Gazette
You could have seen a photograph of the municipality’s assets been seized on this week’s front page, but as some of the more attentive readers will know, Platinum Gazette dedicates the front page at Easter and Christmas to the spirit of the season. For our last newspaper of the year we chose to choose the bible verse that we have started with as a motto at the beginning of 2016, as it is still just as relevant for the new year. As for the assets, they are inside the newspaper. Please guys, get it back, we need it for service delivery - editor.
i Right: Nature’s Christmas decorations
Isaiah 40:1-5 King James Version (KJV) 40 Comfort ye, comfort ye my people, saith your God. 2 Speak ye comfortably to Jerusalem, and cry unto her, that her warfare is accomplished, that her iniquity is pardoned: for she hath received of the Lord’s hand double for all her sins. 3 The voice of him that crieth in the wilderness, Prepare ye the way of the Lord, make straight in the desert a highway for our God. 4 Every valley shall be exalted, and every mountain and hill shall be made low: and the crooked shall be made straight, and the rough places plain: 5 And the glory of the Lord shall be revealed, and all flesh shall see it together: for the mouth of the Lord hath spoken it.

Mayors reflect on 100 days in office The 4th of December 2016 marked the end
of 100 days in office for the Executive Mayor
Mayor of Fetakgomo Greater Tubatse Municipality Cllr Johannes Phokane, Mayor of Ephraim MOGALE Municipality Cllr Elizabeth Kupa and Executive Mayor of Sekhukhune District Municipality Cllr Stanley Ramaila during the 100 Days in Office presentation. (Photograph: SDM Communications).
of Sekhukhune District Municipality Cllr Keamotseng Stanley Ramaila. This follows his inauguration as the Executive Mayor on the 26th August 2016 during a special Council meeting after the local elections on 3 August. Against this background, an engagement with local, provincial and national media was held on 9 December 2016 at Tubatse Crossing Conference Centre to honour the 100 Days in office. Challenges and highlights were discussed during the meeting. The 100 Days in Office was smeared with the unpleasant news that Sekhukhune District Municipality is one of the municipalities that are deemed technically insolvent by treasury. In response to that, the Executive Mayor said that “it does not mean that the municipality is dysfunctional, however, it means that there is discontent regarding debtors collections system and management of conditional grants. And that the municipality is working to rectify those challenges. He said the trajectory to be followed is guided by three key principles namely - people, strategy, and values. It was during the 100 Days in Office engagement that Executive Mayor outlined plans to unlock all service delivery backlogs as the core mandate of the new Council moving towards 2021. Various highlights and short term achievements were under discussion. One of the biggest is the succesful negotiation of a 99 year lease for the relocation of the District Municipal Offices from Groblersdal
to Jane Furse. Since 2007, government has been trying unsuccessfully to get land so that district government offices currently in Lebowakgomo and Sekhukhune Municipality offices can relocate from Groblersdal to Jane Furse. The agreement was reached with the Pedi Mamone Tribal Council. Other highlights are the engagements with traditional leaders to introduce the newly elected political leadership. This recognised that Sekhukhune is predominantly under the auspices of traditional leaders. On that note issues ranging from government support to Traditional Leaders, skills development, local economic development, and dissatistfactions around the Spatial Planning and Land Use Management Act 2013 were raised. Key to all the above was that government agreed to accelerate development in close cooperation with Traditional Leaders and that Sekhukhune Traditional Leaders fully rejects SPLUMA as a blue print towards land development. The 100 Days in office by the Executive Mayor also resulted in engagements with the business community, mines general managers, SAPS Cluster Commanders, and support to heritage and cultural activities which were successfully held in Sekhukhune District Municipality. On that note, government made a commitment to hold three summits on mining, agriculture and tourism as key economic factors of the district municipality. These summits are planned for the first quarter of 2017.

Ukunikeza at Mangabane Primary School Unkunikeza is a project that is running at Mangabane Primary School and is sponsored by Samancor ECM. This project includes training, support and mo va on of teachers. Adding skills like classroom management and lesson prepara on while learners receive special a en on to address and solve learning barriers while implemen ng the learning program. This year the focus fell on learners in grades R to grade 4. Special a en on is given to literacy and numeracy to ensure that these learners will cope with future mathema cs and other subjects. The goal is to ensure that in the next 2 to 5 years, all educators at Mangabane Primary School from grade R to grade 7 are equipped with the necessary skills, resources, teaching methods and props to operate independently from the the Ukunikeza training group. Educators should be prepared for the annual new intake of learners be ready to do skills transfer in a self-sustainable manner. Doornbosch Mine, one of the Eastern Chrome Mines at Steelpoort, achieved the almost unthinkable, by working fatality free for 11 years. To celebrate the mine took me off in September to celebrate with Samancor Chrome management at Winterveld Club. According to a representa ve of the DMR, 11 years is an unsurpassed achievement in the mining industry in South Africa. Last year the mine’s rela vely small employee con ngent achieved 1 million fatality free shi s. Samancor Chrome CEO, Mr Jürgen Schalamon also a ended the func on with the Head of SHEQ, Mr John Botha and company COO, Mr Desmond McManus. Mr Schalamon
indicated that Doornbosch was one of the current stars in the Samancor por olio as it was turned around from a business unit that incurred massive costs, to a strong profitable performer in Samancor. All the speakers, which included the Unions, the DMR, ECM General Manager, Mr Emile Britz and Mine Manager, Mr Bertus Brink, emphasized that while management indicated the direc on, the achievement could largely be a ributed to the posi ve a tude of employees towards safety, their a tude towards the mine and their day-to-day care for fellow employees. The Doornbosch crowd was entertained with industrial drama, their own in house ar sts as well as refreshments a er the speeches.

On Monday the sheriff seized equipment at Fetakgomo Greater Tubatse Municipality’s premises after a successful court order by Mphaphuli Consulting. In court papers it is stated that the municipality owes the company more than R41 million for electrification services rendered in Tubatse in 2015. Two luxury vehicles, vehicles from the traffic department, five trucks and two graders were some of the equipment seized. The seizure of equipment left communities concerned for future service delivery as promised in the August local elections. The municipality’s investment account has allegedly also been frozen and it is said that other service providers are set to follow in Mphaphuli’s footsteps with legal action. Requests for a formal statement from the municipality with regards to the asset seizures and various rumours doing the rounds went unanswered. Instead the municipality invited the press to a press conference in Polokwane - way out of reach for local media on deadline.

Ashley Van Dyk and Muscular Dystrophy Many of us may ask what Muscular Dystrophy is? Well it is a group of diseases that cause progressive weakness and loss of muscles mass. Abnormal genes (muta ons) interfere with produc on of proteins needed to form healthy muscle. As much as how hard the disease is, it did not stop Ashley Van Dyk on living her life. She is a young 23 year old lady, full of life and confidence. She was diagnosed with this disease when she was s ll 3 years old and doctors said she would not live to see the age of 5 years. But not our fighter, she is now 23 years old and have even completed her matric studies with an interest of furthering her educa on. The figh ng spirit that Ashley has even surprised her parents. Every day brings its own challenges but they always manage to overcome them as a family. Mr Van Dyk said the most difficult thing about this disease is that it’s incurable and Ashley has to go for a treatment session every Monday which costs about 4-5 thousand rand. This is pu ng a huge financial constrain on the family as for Mr van Dyk is the only bread winner. Corr Murray one of our employees decided to take it upon himself to raise some funds to help out with Ashley’s treatment by cycling the Vula-Vula challenge. He managed to raise R5000. This is a rare disease and not everyone knows about it. We at Tubatse Chrome saw an opportunity that by helping one girl, we can actually educate the en re community through her story. We are urging more of our employees to make a difference in the community. Together we can make a huge difference.
Ending the year Employees had their annual Christmas celebra ons early in December. The celebra ons included a delicious meal prepared by Tubatse Chrome Club. Different func ons took place for the different levels with the D & E band employees having a themed party.

The festive season is a time when families and friends often take a break from their work and get together to celebrate the end of the year. Ideally this is meant to be a time of joy. Ensure that you conduct a thorough multi-point safety check of your vehicle which includes the electrical components, breaks, tyres, steering mechanism and shock absorbers before embarking on a long journey. Plan long trips with sufficient rest stops and viewing time for enjoying the beautiful scenery that South Africa is blessed with. Drive as if you are driving for others as well, be constantly aware of your surroundings and drive defensively. Road rage is a reality. Do not be the cause, therefore do not be the perpetrator either, it never ends pleasantly. Distracted driving is a killer - do not text or take calls while driving. Adjust your speed according to the prevailing conditions. An advanced driver is observant to pedestrians, stray animals, potholes, weather conditions, environmental issures and the like. Our main objectives during this festive season are: • To reduce accidents fatalities and serious injuries. • To create a heightened awareness of road traffic safety issues. • To reduce offence rates on all key safety indices.
• To harmonise and coordinate common operations on all three tiers of service delivery. • To contribute towards the reduction of crime in general. • To change the perception of “I will not get caught” to “I will get caught and be punished”. • To avoid such, pay your outstanding traffic fines and renew your vehicle licence disc on time. May all our road users have a safe journey and Arrive Alive at their respective destinations. Your safety is our concern.
