Limpopo Premier Chupu Mathabatha has reconfigured his Executive Council for effective governance. This happened on Wednesday 14 September 2016. Ms Mapula Mokaba Phukwana will now be responsible for the Department of Agriculture and Rural Development. Ms Nandi Ndalane will now be responsible for the renamed Department of Transport and Community Safety. Ms Onica Moloi will be responsible for the Department of Sports, Arts and Culture. Moloi, a former ANCYL PEC and PTT member will be the new kid on the block while Mokaba will fill the position left vacant after the passing of MEC Joy Matsoge. “We believe these changes will provide effective service delivery to our people and we will see a different Limpopo in the coming years,� he says. These changes become effective with immediate effect.

Trucks delivering a variety of products to Burgersfort are often the culprits when it comes to traffic problems and even damage to the road surface. They seem to simply get away with irresponsible turns, obstructing traffic and damaging the road, conveniently leaving again after off-loading without been held accountable for their actions. wo Rivers Platinum Mine’s Enterprise Development incubation of 30 local businesses forms part of their vision to play a meaningful role in the growth of the local economy. The incubates has completed various stages of training to help assist them in running sustainable businesses with the core business principles in place, empowering them to make decisions that will not only benefit their enterprises now, but also ensure future growth. The group of SMME’s were given the opportunity to receive various types of training that include general processes for tendering, budgeting, drawing up a business profile etc. This week on 13 and 14 September 2016, the group enjoyed time with officials from SARS. The ladies explained to them how to register for e-filing of tax

returns and other issues that concerns the small business. This training will also see them being able to know what their books reflect once a professional bookkeeper is done with the business’ books. They will be able to make informed decisions and do proper planing to pay what is due, but also know why specific amounts are due. This session with SARS was identified as necessary after various small business owners and entrepreneurs from the communities surrounding Two Rivers Platinum Mine expressed their struggles when it comes to handling the tax affairs of their businesses. The commitment showed by Two Rivers Platinum Mine when it comes to the development of local business was once again highlighted by the sessions with SARS this week.

With the election done and dusted the thoughts of South Africans now turn to governance in municipalities. Every councillor has been entrusted with the will of the people and must now set about improving the communities they serve. Their role to ensure and expand access to basic services will be crucial. They are also the interface between communities and local government and should therefore deal with issues that are specific to the communities they serve. “The government, through the South African Local Government Association (SALGA) and a range of stakeholders within and outside the government, will prepare councillors for the formidable task ahead through the Integrated Induction Programme. This programme has been specifically designed to orientate new councillors with their roles and responsibilities, while returning councillors are offered a refresher course. It is anchored on the Back to Basics approach which was instituted to ensure that all municipalities perform their basic functions without compromise” said Minister Jeff Radebe, Minister in the Presidency this week. “We are convinced that these sessions will provide councillors with a better understanding of their responsibility in putting people first, promoting good governance, transparency and accountability and ensuring sound financial management and accounting. This process will ensure that the councillors we elected are ready to serve and can get to work to deliver on the mandates given to them by voters. It is therefore our responsibility as citizens to hold them to account if they do not. Most South Africans think our democratic duty ends with voting, or that we cannot influence government in any other way. Fortunately our constitutional dispensation provides space for meaningful public participation”. Public participation is a vital part of the South African democracy, and allows for citizens to get involved in how their communities are governed. At local government level, the Local Government Structures Act, 1998, requires, amongst others, municipalities to develop mechanisms

to consult communities and community organisations in performing their functions and exercising their powers. These structures are commonly known as Ward Committees, and provide a vital link between Ward Councilors, the community and the municipality. They allow for members of communities to influence municipal planning in a manner that best addresses their needs. “We should make use of various platforms such as ward committees that have been created to regularly engage them and get feedback on various developments in our areas. The ward committees were established to help improve communication between local municipalities and communities. They play an important role in linking the community’s needs and the municipal planning processes. Members who serve on these committees are thus well placed to ensure that resources are allocated where communities most need them.In the coming months, Ward Committees will be elected to serve their communities and we encourage citizens to make themselves available to serve on these. Our democracy is made stronger when South Africans are involved and actively hold government to account. “The government wants to remind South Africans that Ward Committees are but one way to make their voices heard. We are and always will be a government that listens to concerns and addresses them wherever possible” Radebe added. Communities and individuals who wish to make their voices heard can do so through a number of constructive platforms. These include public participation forums, izimbizo, public hearings and other processes. “The government has furthermore created various avenues which communities can use to raise complaints and propose solutions. Citizens can approach their municipal offices and attend public participation meetings or write letters to their Mayors, Premiers and MECs. “We invite South Africans to actively participate in our democracy. The voices of all citizens is valued and will undoubtedly help to move our nation forward” Radebe said.

Matrics tune in for enrichment programme The Department of Education, in collaboration with the National Community Radio Station Forum representing 23 Community radio stations in the province in all the ten education Districts, has embarked on a Radio Enrichment Programme that is aimed to assist Grade 12 learners in their preparation for the 2016 final examinations. The aim is to reach as many learners as possible and therefore radio was chosen as a medium for the programme. The programme is scheduled to run for 12 weeks, commencing on the 12th September

and ending on the 24th November 2016, on all 23 Community radio stations. Lessons will be transmitted between 20h00 – 21h00 from Monday to Friday and 11h00 -12h00 on Saturday and Sunday. Grade 12 learners are therefore urged to take advantage of the programme in their preparation of their final examination. The programme is equally relevant for Grade 12 part time candidates who have registered to write the 2016 National Senior Certificate examinations. So tune in and get the enrichment.

Code of conduct coming for undertakers A code of cunduct for undertakers is being proposed by the National Consumer Commission to help regulate the burial industry. The purpose of the code is to regulate relations between persons conducting business with the funeral industry and to provide for a scheme of alternative dispute resolution between consumers and participants, and between participants in the industry and to create an Industry Ombud to provide an alternative dispute resolution service. The Code is an industry code and it applies to the entire Funeral industry as

defined in this Code of Conducts, irrespective of whether such persons are members of any funeral industry association. Bereaved families who feel they’ve been wronged by undertakers would be able to complain to the National Consumer Commission. Families would have recourse too if they believed the bodies of loved ones were violated in morgues. The public, industry groups and interested parties are invited to submit written comments to the National Commissioner. Use the reference (NCC/NG/FRA1/16). The closing date for submissions is on 29 September 2016.

Alert! Don’t get caught Be aware that money will never be demanded for job opportunities The Limpopo Department of Education warned people about the outbreak of a marking examination assistant scam. The scammer is calling people, telling them that their applications for examination assistant was successful and they will receive a uniform from the department when they arrive. The scammer is charging them R300 for a medical certificate, R550 for accommodation and R400 for uniforms. He has already misled and stole from six people so far who alerted the department. People must know that the department will never demand money for jobs. Applicants of the above mentioned tem-

porary position will be contacted towards the end of the year. The latest victim of the scam is from the Botlokwa area. According to this victim, the scammer requested that the money be deposited at one shop and the reference number be sent to him. Then they were told to report at the department in the morning only to find that it was all a scam. The matter has been reported to the Risk Directorate of the department. All people should note that under no circumstances will the department charge people applying for any position. Anyone who has fallend prey to this scam should report it to the Department of Education.

Opportunity: Do a workshop with the Childhood Cancer Foundation Childhood Cancer Foundation South Africa (CHOC) from Johannesburg together with Rural ExploXion, a local Non Profit Organisation (NPO) embarked on a mission dedicated to transform the lives of people in the Tubatse region and the surrounding areas. In July 2016, CHOC was around Tubatse to teach people about the early signs of childhood cancer. Workshops were conducted in villages such as Maandagshoek and Kgautswane. Those workshops were a great success and the feedback and many messages of gratitude received from the people who attended confirmed this. CHOC is back again in Tubatse from 19 September 2016 to 23 September 2016. Now the workshop is aimed solely at nurses and other health practitioners in all health institutions of Tubatse. However

three members of the community outside the health profession will be allowed to attend per session, provided that they have been issued an authorization letter obtained from Pabalelo Mabilo, the leader of Rural ExploXion. (Photograph below). The primary vision of Rural ExploXion remains to make Tubatse competitive and responsive to all the challenges of society. More initiatives such as moral restoration and education are still coming. The certificates of those that attended July workshops will be available from 19 September 2016. The September workshops will be conducted at the hospitals or clinics of the following places Driekop 19 September 2016, Moroke 20 September 2016, Motlolo 21 September 2016, Ga-Mampuru 22 September 2016 and lastly Burgersfort 23 September 2016. The starting time at all the venues will be 10:00 in the morning. One for your (Even if you not think shortlist did about it) The Mahindra XUV 500 W8 4 x 2 with 2.2 mHawk turbo diesel engine and manual transmission is the first offering from the Indian manufacturer that Platinum Gazette took for a spin for publication purposes last week. There is one Mahindra in the editor’s family that is going for years now without any problems or much noticeable wear and tear (it is very well looked after). Apart from the frame being built like the proverbial brick outhouse, the perceived not so sturdy interior stood the test of time very well and will still last for years to come. The new XUV from McGee’s in Lydenburg is built on the same lines with a very sturdy undercarriage. This Mahindra is a very different vehicle from the old one in the family. It is equipped with all the luxuries and safety features you can wish for and we will need another page to list everything in terms of safety, convenience and comfort. Everything for R355 000. For R20 000 more all-wheel drive will be part of the package, and if your needs are a little less, you can have a lesser specced XUV for R273 000. Thrown in with all models are a 5 years 150 000 km guarantee as well as a 5 years 100 000 km service plan. The vehicle has seven seats, good and sturdy with seemingly high quality leather. Neat. With rearmost back seats in position, there is almost no luggage space (as with most other seven-seaters on the market). The diesel engine with a claimed consumption of 6.5 l/100 km pulls strongly and even accelerates quite nicely on a steep incline in sixth gear. The suspension is supple, but still firm and noise levels at 120 km/h are well subdued. You can talk to other people in the car. Directional stability is good and the brakes bite quickly. It can take you by surprise if you do not watch out. No low-profile tyres here. The gravel road past Coromandel felt like a tar road. Lots of dust outside, nothing inside. We were impressed. Beauty is in the eye of the beholder, and the car is certainly no looker in some eyes, but its virtues more than make up for it. Mahindra’s brochure likens the looks to that of a cheetah. We really don’t know about that one… The Mahindra Navigator works very well, with a nice male voice. And the intelligent parking is a boon. The instrument cluster for Platinum Gazette’s driver was a pain and the centre dials were difficult to read. Maybe a new owner will get used to it, but we think a redesign will be better. This is a good vehicle and may suit many needs. But you must take a closer look to really see that it is a hidden gem. Our reservations and perceptions about the vehicle were blown away by the very efficient air conditioner .....

Local SAPS teams play away On Wednesday 14 September, the SAPS Tubatse/Mecklenburg/Ohrigstad soccer team visited the SAPS Jane Furse/Hlogotlou/Nebo team to play a Capricorn District Football Association league match. The match was played in Hlogotlou. The Jane Furse team managed to win the match 3-2. Constable Maake (x 2) and Constable Kanyane scored for the Jane Furse/ Nebo/Hlogotlou team. Constable Makgolane and Constable Maupye scored for Tubatse/
