The weather system experienced in the area since last week Friday proved to be hugely beneficial for crops and water supply, while the rain also brought welcome relief from the searing heat experienced lately. Dams in the area filled up nicely, with Buffelskloof a 102 percent full compared to 30 percent on the same date last year, while Ohrigstad Dam is now just more than 52 percent full compared to just 8 percent last year this time. Flag Boshielo was only marginally fuller at 44.8 percent compared to 41 percent last year. De Hoop Dam is 98 percent full compared with last year’s 92 percent.

Potholes transformed into swimming pools Fed-up residents from Penge are tired of waiting for repairs to their tar roads. “We had these potholes before Ga-Motodi and Alverton got their tar roads and their new roads’ potholes are repaired regularly. We are wondering why we are being left aside, because if they had the repairs in chronological order, ours should have been fixed decades ago,” said one resident, Kagiso Serage. A local team of residents do their own pothole repairs

to try and limit the deterioration. They were planning to do so on Saturday last week, but the rain from the previous night kept them in and brought the pothole ‘swimming pools’ out. Unfortunately it is not only in Penge where roads are in dire need of repairs. Burgersfort, Praktiseer, Ohrigstad and many other areas are also in need of repairs that will be done properly and will last longer than the first bit of rain hitting them.

Many motorists drive without switching their lights on in the rainy weather. Be safe, switch them on and be seen.

Help for black entrepreneurs In a landmark breakthrough for South Africa’s quest for inclusive growth and radical economic transformation, the Ministers of Trade and Industry and of Economic Development announced that the National Empowerment Fund (NEF) will become a wholly-owned subsidiary of the Industrial Development Corporation (IDC) in order to meet the considerable demand for funding by black entrepreneurs. This is in line with the affirmation by President Jacob Zuma in the State of the Nation Address (SONA) that the quest for radical economic transformation must seek “fundamental change in the structure, systems, institutions and patterns of ownership, management and control of the economy in favour of all South Africans, especially the poor, the majority of whom are African and female”. Both the IDC and the NEF have been identified by Government as central in implementing radical economic transformation and develop-

ment policies, particularly in light of renewed efforts to develop black industrialists. The merger will promote increased broad-based black economic empowerment with a specific focus on promoting black industrialists. This decision is in line with government policy to consolidate South Africa’s development finance institutions to provide effective support to emerging and existing black entrepreneurs, and thereby enhancing efficient service delivery. the dti and EDD will appoint a technical team to drive the process expeditiously. The Minister of Trade and Industry will continue to provide legislative and policy guidance to the NEF. The two Ministers are confident that this historic integration of two leading DFIs will enhance the country’s developmental aspirations as outlined by President Zuma in the SONA to “open up the economy to new players, give black South Africans opportunities in the economy and indeed to help make the economy more dynamic, competitive and inclusive.” Over the last 75 years the IDC has been instrumental in implementing the country’s industrial policy and establishing key industries, particularly in the manufacturing sector: petro-chemicals, mineral beneficiation, fabricated metals, agro-processing, clothing and textiles. In the recent financial results announcement for period ending 31 March 2016, the corporation reported R14.5-billion in approvals including R11.4 billion in disbursements. In the same period the IDC has approved R4.9 billion for black-empowered companies, R2.9 billion of which was for black industrialists. The NEF was capitalised in 2005 by Government to the value of R2.4 billion, all of which had been fully disbursed by 2010. Since then, the NEF has been self-financed from loan repayments, dividends and interests from its investments and proceeds from the sale in 2007 of its stake in MTN through the NEF Asonge Share Scheme. Since operational inception in 2005 to date the NEF has approved over R8.5 billion worth of transactions to 839 black companies countrywide, which have supported in excess of 89 900 decent jobs.

NEWS

24 FEBRUARY 2017

Mokka X Opel’s small crossover, the Mokka, has only been available in South Africa for a year and a half, but a facelifted version has just been released, called the Mokka X. The Mokka has been on sale in Europe since 2012, where it has sold particularly well and sales in South Africa have also proved to be quite good. Local dealer, Westvaal Mashishing, introduced the new vehicle to customers and prospective customers two weeks ago and also invited the newspaper to take a spin. This is the second time around Platinum Gazette drives a Mokka. The first generation did not impress us very much and we complained of excessive tininess and road noise in the car. Did anything change since then? To be honest, we were quite impressed with the car. If you are hunting for a very capable vehicle to transport a small family, it might just be the car for you. The X behind the name does not signify any superpower such as extreme off road capability or anything else, other than General Motors has decided to put an X behind the names of all future crossover SUV’s the company produces in future. Of course will marketing material say otherwise, but if the X indicates the improvements over the outgoing model, we agree. The biggest improvement to our mind is the new fascia, which has been transplanted from the Opel Astra. In the top of the range Cosmo automatic model we drove, it was married to black leather upholstery, which gave the car a very upmarket, high perceived quality feel. Of course, the Cosmo automatic has everything that can open and close, and almost nothing is offered as optional. It aims to be the complete package and for the average buyer in this market segment and price (north of R350 000 for this particular car), it will be a delight. The proof is in the driving and we took it for a short spin to the outskirts of Lydenburg/Mashishing. The 1.4 turbo petrol engine produces 103 kW and 200 NM between 1850 and 4900 rpm. Not as bullet, but more than enough grunt, coupled with the six speed auto. The newspaper’s perception of comfort is a little bit skew as our daily commutes are fixed axle 4 x 4 brutes that jump all over the place, so any other car can feel super comfortable. Except the road noise problem, which is still louder than the road noise of said 4x4‘s and their knobby tires. The seats are superb and the Astra transplant with the IntelliLink infotainment system and park assist works extremely well. The aircon and other creature comforts, as well as safety features works well, without being intrusive. The car holds steady on a variety of surfaces and brakes quickly if you ask it to. All in all a desirable package and if you cannot afford the top of the range, we suspect value for money can also be had in the cheaper models. Mokka X buyers are most likely to be lifestyle enthusiasts rather than car enthusiasts. They will care little that this car isn’t quite as sharp and wieldy as a compact hatch, nor that it isn’t as practical as a compact SUV/Crossover. Instead, the Opel offers a potentially pleasing compromise between the two. Whereas the standard luggage capacity is useful, the Mokka X’s utility space is particularly impressive.
