Looking State of the Local Municipality Address good or not? - highlights
“Our IDP and budget for the 2013/14 financial year stand at R532 224,195. This makes a total increase of more than 50% of the total budget of the 2012/13 financial year budget. The total budget comprises of the following; · Capital budget R 307 577,140 · Operational budget R224 647 ,055
Despite an ongoing peaceful protest by a group of villagers from mainly Mapareng and Malaeneng about electricity at the venue of the State of the Local Municipality Address at Leboeng last week Saturday, Greater Tubatse Mayor, Nkosi Josias Mahlake, took a triumphant ‘victory tour’ amongst those present (photograph bottom left) before the official programme started. As the proceedings started late, Platinum Gazette toured some of the villages in the vicinity and found that access to Malaeneng (the road from Phiring) was blocked with large stones (front page). The road to Mapareng was open and the road to Mafarafara (after going through the narrow kloof ) was partially closed. Policemen present at the event at Leboeng told the newspaper that the blocking of access roads was probably instigated by protesters to prevent people from attending the SOLMA as well as preventing the Police from getting into villages. Whatever the case, the large scale cutting-off of villages before the SOLMA was prevented. Although no attendance records were broken, quite a large number of people attended the event and even the protesters kept quiet when gospel star Winnie Mashaba and her troupe entertained all present.

The Neighbourhood development programme grant is assisting us with R107 million which is going to be utilised to develop Praktiseer township. We hope that the budget presented here today will go a long way in addressing the basic needs that are at the heart of our communities. In addition the Sekhukhune District Municipality is spending over R200 million to provide water in our Municipality. The projects include bulk water supply, connector pipes, water treatment works and reticulation. We are also fortunate to receive the highest allocation of VIP toilets which is 14 517 units. High speed internet going rural For many years, users of Kgautšwane Tele-Centre, situated at the Kgautšwane Community Development Center (KCDC) had to be satisfied with a slow Internet connection. This was better than absolutely no internet, but visitors complained about the slow connection. Marco Brass, a volunteer working in the Tele-Centre until July this year and his local colleague, Richard Makofane tried to improve the speed together with the operator of the centre, USASSA. One of the centre’s main user groups are students from the University of South Africa (Unisa). Marco Brass says: “It took students up to 20 minutes only to log into their student accounts”.
A new satellite dish at the Tele-Centre has now improved the connection speed immensely. “It is now possible to surf smoothly and even to download for example YouTube videos” Brass explains. “Computers and the internet are the future. Even if many people think they are too complicated, they are nowadays part of our daily life. You can hardly apply for a new job without having to e-mail your CV,” he adds. Brass and Makofane assists the local community through lessons on how the use the computers and their programmes. The service is free, but a R10 per hour fee is charged when using the computer. The Joshua Generation Choir went on an outreach to Sunrise Pre-School at Riba-Cross. A 120 children are being looked after at Sunrise Pre-School. They are aged 0 - 5. The Choir sang to them and donated non-perishable food collected at Joshua Generation. Money from a local business will ensure that their outside play area gets covered for protection agains the sun and rain. The Joshua Drama group performed a drama and the group played with the children while enjoying the day out.

To make workers permanent Farm workers, mine workers and domestic workers are some of the people who may benefit from proposed changes to the labour law. The Parliamentary Portfolio committee on Tuesday voted in principal for the approval to restrict employment of labour brokers by employees to three months. ANC MP Buti Manamela explained that: “After three months these workers will become full-time employees with equal pay and equal benefits. We think that if someone is in temporary service beyond three months it becomes clear that there is a need for that person on a full time basis”. The actual vote on this issue will take place next week in Parliament. Should this three month regulation be voted in Labour MInister Mildred Olipant will specify to which industries it will apply. “We are targeting and protecting the most vulnerable of people...mainly farm workers, mine workers and domestic workers. Those people are the people we are trying to protect, not just their jobs, but the quality of their jobs,” Manamela added. The Freedom Front Plus objected to the three month regulation, stating that it could threaten job creation. Their spokesperson, Anton Alberts said: “It could damage the flexibility of the labour market and keep people out of the workplace who would otherwise have had jobs. Employers will therefore, rather not employ anybody than allow temporary workers to become permanent workers”. They proposed that the three month period be extended to six months. The ANC however believes that there is no proof that regulating labour brokers would result in job losses. He added: “We were under the impression that all political parties in parliament agree that there is a need to regulate the practice of labour brokers. We can’t have people being temporary employees for five years”. Platinum Gazette asked readers what they think about this issue.
Mr Thomas Moloana said: “It is a good thing they want to bring in. There will be job security for people. Things will be alright. The employers will not let people go because they will still need them”.
Ms Thandy Moriri said: “It is a good thing. It will not increase unemployment as the employers need the workers. The workers will now get job security”.
Mr Jossy Moime said: “It is a beautiful thing they want to do. It is good. People need benefits. They need things like pension and medical”. With him is Dignity.

It will be fine for the workers if they must employ people permanently after three months”. Mr Frank Malepe, Ms Maggy Sekopa, Ms Tshepo Mopane, Mr Petrus Madira and Ms Sandra Madire said: “It is good to regulate the labour brokers. Most people don’t get benefits now, even though they are employed longer than three months. If the business can then not afford the people on the long term they will have to follow procedure and retrench people which means that you will not sit with nothing like when a contract ends”.

Mr Joseph Magoma said: “It is a good thing. Labour brokers must help people to become permanent between 3 - 6 months. Companies should not be allowed to keep someone on contract for longer than a year, then they must be permanent”.
Mnr. Robbie van der Watt sê: “Ek voel hulle moet die mense ten minste ‘n jaar laat werk voor hulle permanent aangestel moet word. Na 3 maande het jy nog niks bewys nie. Baie keer vat dit amper 3 maande op ‘n nuwe plek om die mense te leer ken”.
Mr Mofologela Makhushi said: “Labour brokering is in a way like human trafficing. Labour brokering is exploitive. People must have job security so this is a good idea.”

Don’t miss the ultimate rugby day at Winterveld Winterveld Buffels Rugby Club received new field equipment, proudly sponsored by Thornburn Security. The equipment includes new post protectors, corner flags, line wedges and flagmen flags. “We would like to thank Dolf Scheepers and FC Smit for their contribution, it is much appreciated. We are all aware, there are huge financial implications in the running of such a club. Players need to travel as far as Mussina/Polokwane/ Potgietersrus/Groblersdal for league fixtures and efforts must be made to have an income to support the club with transport fees to distant fixtures. Thus, the Buffels Rugby Club will be hosting a rugby day on 29 June starting at 12h00 at the Winterveld Recreational Club’s rugby field. Ohrigstad, Groblersdal, Dendron, Louis Trichardt and the Buffels will be competing. The first teams of Steelpoort Academy and Ohrigstad Primary school will participate in a rugby match, prior to the league games. The new field equipment will be utilised on this day for the first time. The public is welcome to come and join us for good, old fashioned, hard club rugby. A cash bar and boerewors rolls will be available next to the
field during the course of the day’s rugby games. After the day’s events on the field, Jaco Labuscaghne and Die Broers will entertain the public, spectators and players in the Valleifees Hall next to the field. Tickets are available and include a nice warm meal. Only a limited amount of tickets are available. A ticket costs R100 an adult and R50 for kids under 12. Once again, there will be a cash bar as well as a few rugby jerseys that will be auctioned, one belonging to Stephan Terblanche from the Sharks. First local Pro-20 cricket season into semi’s The first 2013 season of the Local Pro-20 cricket is nearing its end. The top teams will compete for the title in the next week. The semi-finals will be played as follow: 18 June and 20 June. By the time of going to press all the semi-final team names had not been available.On Saturday 22 June the final and the loser’s final will take place.

SPORT Ohrigstad tops again The Ohrigstad soccer team played gainst Masters of Kgautswane (Ga-Molai) in a a gambling game last weekend. The Ohrigstad team won 3-2. The goal scorers were Titus, Shadow and George. All the team members are employed and not always available to practice and play competitions.
