State of Sekhukhune District Mayor gives update The Executive Mayor of Sekhukhune District Municipality, Cllr Mogobo David Magabe, has explained the state of the district last week Thurday to an audience of more than 2000 people at Elandskraal Stadium outside Marble Hall. Guests included members of Parliament, Mayors and traditional leaders. Cllr Magabe said as the tenure of the current district government draws to a close, it was important to “take stock of the strides made in our communities through provision of services and job creation”. According to Cllr Magabe the district has seen a fall in the rate of HIV/AIDS which, indicating a positive impact of government awareness campaigns on the pandemic. In terms of economic performance, he said the district’s economy is slowly transforming from production dominated, largely by primary sector activity, to a more developed economy that includes a tertiary sector. The Gross Domestic product by Region (GDPR) in the District contributed over the last year in excess of 12% towards Limpopo’s GDP. At the same time the district has seen a growth in employment between 2000-2009 and a decline in unemployment. He said the increase in employment was as a result of booming sectors such as mining expansions, wholesale and retail trade, construction and manufacturing sectors. Other milestones and challenges highlighted by the executive mayor include improved matric results from 40,3% in 2009 to 52,5% in 2010 saying “education remains the bedrock of development in every country”. In 2001 there were 774 primary and secondary schools within the District. The
number has increased by 16.5% to 905 as at the end of 2010. Since the introduction of a Bursary scheme in 2006, an amount of R2,5 million has been spend and 76 learners benefited. Access to piped water inside dwellings increased by 88.9% from 8728 in 2000 to 16 484 households in 2009, while access to piped water in yards increased from 34 964 to 42 653 households, representing a 22% increase. Access to communal piped water (less than 200 metres from the dwelling) reflected a 32.8% increase from 29 719 households to 39 456. Access to communal piped water more than 200 metres from the dwelling also demonstrated a 47.4% increase to 57 172 households from 38 797 in 2000. Cllr Magabe announced that the socalled Big Five Bulk Water Schemes in the district also created a sizeable number of jobs. These schemes are Nkadimeng Scheme; Olifantspoort Scheme; Groblersdal / Luckau Scheme; Mooihoek - Tubatse Regional Water Scheme; and Nebo Plateau Bulk Water Scheme. He stated that the schemes entailed 65 projects giving work to about 1000 people, full time and part time. These projects entail include construction of reservoirs, bulk pipe lines, pump stations, water teatment plants, access roads and other small projects. Referring to the construction of the much anticipated De Hoop Dam, he said the project has employed more than 800 local people so far. The dam is 56% complete and it is expected to be completed next year in October. Cllr Magabe said “we will pump water to our communities, mines, farms, and the business community in the District. We
want to clarify media reports suggesting that the dam will only supply mines and businesses to the exclusion of households. The water from De Hoop Dam will fit into all the schemes we have as a district”. Households without any form of sanitation in SDM decreased from 35 403 in 2000 to 13 035 in 2009. Along the same lines, the number of households with flush toilets increased from 15 515 in 2000 to 19 261 in 2009. The efforts to eradicate the bucket system appear to be on track with a 60% drop from 1330 in 2000 to 532 in 2009. Regarding electricity the mayor said “ Eskom is the main provider in the District and our role is confined to the provision of free basic electricity. It is estimated that as many as 224 villages are still without electricity, with an estimated backlog of 43 990 households. Government is currently involved in talks with other departments to deal with these backlogs in order to meet the Millennium Development Goals. The district municipality can’t hide the fact that more still need to be done on provision of electricity particularly in Greater Tubatse Municipality”. Speaking about the issue of corruption, Cllr Magabe said the District Municipality has established a Municipal Public Accounts Committee (MPAC) which has already started doing work. Together with anti-fraud and anticorruption strategies, the District Municipality aims to root out fraud and corruption. On rural development, the much awaited King Mampuru Township Development in Jane Furse is on course. Talks between the District and Pedi Mamone Tribal Kraal are at an advanced stage.To further deal with issues relating to mining development, a forum called: “Executive Mayor –Mayors and Mines General Managers Development Initiatives Forum” have been established. Discussions within the forum is at the moment exploring how it can be inclusive of other social partners such as traditional leaders. The mayor said of significant importance is the alignment of Social Labour Plans of mining houses to the Integrated

Development Plan of the District and Local Municipalities. The District Municipality has increased their participation in government structures and assistance is provided to traditional leaders in order for them to meet both the individual or community expectations. Regarding the strategic path of the municipality, Executive Mayor Magabe said “Performance agreements for section 57 employees which will be signed this financial year will have job creation per as one of the key performance indicators. As part of this job creation drive, I have signed EPWP implementation plan with Minister responsible for Public works as well as Premier of the Province. Sekhukhune District Municipality is also committed to the terms of the phase 2 of EPWP target, of creating 5559 job opportunities by end of the 2011/2012 financial year”. In conclusion, the Executive Mayor said “Government is aware of the challenges still facing our people regarding empowerment, but I say the legacy of decades of apartheid underdevelopment and colonial oppression cannot be undone in only 17 years”.

Celebrating 10 years of care for the disabled Lehlaba Protective Workshop for the mentally and physically handicapped celebrated their 10th anniversary this week. This group came from humble beginnings, caring for vulnerable individuals in the community. Over the years they’ve organised themselves into various categories in which they involve disabled people in the community. They have a poultry farm, do woodwork, matmaking, a day care centre and vegetable gardening. They are now so part of the community and fulfill in such a dire need that their efforts were recognised by the Department of Social Development who is currently completing a new building for them. The group depends heavily on donations from businesses and caring individuals, but they also sell some of their handiwork to supplement the income. They receive a subsidy from the Department of Social Development and this is used to buy food to provide to the children and members at the Workshop. The celebrations on Tuesday took place at their premises near Riba Cross. Without lots of politicians involved, the proceedings started fairly on time. Messages of

encouragement and congratulations were given by representatives of various mines, shops, the SAPS and Dilokong Hospital. Tubatse Ferrochrome also donated a freezer, sound system and first aid kit to the group. The group had two birthday cakes and food was prepared with great joy (see photograph at the bottom of the page). Lots of singing and dancing completed the day of celebrations and congratulations. The group will move into the new
building as soon as it is completed, it is however still empty and needs to furnished with equipment and furniture. They will share this building with a satellite office for the Tubatse SAPS doing Sector Policing in the area. Japan’s nuclear crisis has hit demand for platinum group metals (PGM), with some of the world’s top auto makers forced to halt production of vehicles that use the metals for autocatalysts. After Friday’s earthquake in Japan, platinum has notched its biggest two-day loss in four months, and palladium also lost as much as 7 percent. Both metals partially recovered on Wednesday. Japan is by far the largest single user of platinum. In 2010, it accounted for nearly a fifth of global platinum autocatalyst demand, and 15 percent of world palladium demand. Car makers are the biggest buyers of platinum and palladium. PGMs are used as catalytic converters and particulate filters to clean exhaust fumes from tailpipes. Platinum group metals, also used for jewelry, were already under pressure from mounting political unrest in the Middle East and North Africa, which threatened the global economy. Market analysts say if the automobile production in Japan is disrupted due to power outages and dislocation, the negative impact is going to be felt more by the PGM than any other metals and the shortfall in Japanese auto production cannot be fully made up by outside producers because of parts and other supply chain issues. Until vehicle production is restored in Japan, it is unclear how much PGM demand may be lost. Japanese car makers, led by Toyota, are struggling to restart production amid a shortage of parts and workers after the quake. Toyota has halted operations at its 12 main assembly plants, and lost production is estimated at 95 000 vehicles. Other major car makers including Nissan and Honda also stopped production after Friday’s earthquake crippled roads, railways and ports. It is thought that the drop in car production will only have a temporary effect on metal prices. Authorities may, however, be concerned about the wider effects of the disaster on industry, with Tokyo Electric Power initiating black-outs across Japan until the end of April, while there was also a fire at a Cosmo Oil refinery. “I would say the biggest risk is power,” Takuji Okubo, chief Japan economist at Societe Generale, told news agencies. There are also concerns that Japan’s export-led economy could suffer if the Yen, already close to a 16-year high against the dollar, strengthens further. Japan is also the second-largest consumer of platinum jewelry after China. Jewelry demand as well as investment, whether physical or speculative, is also likely to suffer in the short term.

Charity from the Police On 10 March 2011 Tubatse Cluster Women‘s Network conducted a campaign in Ohrigstad. The cluster women‘s network is formed by female police personnel from Tubatse cluster which is comprised of SAPS Tubatse in Praktiseer, Burgersfort, Mecklenburg (Moroke), Leboeng and Ohrigstad. The campaign was led by Lieutenant Colonel Mahlaola, Captain Sithole and Captain Ntsopi. A needy family was identified in Ga Maepa village. The family of Tshwarelo Maseko (10 years) received food parcels and he received a school uniform from the women. On the same day the women proceeded to hold a road block between Ohrigstad and Leboeng. 103 motor vehicles were searched and one person was arrested in possession illegal cd‘s.

Modikwa Concentrator Plant achieves 12 months Lost Time Injury record Modikwa Platinum Mine achieved a 12 month record without Lost time Injure as well as Serious Injuries on 10 March 2011 at the Concentrator Plant. At a media briefing the management in charge of safety and operations at the Concentratore Plant explained that they constantly assess and address problems, are proactive and try to learn from problems at other mines in the area. They are constantly seeking to improve their performance on the safety front. Employees at the Plant were congratulated and messages of encouragement were also given by the various unions.
Caring for the community Modikwa Platinum Mine has in the past few weeks been donating many things to the community in the area. School uniforms were delivered to schools in the area and on Saturday last week toys were donated to the Dilokong Hospital peadiatric ward. Athletes from Modikwa Platinum and Mine Business Leader, Mr Sean O’Connor handed the toys to the children in the ward. Ms Maria Mashishi (CEO of Dilokong Hospital and Mr Jacky Digomo (from the District Office of the Dept. of Health) were also present.

Do the Proteas have what it takes? Do the South African cricket team, the Proteas, have what it takes to get them all the way to the final and maybe a win in the ICC Cricket World Cup? Playing in India, the team have had ups and downs. This week they beat Ireland to secure their place in the quarterfinals. The team however gave a nailbiting performance against India and lost to England. After the game against India Ms Lerato Molekutu, spokesperson for the team, said that wicketkeeper Morné van Wyk’s performance behind the stumps were heavily influenced after he accidentally took a sleeping pill just before the game. Van Wyk apparently confused the sleeping pill with a vitamin pill. During the game Van wyk missed three possible catches and managed to contribute only 5 runs to the 297 runs by South Africa. On Tuesday he made up for his ‘sleepy’ performance in the previous game. He made 42 runs and four brilliant catches in the game against Ireland. Although the Proteas are already going through to the next round, they still have one game left before the quarterfinal knockout. They will play against Bangladesh on Saturday. Captain Greame Smith told the media that they are not worried about who they will face in the quarterfinals as this will be a must-wingame to proceed. By the time of going to press it was not yet known whether they will play against Australia, Pakistan, New Zealand or Sri Lanka. We asked readers whether they follow the Cricket World Cup as they did the Fifa Soccer World Cup last year and if they feel South Africa have what it takes to bring the cup home? They also gave their comments on how aggressive the team will be in the game agaist Bangladesh tomorrow.

Notice is hereby given of the Environmental Impact Assessment (EIA) process, the Environmental Management Programme (EMP) Amendment Process and the Integrated Water Use License Amendment Application (IWULA) process to be undertaken by GCS (Pty) Ltd on behalf of Two Rivers Platinum Mine (TRP) (PTY) Ltd to obtain environmental authorisation for the expansion of the existing Tailings Storage Facility (TSF) and the construction of additional infrastructure. The proposed development is to take place on portion 6 and 7 of the farm Dwarsrivier 372KT in the Sekhukhune District Municipality of the Limpopo Province, approximately 22.7km south from Steelpoort. Platinum tailings from TRP are currently disposed of on an approved TSF to the south of the existing plant. Further studies by the mine indicated the need to enlarge the TSF to accommodate future tailings while ensuring stability and safety for the remaining run of the mine which is approximately 17 years. The requirements for the TSF are: • Supply capacity for the disposal of tailings for the life of mine, approximately 17 years; • Potential expansion of the Return Water Dam (RWD) to accommodate dirty water from the TSF for re-use in the plant; • An extension of the slurry delivery pipeline; and • The expansion of the clean and dirty water separation system. In addition TRP is planning to: • • •
Change the location of some of their ground-and surface water abstraction points; Include sewage package plants for their north decline and concentrator plant in the water use license; and Included the upgrading of their clean and dirty water separation and stormwater management system, with the addition of clean ad dirty water ponds, in the water use license.
The proposed expansion to the TSF and additional infrastructure development requires authorisation in terms of: • Section 24 of the National Environmental Management Act (Act 107 of 1998) (NEMA), for various activities listed in Regulation R544 and R545 of NEMA, dated 18 June 2010. Activities applicable in terms of R544 is:9, 12, 28 and 37. Activities applicable in terms of R545 are 15 and 20 • An Amendment to the IWUL for the Section 21 (g) water uses (“disposing of waste in a manner which may detrimentally impact on a water resource”) and change in the Section 21 (a) water uses (“abstraction of water”); • An EMP Amendment in terms of Section 22, 23, and 102 of the Mineral and Petroleum Resources Development Act (Act 28 of 2002) (MPRDA); and • A Waste Licence in terms of the National Environmental Management: Waste Act, 2008 (Act 59 of 2008) for Category B, Activity 4(7): Public consultation plays an important role in the authorisation processes. As such, you are hereby invited to participate in the processes by registering as an Interested and Affected Party (I&AP) as well as to raise any issues or concerns about the proposed development or to submit suggestions concerning the project and processes to be followed. As a registered I&AP, you will receive further information and will be kept informed of the progress of the application, including the placement of documentation for public comment. If you would like to receive a background information document, which contains further details on the project, and the environmental authorisation processes please contact the Project Team at the contact details below. Soccer, netball and volleyball at Modikwa Games Teams from Modikwa, Dilokong Hospital, Dwarsrivier Mine, GTM, Radio Bushbuckridge and SABC participated
Saturday last week was a sporting day at Modikwa. They played soccer at the Montrose sportgrounds and a round robin of netball and volleyball at Dilokong Hospital. The full story is on page 12. Many spectators faced the heat to come and watch the games. The photographs on this page is of the teams of Dwarsrivier (team photograph) and Radio Bushbuckridge.
Maatlopo United collects points in away win Spirits are high in the Maatlopo United camp after they collected maximum points on an away win last week Saturday. They played against Phasha City Rocks and managed to beat the hosts 3-1. Magau Thobejane scored two goals and he was also voted the Man of the Match. “We are still number two in the league behind Tubatse United after they narrowly escaped a draw by beating Nchabeleng Young Stars 1-0,”
said the Maatlopo spokesman, Mr Jimmy Makola. This week the team will play against Mpheleng Sweepers. The game will be played on Saturday at the Sweepers’ grounds in Denilton. Transport to the game will be R70 for a return ticket. “We urge all sports loving people to come and support us in large numbers,” Makola said. Modikwa Platinum Mine hosted soccer, netball and volleyball games on Saturday last week. The athletes first gathered at Dilokong Hospital where they participated in a handover of toys to the peadiatric ward. After that it was out into the sun to play some ball. The soccer was up first. Dwarsrivier Chrome Mine’s soccer team faced the team from Radio Bushbuckridge. The teams with the very alike jerseys solved their problem with Dwarsrivier playing in the Modikwa jerseys for the first game. Dwarsrivier won the game 5-2. After that Modikwa played against a team from Dilokong Hospital. Modikwa won the game 4-1. The final was between Modikwa and Dwarsrivier. This was a tough game, but
