Currently the largest project of the Department of Water affairs, contruction of the De Hoop Dam between Steelpoort and Roossenekal adjacent to the R555, is progressing well. Almost nothing of the progress can be seen from the rod, but local politicians and national, provincial and local media were given a tour of the construction site on Tuesday when everybody were updated on the projects progress. The R2 500 million that will be eventually be the cost of the new dam, is much higher than the anticipated initial spend because of various factors, one of the most important the fact that contractors

encountered geolocical problems not known before construction started, also delaying the project because of much more work. Other aspects having an impact were labour problems (a serious strike last year) communication and electricity supply problems. However, most of the problems are sorted out now, and the construction of the dam wall and spillway by means of an improved self developed method and mix of Roller Compacted Concrete (RCC) has speeded up the process significantly. When completed at towards the end of 2012, the dam will be geared to supply water

to existing and new mines, as well as potable water to the surrounding communities from the Steelpoort and Olifants rivers. That is if the reticulation network has been completed. Although the dam will be ready to begin impoundment in April this year, it is towards the end of the rainy season and it is expected that the first major water coming into the dam will only start at the beginning of the new rainy season towards the end of the year. While the dam fills up from the bottom, construction will continue at the top of the dam wall which will eventually tower about 88 metres from the lowest foundation level.
18 FEBRUARY 2011 The De Hoop dam will be the 13th largest dam in the country. The catchment area of the dam is 2865 square kilometres, and the gross reservoir capacity will be 347 million cubic metres. Outlet works is designed to handle maximum 20 cubic metres of water per second, while that capacity of the spillway will be 3616 cubic metres per second. The volume of concrete used in construction will be 900 000 cubic metres and the volume of the excavation at the dam is 450 000 cubic metres, while the surface area of the dam when full will be 1690 hectares.

New National RCC record achieved The construction team at De Hoop managed to set a new national record for Roller Compacted Concrete (RCC) towrds the end of last year. According to the Department of Water Affairs, the concrete was placed between November 4 and 27, with a peak hourly production of 329 cubic metres. The African record for concrete placed in one month is 175 000 cubic metres. The new RCC mix with which the national record was improved, was developed on the De Hoop dam site and halved the time spent on concrete placement by eliminating certain processes, such as skin concrete. It was also not neccessary to enrich the mix with grout. Instead of the known RCC mixes, such as
GERCC (Grout Enriched RCC) and GEVRCC (Grout Enriched Vibrated RCC), De Hoop’s contruction team call their new mix IVRCC (Immersion Vibrated RCC), according to MR Johan van Niekerk, the contrator’s representative. “The IVRCC is a high paste mix with easy application. The mix’s required density is obtained without difficulty and its properties reduce segregation. It also eliminates the need for skin concrete because of its improved impermeability,” he said, saying that the unique mix has a high rate of placing, easily double the speed of traditional RCC, with an excellent surface finish, able to withstand water abrrasion..

Foreigners and minor arrested for housebreaking, theft and possession of stolen property On 15 February 2011 the Tubatse SAPS arrested two men. A 15-year old and a 30-year old from Bangladesh in connection with housebreaking and theft. They also arrested a 26-year old man from Pakistan for possession of suspected stolen property. The 15-year old was brought to the Tubatse Police on the 15th of February by a member of the community in connection with housebreaking and theft that occurred at his premises during the night of 21st and 22nd September 2010 when his laptop was stolen. The Police then took over the investigation and the boy took them to Burgersfort where there was a stolen laptop. On their arrival the Police found the man from Bangladesh who also informed them that the laptop is no
longer in his possession but it is with a certain man from Pakistan. The Police made further follow-ups and proceeded to the place where the Pakistani was and they found him and also recovered the laptop. They arrested him for possession of suspected stolen property. Police investigated further and discovered that the Pakistani sent the boy to break into the houses and steal valuable items and then bring it to them. The Police are still busy with further investigations and they also urge the community to provide any information related to any crime related issues. The suspects are expected to appear in the Praktiseer Magistrate’s court soon.

Boy drowns in river On 8 February 2011 a 15-year old boy drowned in the river at Maretlwaneng village next to Penge. The boy and two friends were swimming in the river when the incident occurred at about 16:30 in the afternoon. It was reported to the Police in Tubatse for assistance. The police and members of the community tried to search for the victim, but were unable to find him. The search was postponed to the next day. On the next day a team of Police diverswere called for assistance but they were unable to find the boy. On the 11th of February the divers continued their search but again but they were unsuccessful in locating the boy.
On the 14 February 2011 Police in Tubatse received the message from Leboeng Police that a body was found in the river at Ga Mametja village next to the Oaks and the body must be identified at Hoedspruit. Tubatse Police transported the family of the victim to Hoedspruit and they managed to identify the body of the victim as their son. The Police would like to send a strong message to the community where the villages are next to the river to ensure that their children are not playing around the rivers.

Rabies vaccination roll out going well The free rabies vaccination campaign of the Animal Health Division of the Department of Agriculture in Tubatse (Praktiseer) kicked-off this week. On Tuesday and Wednesday the teams were in Burgersfort. Less animals were vaccinated than during the previous campaign with approximately 250 animals vaccinated over the two days compared to the almost 1000 of the previous time. The team went to Steelpoort yesterday and figures were not yet available by the time of going to press. The cats and dogs were not only vaccinated, but also received deworming medicine.
The team will be available at Tubatse Village on 22 February. On 23 February they will be in Ohrigstad between 08:00 and 17:00. They will be in front of the police station. On 24 February they will be at the gate at Winterveld Village between 08:00 and 17:00. Itirele Primary School wins literacy competition Itirele Primary School in Praktiseer was winners in the Masipunde Sonke Literacy Competition for 2010. The competition was only completed this year due to the strike last year. The school competed in the following categories: Intermediate choral verse and reading aloud. The competition started at circuit level and progressed to provincial level in February this year. The choral verse learners obtained a first position in all the levels in which they competed. The reading aloud learner managed to come first up to cluster level. She came second in the district. The choral verse learners received two trophies for their first positions in district and provincial levels. The choral verse participants were Miranda Makofane, Rose Chego, Mabela Dineo, Faith, Mahgoale Kgopotso, mabelane Comfort, Mbuyane Agrecious, Mobela Lebo, Komane Lerato and Kgotso. On what to spend the taxes and On 10 February President Jacob Zuma announced 20 thousand million rand in tax allowances and tax breaks to promote the economy through investments, expansions and upgrades in the manufacturing sector. On 23 February the Minister of Finance, Mr Pravin Gordhan will give more information on where more tax will be levied and where tax breaks will be given. Economists say that tax revenues for the fiscal year to December have lost some momentum and have slipped below the 5year average. Cumulative government spending has however edged above the 5year average. This is largely due to the strong growth in admin-related expenses. Some of the things they will look out for next week include more information of the timing of exchange control relaxation measures and details on the government contingent liabilities to give guidance on the likely profile of loan guarantee uptake by Eskom. Currently corporate and personal income tax collections appear to be R5 to R10 thousand million behind schedule. They are expecting government to save through trying to cut back on programmes that are not properly working and implementing more cost effective strategies. It is also speculated that the government spending on capital projects could be restricted due to the stronger rand as well as a lower capacity for infrastructure delivery. Education is expected to be high on the priority list with additional millions already promised to that department. We asked readers where they would like Mr Gordhan to spend more of the tax money they pay every year? We also asked whether this spending and allocation of funds will have an influence on how they cast their vote in the upcoming local elections?
Mr Frans Leutle said: “It is important to note that when you vote that it is influenced by the policies of the party you vote for and how efficiently they implement those policies. I think the priority in the budget should be creating jobs, jobs and more jobs - particularly for the youth”.

Super Star does it again She received two second and a third place. Micaela van der Merwe with her horse Super Star competed in show jumping last weekend at the SANEF Schools Mpumalanga in Badplaas. She received two second 2nd places and a 3rd place in the categories showjumping and working hunter. Micaela will be competing in the next SANEF Schools event in April 2011. Maatlopo keep title hopes with win Maatlopo United FC still hopes to defend their title of Sekhukhune Champions in the SAB Regional league. The ran over King Born last week Sunday with a score of 8-1. Billy Mpaketsane scored two goals and two were scored by Trevor Mohlala. Taripo Nkosi, Small Mampa, Abel Mashabela, Collen Mphoka and Thapelo Moropane also scored. Man of the Match was Collen Mphoka for contributing towards most of the goals, scoring and making the visitors to Ntwampe Stadium ‘chase shadows’ in their defence.
This convincing win is a boost for Maatlopo United as King Born is a team not to be taken lightly. They are number 3 on the log.
