Jobseekers still at loggerheads with Xstrata Lion

Roads around Xstrata’s Lion smelter near Steelpoort was closed just before Platinum Gazette went to press yesterday, the second Thursday in a row which saw residents from villages in the area voicing their concerns about local employment by the mining giant. Last week saw a bakkie of a security company burned (photograph) before protestors dispersed. They also caused damage and looted the training centre across the R555 road from the smelter. According to Xstrata Alloys spokesperson in Johannesburg, Mr Songezo Zibi, the company did not receive, neither was it attempted to hand over a memorandum of grievances last week. This week, as Platinum Gazette spoke to him, Mr Zibi said the company expected to get a written memorandum with grievances from the troublemakers in the road. Speaking by telephone, Mr Zibi told the newspaper yesterday “the situation is very deurmekaar at the moment”. He said it is not that Xstrata did not know about the grievances of jobseekers in the area, but that expectations exists that could not immediately be fulfilled. He said the protesters blocking the road had a big issue with the lack of job opportunities for people with qualifications less than matric. He also pointed out that even when job seekers do have matric, they should preferably have passed certain subjects to be able to be trained in a primarily high

skilled environment. At the moment, although the company try to accomodate those jobseekers without matric, opportunities are very limited and even if this situation can be improved, employment may only take place over a long period as opprtunities arise. Mr Zibi said people should also understand that although the Lion 11 Project will create a large number of jobs, all these employment opportunities will not be available immediately and at the same time. Employment opportunities will be created as the project develop. Mr Zibi said traditional leaders voiced their concerns about local employment with the opening of Magareng Mine. The issue was discussed at that stage and the company also contacted local government leaders and the Office of Limpopo Premier, Cassel Mathale, so that the issue can be discussed between all stakeholders. A meeting in this regard will be held soon. Mr Zibi said there is also an expectation among the protesters that people living the closests to the project must be given priority when vancancies are filled. “Like in people living three kilometres from the project have more right to be employed than people living seven kilometres from the project. It does not work like that”, he said, saying the company is looking at employment in the whole municipality as local employment, while other factors such as skills levels also play a very important role.

Nkwe on the roll again Platinum group metals (PGMs) exploration and development company Nkwe Platinum, resumed share trading on the Australian stock exchange last week after it regained its 64% interest rights to the farm Eerstegeluk near Burgersfort. This comes after the Department of Mineral Resources (DMR) awarded the rights to Eerste Geluk to the Roka Phasa community, with Nkwe major shareholder Genorah Resources as the economic partner. Roka Phasa claimed to hold the rightful title to the farm, but last year rival community Bengwenyama also claimed ownership and brought an application against Genorah over a lack of consultation with the community. The South African Constitutional Court then stripped Genorah of prospecting rights on Eerstegeluk and Nooitverwacht, which form part of the company’s Tubatse project. Nkwe said of the two farms set aside in the original ruling, Eerstegeluk was the primary property, having the most accessible PGMs resources at the shallowest depth, and around 80% of the Joint Ore Reserves Committeecompliant resources. “Nkwe is pleased that the DMR decision has been made and that all parties concerned can now move forward with certainty,” said MD Maredi Mphahlele. He added that the formal awarding of the decision in respect to the Nooitverwacht farm was still outstanding, however, the company expected an outcome which would provide a

joint ownership scenario, with Nkwe’s partners having a 50% interest. The Nooitverwacht farm has not been factored into any of Nkwe’s current or future mine development plans, and so far only six intersected holes have been drilled on the farm for an initial general geological understanding. Mphahlele said the current delineated resources on the Nooitverwacht farm would represent only 7% of the total resource held by Nkwe prior to the Constitutional Court’s decision. He added that Nkwe was currently evaluating how the Nooitverwacth farm would integrate into future development plans. Nkwe voluntary suspended its share trading in December, after the Constitutional Court ruling. Mphahlele further commented: “Probably the most disappointing aspect of what has occurred has been the many misconceptions that have been circulated regarding what happened and the parties involved I would like to point out a few salient points now that Nkwe has effectively regained all its material interests in the Tubatse Project: given tribal history and shifting allegiances there will always be issues regarding who does represent relevant communities but the key point that we have always made is that we actually have in the past and will continue to moving forward work losely and constructively with representative bodies to ensure all our responsibilities in empowering and assisting local communities are positively discharged;

- the key individuals behind the applicants in the case had been previously involved in the funding and running of prior ‘community’ land claims involving mineral rich farms and lawyers acting on a ‘success fee’ basis with an interest in the project moving forward should the case be successful. This was not an action driven by desperate and down trodden communities at the mercy of Nkwe’s unconscionable actions as certain sections of the media would try and purport; - at the end of the day none of this would have happened if their wasn’t a general view that the farms have significant value through the exploration and development of the underlying PGM mineralisation - that is Nkwe’s job from here realise the inherent value for its shareholders. Nkwe also updated shareholders about the Garatau project saying: “As previously announced, the BFS in respect to the Garatau Project is completed from a key inputs perspective and it has highlighted all relevant cost inputs, the extremely robust nature of the geology, it confirmed that the metallurgy is not complicated by any intrusive factors and that processing will be consistent with existing operations on the Eastern Bushveldt complex. It has also confirmed that all necessary infrastructure is either available or will be made available to support a project of this magnitude. Putting the foregoing aside as being satisfactory Nkwe focused on optimising the mining method, project timeline and cash flow

timing. The Board felt that an innovative approach was worth investigating to bring the project to production in the shortest possible time frame. To this end we engaged additional consultants to apply their expert knowledge of platinum mining and the construction and operation of PGM plants. Proposals have been put forward which include rapid access to the Merensky Reef via decline and short shaft access. Revised mining methods designed to accelerate underground development and a staged development of the UG2 based on rapid main shaft development. Early development of a smaller scale 200,000 – 250,000 oz per annum plant followed by larger scale plant development. Based on the recent re-award of the Eerste Geluk farm by the DMR, the development of a smaller initial plant is obviously enhanced by the potential for additional ore from that farm together with earlier stage ore from the Garatau decline access being available. The current optimisation process provides for a substantial upgrade of overall project value and an enhanced potential for shareholder returns. The Company anticipates the final optimised project path forward being completed by May 2011 (given the potential for the Tubatse Project to now form part of the initial development) with a strategic partner and mine development decision soon thereafter”.

The Casual Day team send out a special word of thanks to everyone who contributed towards the success of the 2010 Casual Day campaign. Take a boy child to work The Limpopo Legislature this week participated in ‘Taking the boy child to work’ campaign. This is a concept that was initiated by Tracker in collaboration with Metro fm and the Department of Education. ‘Men in the making’ concept derived from the realisation that the boy-child in South Africa is calling out for attention, help, and acknowledgement as he grapples with life’s challenges. The Limpopo Legislature through meaningful Public Participation says it supports this initiative of ‘taking the boychild to the workplace’. The Section has invited ten boys from five different schools. They attended the first sitting at 10h00 yesterday, thereafter they toured all business units / sections.

Come join the Photography Club Burgersfort and surroundings are full of talented amateur photographers and people who are interested in taking photographs. The Burgersfort Photography Club are inviting all these individuals to come and join them for their monthly meetings and become members. “The idea is to learn from each other,” the Club’s committee said. Often people are unsure about the technical things their camera can do and many know nothing about the basics such as an F-stop and what this means. No camera is too small and even if you do not own a camera but have an interest in photography, you

are still welcome. Young and old are invited to open their eyes to the beauty captured through the lens. They have an annual membership fee of R250 per person and contributions towards snacks at the meetings are also requested. The group gathers once a month on a Monday. At the monthly meetings they try to learn something about subjects such as lighting, composition etc. They also enter photographs on a subject decided the previous month (this is not compulsory). Last month their subject was black and white. This month it is The Human Form. The winning photographs will be published in Platinum Gazette in the future. Last month’s winner was Ms Santie Carelse who took the photograhs of the tree, zebra and piano. Ms Daryll Geddes came fourth and fifth with her rose and trees in the mist photographs. The next meeting is this coming Monday evening (28 March) at 18:30 at the home of one of the committee members in Burgersfort. To find out where exactly contact Ruan Kleynhans on 083 276 1643. They invite everyone who would like to learn and share in this social environment to join them - the more the merrier. The meetings are about an hour and a half to two hours and are filled with loads of tips Photograph: and experiences. Santie Carelse

How important is the IDP to you? It is time for the local and district municipalities to finalise their Integrated Develpment Plans (IDP). This is where major projects such as roads and access bridges are budgeted for. We

asked readers whether they care about what is being planned and if they are attending the scheduled meetings. We also wanted to know what they feel should get priority.

Ms Gadija Abrahams sê: “Ja, die paaie is baie sleg op die oomblik. Dis nie normale potholes nie. Hulle moet daarna kyk. Ek het nie my eie vervoer nie, so of ek vergaderings bywoon hang daarvan af. Ek soek ook ‘n biblioteek”.

Mr Matthews Malatjie said: “Ja, I won’t go to the meetings because they promise but after that they breach the promise. It won’t be worth it to go”.

Mnr. Willie Els sê: “Ja, dit is vir my belangrik waar die munisipaliteit dinge beplan, maar ek woon die vergaderings nie by nie want ek werk. Hulle moet na die paaie en die robotte kyk. Die ene by OK werk baie nie. Water? Ek koop liewer water”.

Mnr.

Mr Doctor Masinga said: “Yes, it is important to me. No, I won’t go - I’ve got too much job. They must give us water and perfect roads. Even the rubbish bins they don’t collect. It does not feel like a democracy. They don’t take care of us. They promise us before we elect them, but after they have their seats they get money and are there only for themselves”.

Mr Paul Mapote said: “I think it is important that one should attend. They must look at roads and water. It does not make sense if you complain but don’t attend this type of meeting. It will also help the planners to get the input”.

Me. Joey en mnr. Hennie Howard sê: “Ja, ons gee om. Nee, ons werk, so woon nie die vergaderings by nie. Hulle moet aandag gee aan al die rondloperdiere op ons paaie”. By hulle is Lachéy Howard.

Mr Mandla Tjia said: “I would like to encourage people to attend. They should go and hear what our leaders have in store for us. Hear the budget, their plans and give input. Priorities should be water in the villages and secondly roads. They are very bad”.

Mr Emmanuel Teffo and Ms Hendrica Mohlaba said: “No, we are not attending the meetings, because we will be working. Service delivery is not good here, but they are trying”.

Left: Ms Thandi Nchabeleng said: “Yes, I care what they do in the area. I would like to go to all the meetings because I want to tell them about my village. There is no roads and bridges. When it is raining we suffer. We cannot cross from one place to another. My village is Tukakgomo”.

Me. Alida Labuschagne sê: “Ja, dis vir my belangrik waar wat gedoen word. As die vergaderings naby is probeer ek daar wees want ‘n mens wil weet wat gebeur. Die Lapengpad moet aandag kry”.

Ms. Cricentia Themba said: “I care where they do what. Whether I attend depends on my work. I would like them to fix the roads and build more shops”.

Tomorrow Tubatse Chrome Club will be hosting a Ladies Golf Day. The day will start at 10:00 and all ladies who are interested are welcome. The day will take on the form of a golf clinic where those who know nothing about golf can start to learn and those who can play the game, can improve on their game. After the day the top 10 ladies will be selected to play against the juniors at the club and friendly games against ladies from the surrounding towns. This however does not mean that the other ladies will be left out in the cold. Training and development will continue. There is also no need to have all the equipment on the 26th. Just come and experience and enjoy the game. This clinic and training will be free of charge. A free lunch will also be served on the day. To book your space contact Rob Higgs on 082 309 4653. A junior golf clinic is also planned for 1 and 2 April. Enquiries: Martin van Rooyen, 082 816 4833.
