‘Let’s do something’ Matshaile Senior Secondary School in Kgautswane (Rietfontein) near Ohrigstad, did not fare very well during last year’s matric examinations. In fact, the school achieved a zero pass rate. That is not all. The Leboeng Police, under which Kgautswane resorts, are very worried. Says captain Solomon Moholane (photograpgh), the station commander: “We arrested a number of these kids in 2010 for breaking into the school and stealing their own computers. The MEC of Safety and Security in Limpopo is very worried about this state of affairs. That is why we are here today. It is part of the Safer Schools project. We as a community as a whole must make an effort to do something at the school, to establish the right climate for proper education.” So on Wednesday morning this week, representatives from the whole community were present when the project was launched at the school. Traditional leaders, clergy, political parties, youth organisations, teachers and pupils, members of governing bodies and the Police were gathered under ‘n large tent erected between two blocks of classrooms. Those not so much interested (on the front page) at the back of the building also tried to catch a glimpse of the action every now and then when not reading or trying to cut the grass.

Captain Moholane told Platinum Gazette that part of the problem seems to be that pupils are not interested in getting an education. “They leave after break, not to return. Without learners in the school, the teachers also go home. Some of the children go to taverns in the vicinity. That is why we have the tavern owners also here today. They must know they break the law and can be harshly punished when selling alcohol to minors.” Leboeng Police station communication officers told Platinum Gazette that schools in villages falling under Leboeng Police Station are regularly broken in to, and computers stolen, but never, except in the case of this school, have learners been arrested.” Captain Moholane announced during the launch of the project that the Leboeng Police is adopting the Grade 12s of the school. “We will come and talk to them in their Life Orientation periods. I will personally also make unannounced visits to the school to see whether they are in class. Throughout the project the Police will implement crime prevention programmes at the school. It is in the community’s interest that we all work together to make this a school to be proud of.” Other speakers, also from the ANCYL, told the learners that they have no future without an education and that they should make good use of their opportunities.

Pre school gutted
A pre-school in Dresden village, just outside Burgersfort on the way to Ohrigstad, was burnt to the ground in the early hours of last week friday morning. The owner and principal, Mrs Monica Khalata Phaswane (left in photograph), said she was involved with another pre-school in the village after she and her partner differed about money matters. She opned this school last week Wednesday and had more than 30 toddlers in attendance. On Friday morning when it was still dark, a group of people allegedly threw paper and stuff into the building and set it alight. They also destroyed the toilet and wire fence around the school. Bystandrs said they need another pre-school as will also help when the river is full and parents cannot get their children to the other pre-school. The case was reported to the Police. At the time the newspaper visited the scene Mrs Hkalata Phaswane was still waiting for the Police who said they were to return with sniffer dogs.

All together now - Nkwe positive about prospecting rights
Nkwe Platinum Limited, trading on the Australian stock exchange, but focused in South Africa, says it is positive about the prospects of its projects in South Africa near Burgersfort. Nkwe voluntary halted trading on the Australian bourse after Genorah resources, a company in wich it has a 64 percent stake, lost a Constitutional Court case against the Bengwenyama community about the prospecting rights on two farms near Burgersfort. The two farms forms part of Nkwe’s Tubatse project. After the court case, another community, the Roka-Pasha claimed the court was misled as they had more right to the land than the Bengwenyama, syaing that they will go to court with the issue. Updating the market towrds the end of last week, Mr Peter Landau, Executive Director of Nkwe announced that Nkwe confirms its stated position with regards to its ability to retain and develop its interests in both the Garatau and Tubatse projects, saying it is the intention of Nkwe to seek to request its shares recommence trading on the Australian stock exchange this week. His statement reads: “Further to previous announcements, the following information is provided to clarify some uncertainty created by the South African Constitutional Court decision regarding the farms Eerste Geluk 327KT and Nooitverwacht 324KT and the potential impact involving reports that Anglo Platinum and the Modikwa JV had commenced review proceedings involving 9 farms (including the 5 in which Nkwe has an interest). The Roka Phasha and Bengwenyama communities have made joint applications together with Genorah as the economic partner for the re awarding of the rights on both Eerste Geluk and Nooitverwacht farms. In Nkwe’s opinion, both communities who made the joint applications represent all relevant community interests on the two farms combined. The fact that both communities with Genorah have made the relevant
21 JANUARY 2011 application is significant in so far as a united show of co operation to assist the DMR in fast tracking the application and avoiding any prolonged uncertainty caused by the Constitutional Court decision. Nkwe has back to back arrangements with Genorah to ensure that its 64% interest in the two farms will be retained. The South African Department of Mineral Resources (“DMR”) has established a special working party of all relevant Government Departments involved in the approval process for the awarding of the rights to fast track the application process with an award expected within the shortest possible period, mindful of the impact continued uncertainty has on the market. Nkwe has been made aware (given that neither Nkwe or Genorah are part of the process) that Anglo Platinum Limited has instigated an administrative process by applying to the DMR and through PAJA (Administrative Justice Act) by the Modikwa JV for a review on the 9 farms called the Modikwa deeps. This includes the 5 farms that comprise Nkwe’s Garatau and Tubatse Projects. From Nkwe’s perspective the matter in respect of Nkwe’s 5 farms was settled in February 2008 (joint release 13 February 2008) with an agreement made between Anglo Platinum, African Rainbow Minerals, Genorah Resources, Nkwe Platinum and the DMR. Further from Nkwe’s perspective, the DMR and PAJA reviews instigated by Anglo Platinum and the Modikwa JV respectively have been utilised to reserve Anglo’s rights and potentially look at other remedies available from the DMR outside of challenging the original award of the 5 farms to Genorah given the settlement agreement reached in February 2008. The Company understands the uncertainty caused by recent events and is confident that the information released will alleviate a significant amount of the uncertainty that currently exists amongst shareholders and allow Nkwe to focus on delivering its ultimate goal.”

Big plans for hawker stalls in town The Tubatse Hawkers Association held a meeting this week where various issues regarding the hawkers in Burgersfort were discussed. These informal traders had good December and is still in the process of issueing permits for the regulation of trading as decided by Council last year. The issueing of permits will continue until the end of February and policing of valid permits will start in March 2011. The Burgersfort Cluster of the Association will have a meeting with various stakeholders on Monday next week. The meeting will resolve around the hawker stalls to be build at Twin City. The committee has also drawn up plans for development of hawker stalls on the open area stretching between the stop street at Toyota and Cheap Cheap on the other end. They’ve already approached mines in the area and has possibly secured funding for the construction. The mines and the municipality will negotiate regarding the land were these stalls are to be build.

Mayors visit schools in the area Last week Wednesday the schools started for 2011. The week was marked by politicians and other stakeholders visiting schools to encourage the pupils to work hard and finish their matric. The MEC for Education visited Laerskool Ohrigstand during an unannouced visit. Local politicians, Sekhukhune District mayor, Cllr. David Mogobo Magabe and Greater Tubatse Municipality Mayor, Cllr. Ralepane Mamekoa visited schools in the area as part of Magabe’s tour through the district. Die klasse sal groot verligting bring omdat daar lank reeds ‘n tekort aan spasie by die skool is. Hulle is byvoorbeeld lank reeds vol vir die 2011 skooljaar. Dit maak dit moeilik vir persone wat gedurende die jaar na Burgersfort verhuis en hul kinders in ‘n skool moet plaas. Moontlike verdere fases sluit klaskamers op die area waar die tennisbane tans is, in. Die tennisbane sal dan na die agterkant van die skool bo die rugbyveld verskuif word. Daar is ook ‘n groot behoefte vir ‘n groter saal.

Be aware of fake colleges - Police warn prospective students The police will have “no mercy” for those masquerading as principals or directors of illegal colleges, Police Minister Nathi Mthethwa warns. “We shall implement vigour, toughness and smartness in thwarting these bogus colleges... .These scoundrels will get the harshest punishments,” he said in a statement. His remarks follow a surge of applications at universities and other tertiary institutions countrywide due to a higher matric pass rate. “We are in that season where some criminals want to prey on unsuspecting students by promising them a brighter future, when in fact they are destroying their lives.” The police ministry was planning to “get tough” and double its efforts to uncover illegal colleges in 2011. They would carry out sporadic college visits around the country to verify if they were registered legally. The minister urged parents and students to be vigilant during the enrolment period and report suspicious or fraudulent financial activities to the higher education department. Police began investigating colleges in May last year and concentrated their efforts around Gauteng, Limpopo and KwaZulu-Natal. Several unregistered private Further Education and Training (FET) colleges were shut down. In the most recent operation, police visited 80 private FET colleges in KwaZulu-Natal. “Out of the total only 12 were found to be correctly registered with the department,” said Mthethwa. Police seized various fraudulent certificates, computers, fax machines and exam results. “After the students ‘passed’ their exams they were issued with false certificates which are not recognised by the department,” explained Mthethwa. Six colleges were closed down and their directors or owners arrested. To date 48 people linked to this sort of crime had been arrested countrywide. They were charged for contraventions of the Further Education and Training Colleges Act and faced a minimum of 10 years in prison or a fine of R250,000.

Green light for Ruuki - Kermas JV (Synergy Africa) Synergy Africa, a joint venture between Finnish group Ruukki and UK-based investment holding company Kermas, has received clearance from the South African Competition Commission in December last year to proceed with its acquisition of Chromex, a transaction of more than R400 million. The offer had now been declared unconditional in all respects, as the clearance was the last remaining substantive condition. Synergy Africa, which was established specifically for the purpose of the acquisition, had also extended the time and date for acceptance for the offer indefinitely. The company had received valid acceptances in respect of 81 755 153 Chromex shares, representing about 91,69% of the current issued share capital of Chromex. This total included acceptances received in respect of 46 025 000 Chromex shares, representing in aggregate about 51,6% of the issued share capital of Chromex, which were subject to irrevocable undertakings obtained by Synergy Africa from certain Chromex shareholders. Synergy Africa had also received valid acceptances in respect of 2 570 781 Chromex warrants, representing about 95,93% of the total number of Chromex warrants in issue.After the offer had been declared unconditional in all respects and
the acceptance level was over 90%, Synergy Africa had requested Chromex to make an application to the LSE for the cancellation of trading in Chromex shares on Aim. Ruukki expects the acquisition to increase the production capacity of its subsidiary Ruukki South Africa, which holds the Mogale Alloys operation. Mogale comprises only processing facilities, without the security of chrome ore supply, which is procured from several sources on short-term contracts. Chromex owns two assets, Stellite and Mecklenburg, located near Burgersfort, as well as operations in Zimbabwe. The Stellite mine, which was already operational and about 80 km from Ruukki’s Mogale operation, was being ramped up to produce 40 000-t/m run-of-mine (ROM) ore. Chromex intends to eventually start mining at Mecklenburg, which is expected to ramp up to produce 60 000 t/m of ROM ore. The chrome ore supply was expected to play an important role in Ruukki South Africa’s processing growth plans. It was considering potentially building two 70-MW dc furnaces at the Stellite mine, which would have a combined capacity of 280 000 t/y of chrome. Kermas is the largest shareholder in Ruukki South Africa and holds a 49% stake in Synergy Africa. The Ruukki Group holds 51% of the JV company.

Chaos continues to reign in the streets of Burgersfort. Since Platinum Gazette reported on the traffic chief’s plans to ‘clean up this town’ last year, not much has changed. The photographs below was taken this week. The drivers of these vehicles simply drove into the oncoming traffic lane and disrupted the traffic. This all happened while the traffic officers
were elsewhere checking licences. The registration numbers and faces of the drivers were blurred. This was done because it is not an isolated incident, but an example of how much respect for the law and each other drivers in Burgersfort have, while those trusted to enforce the order, are nowhere to be seen near the critical points.

Grade 8 is fun at Calvin College The grade 8 pupils at Calvin College are going through an orientation period of two weeks. During these weeks they are wearing selfmade yellow wigs, a board with their ID numbers, name, school and grade on it. They also carry a heacache tablet as they are still giving the rest of the school ‘headaches’. They are also wearing self made tails, many which resemble that of a lion. They also each have a ‘pet’ egg. This egg (photo below) must be carried with them every day and must have a name, occupation etc. The group every morning sings for the Blue Crane statuette in front of the school and will next week write a test on the school’s code of conduct. They will also be going on a camping trip to celebrate the start of their high school career.

How much should government Draft legislation open for public inspection and comment can change the employment landscape in South Africa dramatically. The legislation, should it go through, will give government the power to determine the increase in wage for domestic workers and farm workers. In the past it has happened that when these workers are paid more than the minimum wage, they either do not receive an increase or it is far below the recommended percentage. Other major changes are that it will be illegal to strike over a dispute. It will include alleged unfair dismissal that could be resolved by die Labour Court or CCMA. All employment agencies will have to register with government and they will not be allowed to charge for finding their clients employment. Labour brokers will first be regulated, constrained and then phased out. The legislation will also impact on temporary employment. Unless an employer can make a convincing case for short-term employment (e.g. seasonal harvesting or retailing peaks), the position will be considered as permanent. Temporary staff will have the same benefits as permanent staff, including the cash value of pension and medical contributions. Employers will not easily be able to differenciate between temporary workers’ and permanent workers’ remuneration if they do the same job. Government will also put up state employment agencies to which all vacancies and hiring will have to be reported to and the workforce of any company with more than 50 people in their employment will have to reflect the national racial mix and not just regional demographic profiles. We asked readers how much they think government should regulate the workplace and who should be responsible for training of people - government or the private sector?

Congratulations to 2010’s matrics Please allow me to pay homage to the matriculants of 2010 for their hard work and achievement in the examinations. This goes to show that where there is a will there is definitely a way. Gratitude must go to all those who contributed to the good results we had in 2010. Now the aim should be to improve on the results for the years to come. We, however, should not keep a blind eye to the very dark cloud hanging above the veracity of the 2010 matric results. It was reported in the media that some subjects were adjusted upwards while others were adjusted downwards. But the Department of Education and UMALUSI decided not to let the public know which subjects were affected by the adjustment. This leaves much to be desired. It would be proper if this was revealed so that teachers would be able to plan and know what to improve in their respective subjects. For UMALUSI to hide some of the information from us, they really give ground for the doubting and questioning of the quality of these results. It was also
unprofessional for the minister Angie Motshekga to announce on television that the pass rate is 6.7 percent instead of 67.8 percent. One is likely to conclude that her mind was still in the kitchen where the marks were (un)cooked. Why would she stammer like that as if she was seeing the results for the first time? I would like to thank the Greater Tubatse Municipality for making available some bursaries for further studies for our children but can‘t this be done well in time and not just when the closing date is tomorrow so that the learners can apply for these funds when it is still convenient for them to do so? One hopes against hope that our Department of Education really means it when they say they are ready for the start of school in 2011. This comes to mind when one thinks that sometimes schools wait forever for books to be supplied to learners. SPORT Maatlopo tastes defeat Maatlopo United FC tasted defeat for the first time after 14 games. They lost to Sekhukhune Arsenal at Greenside next to Motetema last week Saturday. Arsenal scored in the 24th minute, but Maatlopo defende, Elphus Shai equalised with a penalty to make the half time score 1-1. In the 68th minute the hosts scored again. Although Maatlopo gave it their all, they were unable to recover. “We don’t blame anyone for our defeat. Foorball is anybody’s game. You win some, you lose some, we are professionals and understand that we must go back to the drawing board,” said Mr Jimmy Makola, the team’s spokesman. On 22 January the team will play agains Morethetho FC at Ga-Motodi. Maatlopo is currently second on the log with 29 points behind Tubatse United with 32 points.
Burgersfort United FC is back and ready for 2011 Burgersfort United Football Club (BFUF) started practicing and will soon start playing games again. This local soccer team is very involved with the development of young players in the area. Players from as young as 6 are joining in the fun.

The bigger guys are also serious about the sport and during the year try to play at least one competitive game a week. The team is not forming part of a league and welcomes social sportsmen as well. They have their practice every Wednesday and Friday at the grounds of Laeskool
