Gazette Roads Agency Limpopo (RAL) held a productive stakeholder engagement and fundraising session with the local business and mining sector in Sekhukhune District Municipality on Friday, 16 February 2018. During the engagement session at Lapeng Lodge adjacent to Road D737 near Burgersfort, connecting the R37 and Steelpoort, RAL had identified four opportunities for potential or future strategic partnerships, estimated at just over R1,12 thousand million based on preliminary technical assessment, as it steams ahead to address 1173km of roads backlog in Sekhukhune District. The total road network (in Sekhukhune) currently sits at 2654km. Last week Limpopo Public Works, Roads and Infrastructure MEC Nandi Ndalane officiated at a sod turning ceremony for a R316 million road infrastructure project connecting two municipalities and commercial centres. The project will run over a period of 36 months. The purpose of the project is to upgrade from gravel to tar and also rehabilitate sections of the road. The targeted roads for strategic private sector partnerships are roads D4220 at the evaluated cost of R600 million, Steel Bridge at the intersection of D2219 and R555 (R81m), D737 (R40m) and D4180 (R400m). Presenting RAL’s current partnerships in Sekhukhune, and the strategic partnerships overview of Limpopo Province since 2015, Chief Executive Maselaganye Matji emphasised on the success of its Public Private Partnership (PPP) approach. “Our private sector partners have confidence in the way we do business,” Mr Matji said. “Every little amount contributes, we want you to be part of the solution to our country, our province and to our local municipality. We must work as a collective to change how the area where we live looks,” he said at the Lapeng meeting. He says since 2015, with the financial support of private sector partners, more especially the mines in Sekhukhune area, RAL has spent R2,85 million on 22 projects in Sekhukhune, “which is higher than other districts because of the massive backlog in the area.” In 2015, the then new RAL Board and Executive management of the Agency led by the Board Chair, Matome Ralebipi and CEO Maselaganye Matji, adopted a strategic Partnership approach as part of the successful turnaround strategy for the Agency that was just returned from administration. Through this approach, RAL is targeting to create partnerships with the private sector relevant or benefiting from the Limpopo Provincial road infrastructure network to help augment its constrained budgetary and financial resources for the construction, rehabilitation and maintenance of Limpopo roads. At current estimates, RAL will need R160 thousand million to maintain and upgrade the entire road network in Limpopo, and it currently

gets under a thousand million rand from the provincial treasury. The road asset portfolio of RAL measures in the extent of 20 260 kilometres of which only 5 974 km is tarred and the balance of 14 286km is gravel or dirt roads. “We are trying our best with limited resources to address the infrastructure delivery in the province,” says Mr Matji. This partnership includes both RAL and the private sector co-funding key economically strategic road infrastructure projects in the Limpopo Province. Since adopting this strategic partnership approach, RAL has raised R382 million and continues to secure more partnerships. R100 million is the amount targeted for the current financial year. Councillor Stan Ramaila, the Executive Mayor of the Sekhukhune District Municipality, in his keynote address described the district as “rich poor” as it has thirteen (13) mines operating in the area, yet 51% of the people of Sekhukhune - the home of chrome - are unemployd. He urged the mining community and the private sector at large to work together to assist communities. RAL says when the agency build roads, it uses road infrastructure delivery to create jobs and hire local Small Medium and Micro Enterprises (SMMEs) in areas affected by implementation of its road construction projects, with 30% and 10% respectively of contract value ring fenced for local SMMEs and local labourers. The stakeholder engagement and fundraising session in Sekhukhune, which comes hot on the heels of RAL’s successful participation at the recent Investing in African Mining Indaba, was targeting four economic roads: 1. The upgrading of 24km of road D4220 from Modimolle to Tjate to Phahlamohlaka to Manoge to Masehleng. “The economic benefits of upgrading the road from gravel to tar are massive. It will also make sure the municipality will benefit from tourism as roads are veins of the economy,” Mr Matji said about this road. 2. The single lane Steel Bridge at intersection of D2219 and R555 will be transformed into a “new safe bridge,” according to Mr Matji. During the consultation session of 16 February 2018, five mines in the area have pledged to work with RAL on this project, and other two will include it in their next Social Labour Plan (SLP) consultations with the community. 3. On the rehabilitation of 17km of D737 from Steelpoort to Lapeng Lodge, described as an economic road and a bypass, Mr Matji said rehabilitation work has started and there will be further updates on progress. 4. Upgrading from gravel to tar of R17,6km of road D4180, a parallel road to R37, from Ga-Sealane to Ga-Selepe to Atok Mine to R37. Anglo American Platinum has contributed R57 m towards phase 1 of the project (up to Ga-Mongatane), and RAL will continue with the other stretch of the road (Ga-Mongatane/Ga-Mashabela to Atok Mine).

3 Escape, one still on the run Three men escaped from the holding cells at Tubatse police station in Praktiseer this week Monday. Two of them were however traced due to the massive manhunt launched by the SAPS after the escape. The men, Sandile Emmanuel Lebambo (31), Simon Mokone (23) and Vincent Kgoedi (28) escaped at approximately 06:30 through the roof of the exercise room. The Dedicated Task Team followed up on
information received and spotted two of the three men in different locations. When Mokone saw that he was cornered by the SAPS he allegedly started shooting at the officers. The SAPS retaliated and Mokone was fatally wounded. The second escapee, Lebambo was shot in the leg while trying to evade arrest. He was allegedly performing rituals when he was cornered. Lebambo was treated at a local
hospital and will appear in the Praktiseer Magistrate’s Court soon on a charge of escaping from lawful custody. By the time of going to press the search continued for the third escapee and anyone with information that could lead to his re-arrest

The men were arrested for the following before their escape: Lebambo was arrested for rape, house-breaking and theft as well as assault with intend to do grievous bodily harm. Mokone was arrested for robbery with aggravating circumstances, possession of a firearm without a licence and possessioin of suspected stolen properties. Kgoedi was arrested for murder and attempted murder. Missing The Police in Tubatse outside Burgersfort have launched a search operation for a missing person, Tokolo Moraba a 32-year-old male who is residing at Ga-Makofane village. The missing person’s mother, Kgakane Elizabeth Moraba (69), reported that her son left home through the window and he was last seen in his room on Sunday, 4 February 2018 at about 20:00. Mr Moraba is mentally challenged. During his disappearance he was wearing a blue shirt, black jeans and brown shoes. He is light in complexion with short hair and having a gap between his front teeth. The SAPS Limpopo Provincial Commissioner Lt Gen Nneke Ledwaba has fingered and condemned the continuous acts of mob-attacks and killings which are still prevalent in some Clusters of this Province especially in the Tubatse Policing area outside Burgersfort. This condemnation follows the mob-related incident where one suspected criminal was burnt to death inside a car when a group of community members attacked three suspected criminals before they could allegedly rob a local shop. The other suspects managed to escape leaving their two cars behind which were then burnt to ashes. It is alleged that the deceased was driving one of these cars with his two accomplices and the other two unknown suspects driving a VVT Toyota were on the way to Ga-Mokgotho village to commit a business robbery, the local community got information before the crime could be committed and attacked them. The deceased is a 29-year-old man from ga-Mashamothane village near Burgersfort but the forensic investigations are still underway to confirm his identity and his accomplices who fled are unknown. A case of murder and two counts of malicious damage to property were opened. The suspects involved in this said matter are unknown and there is no arrest as yet. The police investigations are still continuing. The Vulekamali portal, launched by Finance Minister Malusi Gigaba on Tuesday, will make information on the Budget more accessible to ordinary South Africans. The online portal presents information in a simplified format and shows members of the public how public resources are generated and used. The Minister launched the portal during a media briefing at the Imbizo Centre in Cape Town on Tuesday, a day before he is expected to table the Budget Speech in Parliament. “We would seek to continue making National Treasury accessible to the broader sections of South African society. That it doesn’t belong among the elite only, but it must be accessible to the ordinary South Africans so that they are able to make their inputs, not only in influencing our policy directive as articulated through the budget but also having access to the budget process, to the information that is contained in the budget…” he said. The Minister said the portal will become a good platform for young South Africans, especially the academia, to access budgeting information to help them gain critical insights.

A new president and increased South Africa went through a series of rapid developments since last week Wednesday. During a late night address to the nation, President Jacob Zuma resigned. Since then a new president, Cyril Ramaphosa has been elected and sworn into office. He delivered his State of the Nation Address (SONA) the next day and Parliament kicked into action with debates around it. On Wednesday this week, the previously postponed Budget Speech was delivered by Finance Minister Malusi Gigaba. The focus of the budget fell on rebuilding and restoring growth and confidence in challenging times. Gigaba described the budget as “tough but hopeful”. One of the main changes that the public will have to deal with is the increase of VAT from 14% to 15% as of 1 April 2018. This is the first time that VAT is increased since 1993. The budget deals with various issues including the much talked about free higher education. A total of R324 thousand million is being budgeted for higher education and training over the next three years. This includes R57 thousand million for free higher education and training. Basic education will also get a boost with R35 thousand million being budgeted for infrastructure development and R15,3 thousand million for learner and teacher support materials. More than R528 thousand million will also be spend on social grants. The budget also took a look at things such as subsidized public housing, water infrastructure and services and supporting affordable public
transport amongst others. Social grants will be increased by around 7%. Platinum Gazette asked readers their thoughts on the new dispensation in the country, as well as their reaction to the VAT increase expected from 1 April 2018.
Ms Lerato Mohlabini said: “Everything will be fine now that he is president. I live in Ga-Manoke and they only bring us water when there is a funeral. We only get water when someone passed away. We hope now that Ramaphosa is our president they will fix the problem”.
Mr Ngwato Mankge said: “It is a positive change in the leadership of our country. Our new president is complex but transparent. He boosted our economy already. He is for everyone. I like the fact that he is reducing the cabinet. He will get rid of incapable MECs. He talks about unity in Parliament. I would like for him to unite people from all parties. It would be great if he could include people from all parties in his cabinet. I would like it if he for example made the DA’s Maimane the Deputy President. On the increase in VAT… That 1% is going to kill us. You cannot impose it on the poor people. That increase they should have brought once they’ve created the jobs they’ve promised everyone. Just make that extra 1% for businesses who can afford it now. It is killing us ordinary citizens”.
Ms Nompi Mokoena said: “I am happy. I hope things like shortages of medicine in our clinics and hospitals and the shortage of books in the schools will be over with Ramaphosa as president. It will be OK to pay 15% VAT if they improve the service delivery to our communities. It is only 1% extra. But we need to see what we pay for. We don’t want to only pay for Nkandla”.
Mr Abram Makoo said: “ I’ve found work since Cyril Ramaphosa became president. Things can change and he can lead us! I am positive about South Africa now!”

But prosecuting Zuma must be a priority and those involved in State Capture must go answer in court”.
Mr Emanuel Makgoga said: “We are behind Cyril Ramaphosa. He is a great leader. We will support him. The increased VAT is a problem for the people of this country. We thought it might go down. We don’t know if it is because of the previous leadership – if they stole the money or not. Malema warned us about the Guptas. Malema opened our eyes but we thought it was just politics. He was saying die waarheid”.
Ms Mokgadi Seopela said: “The change is good. Cyril Ramaphosa won’t take money. He has only one wife and he can be a good leader. Hopefully he can help create jobs. The increased VAT will affect me, but it is OK. If they use the money the right way it is fine. People are tired of having their money stolen and wasted but if it is well used, let it be”.
Mr Christoph Mokoena said: “We have hope. We’ve been waiting for Ramaphosa. He is a businessman and he will take care of the people of South Africa. The economy will be stabilized. We should also get help from other countries than Dubai. Our mining economic growth will also benefit from him becoming president”.
Mr Eric Moeng, an attorney from Burgersfort said: “The VAT increase is quite ridiculous. It shows they’ve done the announcement of free education without having been properly prepared. Now the tax payers must dig deeper into their pockets and it is not fair. The change in president is positive. We welcome it as South Africa. In his State of the Nation Address he pointed to various plans. If those can be put into action we will proudly say we have a good president. I like that he wants everyone in parliament to be part of the change. He was speaking more as the president of the country and not only as president of the ANC”.
Mr Otto Mashaba and Mr Kabelo Mahlake said: “He is a good candidate to have become president. He will do economic transformation without all the scandals of our previous president. We don’t think it is a bad thing that they are increasing VAT but then they must improve the standard of living. They must stop misusing funds. The arrests for corruption etc. that also took place last week shows that Ramaphosa is serious about improving South Africa”.

SAPS play On Wednesday 21 February, the SAPS Lebowakgomo/Masemola/Magatle (in green) hosted Saps Dennilton/Marble hall (in yellow) in a league match for SAPS Capricorn district stream B. The hosting team managed to score two goals in the early minutes of the first half. The goals were scored by W/O Mphahlele and Const Montjane. The visitors scored only one goal in the first half. This was by Const Sephoto. The half time score was 2-1 in favour of the Lebowakgomo/Masemola/Magatle team. In the second half the hosts managed to score another three goals by Const Mello and Const Tsima (2) while Const Sephoto scored one for the visitors to make the final score 5-2 in favour of Lebowakgomo/Masemola/Magatle. Running the Capricorn District Municipal 4 in 1 Marathon Modikwa Marathon Club runners attended the Capricorn District Municipality 4 in 1 Marathon. The race took place on Saturday the 17th of February 2018 at the Peter Mokaba Stadium in Polokwane. Albert Tshosago and Rudolph Mokgomola managed to attend this race on their own and they both ran the 21.1km half marathon, Albert finished with a time of 2:30min and Rudolph in 1:37min just outside of the top ten. These two runners are new to the club and already showing very good form. “We would like to congratulate these two fine runners with the excellent performance and wish them all of the best for the upcoming races,” said Willem Montgomery of the Modikwa Marathon Club. Tubatse Chrome Golf Club prize giving Tubatse Chrome Golf Club hosted their annual prize giving ceremony on Friday last week. The event took place at Tubatse Chrome Club with players and their families enjoying the evening together. A host of prizes were handed out and the league players congratulated for finishing second in the province. The state of the course was also discussed and players - old and new - are encouraged to join the regular games at the Club.
