New kids on the block make council interesting

Top: Taking the Oath of Office. Bottom: new Speaker Phala next to Mr Kenny Mqiba.

The first meeting of the Fetakgomo / Greater Tubatse Local Council took place in the Moses Mabotha Hall next to the municipal office in Ga-Nkoana on Wednesday. The hall is large enough and the 77 councillors and a public crowd were easily accommodated. As usual after a local government election in this area, it was the ANC’s day, being the majority in the council and the predicted office bearers were elected as expected. But something was different. For the first time in years, substantial opposition filled some new councillor seats. No wards were won by any of the opposition parties, but they had enough votes during the past election to get 23 seats on the proportional representation list. And the 15 councillors of the EFF could not be missed for their red work attire they wore for their first day ‘in office’. The meeting started at 14:00 and the Municipal Manager, JNT Mohlala, officiated, with Commissioner of Oaths, local Burgersfort attorney, Mr Kenny Mqiba , responsible for the swearing in of office bearers and councilors. Then the proceedings hit a proverbial pothole when two candidates, one from the DA and one from the ANC were nominated as Speaker. The DA insisted that the Municipal Structures Act prescribe a secret vote, but nobody was prepared for that. Two hours later, after municipal officials and IEC personnel frantically made arrangements, the secret votes were cast and Councillor Tlakale Naume Phala of the ANC was elected Speaker with a landslide. Councillor Phala took control of the meeting from then on and was immediately at loggerheads with some members of the opposition who followed a narrower interpretation of the Municipal Structure Act as what became practice in local government through the years. Thereafter Platinum Gazette left the meeting because of deadline constraints, but after that, well into the evening, the Executive Committee was elected, as well as the new Mayor, Councillor Maudu Johannes Phokane (bottom photograph. What became clear from the first meeting is that the council is large, and that local government in the area will not be easy, but also that the new opposition blood is introducing a new vibrancy and dynamics into the local structures that had been absent for many years.
