dalene van Rensburg, Jaco Coetzer, Coromandel Estate and Boschhoek Estate do a great job of liaising with other land downers and farmers, and work closely with race director Adri Roets when planning the route.” The traditional start of the race outside Lydenburg Toyota is again expected to draw a huge crowd before competitors complete two laps of a 175 kilometre loop. There will be a compulsory 15 minute stop at the end of the first loop at the designated service park at Lydenburg Toyota. The Donaldson Prologue to determine start positions for the race will start at 12:30 on Friday, April 13 and will be run over a 60 kilometre route. The race will start at 08:30 on Saturday, April 14. Public access to race headquarters, the designated service park and to spectator points along the route is free of charge.

Visser/Weiss en Griffioen/Marais het eers aan die Noordelike Streeksveldrenkampioenskap deelgeneem. “Dit is goed om nuwe gesigte in die sport te sien, veral as hulle vanuit die Noordelike Streke en KwaZulu-Natal se streekskampioenskappe kom,” het Schilling gesê. “Dit bewys dat die sport op grondvlak gesond is en die kommissie sal voortgaan om verdere ontwikkeling in dié kampioenskappe te beklemtoon.” Die hoofkantoor en aangewese dienspark vir die Toyota-handelaars 400 sal by Lydenburg Toyota op die pad na Long Tom-Pas wees. Maatlopo United last week collected maximum points away from home when they won against Mooihoek Real Touch with a score of 3-1. The Thabo Mabuza Soccer Tournament took place at the Lehlaba school sports grounds at Riba Cross. Four teams competed and for the future an even bigger event is planned. This may include netball and other sporting activities as well. The event fell over the Easter weekend and provided good entertainment for locals who did not travel to attend church services all over the province. Soccer enthusiasts were quick to take shelter under the tent, put up especially for the occasion. By lunch time they also started their fires to have a relaxing braai. SPORT Kings on the throne Kings stormed over REE United to win 4-0 Dr Thabo Mabuza, a medical doctor in Burgersfort last weekend hosted the Thabo Mabuza Soccer Tournament at Riba Cross. Dr Mabuza grew up in Riba Cross and wanted to give something back to the community in which he grew up. He would like to encourage the young people of the area to become involved in sports rather than criminal activities. The tournament had two teams from Praktiseer and two from Riba Cross competing for the top position. The first game was between Liverpool and Kings. During this game Kings showed their superior skill and walked away victorious with a 5-2 score. The second game of the day was between Maeba Swallows and REE United. REE United won 2-1. After an hour’s rest, the final took place between Kings and REE United. Kings once again stormed to victory with 4 goals to none. The first prize was a complete football kit, ball, trophy, gold medals and R1000. The second prize was R500, silver medals and a soccer ball. The third and fourth teams each received a football. Dr Mabuza thanked the
community and players for their support of the tournament. He also thanked Pick n Pay Steelpoort who sponsored the energy drinks and water for the day. The event is set to become and annual tournament.
