A number of municipalities had invested money in VBS Mutual Bank, a mutual bank that recently was placed under curatorship by the South African Reserve Bank. The reason for the curatorship is that VBS used the short-term investments as a basis to grant long-term loans to various entities and individuals. The result was that not enough money remained to pay out the short-term investments when they had matured. To further complicate the matter, because of the legal setup of a mutual bank such as VBS, municipalities are legally not allowed to invest their money at such a bank, which is governed by the Mutual Banks Act (124 of 1993). Section 7(3)(b) of the Municipal Finance Management Act states that a municipality may not open a bank account with an institution not registered as a bank in terms of the Banks Act 94 of 1990; read with the Municipal Investment Regulations, which regulate the instruments within which municipalities are allowed to invest municipal funds. Mutual Banks may also not take investments from municipalities. So, if a municipality invests in a mutual bank, it is against the law, while accepting the investment by the mutual bank, is also against the law. So in this case, both VBS and the municipalities in question, such as Fetakgomo Tubatse Municipality, ostensibly did not abide by the law. As far as could be determined and be gleaned from answers and reports in Parliament, our own local municipality ostensibly exposed more than R200 million (or more than 30 percent) of the operating budget (from which expenses such as salaries must be paid) by means of investment in VBS Mutual Bank. VBS Mutual Bank’s curators say “All Municipal deposits have been effectively frozen and no further withdrawals of these monies are allowed. No interest will be paid out on these deposits”. We requested the municipality’s comment on the issue and will report on developments as it unfolds nationally and locally.

Six arrested

On 9 May 2018 six suspects were apprehended in the Burgersfort Cluster by the SAPS. The suspects, whose ages range from 23 years to 30 years, include an ex-police reservist. In a well coordinated intelligence-driven operation comprising of members derived from various police units, these notorious suspects were picked up one by one whilst asleep at different locations. The members followed up on information about these suspects who have been tormenting community members in the Burgersfort Cluster, committing serious crimes ranging from Murder, Attempted murder, Business and House robberies to Carjacking. One suspect was arrested in Groblersdal, three others were cornered at Bothashoek and Ga-Mashamotana villages outside Burgersfort and two were arrested in Tafelkop and
Leukau, also in the Groblersdal Cluster. A former police resevist who is believed to be the kingpin behind these crimes, was arrested at Ga-Selala village in the Mecklenburg policing area. Subsequent to his arrest, two pistols and a rifle were recovered at his home. The suspects were subsequently linked to the following crimes: • Two armed robberies at Burgersfort Engen garage. • Two armed robberies at NWJ Tubatse Crossing Mall. • Two armed robberies at PPS garage in Burgersfort. • Hijacking of a Toyota Avanza and murder in Burgersfort. • House robbery in Tubatse. • Four business robberies in Ga-Mashamotane and Riba Cross. • Attempted murder during a shootout with the police last week in Burgersfort. • Carjacking in Tubatse. The suspects was due to appear in court again yesterday, but by the time of going to print had not yet appeared.

Kgahlanong part of Child Protection Week campaign On 9 May 2018, Kohin hosted a campaign at Kgahlanong High School. The campaign was tailor made for grade 8 and 9. It has emerged that most of the learners due to lack of knowledge on the issues of life, end up making wrong decisions and as a result wrecking their lives. 28 May to 1 June 2018, is regarded as Child Protection Week. Kohin used this upcoming awareness week as a platform for bringing positive messages. The date of the campaign was however changed to accommodate the learners’ preparations for the June examination. The event went well with delegates from Kohin; Kgahlanong High; SAPS and Eerstegeluk Clinic. - Constable Victoria Maluleka, urged learners to be extra cautious when making decisions. She further stated that once some body is convicted for any criminal activity, the after effect will be felt now and in the future. - Mrs Motebu (a nurse at Eerstegeluk clinic) gave the grade 8 and 9 a lesson they will carry with them the rest of their lives. She was talking of TB and other contagious diseases. She said most children are ignorant now, but tomorrow they are the ones that come running for the help they ignored ages ago. Glitz and glamour Calvin College held its matric farewell function on Friday, 11 May 2018. The learners walked the red carpet into the their school hall for a function filled with glitz, glamour, good food and dancing. They also received messages of encouragement from their Principal and various other stakeholders.
The matrics were treated to a three course meal and enjoyed their moment in the spotlight as they walked the red carpet into the function.

Grade 1’s on the catwalk The Grade 1 learners of Laerskool Burgersfort strutted the catwalk on Thursday evening last week. They’ve just learned about different types of clothing and seasonal clothing in their curriculum. In the photographs they are showing off clothes according to the themes: church clothes and party clothes. They were well supported by their parents and siblings who loudly cheered them on as they walked.

Riverside Mashi Summer Cup champs

The Riverside Mashi Summer Cup concluded on last week Saturday, 12 May. The Summer Cup comprised of 18 events of which 17 contributed towards a points system and a cup final. The tournament stretched over the last 7 months. A total purse of R8000 encouraged players to do their best and the following players emerged as winners: Points: 1st – George Fraser; 2nd – Bertus Swart; 3rd – Johan Cronje Cup Final: 1st – Jaco Els; 2nd – Martin Van Rooyen; 3rd – Johan Cronje. The next summer cup will start in October 2018 and end in April 2019. The Club thanked all the players who were committed over the last 7 months to participate in the Summer Cup. Players are welcome to come and join the Riverside Mashi Golf Club at Winterveld Club in Steelpoort. The Mashi course is the ideal way to get a quick round of golf into a tight schedule.
