Minerals Council engage with hope for the future The Minerals Council South Africa (Minerals Council) engaged with junior miners during The Junior Indaba on 5 June. The Minerals Council CEO, Roger Baxter engaged in a panel discussion relating to the current political, regulatory, operational and investment environment for junior miners in Africa. Emerging miners in South Africa are faced with a number of challenges including, among others, delays in the administration of

mining rights and water use licence applications which have a negative impact on the development of projects and, in some instances, a lack of technical expertise among smaller companies. Baxter noted that: “We believe that the emerging and junior mining sectors are critical to the survival and future of the South African mining industry. South Africa has a significant minerals potential, but without a nurturing environment that encourages long term investment, those mineral

deposits will remain sterilised with no value created for the country. For the first time in several years, thanks to political developments in the the ruling African National Congress and their impact at national government level, there now exists a great deal of scope for hope for the future of the mining industry in South Africa as a whole”. The Emerging Miners’ Desk, established by the Minerals Council was mandated to assist emerging miners by providing advice,

support and to act as a resource centre for the smaller Minerals Council member companies. Over 200 members form part of the Emerging Miners Leadership Forum. Some of the assistance coming from the Emerging Miners Desk are raising finance for projects, some technical aspects of mining such as geology and engineering, skills development and compliance with the Mineral and Petroleum Resources Development Act and the Mining Charter.

Lawlessness at the end of the school day

Public hearings next for Review Committee The Joint Constitusional Review Committee working with the issue of land expropriation without compensation will be conducting public hearings around the country from 26 June 2018 to 6 August 2018. Provinces with larger rural areas will have four days set aside for hearings while other provinces will have three days of public hearings. At least one of these days will be on a weekend to ensure that those working will also be able to participate in the process. More than 100 000 written submissions were received on the issue of land expropriation without compensation. The bulk of this, around 64 000, came as a result of a single WhatsApp group that was created by a group to clog the system. A further 1 100 came from AfriForum. The committee will be engaging with among others academics, researchers, stakeholders, faith-based organisations, traditional leaders, the South African Local Government Association and government departments so that the Members of Parliament can get a better understanding of what they will be dealing with when they are going to the provinces. Oral submissions are due in Parliament from 7 to 17 August. Deliberation inputs will occur between 4 and 7 September with the adoption of the report expected on 11 September 2018, where it will make a recommendation to the National Assembly. The committee has 24 members made up of the National Assembly and National Council of Provinces members. Keep an eye on the media to see when the public hearings will be taking place in Limpopo.

The perception that drivers would be more careful when their passengers are groups of school children may just be blown out of the water in Burgersfort. The traffic light at the crossing to Calvin College and Tubatse Crossing Mall is an exceptionally hazardous place at the end of the school day. Learner transport in various forms mix with normal traffic without regard for lanes, oncoming traffic or the law. Being in a queue towards the light means nothing as you will probably be bullied by one of these drivers trying to skip the queue and push in front. Perhaps the presence of traffic officers enforcing the law by regulating the traffic, fining those not keeping to the road rules, skipping the line regardless of oncoming traffic and so forth will bring back some order?

Loading vehicles for safe transportation of goods can be tricky and with rules governing passenger transport on the back of vehicle having changed, even more so. Vehicles loaded like this with anything from brooms, paint, food and people can be spotted in Burgersfort every month-end. (The number plate had not been digitally removed to protect the driver. The vehicle does not have one).

Last year this storm drain cover was brand new. New covers were installed all along Morone Street in Burgersfort after the road received a new layer of bitumen. This street is however one with daily heavy vehicle traffic as delivery vehicles visit the surrounding hardware and grocery stores. These trucks simply pull onto the sidewalk and drive over these stormdrain covers resulting in the damage as shown above. Apart from the damage caused by these trucks (for which the delivery companies are not being held accountable) these trucks are the most common cause of major traffic congestion in Morone Street.

Early childhood development gets a boost with help from DCM

Ga-Malekane in the Ngwaabe area was filled with celebra ons as Dwarsrivier Chrome Mine (DCM) officially handed over the renovated, expanded and improved Mogoshadi Day Care Centre. The event took place on Wednesday morning. The programme included messages from various stakeholders like the Depart-

ment of Social Development, Fetakgomo Tubatse Local Municipality, Tradi onal leaders with Kgoshi Malekane delivering a special message of support and thanks, and many more. Mr Pius Monyela from DCM emphasised that the mine cares about the community and their children. Early childhood development provides a firm founda on for future educa on and is the

key to a be er future. That is why DCM is commi ed to various educa onal projects and ini a ves that will have a long term impact. The project formed part of DCM’s SLP approved projects and saw large amounts of money being spend on improving infrastructure like classrooms, ablu on facili es, pu ng up an equipped borehole, building a proper kitchen to cook for the children and an office for the administra on of the facility. The Centre takes care of more than 230 children between the ages of 0 - 5 years on a daily basis. DCM also improved the security of the facility by installing a proper pallisade fence and sliding gate. During the rainy season the youngsters had no op on but to head home through the mud from their classes. Now a neatly paved area between the classes lead towards the entrance gate. A large amount of educa onal equipment was also sponsored for the new classes. The Mogoshadi Day Care Centre was not just si ng idle. They are in the running to try and win a na onal compe on recognising excellence in Early Childhood Development. Mrs. Glen Malekane from the Mogoshadi Day Care Centre thanked DCM for the road they’ve walked together and expressed her hope to con nue their good rela onship. Speakers during the formal programme praised DCM for the investment made in the community and encouraged Mogoshadi Day Care to take care of what they’ve received and put it to good use with the future leaders of the area.

The so fleece blankets are designed to neatly fold into themselves and can be securely zipped up to ensure that it stays that way. The blanket can then be used as a pillow or easily stored or transported. The children also received a snack pack.

Have you signed your NSFSAS agreement? - 31 July deadline looms The National Student Financial Aid Scheme (NSFAS) has reminded first year students, who have qualified to get a bursary from the NSFAS, to ensure that they have signed their agreements by 31 July 2018. NSFAS recently announced that it was implementing its new National Student Financial Aid Scheme Bursary Agreement (NBA) after government’s fee-free education announcement. The NBA is only applicable to first-time entering students and senior students who applied to NSFAS for the first time this year. NSFAS sent an email notification to students from the universities of Cape Town, Sol Plaatjie, Mfolozi, Port Elizabeth and Motheo technical vocational education and training colleges in early May. Notifications will be sent to all other universities and colleges through the course of the year. The email notification contains a link, which students must click and it takes them to an online version of the NBA, which they have to sign by the deadline. Each student will receive the email directly. “NSFAS is concerned that the process is moving slowly. By 15 May, we had generated 37 893 NBAs, but only 5 063 had been signed,” the scheme said in a statement. Affected students who fail to sign the NBA by 31 July 2018 will not have their bursaries paid. The NBA also has new terms and conditions which students need to adhere to.

Ignore misleading social grant messages Cabinet reassures beneficiaries of social grants that government will continue providing this important service, as mandated by the Constitution of the Republic of South Africa of 1996. Social grants will continue to be paid and the process to replace the old South African Social Security Agency (SASSA) card with the new one will continue until the end of September 2018. The partnership between SASSA and the South African Post Office is yielding positive results as more beneficiaries have since May 2018 been coming forward to swap their cards. Cabinet urges communities to ignore recent short messages directing social-grant beneficiaries to re-register for their social grants to avoid not being paid. Such misleading messages seek to create confusion amongst the poor and derail government from ensuring that social grants are seamlessly paid to beneficiaries without failure.

Students who sign an NBA: Can’t relinquish, assign, transfer or delegate any of their rights or obligations under the agreement. Must focus on their studies and adjust themselves to university life in a responsible and disciplined manner. Must comply with academic requirements, such as attending and participating in lectures, tutorials and academic support programmes. Must complete all set assignments and tasks and undergo all tests and examinations (written and oral). Must pass at least 50 percent of all courses in the first year and pass sufficient courses in subsequent years. Students who emigrate have to pay the bursary back in full before they leave the country. From the second year of study beneficiaries must participate in a minimum of 10 days or 80 hours of community service or special project work per year.

If students do not honour these obligations the NSFAS can terminate the NBA. The NBA can be signed online or manually. For more information, contact the NSFAS at 0860 067 327 or 021 763 3200.

It is not only neigbouring towns that have an abnormal amount of heavy vehicle traffic 24 hours a day - the same situation prevails in Burgersfort. Trucks on the Waterfall River Pass between Burgersfort and Lydenburg are an equally big problem simmilar to the one experienced on the Long Tom Pass between Lydenburg and Sabie. Normal travelling times are drastically increased by trucks, who also do not know what a following distance is and are adamant to race and overtake each other rather to give leeway to motorists and faster traffic to pass. Everybody knows the trucks are important to keep the wheels of the economy running in the area. But it is seemingly only the majority of truck drivers that do not know it is not permissable to bully cars, stop and park where they want without regard for other road users, skip stop streets and traffic lights after hours, while speeding up to 100 km/h in town (with defective or illegal or not working lights). While the area’s motorists (some with bought licences) are notorious for their own kind of lawlessness, the trucks try their best to be worse. (We do not know the solution. Anyone from any traffic department are free to react - Editor).

Comrades pain and glory for local athletes The annual Comrades Ultra Marathon took place on Sunday 10 June and many local athletes participated in the event. Get all their results on page 8.

SPORT They did it The Comrades Ultra Marathon took place last Sunday and the ultimate test of human endurance did not disappoint. The race was won by South African Bongmusa Mthembu in a time of 5:26:43. Ann Ashworth, also from South Africa won the ladies race in a time of 6:10:04. More than 21 000 athletes entered for the “downrun” from Pietermaritzburg to Durban’s Moses Mabhida Stadium. A distance of approximately 89km. Just more than 19 000 runners actually started the race stretching over 12 hours and a gruelling up and down route. Latudi Makofane running for team Entsika was the best performing local athlete this year. He finished in 76 position overall in a time of 06:31:42 earning him a silver medal. Modikwa Marathon Club’s Leboka Noto was his team’s top performer. he finished in 235th position overall. He has 4 gold medals under his belt. Brian Grobbelaar, one of the team’s friends within the company finished the race and was a huge encouragement to the team beforehand. Team Modikwa is also part of the Qhubeka Bike Drive where AngloAmerican CEO Chris Griffith will donate R1000 per athlete that completed the Comrades in 2018 to buy bicycles for the needy. The team thanked the employees and management of Modikwa for their support and for making their Comrades journey possible.
